A Proposal for Risk Management according to Organizational Tendency for the Overseas EPC Projects of Public Company (공기업 해외발전 EPC 사업 진출 시 조직성향에 따른 위험관리 방안에 관한 연구)

  • Power generation construction projects involving large amounts of capital can affect the survival of a company along with huge economic losses in the event of a business failure. In general, private companies are organizations with challenging risk taking tendencies while public companies have a risk averse tendency to avoid risk, so these differences in organizational tendencies make it difficult to respond to risk. In particular, public companies are more likely to fail than private companies because they choose the contradiction of risk picking to enter overseas markets with high uncertainty despite their tendency to risk averse due to the nature of the organization. Therefore, these organizations need risk management techniques that reflect a risk-averse strategy. Accordingly, this paper analyzes the risk management research papers of the existing overseas development EPC business in order to find the risk management techniques related to the organizational tendencies of public companies and proposes "establishing a performance audit system for risk management of the organizational tendencies of public companies" as a way to extract the risk factors through the examples of overseas development projects of public companies and to manage the organizational tendencies of public companies that affect them.

  • Satisfying the same probability of loss of control and essentially two fail operative performance with a triplex computer architecture requires a lot of modification of the conventional redundancy management design techniques, previously employed in quadruplex digital flight control computer. T-50 FCS for triplex redundancy management design applied an advanced digital flight control architecture with an I/O controller which is functionally independent of the digital computer to achieve the same reliability and special failure analysis and isolation schemes for fail operational goals with a triplex configuration. The analysis results indicated that the triplex flight control system is to satisfy the safety requirement utilizing the advanced flight control techniques and the system performance of the implemented flight control system was verified by failure mode effect test.

  • In a post-modern society where things exist and events happen in the form of Baudrillardian simulation, alterity of the other is erased and transcendence is denied. Don DeLillo's White Noise depicts what may happen in a society where alterity and transcendence are experienced in the neutral and safe forms. It will be argued in this paper that such phenomena reflect the desire of the self to conquer the others and neutralize the existence of them for the self's enduring safety and accomplishment. However, the attempt must fail due to inevitable death. The invincibility of death reminds one of the limit of his ability and the existence of uncontrollable part of the other. This paper will focus on DeLillo's critique of such a society, the affect of the existence of death as an invincible force, and his message about the way to live under these conditions.

  • This paper presents microprocessor-based Digital Position Detection Unit using the inductive radio line and the antennas in train signaling system. This comprises the Fail-Safe system due to the dual controlled system to drive with safe-side even in events of faults, and designs the FSC(failure safe comparator). And the method of Markov Modeling is described for the reliability evaluation of system.

  • The application concept of using a fail safety filter on the filtering system is to prevent the particle leakage when the main filter element is broken at high temperature. In this study, the metal filters were fabricated by pressureless sintering method. The mixture of stainless steel powders and filler metal binder solved in the water solutions of 5% PVA was compacted to form the cylindrical filter without pressure. The compacted filter were sintered in the vacuum sintering furnace at 120$0^{\circ}C$ for 1 hour. The metal filter(produced with powder of 640-840 ${\mu}m$ size) having more than above 50% porosity, 500${\mu}m$ pore size, and permeability of 7.3${\times}$10$^{-11}$m$^{2}$ plugged within 2.5 minute to prevent the leakage of maximum slip particle size of less than 3${\mu}m$.

  • Event-driven communication protocols such as CAN(Controller Area Network) have inherent packet delays due to the contention process for the use of network medium. These delays are stochastic in nature because most packets arrive at random time instants. The stochastic property of the delay adversely influences the control system's performance in terms of stability, responsiveness and steady-state error. Another problem for safety-critical application such as brake-by-wire systems is the reliability of the communication modules that can fail abruptly. This paper deals with two methods to overcome the above problems : (i) scheduling method that can maintain packet delays under some acceptable level, and (ii) redundancy management of communication modules that prescribes dual-redundancy modules' behavior when one of them fails.

  • Toxicity is usually investigated using a set of standardized animal-based studies which, unfortunately, fail to detect all compounds that induce human adverse events and do not provide detailed mechanistic information of observed toxicity. As an alternative to conventional toxicology, toxicogenomics takes advantage of currently advanced technologies in genomics, proteomics, metabolomics, and bioinformatics to gain a molecular level understanding of toxicity and to enhance the predictive power of toxicity testing in drug development and risk/safety assessment. In addition, there has been a renewed interest, particularly in various government agencies, to prioritize and/or supplement animal testing with a battery of mechanistically informative in vitro assays. This article provides a brief summary of the issues, challenges and lessons learned in these fields and discuss the ways forward to further advance toxicology using these technologies.

  • The brakes are the most important safety-critical accident avoidance components of a motor vehicle. They must perform safely under a variety of operating conditions and must have enough strength not to fail during the life of a vehicle. Recently, anti-lock brake systems are used on more and more passenger cars. The ABS brakes modulate brake line pressure to prevent brakes from locking during braking. In this study, finite element analysis, material test for FCD45, measurement of stress and cumulative fatigue damage analysis were performed to evaluate fatigue damage of the caliper housing under ABS mode.

  • Previous research on the slope failure has mainly reported that most of the slope failures occur due to surface rainfall infiltration in the rainy season. A slope of which surface is protected by shotcrete or plants, can also fail due to increase in pore water pressure from the ground water flow beneath the surface, rather than from the surface. In this study such case of slope behavior is investigated using the model test and numerical method including strength reduction method. Hydraulic boundary conditions of the slopes is considered using coupled numerical scheme. The failure mechanism of the slope is investigated and the effect of pore water pressure on slope safety is identified. Increase in pore water pressure due to lateral infiltration has significantly reduced the stability of slope.

  • Signaling system, for which ensuring safe train operation, must be a fail-safe system with higher reliability and safety. TCS has made significant improvements both on signaling system, from relay based ground signaling system to computer based on-board system, and on driving mode, form low speed and low density driving to TCS supporting high speed and high density driving. In addition, TCS has been applied to rolling stock with a wide variety of context according to the characteristics of rolling stock or railway infrastructure. In this paper, therefore, we confirmed the basic concept of ATC system and analyzed its development process in technology context via referencing international cases and ATC systems introduced and applied in Korea. Based on those analyses, we suggested the new TCS development strategy for its suitable application to high speed line, conventional line and metro, and we also provided technical considerations related to TCS application.
