The budget-overrun situations, in turn, have deepened the delay. • The Korean Government Integrated Data Center (GIDC) was established as a comprehensive solution to integrate information systems spread across each government agency in 2005. In the process of building and operating the GIDC, various IT governance issues are potential. To implement the effective IT governance in an organization, it is important to confirm some critical success factors (CSFs) of each issue. However, there are few studies on this subject in the public sector. This study tried to draw several CSFs through literature review and expert panel opinions and provide some practical implications. The results of this research are expected to contribute to the establishment of good IT governance in the GIDC.

  • The debate surrounding advertising effectiveness is not to be overstated as a major source of advertising research. However, there is still a lack of discussion on the model for measuring the effects of government and public service advertising. This study focuses on this point and develops an index model that can evaluate government advertising. For this purpose, we conducted a survey of 800 respondents in 7 major cities. Based on the creativity evaluation factors (originality, clarity, and appropriateness) of government advertising and the evaluation factors (interest, avoidance, and relevance) of policy contents, a causal model that affects the cognition, attitude, and behavioral responses of the audience was set up. As a result of analysis, originality, clarity, interest, and relevance except for appropriateness and avoidance were meaningful variables for creating government advertising effect such as policy understanding, audience attitude, word of mouth intention of policy. In addition, policy understanding and audience attitude were the main mediating variable influencing the word of mouth intention of policy. Based on research results, this paper discussed the direction for creating effective government and public service advertising in the future.

  • Purpose - The purpose of the present study is to discover success factors for small and medium-sized exporting enterprises and to derive factors that can positively influence the export of small and medium-sized enterprises. The ultimate goal is to contribute to the problem solution mentioned above. Research design, data, and methodology - A total of 258 filled-in questionnaires were collected; afterwards, frequency and cross tabulation analyses were conducted. The PPML analytic technique was applied to the core factors analyzed in Stages 1 and 2 to conduct regression analysis (cause and effect analysis and estimation method), thereby deriving success factors. Result - Based on detailed factors, a total of 15 success factors directly/indirectly involved in the success of export in small and medium-sized enterprises comprising 9 success factors, three positive effect factors for export, and three governments support policy factors were identified. Conclusions - The present paper is a rare empirical study paper that found and presented three detailed factors that positively influence on export and three government support policy factors, in addition to the above factors. Therefore, the results can be used by small and medium-sized enterprises that require not only previous studies, but also actual export success factor.

  • Purpose - The objective of this study is to investigate what motivates global FDI inflows in the different economic development level and to clarify the FDI motivation type in the level of qualitative economic growth. Design/methodology/approach - Major macroscopic social·economic factors induced FDI inflows were analyzed using fixed-effect panel regression with 30-year panel data of 28 countries from 1985 to 2014. For analysis in the stage of economic growth, two category of developed and developing countries was used. And to analyze FDI motivation type in the level of qualitative economic growth, 4 shares of GDP; consumption·government·investment expenditure and export, was used as explanatory variable. Findings - In developed country, TFP(total factor productivity) and GDP have a great influence on FDI inflows, and consumption and labor compensation have a slight effect. This result indicates that the market seeking-driven, horizontal type investment is shown along with efficiency seeking investment. In developing country, human capital and TFP is shown to have greater impact on FDI inflows and labor compensation, exports, investment and government expenditures also have impacts. Thus it has confirmed that not only efficiency-seeking vertical investment for using low cost well educated laborer, but also government-driven economic growth and export policies could affect the FDI inflows. Research implications or Originality - The FDI investment decision making of multinational companies is decided by their own purpose. But, in the concept of as follows; 1) FDI is a long-term capital flowing for maximization of economic utility with limited global resource, 2) Thus FDI could be affected by macro socio·economic factors of host country. 3) Also such macro factors is different by each economic growth qualitative level. Therefore macro socio·economic factors of each country could be affected by the qualitative level of their own economic growth. To attract FDI inflows, it is desirable to implement differentiated incentive policies in the qualitative level of economic growth. Furthermore in developing countries it is recommended to implement government driven economic growth policies as follows; fostering well educated human resources, improving technology productivity in the relative lower cost labor market compared to developed countries and boosting international export volume.

This paper considers the voluntary consolidation as a kind of coordination mechanism and institutional collective action process between local governments, and identifies the configurations of the causal factors influencing the voluntary consolidations by applying the fuzzy-set analysis. It is found that the sets of the causal factors which include political and economic homogeneity factors in the region, and interlocal political, economic, and social homogeneity factors, and prior consolidation experience between regions have positive effects on the consolidations. Also, it turns out that interlocal homogeneity and conformity between regions should be considered significantly for institutionalization which supports the consolidation between local entities.

Goal importance, awareness stage of importance, and current concerning level were scored to each question of factors. Using the results of previous studies, the maturity of each success factor, and the forecast time to mature and maturity of each question were analyzed. The results were compared with the results of a study precedent. Moreover, the changes in the participants' recognition levels were reviewed between before and after government's support. These comparative studies reflect government policies. Despite the government's supporting policies aided on building cooperation positively, the participants still worry about the decreasing government support. To allay these concerns, government policies should be implemented continuously to promote cooperation rather than a one-time support.
