관광호텔의 화재손해 위험관리방안 - 화재발생현황과 대형화재사례 분석 중심 (A study on Fire Case and Countermeasure of Tourist Hotel)

  • 관광호텔은 숙박과 음식점, 운동, 휴양 등의 부대시설을 함께 갖춘 불특정 이용객과 투숙객 이 많은 복합시설로서 화재발생에 따른 인명피해와 재산손실에 매우 취약한 위험이 상존하는 시설이다. 본 연구에서는 관광호텔의 화재발생 현황에 대한 2001년부터 2010년까지 10 년간의 화재통계분석과 대형 호텔화재사례 15건을 분석하였다. 화재발생 장소는 호텔 객실 (33.2%)과 음식점 주방(11.8%)가 주요 발생장소이며 주요 화재원인인 전기화재(40.8%), 담배화재(14.5%), 용접 등 화기작업(9.2%) 등으로 나타났다. 또한 화재사례연구에서는 방화구획설치 및 관리 불량, 가연내장재 사용 등이 연구기간 동안 반복적으로 모든 사례에서 나타나서 주요 화재위험으로 분석되었다. 관광호텔은 이러한 화재위험의 특성에 따라 적합한 방화위험관리의 개발과 현장 운영이 필요하다. 예방점검, 사용자 교육 및 훈련, 투숙객의 화재예방안내 등의 적극적 예방관리가 필요하다. 또한 화재의 연소확대를 차단하기 위한 방화구획의 관리, 스프링클러 등의 자동소화설비를 설치가 필요하며, 가연성 물질의 사용 을 자제하여야 하고, 투숙객 피난 안전에 대한 신속한 조치, 비상절차 등과 관련된 비상대응규정의 운용이 매우 중요하다.

국내외 민간 방재조직의 특성에 관한 비교 분석 (Comparative study on characteristics of domestic and foreign civil anti-disaster organizations)

  • Purpose: The purpose of the study is to investigate the actual state of activity on domestic and foreign civil anti-disaster organizations, related suggestions, and development plans. Methods: This study used the documentary survey research method and the technical approach method. Civil anti-disaster organizations' information was derived from detailed scholarly monographs, specialty publications, and previous studies of master doctorate dissertation. Results: Volunteer Fire Department and voluntary crime prevention groups show problems related to budgetary deficits and volunteer deficiency. In order to resolve these issues, laws must be enacted to guarantee interest and support. In addition, the Citizen Corps Active in Disaster (CAIND) organization requires a dedicated salary system to address the investment of its workforce and the cost of heavy equipment. Moreover, deficiencies were revealed regarding the lack of systems in support of occupational education and training. In conclusion, several weak points require close attention. Conclusion: The results of this comparative analysis study about the domestic and foreign civil anti-disaster organizations provide insight into identity materialization and concept establishment.

화학사고 초기대응 소방대 보호를 위한 독성농도(T-LOC) 끝점거리 연구 (Toxic Concentration(T-LOC) Endpoint Distance Study for Fire Brigade Protection in Response to Chemical Accidents)

  • The purpose of this study is to propose a quantitative toxicity endpoint distance suitable for the initial response of firefighters by comparing and analyzing the commonly applied toxic level of concern (T-LOC), specifically emergency response planning guidelines (ERPG), acute exposure guideline levels (AEGL), and immediately dangerous to life or health (IDLH). This is to protect the fire brigade, which responds to toxic chemical accidents first during the golden time. Using areal locations of hazardous atmospheres, a damage prediction program, the amount of leakage for both acidic and basic substances, along with the endpoint distance, were analyzed for alternative accident and worst-case accident scenarios. The results showed that the toxicity endpoint distance, serving as a compromise between Level-3 and Level-2 of T-LOC, was longer than ERPG-3 and shorter than ERPG-2 with IDLH, while its values were analyzed in the order of ERPG-2, AEGL-2, IDLH, AEGL-3, and ERPG-3. It is suggested that the application of IDLH in an emergency (red card) and ERPG-2 endpoint distance in a non-emergency (non-red card) can be utilized for the initial response of the fire brigade.

119구급대원의 법적책임에 대한 심리적 부담감 (Psychological burden for legal responsibility of 119 emergency personnels)

  • Purpose : To grasp the mental burden for legal responsibility that rescue members have in the performance of job. Method : Questionnaire was presented to rescue members serving in 2 direct control safety centers of fire station located in Seoul, Daejon, Incheon, Kwangju, Busan, Daegu and Ulsan. Results : 1. Questioned whether they have mental burden for legal responsibility while performing job on the site, the rescue members responded : very burdensome in 38.0%, burdensome in 56.0%, moderate in 4.5%, not burdensome in 1.0%, no burden at all in 0.5%. 2. Questioned on the first aid treat for which they have the most mental burden, the rescue members responded : intubation into trachea laryngeal mask airway(LMA) in 40.4%, automatic external defibrillator in 16.3%, securing vein providing sap(medicine) in 10.8%, basic cardiopulmonary resuscitation in 7.2%, eliminating foreign matters inserted into body in 5.4%, stanching external bleeding and treating injury in 5.4%, fixing extremities and spine by using splint in 1.8%, measuring the symptom of vitality in 1.2%, providing oxygen in 0.0%. 3. Questioned whether experiencing legal problem or firm petition(complaint) raised by patient while serving as rescue members, they responded : experiencing a complaint in 41.6%, experiencing no complaint in 58.4%. Asked to indicate the stress level in the scale of which they suffered when lawsuit or firm petition was raised, 0(weak)-10(strong), they answered 8.8 in average. 4. Questioned whether 119 rescue members put the legal responsibility in case that they cause damage to patients intentionally in performing, they responded to the inquiry 3.66 in average(of 5.00). It represented meaningful differences (F=2.874, p=.024) whether they had license or not. 5. In future, legal action will raise against the rescue member by 99% because of people's rights improvement(63.1%), high expectations for the rescue system(29.5%), non-licensed rescue members(5.1%). Conclusion : It was found that the rescue members had severe mental burden for advanced life support which was investigated to have low enforcement rate in the preceding research, for instance, intubation into trachea securing vein management by using automatic external defibrillator. To improve the qualitative level of rescue service in the fire fighting, it may be required to construct the environment that eliminates the mental burden of rescue members for legal responsibility.

구급차 내에서의 심폐소생술 방법에 관한 연구 (A Study on the Cardiopulmonary Resuscitation Methods in Ambulance)

  • 이 연구는 소방에 근무하는 응급구조사에 의해 시행되는 구급차 내 심폐소생술 방법에 관한 연구이다. 연구 대상은 경기도 관할 780명으로 2012년 보수교육 종료 후 설문을 통하여 수집하였다. 일반적 특성, 가슴압박 방법(한 손 가슴압박 VS 두 손 가슴압박), 심폐소생술 방법(표준심폐소생술 VS 가슴압박소생술) 등에 대하여 Chi-square test, t-test. ANOVA로 분석하였다. 한 손을 이용한 가슴압박 14.0%, 두 손을 이용한 가슴압박 86.0%를 보였고, 표준심폐소생술(가슴압박 VS 인공호흡)은 28.3%, 가슴압박소생술 71.7%를 보였다. 고품질의 심폐소생술을 위해서는 심정지 환자의 구급 출동만이라도 운전자 포함 3명 이상의 응급구조사가 출동할 수 있도록 탄력적인 인력 운영 방안이 필요하며, 역량 강화를 위한 심폐소생술의 정기적인 교육이 필요하다.

소방에서의 도상훈련 기초자료 영상화작업 매뉴얼 개발 (Development of Video Work Manual for Rock-Drill Data In Fire Service)

  • As a result of trying the various manufacturing methods considering the reality of manpower and equipments with this manual, the following standardized procedures and contents can be suggested. (1) Since tools presenting Rock-Drill data must formalize the order of explanation although explainers are different, it will be valid that it is configured by existing power point method rather than by web document type. Composition of contents are selected on the basis of defence card and survey and then 8 items including initial screen, peripheral conditions, mobilization route, general conditions, use and structure by floor, department of vehicle consideration in activities and end screen are included. (2) Making methods and cautions of data included and used in power point are as follows ; - It was most effective that objects of fire fighting and location of neighboring fire fighting water were expressed by electronic map and drawing of inner building was made by scanning it after paining general architecture drawing(plan by each floor) rather than using drawing tools of EXCEL program or CAD drawing. And it was helpful to simplify contents of architecture drawing to wall, stairs and gate in understanding them. - Photographing of video data should be taken to show available fire fighting facilities in fire, use of planned space and the whole inner structure of each floor from the inside of fire fighting buildings and to display play time between 10 sec. and 1 min, for obstacles to distance from adjacent buildings or passage of special vehicles and fire fighting water from the outside of the building. - File format of video data taken in this way is most suitable to use wmv(window media video) or asf(advanced streaming format) type in consideration of time required for export, screen quality, file capacity and play type in Rock-Drill through network. - Still screen(photo) is more effective to express the department of fire fighting vehicles or other equipments than using video. (3) In configuration work of power point, hyper link was used most and configured to see any part at any situation like web document and then uniformity of presentation order of power point was complemented. (4) In case of sales facilities with the area of $35.557m^2$, the time of 22 hours and 30 minutes for five days was taken with five persons. Therefore, when eight-hour works a day were calculated, the whole process of video work for Rock-Drill can be finished with three day works.

Research on the Impact of Entities' Cooperation Ability of Emergency Entities

  • To improve the cooperation ability of emergency entities, in this research, the emergency activities model, skill contribution degree, entity-relationship strength, activity continuity, and emergency entity cooperation degree were defined. Emergency entity cooperation degree and emergency activity continuity table were constructed with emergency cases, emergency plans, and emergency drill plans, and factors were further excavated which affected them. In this paper, we focus on the factors which affect the cooperation ability of emergency entities, the relationship between the emergency cooperation ability and the number of cooperation, entity-relationship intensity, emergency activity frequency, and skill contribution of fire entities and medical entities were obtained. These data results are of great significance to decision-makers in formulating emergency rescue and emergency plans.

  • 119 구급대를 이용하여 급성관상동맥증후군을 진단 받은 97명의 환자평가로는 혈압 27.8%, 호흡 23.7%, 맥박 33.0%를 측정하였고, 응급처치로는 산소공급 52.6%, 안정 12.4%, 심전도 체크 4.1%, Nitroglycerin(NTG) Aspirin 정맥로 확보 둥은 0%로 전체적인 수행율이 낮게 확인되어 급성관상동맥증후군 환자의 병원 전 처치가 제대로 이루어지지 못하고 있다. 따라서 구급대인의 질적 향상을 위해서 실무중심의 지속적인 교육, 교육 후에는 반드시 평가를 병행하여 적정수준 미달자에게는 재교육을 받도록 하는 등 구급대원의 자질을 강화시킬 수 있도록 내부적인 초안이 마련되어야 할 것이다.

유아교사의 기본응급처치 의식에 관한 연구 - 전북 군산.전주시를 중심으로 - (A Study on the Basic Emergency Treatment Awareness Level of Kindergarten Teacher - Focus on the Jeonbuk Metropolitan Area -)

  • 본 연구에서는 유아교육기관에서 흔히 발생될 수 있는 내 외과적인 응급상황에 대하여 유치원 교사의 기본 응급처치 수행능력에 대해 조사하였다. 연구결과 유치원 교사의 59.4%가 전반적인 응급처치방법에 대하여 올바르게 수행하고 있었으나 일부분에 있어서는 응급처치 교육이 절실하게 필요한 것으로 조사되었다. 특히 무의식 유아의 기도폐쇄는 83.2%가, 유아 인공호흡 방법은 82.1%가 잘못된 응급처치법을 숙지하고 있었다. 또한 화상 발생 시 67.4%가 응급처치 없이 바로 병원으로 간다고 응답하였고, 찰과상에 대해서도 53.7%가 잘못된 응급처치법을 숙지하고 있었다. 유아교육기관 내에서의 안전사고에 대한 교사의 책임이 부각되면서 실전에 필요한응급처치 교육프로그램 개발이 필요하다.

  • 비상발전용 전원으로 많이 사용되고 있는 전동기시스템은 비상 발전 시 외에는 거의 사용하지 않고 있어 비효율적이다. 반면에, 태양광 발전시스템을 이용하면 평상시 전력을 저장하여 계통 연계형 시스템으로 사용할 수 있어 많은 활용도가 있다. 본 논문에서는 범용 시뮬레이터인 PSPICE를 이용하여 시뮬레이션을 수행 할 수 있도록 PV시스템에 사용되는 각종 모델들을 라이브러리화 하였다. 또한 비상발전용 전원으로 사용하기 위한 태양광 시스템의 특성을 모델링하고 설계 해석하여 실제 사용하는데 효과적인 장치를 만들수 있음을 확인하였다.
