정부신뢰에 미치는 영향요인분석: 정부 요소 및 개인적 요소를 중심으로 (An Analysis of Influential Factors on Government Trust: on the Basis of Individual Trust Factors)

  • 신뢰는 개인적인 감정으로 개개인의 특성 및 사회분위기의 영향을 받는 측면이 존재한다. 그런데 기존 정부신뢰에 대한 연구에서는 정부의 공정성 및 전문성과 같은 정부적 요소들에 초점을 맞추고 있다. 즉, 주로 정부의 능력 및 특성에 따라 정부에 대한 신뢰도가 영향을 받는 것으로 파악한다. 하지만 정부신뢰는 이러한 정부적 요소 외에 개인적 성향과 특성 같은 개인적 요소들에 의해 큰 영향을 받을 가능성이 있다. 따라서 본 연구에서는 정부신뢰가 정부적 요소뿐만 아니라 개인의 가치관 및 일반적인 신뢰 성향과 같은 개인적 요소에도 영향을 받는가를 살펴본다. 본 연구의 분석 결과, 정부신뢰는 정부의 전문성과 공정성과 같은 정부 요소와 정의 관계에 있었다. 그리고 연령, 정당지지 성향, 현재의 행복도, 향후 국가에 대한 전망 등 개인적 가치관 요소 및 기업신뢰와 같은 개인의 신뢰 성향도 정부신뢰에 영향을 미치고 있었다. 이는 정부신뢰가 정부의 전문성, 공정성 등과 같은 정부의 변수만이 아니라 개인의 가치관 및 신뢰 성향 등에 의해서도 영향을 받고 있음을 말해준다. 정부신뢰는 단순히 정부의 행태에 의해서만 영향을 받는 변수가 아니라, 국민 개개인의 가치관 및 신뢰 성향과도 연관된다는 것을 시사한다.

창의성경영과 지각된 R&D성과의 관계에 관한 탐색적 연구 - 과학기술분야 정부출연연구기관을 중심으로 - (An Exploratory Study of the Relationship Between Creativity Management Factors and Perceived R&D Performance in Korean Government-Supported Research Institutes)

  • The purpose of this study is to explore the effect of creativity management factors on perceived R&D performance. To do this, the data (885cases) were collected from 19 Korean Government-supported Research Institutes, and 3 hypotheses derived from the model of creativity management(after here CM) were tested. Major findings are as follows: 1) CM constructs are grouped into diversity, autonomy, connectivity, redundancy and flexibility factors; 2) The major factors that can explain R&D performance perceived by scientists and engineers are connectivity, autonomy, diversity and flexibility; 3) All CM factors have significant relationship with satisfaction of the employees; 4) Flexibility and connectivity factors give effects on turnover intention of the members. This study has some limitations in model building and empirical testing. This study, however, provides theoretical and managerial implications about CM and R&D management, particularly Government-supported Research Institutes in Korea.

전자정부 신뢰와 정부신뢰의 영향관계에 관한 연구 - 신뢰주체 및 신뢰대상 요인을 중심으로 - (A Study on Relations Between Trust in e-Government and Trust in Government - Focused on the Factors of Truster and Trustee -)

  • 본 연구는 전자정부 신뢰라는 주제에 대하여 신뢰주체와 신뢰대상의 특성을 반영하여 전자정부 신뢰의 영향요인을 밝히고 전자정부 신뢰 및 전자정부 서비스 만족도가 정부신뢰에 미치는 영향을 밝히는 것을 주된 목적으로 하였다. 전자정부에 대한 신뢰주체의 특성으로 시의적 배태성, 정보활용능력, 네트워크 배태성을 요인으로 설정하였으며 신뢰대상의 특성으로는 전자정부 서비스 품질을 평가할 수 있는 정보제공품질, 정보보호품질, 서비스품질, 참여기회품질을 요인으로 도출하였다. 실증분석 결과, 신뢰주체의 특성 중 시의적 배태성, 네트워크 배태성과 신뢰대상 특성 중 정보제공품질, 정보보호품질, 참여기회품질이 전자정부서비스 만족도와 전자정부 신뢰에 유의미한 영향을 미치는 것으로 나타났다. 또한 전자정부서비스 만족도는 전자정부에 대한 신뢰에 영향을 미쳤으며 두 영향요인 모두 정부신뢰에도 유의미한 영향을 미치는 것으로 나타났다.

G4C 스마트 앱 서비스 특성이 사용의도에 미치는 영향: 한·중 비교 분석을 중심으로 (The Influence of Using Intention by G4C Smart Application Service Characteristics: Comparing Korea and China)

  • Purpose - Recently, the prevalence of high-speed mobile communication technology (4G) and mobile devices (smart phones, tablet PC, etc.) is leading innovative changes across all fields in society as well as business environments. Furthermore, a diversified mobile application service has spread rapidly through mobile devices such as smart phones and tablet PCs. Accordingly, the traditional E-government services paradigm has rapidly changed into mobile intelligence. To identify the influencing factors on the using intention of G4C smart app services, based on previous studies, the variables that influence using G4C smart app services are defined; these are user cognitive factors (perceived usefulness, perceived easiness), user characteristics factors (user innovativeness, self-efficiency, social influence), service quality factors (convenience, interactivity, accessibility), and system quality factors (instant connectivity, safety). Research design, data, and methodology - This is designed not only to collect data with a questionnaire survey (9/22/13~10/23/13) but also to test hypotheses with SEM by SPSS 21.0 and AMOS 21.0 in both Korea and China. All items are used with Likert 5 scales. A total of 643 questionnaires (Korea 318, China 325) are used. Results - The perceived usefulness and perceived easiness in user cognitive factors have positive influence on using intention. The user innovativeness, self-efficiency, and social factors in user characteristics factors have positive influences on using intention. The convenience, interactivity, and accessibility in service quality factors have positive influences on both reliability and using intention. Safety in system quality has positive influence on both reliability and using intention. Reliability has positive influence on using intention. The control variables (Korea and China) affect its control hypothesis. Strategies and implications are suggested to assist the public using the intention of smartphone's e-government services based on the results of the empirical analysis. The mobile application service can be considered a new emergence of the paradigm just like the government's on-line portal websites appeared in the past. Under this prevailing situation of mobile smart devices, to promote the success of e-government mobile APP services, accurate analysis and understanding of users should precede anything, to provide services to grasp and satisfy users' desire properly. Conclusions - This study proposes implications to help E-governmental officers and companies make strategies. First, this is expected to give some information on the understanding and knowledge regarding the process of G4C smart APP service based on the empirical study. Second, this helps to make future policies and ways about E-government G4C smart APP service. Third, it is proved that super speed mobile communication technology and devices including phones will be crucial to change the structure of E-government services in 2-3 years. Fourth, it is necessary to increase the trust and using intention of users. Fifth, considering what type of environment users are placed in, to present proper public information matching their inclination, is important. Finally, various ways of experiencing service to explore potential users and ceaseless public relations are required.

한국의사의 정부신뢰 관련 요인 분석: 의사단체들의 일부 임원의사들을 중심으로 (A Study of Factors Related to Korean Physicians' Trust in the Government: On the Target for Board Members of Physicians' Associations)

  • Objectives: This study aims to investigate the factors related to Korean physicians' trust in the government. Methods: We used structured questionnaires that were composed of multidimensional scales for each of the various categories. Results: The recognition levels of trust of the government by Korean physicians were not high, and they ranged from 3.6 to 4.8 for ten scales. The factors related to trust in the government were categorized into seven factors on the basis of a factor analysis. On the regression analysis, a positive relationship was found between "the individual propensity to trust" and trust in the government, while a negative relationship was found between "the recognition level regarding the government as an authoritarian power" and trust in the government. "Confidence about participation in the policy process" as internal efficacy and "belief in governmental ability and motivation toward public demand" as external efficacy also showed a strong positive relationship with trust in the government. Conclusions: From these results, we can draw the conclusion that making efforts to improve the recognition level of trust in the government among physicians is an important policy task. To increase the trust level, participation of physicians in the policy process in various ways and open communication between the physicians' associations and the government should be facilitated.

중소기업의 정부지원형 ERP시스템 도입 영향요인에 관한 연구 (A Study on the Factors Affecting Government-Support ERP Systems Adoption for SMEs)

  • Government initiatives are continuously being invested to nurture supporting business environment for small and medium sized enterprises (SMEs), such as government-support ERP systems project for SMEs. As such, scholars need to pay attention to SMEs can successfully adopt and manage government-support ERP systems. This study, therefore, conceptually developed and tested a research model for understanding what factors influence SMEs' intention to adopt government-support ERP systems. We obtained thirty samples from SMEs, which is organizational level, and data were analyzed using the partial least square (PLS) technique. The results of data analysis found that institutional pressure and resource dependence had positive effects on the adoption of government-support ERP systems. On the other hand, risk aversion of SMEs was found to have negative effects to adopt government-support ERP systems.

  • 정치적 신뢰란 정부가 자신이 기대한 바대로 결과물을 산출하고 있는지에 대한 국민들의 주관적 인식의 결정체라 할 수 있다. 이 연구는 이러한 정치적 신뢰의 내생적(endogenous) 측면과 외생적(exogenous) 측면에 초점을 맞추어 정치적 신뢰가 어떤 요인들에 의해 영향을 받으며 또 어떤 정치적 결과를 만들어 내고 있는지에 대한 이론적 논의를 정리하는 것을 목적으로 한다. 정치적 신뢰의 변화에 영향을 미치는 요인으로 정부정책, 정치인의 비윤리적 행태, 국민들의 참여민주주의적 성향, 정부에 대한 국민들의 왜곡된 이해, 정치문화에 초점을 맞추어 각각의 요인들이 어떻게 정치적 신뢰를 변하게 만드는지 살펴본다. 또한 정부의 통치능력, 선거결과, 정치충원, 정부정책의 방향성의 측면에서 정치적 신뢰가 정치과정에 어떠한 결과를 만들어내는지를 알아본다.

전자정부 활성화 요인의 글로벌 비교 (Global Comparison of the Factors Promoting E-Government)

  • 지난 몇 년 동안 많은 나라에서 전자정부 정책을 추진하고 있다. 그러나 UN의 전자정부 평가결과에서도 나타난 것처럼 전자정부 진척도는 국가마다 차이를 보이는 것을 알 수 있다. 본고에서는, 이처럼 국가별로 전자정부 진척도에 왜 차이가 생길까에 주목하고, 경제적 요인과 조직적 요인 등 2개의 요인으로 나누어 정량적·정석적인 분석을 했다. 분석 결과, 전자정부 진척에 미치는 요인 중 경제적인 요인에서는 1인당 GDP성장률, 그리고 경제 활동의 편리성 지표로서 기업 설립에 있어서 필요로 하는 기간이 영향을 미치는 것으로 나타났다. 또한 조직적인 요인으로는 대통령이나 총리직속의 부처가 강력한 리더십 하에 전자정부 전략 등을 수립하는 것이 중요한 것으로 나타났다.

  • 본 연구는 조직특성요인이 전자정부성과에 어떠한 영향을 미치는지에 대해 파악하고자하였다. 이러한 본 연구의 목적을 달성하기 위해 조직특성과 전자정부성과에 대한 문헌연구를 심도 있게 수행하였으며, A 정부기관을 대상으로 설문조사를 실시하였다. 분석결과, 조직특성(최고관리자의 지원과 관심, 정보지향적 조직문화 및 기관 부서 개인간 협업) 모두가 전자정부 성과(고객서비스증대, 업무효율성 향상, 비용절감)에 유의미한 수준에서 긍정적인 영향을 미치는 것으로 나타났다. 특히 조직특성요인 모두가 고객서비스 증대에 더 많은 영향을 미치는 것으로 나타났다.

모바일 전자정부 서비스 수용의도의 영향요인에 관한 연구 (An Empirical Study on the Influencing Factors of Intention to Adoption of Mobile Government Service)

  • Mobile technology is accelerating innovative changes across all fields of our society as well as business environments. Especially, demands on mobile government (M-government) services have been increased gradually since e-government has improved national administration services dramatically. However, high-quality services which are acceptable to may users are not actually supplied because technical issues such as security on mobile e-government services have not solved and governance policy was not established yet. Previous studies show that most researches are devoted to technical ones or limited to theoretical exploratory study. As a result, developing useful guidelines which are practically and theoretically proved is one of the very important research issues. This study reviews the previous research works such as concept of mobile, e-government, M-government, technical trends of mobile, market situations, present status, and various case studies. And then we develop a research model with five factors, twenty four variables and seventy six measurement for measuring the influencing factors to adoption of M-government services. The model is composed of total 16 hypotheses, 22 variables, and 76 measurements. The model is analyzed by using statistical package SPSS (18.0) and AMOS (18.0) together with structural equation method based on 294 samples. The results show that the model is valid and there are statistically significant influence between ease of use and usefulness, ease of use and user's satisfactions, usefulness and intent of re-use, and user's satisfactions and intent of re-use, excepting usefulness and user's satisfaction, ease of use and intent of re-use did not affect significant influences. Especially, service quality, system quality, and relationship quality are identified as influencing factors to adaption of M-government service. The results are expected to provide a theoretical research framework which generate new research issues in M-government service area. It also can provide an useful guidelines to practical experts in successfully implementing M-government services. Further research directions are as follows. User's intents have to be studied in details by classifying users by individual, enterprise, and government as well as developing a new hypothetical model. Since M-government service is at the initial stage, longitudinal studies have to be conducted to trace the peoples' need in order to develop new high-quality mobile services.
