여객선 적용 Rule & Regulation (Rule & Regulation for Passenger Ship)

  • A passenger ship is consist of five(5) constituents; passenger, sea, crew, port and ship itself and the rule & regulation which is applicable to passenger ship are differently required as their objects of constituents. the basic concept of rule & regulation can be defined all activities to keep safety of ship and her constituents. Especially, the rule & regulation for passenger ship design and construction shall be considered not only safety of ship itself but also safety of lives, so its are required more severe than commercial vessel. Recently, the IMO have finished the rule making work on the 'passenger ship safety' since it has been discussed last 2000 and next MSC meeting will be adopted the results. In this paper, the application method of rule & regulation are treated and the new rule which were made by IMO are introduced. The rule & regulation for passenger ship is one of the most important things. therefore, it is required to careful consideration to apply on the rule application.

내수면 유·도선의 운항 패턴 조사에 관한 연구 (A Study on the Survey of the Cruising Pattern of Ferry & Cruise Ship in the Inland Water)

  • In this study, we investigated the activity data and basic data of the surface of the water within the ship to be operated by lakes and rivers inland. In this study previously, there was no survey activity data of Ferry and Cruise ship in Korea. In order to ensure the basic data and development of measures to reduce efficiently by local governments, these studies should be performed. Therefore, in the present study was survey the activity data such as cruising time and engine load factor and the specifications of the vessels. As a result, by analyzing the cruising pattern according to the area and the purpose of the cruise, to calculate the emissions of greenhouse gases.

  • Due to the rise of international oil prices, with the continued increase of vessel operating costs, profitability has gradually deteriorated in the some case of South Korea ferry shipping. Therefore, it is necessary to improve the resistance performance of passenger ship. Goose neck bulb can be one of the methods to improve the resistance performance of passenger ship. Goose neck bulb has been applied to passenger ships operated in Europe and large cruise line. But there is no application example in the passenger ship to be operated on a regular basis in the sea near Korea. It is needed to provide reference data that can be applied efficiently goose neck bulb on the medium-sized passenger ships. This study, intended for the medium-sized passenger ship operated short international routes, presents the design of the hull form that goose neck bulb has been applied. And the resistance performance of the designed hull confirmed by numerical simulation. The numerical simulation is performed while changing the local shape of the goose neck depending on the bulb parameters. This study finds bulb parameters and their range that can affect the resistance performance. Thus, it is possible to provide a foundation to develop the optimal design technique and regression analysis on the resistance performance and goose neck bulb.

세월호 사고 발생에 따른 여객선 승객의 안전의식 변화 (Change of safety consciousness of passengers onboard ship after the Sewol ferry incident)

  • 294명이 사망하고 10명이 실종된 세월호 사고와 같은 해상사고의 재발을 방지하기 위하여, 본 연구에서는 세월호 사고 전후 국내 여객선 승객의 안전의식 변화를 비교, 분석하였다. 설문조사는 제주연안여객터미널에서 2014년 2월과 5월에 두차례 수행되었고 설문에 대한 각 유효응답인원은 394명, 401명이었다. 세월호 사고 이후 승무원이 알려주는 경로를 따르겠다는 응답은 24.8% 낮아졌고, 승무원의 유도에 따라 피난을 가겠다는 응답도 18.5% 감소하는 등 전반적으로 승무원에 대한 신뢰가 낮아졌다. 또한 세월호 사고 이후 여객선 일반 승객의 77.6%는 세월호 사고와 같은 재난을 당할 수 있다는 불안감을 느끼지만, 약 60% 응답자는 승선 중 진행된 안전교육을 받지 않았고, 45%는 구명조끼 착용법을 모르며, 약 50%정도는 비상대피로를 확인하지 않으고, 60%는 구명벌, 구명보트의 위치를 파악하지 않는 모순을 보였다. 한편, 86.9%의 응답자가 현재 주로 동영상으로만 진행되는 안전교육 방법의 개선이 필요하다고 응답했다.

선박의 의장시스템에 대한 안전성 및 Redundancy 평가 방법론 연구 (The Study on Risk and Redundancy Assessment Methodology of Ship Machinery System)

  • According to the new rules and regulations (New SOLAS), major safety critical systems are to be designed to be redundant, which is called 'Redundancy Design'. This paper was to quantitatively analyze the degree of influence of the redundancy design applied to major safety critical systems using IMO's FSA(formal Safety Assessment) method. For the purpose of this study, the diesel engine system, which is actually one of major safety critical systems, was dealt with FMEA, FTA and ETA technique. In addition, whether the redundancy was met or not was verified and the degree of safety, or redundancy, was represented in terms of reliability. In conclusion, the safety of propulsion systems is possibly assessed systematically by estimating the risk level in terms of frequency and fatality.

해양에서 황산화물 오염 규제에 대한 소고 (Some Issues on the International Regulations Associated with the Air Pollution Caused by the SOx Emission at Sea)

  • 선박의 추진 및 전기 발생장치의 연료에 포함되어 있는 황산화물이 연소 중에 대기로 방출되는데 이러한 황산화물들은 공기오염의 주된 원인이 되고 있다. 행상에서 선박에 의해 발생하는 황산화물은 육상운송 수단에 의한 것 보다 훨씬 심각하여, 국제 해사 기구 및 유럽연합에서는 해상에서 선박에 의해 발생되는 황산화물 배출에 대한 규제를 강화하고 있다. 해양에서 황산화물 배출 규제를 근본 적으로 만족하기 위해서는 저유황의 연료유사용하는 것이고, 다른 한 가지는 선박에 황산화물 처리장치를 설치하여 배출되는 황산화물을 처리하는 것이다. 저 유황유의 사용은 선주들에게 운항비 증가를 가져다 주며, 처리 장치의 설치는 선가 상승의 원인이 될 수 있어, 선박이 어떤 해역을 운항하는 가에 따라 적용 방법에 대한 세심한 주의가 요한다. 본 소고는 이런 국제 규제의 변화와 대응에 대한 검토와 제언을 담고 있다.
