In Germany, community based daycare facilities has been supported by long term care policies since the 1970s. With the legislation of Care Insurance, those policy has been developed further. As the use of daycare facilities decreased and the financial burden for consumers increased, administrators of facilities has been seeking for innovative programs and management methods in order to improve the service. For the same reason, policy makers have been pursuing new regulations of architectural standards of facilities. By looking at legislations (i.e., Law of Care Insurance, Law of Heim, and DIN18025) that stipulate architectural standard of facilities in Germany, this study will identify the development process of architectural change of daycare facilities. In addition, the study aims to contribute to the discussion on the use of day care facilities in Korea in terms of the legislation of Care Insurance soon to be introduced.

Urban transit consists of signaling system, railway systems, power facilities systems and the other complicated facilities and the standards notify the standardizations, safety standards, performance standards and quality certification standards according to the Urban Transit Act. The government notifies and recommends these standards to improve the performance, safety and maintenance efficiency of urban transit. Now, we need to manage the records and traceability of the standards because they have reciprocal relations with the others so that, if some standards have been changed it could make some problems to the others. As a result, in this research, we suggest the way to manage the traceability of the standards by using the computation support tools.

Purpose: The purpose of this study is to suggest directions for improving Authentication Of A Barrier-Free Living Environment(BF) of passenger facilities. Methods: We examined the parts (terms, Authentications, and dimensions) where the difference in the legal standards between the relevant items in the "ACT ON GUARANTEE OF PROMOTION OF CONVENIENCE OF PERSONS WITH DISABILITIES, THE AGED, PREGNANT WOMEN, ETC." and the "ACT ON PROMOTION OF THE TRANSPORTATION CONVENIENCE OF MOBILITY DISADVANTAGED PERSONS", which are the basis of Authentication of BF for buildings and passenger facilities. We also mention the differences by comparing and analyzing Authentications of BF. In addition, we survey the current status of passenger facilities in Korea that have been granted and not granted Authentication of BF of passenger facilities. and we describe improvement directions of Authentications of BF. Implications: Improvement of Authentications of BF should be made in accordance with relevant laws, and improvement of Authentications of BF to reflect various situations in the field is needed. Authentications of BF according to the type of passenger facilities should be distinguished.

현재 완료 및 진행되고 있는 GIS관련사업에서 발견되고 있는 큰 문제점 중 하나는 동일지역, 동일 대상물의 정보관리에 있어서 각 시행단체가 서로 다른 정보관리 항목, 명칭, 코드 등의 표준을 사용함으로써 정보호환 및 공유에 적지않은 지장을 초래하고 있다는 점이다. 정부에서 제시된 GIS표준이 있음에도 불구하고 이와 같은 현상이 발생하고 있는 것은 정부제시 GIS표준의 문제점 및 한계를 드러내고 있다. 따라서 현재 제시되어있는 NGIS표준은 GIS를 구축하고자하는 각 단체의 요구사항을 수렴할 수 있도록 반드시 보완 및 확장되어야 한다. 이에 현 논문에서는 이 문제를 해결하고자 하는 파일롯 연구의 일환으로, 도로 및 도로시설물의 표준항목 및 표준코드 부분에 관해 정부제시 표준의 보완 및 확장에 대한 안을 제시하였다. 같은 형태의 연구가 정부제시 표준의 전면적인 보강을 위해 필요하다고 생각된다.

현재 교육시설 BTL 사업의 경우 사업적격성조사 정량적 VFM분석이 선행되는 과정에서 교육시설에 적합한 분석 기준이 미흡하여 정확한 분석을 수행하는데 많은 어려움을 겪고 있으며 적정 유지관리비 산정 시에도 미흡한 기준이 문제가 되고 있다. 교육시설은 많은 수의 학생들이 장시간 안전하게 사용해야하고, 학교급별 학생들의 활동량과 신체적 발달상태가 다를 뿐만 아니라 시설별 사용특성과 지역별 특성이 다르기 때문에 공동주택과는 다른 유지관리 기준을 고려하여야 한다. 따라서 본 연구에서는 교육시설의 특성을 고려한 유지관리 기준 설정을 위해 교육시설관리전문가를 대상으로 교육시설과 공동주택의 유지관리 수준을 비교 분석하여 교육시설에 적합한 유지관리 수준을 제시하고자 한다.

국내 화학물질 안전관리는 환경부의 화학물질관리법이 기본이 되어 관리되고 있다. 그 중에서도 취급시설의 설치 및 관리기준을 강화하여 관리하고 있는데, 타 법과의 상충, 시설 규모 및 물질 특성 미반영 등으로 인한 문제점들이 노출되었다. 본 연구에서는 이러한 취급시설 기준 중 건축물 내화기준에 대해 보다 현실적이면서 합리적인 개선 방안을 마련하고자 하였다. 이를 위해 국내 유사 화학물질 취급시설 안전관리 법령의 건축물 내화기준을 비교하였으며, 환경부 화학물질안전원 국민신문고를 통해 접수된 취급시설 기준 관련 민원 2220건 중 대표 민원 사례를 통해 주요 문제점을 파악하였다. 마지막으로 화학물질관리법상 취급시설의 규모와 물질의 종류를 구체화하여 건축물 내화기준을 적용하는 개선 방안을 제시하였다. 향후, 본 연구 결과는 환경 유해성을 고려한 화학물질관리법의 기본 취지에 부합하고, 산업계에도 현실적으로 적용될 수 있는 합리적인 기준마련에 기여할 수 있을 것으로 기대된다.

In this research, we determine the proper number of entrances in the evacuation facilities for civil and military personnel. The current standards on the emergency evacuation facility only sets the number of possible evacuees and the according architectural floor area since the evacuation have been completed. However, other than static standards such as the floor area, there is needs to consider the dynamic standards along with allowable evacuation time such as the number of entrance, staircases and so on. Therefore, we need to consider the number of entrances and their location in order to account for the allowed evacuation time of particular number of people in a set area. The outcome could be contributed to the standards which should contain the dynamic conditions associated with evacuation.

The purpose of this study is to compare the standards and guidelines of long-term care facilities based on the physical environments and human resources in Korea, Japan, USA, and Australia. Ultimately, this study suggests the directions for amendments of long-term care service or running of the facilities in Korea. For achieving this purpose, we reviewed the homepage of national health departments, reports and articles of long-term care service, and acts related with long-term care in each country. This comparisons were carried in terms of physical environments, human resources by long-term care related acts and legal sanctions as means of quality control. This study implies that long-term care service guidelines or standards should be revised for developing the quality of our long-term care services.

After the twenty-first century, the university emphasize on the role of knowledge creation facilities, and for this, various social and educational requirements are changing the environment of higher education. These change makes university that has old facilities difficult to correspond environmental changes. The purpose of this study is to review the facilities manual of Establishment and Management of university and to suggest amendment of Establishment and Management of university by exploring the university educational environment and facilities plan to respond various changes. We reviewed division of university studies, classification system of facilities, Area Standard of building and site in th provision for university establishment and operation, based on studying domestic university facilities standards, space management standards, facilities condition of national/private university and doing a survey of university facilities satisfaction and propriety of facilities standard in 120 universities. According to this study on validity and propriety of rules, we suggest amendment of Establishment and Management of university that can respond changing higher education environment.

Building Information Modeling(BIM) technology continues to develop and is now being applied to infrastructure facilities. As smart technology based on BIM is applied to the construction industry, the construction of the same data in a common environment is considered to be a very important step in various applications. This study was conducted on methods to establish an open BIM-based airport facility information common data environment. Therefore, this study develops the element technology to establish a common data environment for the integrated management of airport facility information, and aims to standardize data in the common data environment among various technologies and applications. In order to achieve the aim, in this study, the required technologies were derived by examining the common data environment and examining the civil engineering facility field and the case of integrated airport facility management. Through this, standards and development for information standard framework, information requirement level, BIM guidebook, and BIM library were developed in connection with national and higher standards. Through these standards, it is expected that the integrated management of various airport facilities will be efficiently carried out through a standard data platform in the future.
