Probabilistic Risk Evaluation Method for Human-induced Disaster by Risk Curve Analysis (확률.통계적 리스크분석을 활용한 인적재난 위험평가 기법 제안)

  • Recently, damage scale of human-induced disaster is sharply increased but its occurrences and damages are so uncertain that it is hard to construct a resonable response & mitigation plan for infrastructures. Therefore, the needs for a advanced risk management technique based on a probabilistic and stochastic risk evaluation theory is increased. In this study, these evaluation methods were investigated and a advanced disaster risk evaluation method, which is based on the probabilistic or stochastic risk assessment theory and also is a quantitative evaluation technique, was suggested. With this method, the safety changes as the result of fire damage management for recent 40 years was analyzed. And the result was compared with that of Japan. Through the consilience of the traditional risk assessment method and this method, a stochastical estimation technique for the uncertainty of future disaster's damage could support a cost-effective information for a resonable decision making on disaster mitigation.

A Study on the Physical and Chemical Characteristics and Hazards Buthanethiol (Buthanethiol의 물리화학적 특성과 유해성 연구)

  • Butanethiol is known as a typical odorant with hydrogen sulfide, methyl mercaptan, methyl sulfide, but on the physical and chemical properties and biological hazard assessment, including inhalation toxicity data are very scarce. Butanethiol as a colorless transparent liquid, and has physic-chemical characteristics with flash point as $-23^{\circ}C$ and strong fire risk, boiling point $84-85^{\circ}C$, vapor pressure 80.71 mmHg ($25^{\circ}C$), freezing point $-140.14^{\circ}C$. From whole body exposure with SD rats, the $LC_{50}$ is above 2,500 ppm (9.22mg/L), and then it is classified as the acute toxic chemical (inhalation) category 4 according to the governmental notification No. 2012-14.

  • A cyclotron is a kind of particle accelerator that produces a beam of charged particles for the production of medical, industrial, and research radioisotopes. More than 30 cyclotrons are operated in Korea to produce $^{18}F$, an FDG synthesis at hospitals. A 30-MeV cyclotron was installed at ARTI (Advanced Radiation Technology Institute, KAERI) mainly for research regarding isotope production. In this study, we analyze and estimate the items of risk such as the problems in the main components of the cyclotron, the loss of radioactive materials, the leakage of coolant, and the malfunction of utilities, fires and earthquakes. To estimate the occurrence frequency in an accident risk assessment, five levels, i.e., Almost certain, Likely, Possible, Unlikely, and Rare, are applied. The accident consequence level is classified under four grades based on the annual permissible dose for radiation workers and the public in the nuclear safety law. The analysis of the accident effect is focused on the radioactive contamination caused by radioisotope leakage and radioactive material leakage of a ventilation filter due to a fire. To analyze the risks, Occupation Safety and Health Acts is applied. In addition, action plans against an accident were prepared after a deep discussion among relevant researchers. In this acts, we will search for hazard and introduce the risk assessment for the research 30-MeV cyclotron facilities of ARTI.

Analysis of the potential landslide hazard after wildfire considering compound disaster effect (복합재해 영향을 고려한 산불 후 산사태 잠재적 피해 위험도 분석)

  • Compound disaster is the type that increases the impact affected by two or more hazard events, and attention to compound disaster and multi-hazards risk is growing due to potential damages which are difficult to predict. The objective of this study is to analyze the possible impacts of post-fire landslide scenario quantitatively by using TRIGRS (Transient Rainfall Infiltration and Grid-Based Regional Slope-Stability Analysis), a physics-based landslide model. In the case of wildfire, soil organic material and density are altered, and saturated hydraulic conductivity decrease because of soil exposed to high temperature. We have included the change of soil saturated hydraulic conductivity into the TRIGRS model through literature review. For a case study, we selected the area of $8km^2$ in Pyeongchang County. The landslide modeling process was calibrated before simulate the post-wildfire impact based on landslide inventory data to reduce uncertainty. As a result, the mean of the total factor of safety values in the case of landslide was 2.641 when rainfall duration is 1 hour with rainfall intensity of 100mm per day, while the mean value for the case of post-wildfire landslide was lower to 2.579, showing potential landslide occurrence areas appear more quickly in the compound disaster scenario. This study can be used to prevent potential losses caused by the compound disaster such as post-wildfire debris flow or landslides.

Risk Ranking Analysis for the City-Gas Pipelines in the Underground Laying Facilities (지하매설물 중 도시가스 지하배관에 대한 위험성 서열화 분석)

  • In this article, we are to suggest the hazard-assessing method for the underground pipelines, and find out the pipeline-maintenance schemes of high efficiency in cost. Three kinds of methods are applied in order to refer to the approaching methods of listing the hazards for the underground pipelines: the first is RBI(Risk Based Inspection), which firstly assess the effect of the neighboring population, the dimension, thickness of pipe, and working time. It enables us to estimate quantitatively the risk exposure. The second is the scoring system which is based on the environmental factors of the buried pipelines. Last we quantify the frequency of the releases using the present THOMAS' theory. In this work, as a result of assessing the hazard of it using SPC scheme, the hazard score related to how the gas pipelines erodes indicate the numbers from 30 to 70, which means that the assessing criteria define well the relative hazards of actual pipelines. Therefore. even if one pipeline region is relatively low score, it can have the high frequency of leakage due to its longer length. The acceptable limit of the release frequency of pipeline shows 2.50E-2 to 1.00E-l/yr, from which we must take the appropriate actions to have the consequence to be less than the acceptable region. The prediction of total frequency using regression analysis shows the limit operating time of pipeline is the range of 11 to 13 years, which is well consistent with that of the actual pipeline. Concludingly, the hazard-listing scheme suggested in this research will be very effectively applied to maintaining the underground pipelines.

A Study on Regulation Improvement of Local Ventilation System (국소배기장치의 규제개선에 관한 연구)

  • Anyone who wants to install local ventilation system must obtain a permission from the Ministry of Employment and Labor even if he has permission from the Ministry of Environment. This is because not only the Atmospheric Environmental Protection Act, but also the manufacturing industry's hazardous risk prevention plan under Article 48 Clause 2 of the Industrial Safety and Health Act is to be submitted by 15 days before the construction. Under the current Environmental Protection Act, the Ministry of Environment regulates only the emission of pollutants from local exhaust ventilation systems into the atmosphere and the contents of workers' safety and health within industrial sites are managed by the Ministry of Employment and Labor. Even with the approval of the Ministry of Environment, the number of unsuccessful cases by the Ministry of Employment and Labor has increased, causing a growing discontent among the sites due to production delays and additional costs of improvement. In addition, local exhaust systems that are at greater risk of fire explosion have increased the risk of severe industrial accidents due to fire explosion. This is due to insufficient design of air volume, control speed, return speed, duct size, and risk of fire explosion. This is because the criteria and procedures for approval of local exhaust ventilation systems are similar, but the Industrial Safety and Health Act adds additional screening items for safety and safety of workers and fire and explosion. In this study, the Environment Ministry and the Employment and Labor Ministry seek to find a reasonable way to operate the system by comparing local exhaust ventilation system installation approval standards.

Evaluation of Combustion Gas for Carbon Oxide of Wood Coated with Bis-(dialkylaminoalkyl) Phosphinic Acids Additives

  • This study examined the generation of combustion toxic gases of pinus rigida specimens processed with bis-(dimethylaminomethyl) phosphinic acid (DMDAP), bis-(diethylaminomethyl) phosphinic acid (DEDAP), and bis-(dibutylaminomethyl) phosphinic acid (DBDAP). Each pinus rigida plate was coated three times with 15 wt.% flame retardants in an aqueous solution. The specimens were then dried at room temperature. The production of combustion toxic gases was investigated using a cone calorimeter (ISO 5660-1). The first time to peak mass loss rate ($1^{st}-TMLR_{peak}$) processed with the chemical additives decreased to 5.9 from 41.2% compared with the unprocessed specimen. The second time to the peak mass loss rate ($2^{nd}-TMLR_{peak}$) for the processed specimens was decreased 1.8% for DMDAP and 5.3% for DBDAP and increased 1.8% for DEDAP. The peak carbon monoxide ($CO_{peak}$) production was 1.5 to 2.0 times higher than that of the unprocessed plate. The peak carbon dioxide ($CO_{2peak}$) production was reduced 0.01 times for DMDAP and increased 1.15 to 1.19 times for DEDAP and DBDAP compared with the unprocessed specimens. In particular, the oxygen concentration was much higher than 15%, which can be fatal to humans and the resulting hazard can be eliminated. Overall, the combustion toxicity of flammable gas were increased partially by the chemical additives compared with those of the unprocessed plate.

Estimation of Canopy Fuel Characteristics for Pinus densiflora Stands Using Diameter Distribution Models: Forest Managed Stands and Unmanaged Stands (직경분포모형을 이용한 소나무림의 수관연료특성 예측: 산림시업지 임분과 비시업지 임분에서)

  • The objective of this study was to analyze the effects of forest management activities on canopy fuel characteristics for Pinus densiflora stands in South Korea. We used 1,085 managed stands data and 349 unmanaged stands data of the National Forest Inventory for this study, and it was estimated by using the Weibull function for the growth of stand and canopy fuel characteristics. Comparing the canopy fuel characteristics for the managed stands and unmanaged stands shows that the average canopy fuel load is about 14% higher than that of managed stands, and the canopy bulk density is also approximately 16% higher. The results of comparing growth projections for 40 years, 50 years and 60 years with the Weibull function are as follows: Over time, managed stands was predicted the maximum number of medium and large class diameter, while unmanaged stands was predicted maximum number of small and medium class diameter. From a fire fuel perspective, unmanaged stands are predicted to be of the type small class diameter and high density, which is a good condition for crown fire. In addition, Canopy fuel load, Canopy bulk density is relatively higher than managed stands, indicating that the possibility of high crown fire hazard.

A study on measures for the mitigation of fire damage in Korea super high-rise building through the improvement of domestic·foreign standards (국·내외 기준개선을 통한 국내 초고층 건축물의 화재피해경감 대책에 관한 연구)

  • Uniform laws and regulations and reasonable design is necessary for the prevention of possible fire in super high-rise building. To this end, this study focused on super high-rise and massive building-related architectural review performance-based design (PBD) evaluation disaster impact assessment (DIA), and provided fire engineering measures for improving fire prevention on the basis of performance-based design by analyzing the buildings subject to these systems and problems in terms of contents. Above all, in the aspect of law and standard improvement, first, with regard to dual parts of two statutes though significant portion of them has the same contents in performance-based design (PBD) evaluation and disaster impact assessment (DIA), it is necessary to operate the systems after making them conform with each other and consolidating or abolishing them. Second, if it is impossible to consolidate or abolish performance-based design (PBD) evaluation and disaster impact assessment (DIA), the areas of contents of performance-based design (PBD) evaluation and disaster impact assessment (DIA) should be precisely classified and established. Next, engineering improvement measures against fire hazard in super high-rise building are as follows. First, it is necessary to revise the provisions of straight-run stairs in special escape stairs. And in case of installing a mechanical smoke exhaust system instead of smoke vent, sandwich pressurization used in the United Stated should be permitted. Second, with regard to smoke control system for special escape stairs, it was shown that there was necessity for revising the standards in order to enable air to be supplied according to section in case of fire, carrying out performance-based design, and the like from the early design stages to the completion stages. In the future, it is expected that an epoch-making contribution will be made to a decrease in casualties and property damage due to fire in case of super high-rise building where the results can be reflected after carrying out a study on maintenance and carrying out an additional study on other considerations of super high-rise building together with reflecting the improvement measures provided in the above-mentioned study.

A Study on Developing of Soldering Flux (납땜 플럭스 개발에 관한 연구)

  • Flux, essentially used in soldering process of PCB (Printed Circuit Board) in electronics industry, contains IPA (Isopropyl alcohol) and methanol, which are highly inflammable and explosive. Hazard Chemical Controlling Law classified methanol as toxic material and Environmental Law classified methanol as VOC (Volatile Organic Compound). So there have been pressing needs of developing substitutes for the existing Flux. New solvent which is non-flammable and main component is DCP having same specific character of the existing Flux. It's been combirated with proper composition ratio adding stabilizer. As a result, it relieved working Environment Allowance thickness 200 ppm to 470 ppm, chance of not been soldered 0.083% to 0%, spread 85% to 87%, power saving resistance 1.0$\times$$10^{12}$$\Omega$ to 6.9$\times$$10^{12}$$\Omega$, which means a lot better than the existing Flux. Therefore, Flux confirmed the chance of improving productivity, safety, environment safety and quality. Also, Flux got a satisfied result after product quality test and product reliability test.
