A Study on Standards of Wheelchair User Accessible Toilet Rooms (휠체어사용자용 화장실의 규격기준에 대한 연구)

  • Purpose: The diverse users and the increase of power wheelchair users have made it difficult to apply the standards of Wheelchair user accessible toilet rooms for the existing law and BF-certification. To address these issues, the standards of the relevant laws have been improved (Ministry of Health and Welfare, 2018), but there are still many problems. In this study, problems with the standards for Wheelchair user accessible toilet rooms in Korea are analyzed by comparing national and international standards. In addition, improvements to standards for Wheelchair user accessible toilet rooms will be suggested. Method: It presents improvement for standards of Wheelchair user accessible toilet rooms by comparing national, international standard and standards of many countries. Korean standard, International Standard(ISO 21542), American Standard(ADA Standards), German Standard(DIN 18040-1), Austrian Standard($\ddot{O}NORM$ B 1600) and Swiss Standard(Norm SIA 500) were investigated and analyzed. Results: Korea's standards differ from the ISO and the Standards of other countries in many ways, so there is a need for realignment. Specifications for disabled toilets and clear criteria for the size, shape, and location of sanitary appliances in toilets that are practically available to wheelchair users should be provided. Considering the increasing number of disabled toilet users, the installation of various disabled toilet rooms should be considered considering the user characteristics of those who can walk and wheelchair users. Implication: Recent partial improvements to relevant laws cannot meet the requirements of various users. Therefore, comprehensive and clear standard should be presented that take into account changing society and the environment.

A Study on the Necessity of Home Visit Rehabilitation Therapy by Rehabilitation Professionals Working at Social Welfare Facilities (사회복지시설에 종사하는 일부 재활전문가들의 방문재활에 대한 필요성 조사)

  • Purpose: The purpose of this study was to analyze the necessity of home visit rehabilitation therapy by rehabilitation professionals working at social welfare facilities. Methods: The subjects of this study were 227 rehabilitation professionals (social worker, nurse, physical therapist, occupational therapist, speech-language therapist, special education teacher, and staff of institutions for the disabled who were working at community rehabilitation centers. The data were collected over 65 days (2008. 09. 10~11. 14). The results were analysed statistically by the Chi-square test. Results: The results are as follows: Long-term care service was established in Korea by the Ministry of Health in July, 2008. But there are limits to their being able to provide various rehabilitation services for chronic patients and old people. According to a recent survey, almost all rehabilitation professionals (N=227) stated that home visit rehabilitation therapy is necessary. Conclusion: In Korea, the long-term care service has a nursing service and a service supporting physical activities of daily living, but not physical therapy. So, home visit rehabilitation services should include physical therapy, rehabilitation exercise, and pain management.

Analysis of the Evacuation Safety in a Fire at Welfare Center for Disabled (장애인복지관 화재 시 피난안전성 분석)

  • This study analyzes the Required Safe Egress Time (RSET), in the event of a fire at a welfare center for the disabled, using the emergency passage according to the floor arrangement of users to evaluate the safety and the difference in RSET for each emergency passage using the Pathfinder simulation program to suggest an efficient evacuation method. As a result of RSET, it was found that there is no problem in evacuation safety for the current state of the facility's personnel allocation by satisfying the standard RSET in case of fire, and evacuation can be completed safely by evacuating through stairs rather than using elevators if possible. It is necessary for employees to be provided sufficient education and training in advance so that they can evacuate effectively with the disabled in case of fire. This study gives significance in saving many precious lives and safely evacuate in case of fire as evacuation routes were secured through the design, construction and operation of facilities for the disabled and the RSET was shortened through regular evacuation practices. It is necessary to discuss the further RSET studies based on the automatic fire shutters open or not when a fire occurs at a specific location following the installation of automatic fire shutter at the entrance of each floor of the facilities.

  • Nursing centers are nurse-managed organizations that give the client direct access to professional nursing services. Academic nursing centers are faculty-created and -organized nursing centers integrated into nursing school or cooperated with community nursing center. Academic nursing centers are needed for providing services to the forgotten or underserved populations in the community, providing learning opportunities for nursing students and practice opportunities for faculties. The intent of this study is to identify the elements needed in developing process and operations of acedemic nursing center for elderlies and the disabled, and to present the desired model for academic nursing center. The processes of my study were : 1) The articles of the academic nursing centers in U. S. were reviewed and analysed. 2) The academic nursing center for elderlies and the disabled was developed and operated in my paper. 3) Desired model for academic nursing center was presented in my paper. The followings are the results of my study: 1. Elements needed in developing process of academic nursing center were philosophy and goals, the community support, assessment of the validity of the service and health needs, identification of the service contents, roles and responsibilities, communication lines, finances for facilities and operations, cooperation with resources, and developing record system. 2. Elements needed in operations of academic nursing center were the structural organizations, realization of the above philosophy and goals, development of policy and nursing standards, faculty participation, continuity of services, and financial solutions. 3. The desired model was presented according to the process and operations.

  • Recently, urban mixed-use commercial facilities have been required to raise a safe environment in public areas. So, this study focuses on analyze planning factors selected through the precedent research for Pedestrian safety and environment of urban mixed-use commercial facilities. The first purpose of this study is to analyse the applicative estimation of environmental plan to support pedestrians in public space of urban mixed-use commercial facilities in Seoul. And the second purpose of this study is to propose the directions of environmental planning for creating a pedestrian-friendly environment in public space of urban mixed-use commercial facilities. In order to accomplish this purpose, the environmental planning factors for supporting pedestrians and guidelines for disabled shown in the precedent studies are drawn. A survey of research subjects are 4 urban mixed-use commercial facilities located in downtown Seoul. And then a questionnaire survey is performed on architecture and interior design students to evaluate the importance. As a result of the study, the following conclusion are drawn. The pedestrian-friendly environment in urban mixed-use commercial facilities requires planning to strengthen accessibility, supporting and safety of public space.

Development of Indicatorsto Create a Healing Environment in Disabled Residential (장애인거주시설 내 치유환경 조성을 위한 평가지표 개발)

  • Due to the recent increase in the disabled population and welfare paradigm, the government is focusing on green welfare and environmental welfare to improve the living environment of the disabled, including the enactment of basic laws and convenience promotion laws. Accordingly, green environmental welfare for the disabled is supported in policy, but there are no evaluation indicators for the green welfare space and healing environment created. Therefore, this study divided the healing environment into physical, psychological, and social aspects, and conducted research using expert FGI to present evaluation indicators that can determine whether spatial roles and functions are appropriate. As a result of the study, the final 51 healing environment evaluation items were derived from 26 physical aspects evaluation items, 14 psychological aspects evaluation items, and 11 social aspects evaluation items. Evaluation indicators derived from this study can be used to evaluate the healing environment created in disabled residential facilities, and can be used as basic data in the planning stage of the healing environment to be created in the future.

A Comparative Study on Design Guidelines for Entrance, Corridor and Stairway of the Elderly Housing (노인주택의 출입구 및 이동공간의 디자인 기준에 대한 비교)

  • The demographic profile of the households will shift towards the 'older elderly'. There are need upgrading existing housing and new housing in aspect of floor plan, accessories, facilities and so on. The government should prepare the policy and standards of housing design for the aged and disabled in order to improving the residents' housing conditions. The purpose of this study is to compare Korean to foreign guidelines related to residential design for the elderly and disabled and find out the characteristics of our standards. It was accomplished by literature research. The results were as follows. There is disagreements between domestic standards over the clear door opening, the clear hallways and handrails at entrance. And the foreign standards are based on their wheelchair size, ours are founded on it's size which specified only maximum overall dimensions. So ours are seem to be lack of accuracy. Our standard of stairs is in details in comparison with other space components. But ours don't go into details than foreign ones over length of hand-rails, riser etc. And for recommendations denoting minimum and maximum height of various component, it should be preceded the specific survey on limits of reaching ability for the elderly and disabled.

A Study on the Legal Regulations and Design Guidelines on the Child Care Centers for the Children with Disability in Japan (일본 장애아 보육시설의 시설설치기준에 관한 연구)

  • A study on child care centers has been developed with a focus on normal children. Also the child care centers which take care of children with disability are rare. In Seoul, Korea, only 2% of children with disability are taken care of in child care centers. And even the disabled children at the child care centers are mostly mentally or emotionally disabled because the building, programs and services of the centers are restrictive to the children with severe physical disabilities. In Korea, it is not yet an obligation for child care centers to adopt Disability Accessibility Guidelines to make facilities accessible by the disabled. Also, Korea does not have specific design guidelines or legal standards. This study aims to review the legal standards and design guidelines which are applicable to child care centers for children with disability through a reference review. Japanese legal standards and references were collected and analyzed. As a result, we categorized the guidelines according to contents such as locations, areas, space organizations, nursing spaces, sanitary spaces, and doors and corridors. The goal of this study is to provide the basic information to develop domestic design guidelines to ensure that the child care centers are welcoming and usable for everyone possible.
