Excessive public loan with low interest and other tax benefits have been provided for fishermen, but much of them turned out to be little performed. There were the moral hazards of Suhyup in the process of executing the public loans. As the government gave the reimbursement on the financial loss of Suhyup resulting from the public loans, Suhyup had no responsibility of the bad debt loss. Therefore, Suhyup gave little efforts to reduce the non-performing. The government perceived this problem and tried to reduce the under-performing loans. Thus, the government decided to take limited responsibilities. Suhyup made the progress to reduce the under-performing public loans. Suhyup dealt with these situation and made the credit evaluation model of the fisherman's public loan. This paper is for the credit evaluation model in the fisherman's public loan, which explains the model development methodology and the model characteristics in detail. This evaluation model is composed of two sub-component model. the one is the quantitative model and the other is the qualitative model. The quantitative sub-model is for the identification of fishermen financial status and is based on the financial transaction information. Its development methodology is the CSS modeling for the consumer market. The qualitative sub-model is for the evaluation the business prospect and is based on the business information such as fisherman's management skills, technology, equipment. Its development methodology is the AHP. It provides the detailed information in the model development methodology, which is the ideal example such as the public loan. In addition it gives the information to the interest parties such as policy makers, suhyup and fishermen.
This study deals with a research on Korean American economy and Korean banks operated in California where a large percentage of Korean residents in the U.S. is concentrated. Using date published by U.S. Census and the Federal Deposit Insurance Corporation (FDIC), quantitative analyses have been performed on the asset, employment, market share and other features of selected Korean American financial institutions. Also, each bank's status of financing and asset management are reviewed through the analysis of its balance sheets. The outcome of analysis on the status of Korean American banks are summarized as follows: First, Korean American banks are shown to be growing to become major banks with equivalent scale as mainstream banks. Second, the recently improved fundamentals of Korean American banks are identified. Third, the operational performances of Korean American banks are verified to be similar to the average of Californian banks.

Patent management activities are considered to play a key role for technology-based firms under the recent knowledge-based economies. This is because intellectual property, including patents, can act as a system for continuous profit generation by protecting firms' products, processes and services. In Korea, healthcare industry is now regarded as one of the promising next generation industries. Despite the promise of healthcare industry, Korean healthcare product manufacturers are faced with turbulent business changes, such as market opening. Even though there are various industrial studies on the effect of patent management activities on firm outcome, previous studies have hardly paid attention to Korean healthcare product manufacturing firms. For this reason, this study identifies the effect of patent management activities, such as patenting activeness, technical excellence and cooperation degree, on firm outcomes, including financial profitability and firm growth, with respect to the Korean healthcare product manufacturers. In this study, we located 86 Korean healthcare manufacturing firms from KORCHAMBIZ and DART, and then collected the data of their patenting activities and outcomes between 2001 and 2013. By applying factor analysis and regression analysis, our empirical study found that firms' patenting activeness has the significant positive relationship on firms' financial profitability, and firms' patenting activeness and technical excellence have the significant positive relationship on firms' financial growth. Our study is an initial attempt to identify the effect of patent management activities on firm outcome within Korean healthcare product manufacturing industry, and thus its results can be used as the basis to formulate national policies for Korean healthcare product industry.
To survive competitive global market, textile and fashion business incorporated Supply Chain Management strategy to make product and information flows fast and correct. Especially textile and fashion industry involves many complicated channels from up stream, middle stream, to down stream for delivering their production. Evaluating SCM performance is very critical to make better business profit model. Representative Scor model and BSC method are well fitted into textile and fashion business because of distributional complexity, non-financial factors to be considered, and innovative product characteristics. But there was little study to compare these two methods for textile and fashion business. Therefore, the purpose of this study was to investigate the Scor model and BSC method based upon review of literatures. The results of this study were as follows: Scor model had some strengths which were availability to apply for various industries due to standardized process, operation process emphasized, various customizable factors to compose for the company, and premise on SCM strategic execution. BSC method had some strengths which were the balance including financial and non-financial factors, qualitative analysis, and considering the goal and vision to convey organically from top to bottom of organization. The main differences between them were different scope to deal with performance estimating index from qualitative to quantitative analysis, the scope of human resources to manage, and possibility of performance comparison among companies.

This research is to examine the factors affect technological innovation, which in turn is likely to related to financial performance in SMVs (Small-Medium Ventures). Empirical analyses showed that overseas market shares, R&D investment, firm size, firm capability, and centralization in decision-making are statistically related to technological innovation measured with patents and intellectual property. Additionally, technological innovation was found to have a positive relationship with financial performances measured with firms' assets and sale revenues. In conclusion, this research assist to devise a strategic plan for motivating technological innovation and realizing its performance in the SMVs.
Innovation plays a large role in green growth. While it is a widely accepted view that, without innovation, it would be very difficult and costly to address major environmental issues, innovation itself tends to be constrained by limited access to eco-financing and is inherently risky, often requiring a long-term horizon. Although global consensus is more or less established as to the urgency and necessity of accelerating green innovation, the quality and quantity of financing in this area is largely insufficient, with increasing funding gaps in many countries. A new financial mechanism is urgently needed in order to re-orient financial flow and enable innovators to overcome the valleys of death that occur throughout the innovation cycle. A number of different modalities exist in financing the commercialisation of eco-innovation. Existing mechanisms have not been as successful as expected, revealing critical limits to furthering certain types of projects that are essential for economic and environmental progress. Experts' estimations have shown that the funding gap will widen in the coming years as demand for clean energy and green infrastructure rises, and as green technologies and innovation develop faster than the market for it can develop. Against this backdrop, the main purpose of this research is threefold: to identify issues and problems regarding current means of funding for eco-innovation and green projects; to provide insight into securing longterm green financing by looking at European cases; and ultimately to suggest policy implications for designing and implementing eco-specific financial instruments, focusing on governments' roles in sustainable financing for eco-innovation. This study analyses different models of financing mechanisms, a mix of public and private funds, in view of suggesting conditions for the sustainable financing of green projects, especially for large-scale high-risk projects. Based on the findings from the analyses of mechanisms and the shortcomings of the existing funding modalities, this study ultimately suggests policy implications for effectively supporting the commercialisation of eco-innovation.
This study attempts to find the relationship between achievement of environmental industry and development of financial sector by analyzing cross-sectional data for OECD countries. Development of financial industry has a positive effect on environmental industry. Green financing also affects improvement of environmental quality. Demand for environmental quality is positively influenced by GDP per capita, while financial crisis has a bad effect on environmental performance. Government-led green financing in Korea has a major role in the Korean environmental policy for years. While market-oriented green financing improves the efficiency of regulation, government-led green financing may delay internalization of environmental cost due to its subsidizing effect. Further study should include systematic analysis on the scope of green financing and its qualitative attribute and fundamental causality between green financing and environmental improvement.

In terms of loan transactions, mortgage volume secured by housing in Korea is the most important market share. Hitherto housing finance policies are treated as a kind of property pricing policy. So it is time to import financial systems on behalf of the mortgage loan consumers like a mortgage broker. A mortgage broker is an intermediary that brings a borrower and a creditor together to obtain a mortgage loan. The broker takes the application, performs a financial and credit evaluation, produces documents, and closes the loan. Especially mortgage brokers present themselves as specifically acting in the interest of the consumer by shopping on behalf of the consumer for the best product that meets the consumer's needs and financial circumstances. The paper investigates the economic role of mortgage broker, foreign systems focused on USA, UK, Japan, and characteristics of Korean housing finance markets. Finally the paper provides policy recommendations about Korean mortgage broker system composed of licensing type, uniform professional practice standard, educational requirements.
This study examines, from an economic perspective, the reasons for introducing a resource taxe system into the Korean off-shore fisheries and the type of charges that can be introduced. Following a review of the charging systems in other advanced fisheries, we consider the types of charging scheme and some implications for the Korean off-shore fishing industry. Charges could be used for recovering part of fisheries management cost from the industry(i.e. administration, enforcement, research, etc). This can be justified on the grounds that the fishing industry is the main beneficiary of management and that it should therefore bear at least part of the cost involved. It is arguable that publicly-funded management is in effect a subsidy to the industry. Using charges to raise revenue in excess of the cost of management would represent the extraction of a public rent from the fishery resource, but the short-run financial consqquences for the industry would be significant. Results from a qualtitative analysis suggest that while any new charge will have a significant financial impact on the industry in the short run, a landings tax would have a lesser impact on fleet structure in the long run. The study also considers the possibility of a capital gains tax on license sales in order to recover some rent from the industry. Despite any short run-financial consequences, making the fishing industry pay for at least some of the cost of management could benefit the industry as a whole if there were more cooperation between industry and managers as a result. It is acknowledged, however, that there could be disputes over the relative management costs of different sectors of the industry. Even though this study makes few specific recommendations about charging the Korean off-shore fishing industry, it does advise that the issue be reviewed on the basis of the entire Korea fisheries. Finally, the study notes that insufficient data are available on the economic performance of the Korean off-shore fishing vessels and it recommands that a comprehensive system for the collection of costs and earnings data be put in place. It also suggests that MOMAF pay much attention to the permit right market and its transactions.
The main objective of this research aims at analyzing efficiency of government financial transfers(GFTs) to the Korean fisheries sector, using the Linear Structural Relations model(i.e., LISERL model) and the field survey data. Most policies of GFTs tend to be implemented to protect industries with weak competitive advantages such as infant and/or primary industries. Specific policy instruments include income transfers, government loans with lower interest rates, taxes and the like. Fishing activities are made at a highly changeable natural environment of the ocean with a great amount of risk and uncertainty. Fishing households make their livelihood under the small-scale fisheries. Such fisheries and fishing households have also a relatively weak market power. Because of these fisheries characteristics most coastal states have adopted a variety of government support programs. However, despite such a huge government support, during the past several decades the world fishing communities have seen a tendency of continuous fishereis resource overexploitation. For this resason there have been hot debates over the government support policies for fisheries through OECD, FAO, WTO, and UNEP. In general, policy evaluations tend to be made on the basis of benefit-cost(B/C) analysis. However, the B/C analysis may produce results quite different from real ones primarily due to many unmeasurable effects. Thus, the authors composed simple questionaires and let fishermen, government officials and academic people answer the questions. The survery was made in several ways such as post-mail and personal/group interviews. In recent years, for analysis of policy performances and effectiveness, the LISREL model has often been used, which consists of structural and measurement eqquations. This model has a good advantage of transforming unobservable variables to observable ones so that it helps construct endogenous cause and effect relationships among relevant variables. The evaluation was done from the two aspects: policy results and policy effectiveness. The policy result evaluation showed that there is a need for improvement for policy problem perception and decision-making process, while the policy effect evaluation suggested that the policy goals were successfully achieved and social justice was improved from the perspective of the entire society as well. However, the research results showed that the GFT policies rendered little contrubtion to narrowing down the gap between GFT beneficiaries and non-beneficiaries incomes.
