In recent years, hazardous flash flooding has caused deaths and damage to infrastructure in Saudi Arabia. In this paper, our aim is to assess patterns and trends in climate means and extremes affecting flash flood hazards and water resources in Saudi Arabia for the purpose to improve risk assessment for forecast capacity. We would like to examine temperature, precipitation climatology and trend magnitudes at surface stations in Saudi Arabia. Based on the assessment climate patterns maps and trends are accurately used to identify synoptic situations and tele-connections associated with flash flood risk. We also study local and regional changes in hydro-meteorological extremes over recent decades through new applications of statistical methods to weather station data and remote sensing based precipitation products; and develop remote sensing based high-resolution precipitation products that can aid to develop flash flood guidance system for the flood-prone areas. A dataset of extreme events has been developed using the multi-decadal station data, the statistical analysis has been performed to identify tele-connection indices, pressure and sea surface temperature patterns most predictive to heavy rainfall. It has been combined with time trends in extreme value occurrence to improve the potential for predicting and rapidly detecting storms. A methodology and algorithms has been developed for providing a well-calibrated precipitation product that can be used in the early warning systems for elevated risk of floods.
In this study, we analyzed the relationships between weather factors and photosystem II activity (Fv/Fm), as a measure of photochemical efficiency, in three cool-season turfgrasses commonly planted on golf courses in Jeju, South Korea: perennial ryegrass (Lolium perenne L.), Kentucky bluegrass (Poa pratensis L.), and creeping bentgrass (Agrostis palustris Huds.). In all three turfgrasses, Fv/Fm was higher during late summer than during early summer. However, in late summer, Fv/Fm was significantly lower in perennial ryegrass than in the other two species. In early summer, Fv/Fm in perennial ryegrass and Kentucky bluegrass was positively correlated with mean low temperature and extreme minimum temperature, whereas, in late summer, this parameter in Kentucky bluegrass and creeping bentgrass was positively correlated with relative humidity, and in creeping bentgrass was negatively correlated with mean high temperature, mean low temperature, and extreme maximum temperature. These results indicate that raising low temperatures is favorable for perennial ryegrass and Kentucky bluegrass in early summer, whereas, in late summer, the lowering of high temperatures proves to be beneficial for creeping bentgrass, and raising relative humidity is conducive to the growth of Kentucky bluegrass and creeping bentgrass. These findings will contribute to improving the selection and management of turfgrasses on golf courses and sports fields.

In January 2021 heavy flood affected South Kalimantan with causing many casualties. The heavy rainfall is predicted to be generated due to the ENSO (El Nino-Southern Oscillation). The weak La-Nina mode appeared to generate more convective cloud above the warmed ocean and result in extreme rainfall with high anomaly compared to past historical rainfall event. Subsequently, the antecedent soil moisture distribution showed to have an important role in generating the flood response. Saturated flow and infiltration excess mainly contributed to the runoff generation due to the high moisture capacity. The hydro-meteorological processes in this event were deeply analyzed using the coupled atmospheric model of Weather Research and Forecasting (WRF) and the hydrological model extension (WRF-Hydro). The sensitivity analysis of the flood response to the SST anomaly and the soil moisture capacity also compared. Result showed that although SST and soil moisture are the main contributors, soil moisture have more significant contribution to the runoff generation despite of anomaly rainfall occurred. Model performance was validated using the Global Precipitation Measurement (GPM) and Soil Moisture Operational Products System (SMOPS) and performed reasonably well. The model was able to capture the hydro-meteorological process of atmosphere and hydrological feedbacks in the extreme weather event.

Unprecedented weather phenomena are occurring because of climate change: extreme heavy rains, heat waves, and severe rain storms after the rainy season. Recently, the frequency of these abnormal phenomena has increased. However, regular pattern or cycles cannot be found. Analysis of annual data or annual average data, which has been established a research method of climate change, should be applied to find frequency and tendencies of extreme climate events. In this paper, extreme indicators of precipitation and temperature marked by objectivity and consistency were established to analyze data collected by 66 observatories throughout Korea operated by the Meteorological Administration. To assess the statistical significance of the data, linear regression and Kendall-Tau method were applied for statistical diagnosis. The indicators were analyzed to find tendencies. The analysis revealed that an increase of precipitation along with a decrease of the number of rainy days. A seasonal trend was also found: precipitation rate and the heavy rainfall threshold increased to a greater extent in the summer(June-August) than in the winter (September-November). In the meanwhile, a tendency of temperature increase was more prominent in the winter (December-February) than in the summer (June-August). In general, this phenomenon was more widespread in inland areas than in coastal areas. Furthermore, the number of winter frost days diminished throughout Korea. As was mentioned in the literature, the progression of climate change has influenced the increase of temperature in the winter.

The objective of this study was to correct the bias of the Representative Concentration Pathways (RCP)-based future precipitation data using a quantile mapping method. This method was adopted to correct extreme values because it was designed to adjust simulated data using probability distribution function. The Generalized Extreme Value (GEV) distribution was used to fit distribution for precipitation data obtained from the Korea Meteorological Administration (KMA). The resolutions of precipitation data was 12.5 km in space and 3-hour in time. As the results of bias correction over the past 30 years (1976~2005), the annual precipitation was increased 16.3 % overall. And the results for 90 years (divided into 2011~2040, 2041~2070, 2071~2100) were that the future annual precipitation were increased 8.8 %, 9.6 %, 11.3 % respectively. It also had stronger correction effects on high value than low value. It was concluded that a quantile mapping appeared a good method of correcting extreme value.
The reliability of structures is affected by various impacts that generally have a negative effect, from extreme weather conditions, due to climate change to natural or man-made hazards. In recent years, extreme loading has had an enormous impact on the resilience of structures as one of the most important characteristics of the sound design of structures, besides the structural integrity and robustness. Resilience can be defined as the ability of the structure to absorb or avoid damage without suffering complete failure, and it can be chosen as the main objective of design, maintenance and restoration for structures and infrastructure. The latter needs further clarification (which is done in this paper), to achieve the clarity of goals compared to robustness which is defined in Eurocode EN 1991-1-7 as: "the ability of a structure to withstand events like fire, explosions, impact or the consequences of human error, without being damaged to an extent disproportionate to the original cause". Many existing structures are more vulnerable to the natural or man-made hazards due to their material deterioration, and a further decrease of its loadbearing capacity, modifying the structural performance and functionality and, subsequently, the system resilience. Due to currently frequent extreme events, the design philosophy is shifting from Performance-Based Design to Resilience-Based Design and from unit to system (community) resilience. The paper provides an overview of such design evolution with indicative needs for Resilience-Based Design giving few conducted examples.
Global warming causes climate change and increases extreme weather events worldwide, and the occurrence of heatwaves and droughts is also increasing in Korea. For the monitoring of extreme weather, various satellite data such as LST (Land Surface Temperature), TCI (Temperature Condition Index), NDVI (Normalized Difference Vegetation Index), VCI (Vegetation Condition Index), and VHI (Vegetation Health Index) have been used. VHI, the combination of TCI and VCI, represents the vegetation stress affected by meteorological factors like precipitation and temperature and is frequently used to assess droughts under climate change. TCI and VCI require historical reference values for the LST and NDVI for each date and location. So, it is complicated to produce the VHI from the recent satellite GK2A (Geostationary Korea Multi-Purpose Satellite-2A). This study examined the retrieval of VHI using GK2A AMI (Advanced Meteorological Imager) by referencing the historical data from VIIRS (Visible Infrared Imaging Radiometer Suite) NDVI and LST as a proxy data. We found a close relationship between GK2A and VIIRS data needed for the retrieval of VHI. We produced the TCI, VCI, and VHI for GK2A during 2020-2021 at intervals of 8 days and carried out the interpretations of recent extreme weather events in Korea. GK2A VHI could express the changes in vegetation stress in 2020 due to various extreme weather events such as heatwaves (in March and June) and low temperatures (in April and July), and heavy rainfall (in August), while NOAA (National Oceanic and Atmospheric Administration) VHI could not well represent such characteristics. The GK2A VHI presented in this study can be utilized to monitor the vegetation stress due to heatwaves and droughts if the historical reference values of LST and NDVI can be adjusted in a more statistically significant way in the future work.

Including heat wave, Climate change caused 150,000 casualty in 2000 and heat waves are meteorological events that pose a serious threat to human health. A heat wave is defined as "a period of abnormally and uncomfortably hot and usually humid weather". There is a need for the prevention of health effects due to weather and climate extremes. This study intends to propose the necessity of Response System to correspond to extreme heat. And this research focused on Cooling Center manual of facility and maintenance for extreme heat disaster. It would be useful to be planned based on community and to be taken a role as an E.O.C.(Emergency Operating Center). As a conclusion elderly watching system and the requirements regional cooling center facility was proposed.
This study aimed to assess the impact of weather events on the sorghum-sudangrass hybrid (Sorghum bicolor L.) cultivar production trend in the central inland region of Korea during the monsoon season, using time series analysis. The sorghum-sudangrass production data collected between 1988 and 2013 were compiled along with the production year's weather data. The growing degree days (GDD), accumulated rainfall, and sunshine duration were used to assess their impacts on forage production (kg/ha) trend. Conversely, GDD and accumulated rainfall had positive and negative effects on the trend of forage production, respectively. Meanwhile, weather events such as heavy rainfall and typhoon were also collected based on weather warnings as weather events in the Korean monsoon season. The impact of weather events did not affect forage production, even with the increasing frequency and intensity of heavy rainfall. Therefore, the trend of forage production for the sorghum-sudangrass hybrid was forecasted to slightly increase until 2045. The predicted forage production in 2045 will be 14,926 ± 6,657 kg/ha. It is likely that the damage by heavy rainfall and typhoons can be reduced through more frequent harvest against short-term single damage and a deeper extension of the root system against soil erosion and lodging. Therefore, in an environment that is rapidly changing due to climate change and extreme/abnormal weather, the cultivation of the sorghum-sudangrass hybrid would be advantageous in securing stable and robust forage production. Through this study, we propose the cultivation of sorghum-sudangrass hybrid as one of the alternative summer forage options to achieve stable forage production during the dynamically changing monsoon, in spite of rather lower nutrient value than that of maize (Zea mays L.).
In this study, frequency analysis using drought index had implemented for the derivation of drought severity-duration-frequency (SDF) curves to enable quantitative evaluations of past historical droughts having been occurred in Korean Peninsular. Seoul, Daejeon, Daegu, Gwangju, and Busan weather stations were selected and precipitation data during 1974~2010 (37 years) was used for the calculation of Standardized Precipitation Index (SPI) and frequency analysis. Based on the results of goodness of fit test on the probability distribution, Generalized Extreme Value (GEV) was selected as most suitable probability distribution for the drought frequency analysis using SPI. This study can suggest return periods for historical major drought events by using newrly derived SDF curves for each stations. In case of 1994~1995 droughts which had focused on southern part of Korea. SDF curves of Gwangju weather station showed 50~100 years of return period and Busan station showed 100~200 years of return period. Besides, in case of 1988~1989 droughts, SDF of Seoul weather station were appeared as having return periods of 300 years.
