A Cooperating Plan of Fire Investigation: Focused on Public-Private Partnership Theory (화재조사의 협력방안 모색: 민관파트너십이론을 중심으로)

  • This study is to search cooperation plan about fire investigation based on the public-private partnership. Especially focused on the partnership with 4 sector; the academic world, insurance sector, industrial world, professionalist of private fire investigation. In conclusion, Firstly a partnership with the academic world should have courses or school subject extensions related to fire investigation. Secondly, a partnership with insurance sector should secure trust through unifying estimate standard about the origin of damage. Thirdly, A partnership with industrial company is presented making collaboration team to investigate the fire investigation. Lastly, the partnership with the private professionalist related to fire investigation should strengthen credibility and expertise.

A Study on Problems of High-rise Building Fires in Korea and the Basic Directions for Fire Safety of High-rise Building Design (우리나라 고층건축화재의 문제점과 그 대책의 기본방향에 관한 연구)

  • Building become higher. larger and more complex than ever before, showing abrupt changes in building structures. forms and mechanical systems. Likewise hazads of fire and the scale of fire losses become more and more greater. Therefore. considerations for fire safety take up great portion of the building design process. In this study, problems of high-rise building fires and basic directions for fire safety of high-rise building design were studied through the statistical analysis of 138 fire cases. The results of this study are summarized as follows : ·Most of the fires in high-rise building occur on the low floors and the fire frequencies are very low on the upper floors. Fire casualties are liable to be more on the upper floors than on tile floor of fire origin. ·The important causes of evacuation failures were analyzed as being late in escape and lack of stairwell enclosures. ·The main cause of vertical fire spread is lack of stairwell enclosures. However, the fire spreads mainly through the enterior windows in apartment houses. The combustible materials in buildings act on as the major factors of horizontal fire spread and the improper fire doors play role of another the critical causes. ·The basic directions for fire safety of high-rise building design put much stress firstly on the compartmentation of the buildings effectively performing the provision of safe escape routes and the safe refuse places in buildings.

  • As lithium batteries have been used for car navigation systems and as the second battery for black boxes, lithium battery-related car fires have often occurred. In the case a lithium battery is the fire origin, a fire investigation technique has not been established to determine if a battery ignites or whether the lithium battery is damaged by fire. This study introduced car fire cases related to lithium batteries, analyzed the causes of a fire of a lithium battery, and proposed fire investigation techniques to objectively determine if a lithium battery ignites or whether a lithium battery is damaged by fire after external ignition.

  • Fire patterns have been used to determine the origin and cause of fires in every setting imaginable. However, it is very difficult to identify fire patterns from the fire-damaged remains of a devastated structure. If someone was killed by the fire, it is possible to identify fire patterns by analyzing the concentration of carbon monoxide-hemoglobin in the body of deceased as well as the pace of the fire. For example, a low level of carbon monoxide-hemoglobin in the body of the dead indicates a rapid fire with accelerants and the death was caused by severe heat and thick toxic fumes. However, a high level of carbon monoxide-hemoglobin in the body of the dead demonstrates that the fire was slow and/or there was a flameless form of combustion. Thus, this study identifies fire patterns through analyzing the level of carbon monoxide-hemoglobin concentration on the dead from the fire.

  • In this paper, numerical calculations are conducted to predict the characteristics of the heat transfer and smoke propagation in a cydodrome. The gas flow velocity and temperature around the origin of the fire is obtained by using a plume model and the turbulent flow characteristics are considered by standard $textsc{k}$-$\varepsilon$ turbulent model. In this study, the transient thermal behavior can be used for designing fire detection of large rooms.

  • Fire and explosion analysis are performed for the quantitative risk assessment on the LNG test plant. From the analysis for a case of fire due to large leakage of LNG from the tank, it is obtained that loss of lives can be occurred within the radius of 60 m from the fire origin. Specially, wind can extend the extent of damage. Because the LNG test plant is not enclosed, the explosion overpressure is less than 6 kPa and the explosion has little effect on the integrity of the LNG test plant.

  • The purpose of this study is to present the possibility of adopting beacons to implement the fire evacuation guidance system in order to reduce the evacuation time for a fire in complex buildings. A beacon-based evacuation system can quickly detect a fire's origin, optimal path of evacuation involved with the exits and the location of evacuees using information collected by the proposed system. The assessment is conducted by integrating different scenario models including fire simulation. Based on the research result, beacon is an effective tool to warn potential hazards or to provide early detection and a safe escape.

  • When the fire in the high-rise building was not extinguished in its early stage and propagated over its origin, safe egress becomes one of the most important factor to minimize the casualties. Recently fire protection for high-rise building has been reinforced after experiencing the series of disastrous fires. But, we still find many high-rise buildings do not comply with those reinforcement. And also there is a possibility of failure of reinforced fire protection system. Under these situation safe egress guide would be the final layer of protection. In this study existing egress methods were identified and evaluated. According the result of study, priority in egress should be given to the tenants on the floor of fire origin and floors exposed to the risk of fire. Then, the rest of the tenants can be evacuated simultaneously. Floors exposed in fire risk shall be determined by fire tests and/or fire simulations. But, the result of fire monitoring shall override preliminary estimations. Egress time for each algorithm was estimated by egress simulation and the result was compared. There was a little difference in egress time between total egress and phased egress, and a big difference between using stairs only and using elevators and stairs together. to a constant thickness between layers constituting a firefighter's protective clothing should be considered in the future.

  • The history of illumination has been much long since the discovery of lamplight caused huge changes in human lives. However, the swift development of the illumination actually started with the invention of a carbon filament lamp by Thomas Edison in 1878. Generally, the illumination tools plays important roles in human lives such as reduction of fatigue, improvement of safety and working efficiency, and the creation of enjoyable atmosphere. But, the illumination tools can be an origin of the fire due to carelessness and lack of management. In this study, the principle and structure of the illumination lamp were dealt with. The possibility of the fire outbreak caused by the incandescent lamp and fluorescent lamp most used in home was investigated. The examples of the fire outbreaks by the incandescent and fluorescent lamps and by the contact between the inflammable materials and the distributing wires were mentioned and demonstrated by the experimental.

For example, a low level of Hb-CO concentration in the charred bodies indicate a rapid fire with accelerants and the death was caused by severe heat and thick toxic fumes. However, a high level of Hb-CO concentration in the charred bodies demonstrates that the fire was slow and/or there was a flameless form of combustion. Thus, it is possible to identify fire patterns through analyzing the level of Hb-CO concentration on the dead from the fire. In this study, the Hb-CO concentration in the charred bodies was from 3 % at the case of gas burning oneself to death to 93 % at the death caused by smoldering fire.
