The Development and Application of Multi-metric Water Quality Assessment Model for Reservoir Managements in Korea. (우리나라 인공호 관리를 위한 다변수 수질평가 모델의 개발 및 적용)

  • The purpose of this study was to develop a Multi-metric Water Quality Assessment (MWQA) model and apply it to dataset sampled from Paldang and Daechung reservoir in 2008. The various water dataset used to this study included 5 year data sets (2003${\sim}$2007) in Korean reservoirs which were obtained from the Ministry of Environment, Korea. In this study, suggested MWQA model has 4 metrics that were composed of 4 parameters such as chemical, physical, biological, and hydrological variables. And, each of the variables attributed total phosphorus (TP) concentration in water, secchi depth (SD) measure in water, chlorophyll-${\alpha}$(Chl-${\alpha}$) concentration in water and the ratio of inflow of water into lakes and efflux of water from lakes, input/output (I/O). First, we established the criteria for trophic boundaries. The boundary between oligotrophic and mesotrophic categories was defined by the lower third of the cumulative distribution of the values. The mesotrophic-eutrophic boundary was defined by the upper third of the distribution. Second, each metric was given by a point-oligo=1, meso=3, eu=5. And then, obtained total score from each metric was divided 5 grade-Excellent, Good, Fair, Poor, and Very poor. As the results of applying the proposed MWQA model, the Paldang reservoir obtained "Fair" or "Poor" grade and Daechung reservoir obtained "Excellent" or "Good" grade. The suggested MWQA model through these procedures will enable to manage efficiently the reservoir. And, more studies such as metric numbers and attributes should be done for the accurate application of the new model.

  • Issues have arisen over the monopoly of housing sales guarantees by the Housing and Urban Guarantee Corporation. If the Ministry of Land, Infrastructure and Transport appoints an additional guarantee institution, there is concern that the property protection between the two parties is insufficient due to excessive competition and the weakening of urban regeneration resources. It argues that housing supply policies for stabilization of the housing market can be smoothly implemented through monopoly projects. This is judged to be an abuse of market dominant position under the Fair Trade Act, and excessive restrictions on pre-sale guarantee requirements may cause delays in business and infringement of property rights of members. First, the establishment of a designation system for market dominant operators of the Fair Trade Commission enables new entry of private guarantee institutions. Second, it is necessary to improve regulations under Article 63 of the Fair Trade Act (consultation on the establishment of laws restricting competition, etc.). Third, through the establishment of the 「Rules on Housing Supply」 under Article 15 (2), the Minister of Land, Infrastructure and Transport can additionally designate a guarantee institution, thereby guaranteeing the right to select a pre-sale guarantee for the business entity. In addition, it is expected that at least one of a number of guarantee insurance companies can be designated to improve the efficiency of the distribution of social benefits, thereby lowering the volatility of housing prices. A Study of the Distribution System of Korea's Consumer Electronics Industry (가전유통구조(家電流通構造)의 문제점(問題點)과 개선방안(改善方案))

  • The Korea's Consumer electronics industry has exhibited a spectacular growth in the last three decades, expanding into one of the most important industries in Korea in many respects. One interesting aspect of the industry is the dominant role played by the Big Three of the industry, Gumsung, Samsung, and Daewoo. Since 1984, the three companies have accounted for about 90% of the sales in key items such as color TV, VTRs, refrigerators, and washers. The Big Three not only dominated the manufacturing stage, but also the distribution stage of the industry through their networks of exclusive dealers that constitute the major part of the distribution market. In this study, we analyzed the effects of the exclusive dealing by the Big Three on the efficiency of the Korean economy. We find that exclusive dealing by the Big Three could seriously constrain competition in both the manufacturing and distribution stages of the industry. Exclusive dealing by the Big Three effectively forcecloses the market for most other manufacturers as well as deterring entry into the manufacturing stage by potential entrants. Further, it impedes the growth of distributors that achieve the economies of scale and scope and restricts competition by the Big Three. In contrast, we could find little evidence that exclusive dealing by the Big Three is pro-competitive or enhances welfare. As a remedy to this problem, we suggest that the Fair Trade Commission of Korea should regulate the exclusive dealing by the Big Three, thus opening the door for the growth of distributors that are not bound by an exclusive dealing relationship with any of the Big Three. Put differently, we urge the Korean Fair Trade Commission to apply the Article 23 (5) to the exclusive dealing by the Big Three. Article 23 (5) that states that unfair restrictive dealing is illegal has never been clarified by the FTC. We believe that our analysis could also serve as a basic for the clarification of the article in general.

Optimal Algorithms for Voltage Management in Distribution Systems Interconnected with New Dispersed Sources

  • The optimal evaluation algorithms for voltage regulation in the case where new dispersed sources are operated in distribution systems are studied. Handling the interconnection issues for proper voltage managements are often difficult and complicated because professional skills and enormous amounts of data during evaluations are needed. Typical evaluation algorithms mainly depend on human ability and quality of data acquired, which inevitably cause the different results for the same issue. Thus, unfair and subjective evaluations are unavoidable. In order to overcome these problems, we propose reasonable and general algorithms based on the standard model system and proper criterion, which offers fair and objective evaluation in any case. The proposed algorithms are divided into two main themes. One is an optimal algorithm for the voltage control of multiple voltage regulators in order to deliver suitable voltage to as many customers as possible, and the other is a proper evaluation algorithm for the voltage management at normal and emergency conditions. Results from a case study show that proposed methods can be a practical tool for the voltage management in distribution systems including dispersed sources.

  • Purpose - This study examined the Italian eyeglass industry and the status of the franchise market. Luxottica's global growth strategy was analyzed to provide insight into the strategy and development of the Italian eyeglass industry and its franchise business. Research design, data, methodology - Luxottica's annual report, public media material, and website were examined, in addition to data from professional institutions. For the domestic eyeglass industry and franchise business, data from professional organizations, franchise information disclosure documents of the Fair Trading Commission, media materials, and related papers were investigated. Results - The success factor turned out to be securing a global wholesaler with retailers in overseas markets. This successful strategy was based on the strong entrepreneurial spirit of the founder, innovative craftsmanship, and an excellent corporate culture including corporate social responsibility (CSR). Conclusions - Considering the current environment, for Luxottica to be a leading global company, it had to review and adopt a successful vertical integration strategy, from R&D to distribution, M&A of overseas wholesalers and retailers, creative design and technical development, and sustainable cultural development

  • This paper deals with the optimal evaluation algorithms for voltage regulation in the case where new dispersed generations(DG) are operated in distribution systems. A Fair Scheduling Model Covering the History-Sensitiveness Spectrum (과거민감도 스펙트럼을 포괄하는 공정 스케줄링 모델)

  • GPS(generalized processor sharing) is a fair scheduling scheme that guarantees fair distribution of resources in an instantaneous manner, while virtual clock pursues fairness in the sense of long-term. In this paper, we notice that the degree of memorylessness is the key difference of the two schemes, and propose a unified scheduling model that covers the whole spectrum of history-sensitiveness. In this model, each application's resource right is represented in a value called deposit, which is accumulated at a predefined rate and is consumed for services. The unused deposit, representing non-usage history, gives the application more opportunity to be scheduled, hence relatively enhancing its response time. Decay of the deposit means partial erase of the history and, by adjusting the decaying rate, the degree of history-sensitiveness is controlled. In the spectrum, the memoryless end corresponds GPS and the other end with full history corresponds virtual clock. And there exists a tradeoff between average delay and long-term fairness. We examine the properties of the model by analysis and simulation.

Limitations on Exclusive Rights of Authors for Library Reprography : A Comparative Examination of the Draft Revision of Korean Copyright Law with the New American Copyright Act of 1976 (저작권법에 준한 도서관봉사에 관한 연구 -미국과 한국의 저자재산권의 제한규정을 중시으로-)

  • A dramatic development in the new technology of copying materials has presented us with massive problems on reconciling the conflicts between copyright owners and potential users of copyrighted materials. The adaptation to this changing condition led some countries to revise their copyright laws such as in the U. S. in 1976 and in Korea in 1984 for merging with the international or universal copyright conventions in the future. Copyright defined as exclusive rights given to copyright owners aims to secure a fair return for an author's creative labor and to stimulate artistic creativity for the general public good. The exclusive rights on copyrightable matters, generally for reproduction, preparation of derivative works, public distribution, public performance, and public display, are limited by fair use for scholarship and criticism and by library reproduction for its preservation and interlibrary loan. These limitations on the exclusive rights are concerned with all aspects of library services and cause a great burden on librarian's daily duty to provide balance between the rights of creators and the needs of library patrons. The fair use as one of the limitations on it has been coupled with enormous growth of a new technology and extended from xerography to online database systems. The implementation of the fair use and library reprography in Korean law to the local practices is examined on the basis of the new American copyright act of 1976. Under the draft revision of Korean law, librarians will face many potential problems as summarized below. 1. Because the new provision of 'life time plus 50 years' will tie up substantial bodies of material longer than the old law, until that date librarians would need permissions from the owners and should pay attention to the author's death date. 2. Because the copyright can be sold, distributed, given to the heirs, donated, as a whole or a part, librarians should chase down the heirs and other second owners. In case of a derivative work, this is a real problem. 3. Since a work has its protection from the moment of its creation, the coverage of copyrightable matter would be extended to the published or the unpublished works and librarian's work load would be heavier. Without copyright registration, no one can be certain that a work is in the public domain. Therefore, librarians will need to check with an authority. 4. For implementation of limitations on exclusive rights, fair use and library reproduction for interlibrary loan, there can be no substantial aggregate use and there can be no systematic distribution of multicopies. Therefore, librarians should not substitute reproductions for subscriptions or purchases. 5. For the interlibrary loan by photocopying, librarians should understand the procedure of royalty payment. 6. Compulsory licenses should be understood by librarians. 7. Because the draft revision of Korean law is a reciprocal treaty, librarians should take care of other countries' copyright law to protect foreign authors from Korean law. In order to solve the above problems, some suggestions are presented below. 1. That copyright clearinghouse or central agency as a centralized royalty payment mechanism be established. 2. That the Korean Library Association establish a committee on copyright. 3. That the Korean Library Association propose guidelines for each occasion, e.g. for interlibrary loan, books and periodicals and music, etc. 4. That the Korean government establish a copyright office or an official organization for copyright control other than the copyright committee already organized by the government. 5. That the Korean Library Association establish educational programs on copyright for librarians through seminars or articles written in its magazines. 6. That individual libraries provide librarian's copyright kits. 7. That school libraries distribute subject bibliographies on copyright law to teachers. However, librarians should keep in mind that limitations on exclusive rights are not for an exemption from library reprography but as a convenient access to library resources.

Sorting and Abrasion Processes on Gravel Beach of Jeongdo-ri, Wando, Korea (한국 남해 완도 정도리 자갈 해빈의 퇴적작용)

  • The shingle beach as a typical pocket beach located in Jeongdo-ri, Wando, Cheolanam-do, Korea has been investigated in terms of textural characteristics, mainly gravel shape and roundness. In the Jeongdo-ri gravel beach, changes of beach profile after storm weather and textural parameters of gravels were observed and measured from May 1992 to March 1993. Beach profile is divided into two different Fair-weather zone and Storm-weather zone influenced by dynamic condition of wave energy. The former is affected by wave and tide under fair-weather condition, the latter seems to be formed under storm-weather condition. Each zone comprises a series of beach faces and berms formed by continuous sedimentary processes of swash, overwash and backwash. Storm-weather zone is subdivided into three groups having a pair of beach face and berm respectively. Mean sizes of berm gravel(45.5 mm -123.6 mm) are coarser than gravels of beach face (36.8 mm - 78.3 mm) in fair-weather zone. On the other hand, in storm-weather zone, gravels of berms (33.1 mm -82.5 mm) are finer than those of beachfaces (46.2 mm - 105.2 mm). The proportion of disc shaped gravels of berm (50.0% - 58.5 %) is higher than that of beachface (45.9 % - 51.3 %) in each subzone except C-group of storm-weather zone. And the proportion of the equant shaped gravel increases about up to 10% seaward. Therefore, shore-normal distribution of gravels seems to be affected by shape and size sorting effects. Shore-parallel distribution pattern of gravel shape is more distinctive than size distribution patterns. That is, disc and blade shaped particles decrease up to 20% and 13% respectively, and equants increase up to 34% to the westward. Gravels plotted on Sneed and Folk's triangular diagram are more compacted and elongated with decreasing size. Therefore primary gravels are shaped by characteristics of country rock e.g. cleavage, joint etc., and secondary are affected by sorting and size-controlled process evolution by wave action.

The Clinical Study on 40 Cases of Patient with Thoracolumbar Fracture (흉·요추 골절 환자 40례에 대한 임상적 고찰)

  • Objectives : This study was performed to evaluate the clinical results of the thoracolumbar fracture patients treated with oriental medical methods. Methods : We reviewed 40 patients of thoracolumbar fracture, who were hospitalized at WonKwang University KwangJu Oriental Medical Hospital and treated by oriental medical methods. We classified thoracolumbar fracture according to three column theory and then analyzed the cause of injury, sex-age distribution, treatment, and etc.. Results : 1. The distribution showed female predominance(72.5%) in sex and 70age-bracket predominance in age. 2. In the distribution of causes, the largest group was "lifting heavy objects"(40%) and the next was "slip down"(37.5%). 3. In the duration of symptoms, the largest group was the group of "acutest" (40%). 4. The distribution of injured level was L1 body the most(20%). 5. In classification of fracture, "compression fracture" was the most(57.5%) and the next was "burst fracture", "unstable fracture" in order. 7. Therapeutic effects above "fair" were 37 cases(92.5%). 8. The higher grade of clinical symptoms is, the lower therapeutic effect is. 9. In the distribution of treatment results according to classification of fracture, both the compression fracture and the burst fracture were almost same high and the unstable fracture is relatively lower than them. Conclusions : The result to treating thoracolumbar fracture by oriental medical methods is satisfactory.
