  • Recently, the Korean Railroad have been operating separately by Korea Rail Network and the Korail since 2005. In addition, because of the lack of government's social overhead capital, New railway projects have been built and operated by private investors which don't have railway operating experience. Therefore, systems engineering management is needed from the initial planning stage to the construction and the opening. In this paper, structural features were considered according to the separation of Daegok-Sosa-Wonsi Private Finance Initiative (Daegok-Sosa, Sosa-wonsi) and the operating agency's unification(Daegok - Sosa business operations). And based on the domestic system engineering applications, System-Engineering Implementation was studied.

  • In recent years Korea fisheries have been much more influenced than ever before by domestic and foreign environmental changes such as market liberalization, sustainability, efficiency and effectiveness of domestic fisheries, fisher's welfare etc. Under the wide range of environmental changes, government is carrying out various fisheries policies. However, it seems insufficient to accomplish policy goals under the existing policy instruments. The main focus of the paper is to investigate structural changes and policy directions of fisheries finance in Korea after asian economic crisis. The results of the study are as follows; Fisheries sector in whole economy has been lowering in its proportion. To survive in emerging global competition, fisheries sector is needed structural reformation. In particular the strategy that increases operative efficiency and effectiveness on government financial policy in fisheries sector is much expected. Also, it is necessary to minimize costs, to reform institution and management for increasing efficiency and effectiveness.

Trade, Trade Finance, and Global Liquidity in Asia; Markov-Switching FAVAR Approach

  • This paper analyzes why the global financial crisis in 2008 severely affected Asia's trade. Asia has been suffering from the falls in export demand from developed countries. However the abrupt trade declines in Asia are not fully explained by reactions to this as in previous experiences. The question is why the financial crisis in 2008 brought about the abrupt and deep collapse in world trade, while other world-wide recessions had more moderate effects on world trade. This paper shows that the dynamic relationship between trade and trade finance is one important factor in explaining this question. This paper also applies the Granger (causality) test to uncover different relationships in the developed and developing economies and show different results for different countries in Asia. We employ a Markov-Switching FAVAR (Factor Augmented VAR) to show that global liquidity shocks are important factors in explaining the huge and abrupt trade drops in Asia.

  • In this paper, we provide application strategies of representative finance and investment metrics using breakdown properties of Return On Equity(ROE). The research discusses the relationship of ROE for finance and investment metrics such as Return On Asset(ROA), Return On Invested Capital(ROIC), Price Book Ratio(PBR), and Price Earning Ratio(PER). Furthermore, we provide three different perspectives of its purpose and utility of Residual Income(RI) Models, Market Value(MV) Models and Enterprise Value(EV) Models.

Evaluating Green IT Initiatives Using the Sustainability Balanced Scorecard (지속가능한 BSC를 사용한 그린 IT 전략 실행과제들의 평가)

  • Performance evaluation has been done using financial indices which are generally regarded as inappropriate for the organizations which are innovative and progressive. Thus, the Balanced Scorecard(BSC) was developed considering long term performance and invisible performance. This BSC has four perspectives of finance, customer, internal operation, and learning. Based on the BSC, a new BSC has been derived with a fifth view of environmental and social perspective, which is now called as a Sustainability BSC. In this study, we evaluated Green IT initiatives using the Sustainability BSC. The initiatives are categorized as RFID, telepresence, paperless office, logistics management etc. The initiatives were evaluated from the view of five perspectives, resulting in high cor relationships among finance, internal operation, and environmental and social perspectives. Namely, good initiatives from the view of environmental/social perspective are also evaluated as good from the view of finance and internal operation perspectives. In this study, we recommend organizations to introduce Green IT initiatives by showing how Green IT initiatives have contributed to the organizations.

  • Given the cyclicality, seasonality, and capital-intensiveness, the development of the shipping industry has long been contingent on corporate financing activities. As such, there have been a growing number of cities in East Asia pursuing a global maritime financial center in order to support their domestic shipping industry. However, it is widely accepted that financial services relevant to shipping in East Asia are quite under-developed compared to those of other leading maritime financial centers in Europe and North America. In this regard, this paper aimed to construct an evaluation index of maritime financial centers in terms of financial ecological environment for the purpose of highlighting the current status of development and suggesting future directions. Furthermore, this paper examined the development of shipping finance in Qingdao as a numerical example using the fuzzy comprehensive evaluation and compared results with those of Shanghai.

A PREPAYMENT-RISK-NEUTRAL PRICING MODEL FOR MORTGAGE-BACKED SECURITIES

  • In this paper, we investigate a pricing model for mortgage-backed securities (MBSs) of a pay-through type of collateral mortgage obligation (CMO), embedded call options, which can be exercised by the intermediary, and pass-through MBSs. We suggest a prepayment-risk-neutral pricing model, applying a reduced-form prepayment rate model, and then compute and investigate the appropriate prices and spreads in the coupon rates between CMOs and PT MBSs. We believe that this study contributes in that it provides a sophisticated pricing model for MBSs, especially to the financial markets which are not advanced enough to finance with a simple type of MBSs.

Re-SSS: Rebalancing Imbalanced Data Using Safe Sample Screening

  • Different samples can have different effects on learning support vector machine (SVM) classifiers. To rebalance an imbalanced dataset, it is reasonable to reduce non-informative samples and add informative samples for learning classifiers. Safe sample screening can identify a part of non-informative samples and retain informative samples. This study developed a resampling algorithm for Rebalancing imbalanced data using Safe Sample Screening (Re-SSS), which is composed of selecting Informative Samples (Re-SSS-IS) and rebalancing via a Weighted SMOTE (Re-SSS-WSMOTE). The Re-SSS-IS selects informative samples from the majority class, and determines a suitable regularization parameter for SVM, while the Re-SSS-WSMOTE generates informative minority samples. Both Re-SSS-IS and Re-SSS-WSMOTE are based on safe sampling screening. The experimental results show that Re-SSS can effectively improve the classification performance of imbalanced classification problems.

New evidence of Lockup Provisions: Effects on IPO Demands

  • This study examines the impacts of a mandatory lockup ratio and lockup period, together with voluntary lockup, on the initial public offering (IPO) subscription rate in Malaysia. A sample of 390 IPOs launched from 2000 to 2016 was collected for analysis. The findings show that firms that adopt a lower lockup ratio and a shorter lockup period signal uncertainty about their prospects. Issuers would then show the tendency to underprice to increase investors' intention to subscribe to firms' IPO shares. This study concludes that as long as investors are aware of pertinent information about IPO firms, they should continue participating in the IPO market rather than behaving irrationally. Finally, policymakers could use the findings to improve the existing lockup provisions regulation.
