This research investigated the improvement plan for Korean Volunteer Fire Department through comparative consideration of overall operation system of Japanese and U.S. Volunteer Fire Department. For this, the researcher utilized descriptive approach according to documentary survey method including relevant academic essay, advanced research report, national institution publication, fire fighting-related books, textbook for new comers of Japanese fire department, and overseas training report, etc., and suggested an improvement plan for efficient operation of Korean Volunteer Fire Department. Research results are, first, enhance the community spirit of local community and establish of the status of Volunteer Fire Department. second, enlarge the scope of the work of Volunteer Fire Department to rescue, emergency medical services. third, organize task force team which is in charge of professional field education and training for Volunteer Fire Department. fourth, improve individual reward system and establishment of Volunteer Fire Department's identity and reinforce financial support. The researcher expects the research results can be utilized as the basic materials for the development of Korean Volunteer Fire Department, henceforth.
NFSC 202 stipulates that if a loudspeaker or wiring on one floor of a building is shorted because of fire, it should not interfere with the fire notification on the other floors. To address this problem, this study proposes an ultrasonic transmitter/receiver consisting of an ADC, HPF, and LPF in an emergency broadcasting system that can operate regardless of the volume level of the amplifier output loudspeaker capacity. After transmitting the transmission frequency at -12 dB (110 kHz), it is received at -18 dB by transmitting -12 dB in case of short circuit depending on the frequency characteristics. Typically, depending on the loudspeaker capacity, it is received from -24 dB to -66 dB. In case of disconnection, it exceeds -66 dB and no data are received. It is also possible to check the track status during fire or general broadcasting. Thus, it was confirmed that the system is suitable for NFSC 202 regulations. Furthermore, as the current system is replaced, the inspection or test criteria should be amended or revised.

The purpose of this study is to conduct the study of the combustion and thermal characteristics through transportation oil for the analysis of fire hazard. Transportation oil breaks down into fuels such as diesel for civilian demands, gasoline, DF1(diesel for military), high sulfur diesel(for marine), kerosene and JP1(for aviation), and lubricants like brake fluid, power steering oil, engine oil, and automatic and manual transmission oil. The experiments of flash point, ignition point, flame duration time, heat release rate were carried out using TAG closed cup flash point tester(AFP761), Cleveland open cup auto flash point analyzer(AFP762), KRS-RG-9000 and Dual cone calorimeter. As a result, the fuel's ignition points were lower than lubricants, especially that of gasoline was not conducted as it has below zero one. Gasoline has the highest ignition point of about $600^{\circ}C$, while the other fuels showed $400{\sim}465^{\circ}C$. For flame duration time, lubricants had over 300 seconds, but fuels had less than 300 seconds except high sulfur diesel(350 seconds). Total heat release rate ranged $287{\sim}462kW/m^2$ for lubricants and gasoline showed the highest total heat release rate, $652kW/m^2$.

This study was to investigate emergency medical service demands, fire service force of local governments, and relationship between these two factors for developing effective prehospital emergency medical services. For this, this study was measured the ratio of the number of patients transported and residents, ambulances and residents, patients transported and ambulance workers of 16 local governments. And then examined hypotheses. Data were collected from 2000 year to 2010 year. This study results indicated that average number of patients transported are significant differences not only between metropolitan district and general district, but also between capital area and non-capital area. And this study indicated that the fire service force are significant differences not only between metropolitan district and general district, but also between capital area and non-capital area. Also, the numbers of patients transported per ambulance, and the numbers of patients transported per ambulance worker were significant by regional groups. The number of patients transported per ambulance was a significant difference between the first half and the second half, but there was not a significant different the number of patients transported between the first half and the second half.

An emergency generator is key equipment for fire-fighting to supply power to fire-fighting facilities, which protect property and people in cases of fire accidents. A rated load test for emergency generators must be carried out by connecting an emergency load to the generator in accordance with related regulations. However, a no-load test has been performed for emergency generators in general since serious problems can occur when the main power is cut off, including the damage of customer devices and shut down of critical loads. Therefore, this paper proposes a load test method for an emergency generator using energy storage system (ESS) without the interruption of main power. The emergency power system was also modeled based on PSCAD/EMTDC software, and a 200-kW scale ESS load test device was implemented. The simulation and test results show that the load test method is useful and practical for an emergency power supply system.

This study aims to overcome the problems of existing fire fighting drills and build a practical and effective fire fighting drill system to enhance emergency response capabilities. The unexpected scenarios fire fighting drill is to conduct drills with no scenarios and draw conclusions with quantified outcomes in real time, which provides the object evaluation system. The unexpected scenarios fire fighting drill is based on the IoT sensor-based drill evaluation system to suit individual requirement of drilling spots. This study also includes drill field test conducted to examine the applicability of the evaluation system for quantified outcomes. It is considered that the evaluation system of this paper will contribute to systematization and quantification of fire fighting drill, raise trainees' safety consciousness, and ultimately increase the actual fire fighting response capabilities.
Purpose: This study was to clarify correlation between en route distance and role time on call received hours. Methods: Data on en route distance(dependent variable), role time(independent variable) from 387 prehospital care reports documented by EMS in Kyonggi Provincial Fire and Disaster Headquarters and Seoul Metropolitan Fire and Disaster Department between 21 and 10 June 2010 were randomly chosen for simple regression analysis using Windows SPSS 12. OK. This analysis was conducted nine times on unit hour divided to eight call received and overall. Results: Statistically significant regression equations( Y=2.414+1.206X for 09:00~11:59, Y=3.753+.662X for 12:00~14:59, Y=2.215+1.458X for 15:00~17:59, Y=2.600+.822X for 21:00~23:59, Y=5. 445+.263X for overall) were derieved from the data. Conclusion: These equations having linear relationship may be utilized as a method for system status management to effectively response to emergency call.
A descriptive-correlational study was conducted to examine the job satisfaction and organizational commitment of emergency medical technicians(EMTs) and to identify the relationship between job satisfaction and organizational commitment. Subjects of this study werw 85 EMTs who passed first grade qualification examination and work at hospitals or fire stations in Gwangju and Chonnam province. Data were collected using a structured questionnaire by a postal survey from Sept. 10 to Oct. 20, 2003. For data analysis, descriptive statistics, ANOVA. t-test, and Pearson Correlation were used. The mean score of subjects' job satisfaction was 3.04 and the mean score of organizational commitment was 3.33. There was no significant differences on job satisfaction and organizational commitment by general characteristics of subjects. Job satisfaction was significantly differed by their careers as a EMT, current working place, and types of duty. Organizational commitment was significantly differed by their current working place, types of duty, and level of mean allowance. There was statistically significant positive correlation between job satisfaction and organizational commitment. These findings provide implications to improve job satisfaction and organizational commitment for EMTs. Further studies are recommended.
As multiplex theaters are increasing rapidly in number, concerns over the evacuation process in case of fire emergency are also increasing. The study investigates the users' awareness and recognition of evacuation route by the method of questionnaire, and analyzes the users' behavior in choosing the route by the simulation program called Simulex. Among others, findings indicate a vast majority of the users are unaware of the proper route in the emergency, yet anticipate to evacuate by it, instead of the entry/exit route that they are familiar with. This aspect, however, can be useful to provide the proper route of evacuation for the users, if an appropriate information is given that the entry/exit route is also used as an emergency egress. The simulation shows heavy congestion at the closer evacuation route from the exit, and distinctly less traffic at the farther means of egress. Based on this natural phenomenon, it is suggested that the emergency stair should be nearby and aligned with the exit from auditorium. Although the present building regulation only requires a minimum dimension at each route, there is a need to widen the passageway that is likely to be recognized easily and subsequently overcrowded in case of fire emergency.
Records of 255 patients was analyzed statistically according to the contents of the record form. T patients' records were collected through the visit of emergency department in one hospital by the 119 Emergency Medical Services system from January 1 to February 8, 2009. In conclusion, the total entry was the investigation of 119 ambulance run report in 62.1% of subjects. The highest record of receiving hospital item was 100.0% and the lowest record of medical control item was 0.4% of subjects. Increasing the entry of 119 ambulance run report in efficient emergency medical information delivery media needed to suggest that increasing the number of specialists on the staff, medical staffs have an active interest and feedback, rule to item arrangement of prehospital ambulance run report, continuous education in the importance of record.
