A System Dynamics Approach to Analyze the Effect of a Fostering Policy on the Coastal Shipping Industry

  • This study presents a system dynamics methodology to evaluate quantitatively the effect of the Korean government's development policy, such as tax reductions, on the industrial economy. System dynamics is often perceived as an optimized means to identify the dynamic inter-relationships among various factors of development policies, and in particular the industrial characteristics and uncertainties of the coastal shipping industry. The results of simulations used in this study shows that the impact of development policies such as tax reductions would increase shipping demand for about 4 years, and that tax incentives could raise the demand volume for cabotage cargo from 5.26 to 11.11%, through the available freight-down by 90~95% points. The system dynamics approach used in this paper represents an initial attempt to use this methodology in studies of the coastal shipping industry. On the basis of our simulations, the industrial effects of other development policies, such as ship financing support, investment of social overhead, or crew supply, could also be analyzed effectively. Additionally, it should be possible to extend these results by developing a comprehensive model encompassing these various analyses.

  • The purpose of this study is to give meaningful information about the coordination process in the construction of cooperative housing, hoping that the interest in this type of housing would spread wide in Korea. The Seongmisan village, a representative urban community village in Seoul, was studied in this study on the opinion coordination between residents and coordinators. For this qualitative research, 2 residents and 2 coordinators answered the 'open questionnaires' on the prior basic planning, land purchase, financing, architectural planning, construction & inspection, and the actual life thereafter. Following is the result. 1) The residents, in almost every step from the prior basic planning to the construction, had no sufficient information or knowledge especially in the legal or financial aspects. It explains why the coordinator has to participate in every step educating residents by means of the workshop or debate with professionals. 2) The construction cost was the most debated topic, which means that the cost has to be accurately projected by the coordinator. The confidence and success of the project stems from the accurate projection and transparent management of the construction cost.

Money's Worth Analysis of National Pension : Are Returns on National Pension' Contributions Fair? (국민연금에 대한 수익분석 : 국민연금급여는 과연 보험료에 대한 공평한 수익인가?)

  • The main source in financing the National Pension benefits is the contribution raised from the insured's earnings. So, Most of the insured take a great interest in the questions of what return on the payment of contribution National Pension benefits provide and whether there be the difference in return according to earnings level. The Purpose of this study is to assess money's worth of National Pension and to answer the above questions. There are two basic types of money worth analysis, empirical and hopothetical. This study basically belongs to the former in terms that it is based on actual earnings and insured term. For performing money's worth analysis, four different measures which are referred as the "break-even period", the "benefit/tax ratio", the "net lifetime transfer", the "internal rate of return" are used and they all involve the way in which the relationship between the present value of contributions and the present values of benefit is present. The results which evaluate average money's worth of accrued rights before 1999 are le as follows. Break-even period is about 43 months, benefit/tax ratio being 4.9, net lifetime transfers being about 37 mil1ion won, internal rate of return being 33.2%. This verifies that money' worth of National Pension is much higher than actuarially fair. In the mean while, money' worth is proved to be very different according to earnings level. The progressivity relationship between earnings level and rate of return is found in all measures but net lifetime transfer.

The Performance and Implication of A Market-oriented Health Care System in United States (미국 시장지향 의료체계의 성과와 시사점)

  • The United States has a unique health care system, which is unlikely any other health care systems in the world. The major part of basic functional components of the system -financing, insurance, delivery, and payment- is in private hands. A market-oriented economy invites the participation of numerous private entities that are interested in carrying out the key functions of health systems. Due to this central feature, U.S.health care is not delivered through a network of interrelated components designed to work together coherently. For lack of standardization, the various components of the system fit together only loosely. The involvement of numerous players in the key functions leads to duplication, overlap, inadequacy, inconsistency, and waste, which add to the complexity and also make the system inefficient. Hence, cost containment remains an elusive goals. Moreover, the system falls short of delivering equitable services to all americans, though consumption of health care services is the largest in the world. On the other hand, United States leads the world in the latest and the best in medical technology, medical training, and research. It offers some of the most sophisticated institutions, products, and processes of health care delivery. This article discuss the characteristic features of the U.S. health care system. and its performance, trying to seek its implication on Korean health care system.

  • The object of this paper is to increase in domestic use of export factoring for small and medium trading companies. Factoring involves a process where a specialized firm assumes the responsibility for the administration and collection of account receivable for its clients. It can be considered a form of short term commercial financing based on selling of trade credit at a discount, or for a prescribed fee plus interest. The youngest and smallest businesses cannot receive working capital for account receivable for export from financial companies, while larger businesses tend to have less need for factoring services. Using export factoring provide a valuable improvement to cash flow and working capital position and can possibly contribute to small business growth and development. There are several suggestions for export factoring to activate in Korea. First, the number of factoring companies need to be enlarge to activate export factoring in trade and financial policies. Second, factoring companies have to perform public relations for trading companies to inform the export factoring system and its advantages. Third, government need to support the system of export factoring with legislation and financial instruments. Forth, trading companies need to be reformed credit inquiry system in terms of expenses and methods by government This paper has attempted to emphasize on export factoring for small and medium size exporting companies and deserves more research by academics, practitioners and trade policy makers.

  • The BPO is an irrevocable undertaking given by an obligor bank to a recipient bank to pay a specified amount under the condition of a successful electronic matching of data or acceptance of mismatches. The BPO enables the participating banks to provide sellers and buyers with enhanced financing services. Therefore, BPO gives banks the tools to provide them with guarantees and other multi-banking services. All the participating banks must use the same Transaction Matching Application(TMA) for BPO business. In order to exchange BPO-related data, banks must be subscribed to the same TMA scheme. Participation in the TMA scheme is limited to banks only. The TMA is matching and workflow application as instrument to determine whether to pay the BPO or not. Therefore, TMA will have an important role to play in the business of the BPO. So, This paper is to review the mechanism of a TMA and the major business scenarios in Banking Payment Obligation Transactions. In Particular, it has been included the exchange and matching of data messages, the disposal of discrepancies, document payment and others based on URBPO. This study will be based on documentary research including swift com and icc.org and so on.

  • Daejeon metropolitan city is now financing an undertaking for building the film production town in daeduk valley as one of strategic industries, at this point of time it was under consideration making Daedeok Valley Directory to understanding the present position as the source technology and future practical application for the making film contents. This study deals with information design for the Daeduk Valley directory for the practical use. In detail, with emphasis on the design planning and formation of Daeduk Valley directory, researching methods of present position about the source technology and formation of information architecture of the directory book.

  • This article introduces and briefly examines the Uniform Rules for Forfaiting (URF)(ICC Publication No. 800), which were prepared by a joint project of the Banking Commission of the International Chamber of Commerce (ICC) and the International Forfaiting Association (IFA), and became effective on January 1, 2013. Forfaiting is a kind of trade financing technic performed by way of a sale and purchase of payment claim between its seller and its buyer, the forfaiter, on a without recourse basis. URF is designed to facilitate global trade finance and embraces all the international payment instruments which are currently used and will be newly developed in the future. URF is expected to be a set of standardized terms and conditions for both the primary and secondary forfaiting markets. In this context, this article first looks into the concept of the forfaiting and certain features and structure of forfaiting transactions. Then this article moves to discussing URF itself. For this it examines (i) the nature and scope of URF and some important definitions provided in URF, (ii) some provisions of URF that apply to the delivery of documents to the forfaiter, the examination, and the acceptance or refusal, of such documents by the forfaiter, and (iii) the payment of purchase price by the forfaiter to its seller, including the matter of "payment under reserve" and repurchase by the seller from the forfaiter. Finally, this article examines liabilities of the parties concerned, before conclusion.

Developing International Sukuk in East Asia: Implications from Hong Kong Sukuk

  • The purpose of this research is to review historical development of Islamic finance in individual East Asian economies, including China, Japan, South Korea and Hong Kong, and examine the success factors of the Hong Kong Sukuk issuances in 2014-2017. The research is a qualitative study applying case study method. It is found that the East Asian economies do play efforts to develop their Islamic capital markets although they have very limited size of Muslim population. Their progress on this development generally remains to be slow. The Hong Kong Sukuk is a breakthrough, carrying a total issuance value of US$3 billion. The Sukuk issuances, treated as a kind of asset-backed securities with restrictions on financing purposes, are distributed to international investors by investment banks from Hong Kong, Middle East and Malaysia. Success factors of these issuances include involvement of an issuer with high credit quality, recognition by central bank for using the Sukuk in its discount facility for commercial banks, centralized clearing services for the Sukuk and global banking network for underwriting the Sukuk. The lessons from the Hong Kong Sukuk are good references for other economies to develop their regional Islamic capital markets and to integrate the markets into the global capital market.

Determinants of Technology Commercialization Ecosystem for Universities in Kazakhstan

  • The purpose of this study is to identify the barriers of university and industry cooperation and to develop recommendations for the internal ecosystem of technology commercialization. The research method used is a survey of three categories of experts from 9 universities of Almaty (researchers, technology transfer managers, spin-off-owners). Despite the strong efforts of the government of Kazakhstan in building innovation infrastructure, there is a low level of innovation activity, less than 5% of university inventions are transferred into the industry. The results of the expert survey showed that the main barriers for cooperation between university and industry are: lack of resources to build university-industry links, lack of time due to high teaching load, poor qualification of technology transfer managers and lack of networking with industry. Based on the results of the expert survey, it is proposed to develop the ecosystem for the commercialization of university-based technologies, for which the following economic activities are important: human resources, financing, intellectual property management system, and intermediary infrastructure. The results of this study can be applied in developing the strategies and policies for universities, public research organizations, as well as for national R&D and higher education policies.
