Unlike Japan, which successfully achieved close cooperation between government, firms and workers in implementing the Retirement Age Extension Type salary Peak Policy, Korea experienced many problems due to lack of preparation. In order to rationally develop the salary Peak Policy, the government, firms, and workers must cooperate to increase the policy's efficiency via the following steps. First, gradually increase the proportion of retirement age extension. Second, career development that takes into account the various employment types, flexible working hours and aged workers. Third, development of training programs for senior citizen workers, as well as increasing support for changing of jobs and startups. Fourth, expansion of re-employment after retirement age and ways to make use of the skilled labor. Fifth, increasing work efficiency through bonuses and work evaluation that is specialized for aged workers. This paper argues that such measures are necessary for the co-existence of firms and workers, as well as for improving employment stability and labor market flexibility.

  • This study is to find ways to build economic participation for the elderly through job projects to help the elderly live a pleasant life. The results of this study are as follows. First, the relevant laws must be overhauled. To this end, jobs targeting the elderly should be selected first, and legal procedures should be prepared in the government. Second, they should extend the retirement age and support senior employment businesses. The extension of the retirement age believes that a resumption of the wage structure is inevitable in order to increase employment for senior citizens. It is also desirable to implement policies such as giving tax benefits to companies that employ older people more than a certain percentage of them. Third, there should be self-help efforts by the elderly. Three factors are essential to keep the work of old age pleasant and faithful. In other words, it is important to always learn new knowledge and hone one's ability in order to do a rewarding job of living without health and some economic stability. In conclusion, measures to establish economic participation for the elderly through the work-seeker project will require, among other things, a sufficient extension of the retirement age to allow the elderly to engage in their jobs, while overhauling the system, including legal maintenance.

  • Recently, various methods derived from the experiences and the practices to manage knowledge have been proposed. However, the effects of the most of those methods have not been demonstrated quantitatively, but only the successful cases reported. In this paper, a method for knowledge transfer in a group is proposed to evaluate the effect of knowledge management and to express a shape that knowledge is transferred in the group by the multi-agent simulation. Simulation results show that the performance of the entire group is improved by introducing a knowledge database and a knowledge manager. In addition, the experience knowledge of the entire group is shown to be lost by reviewing results of the social issues by the proposed method. As a countermeasure for that, it was confirmed that the introduction of the knowledge database and the knowledge manager is more effective than those of an extension of the retirement age and of an increase of the intermediate recruitment.

  • This study regards the need for jobs to overcome the poverty of the elderly in an aged society, and as well as researches ways to participate in active economic activities in old age. The results of the study are as follows. First, the legal system needs to be improved. In addition to institutional support for the expansion of jobs for the elderly, improvement of awareness of the elderly and reinforcement of infrastructure such as a delivery system are required, and a legal basis for this is needed. To this end, occupations targeting the elderly must be selected first, and legal procedures must be prepared by the government. Second, there must be social consideration and support for the elderly. Extension of the retirement age plays an important role in enhancing employment for the elderly. Along with the improvement of the legal system, social consideration is required. Therefore, since the elderly policy without social consensus is bound to fail, various support methods that can lead to social support must be devised. Third, the elderly must have a sense of poverty and willingness to rehabilitate themselves. Elderly people should not only ask for their children and social support. The elderly must be able to find a way to become the economic agent themselves. To do this, a basic awareness of the elderly poverty consciousness is needed, and a change of awareness to escape the poverty of the elderly is necessary. Therefore, the elderly need to be self-reliant, and they must choose jobs according to their own abilities. In conclusion, the elderly job program is a part of income increase that solves the poverty of the elderly in the aged society, and the elderly are required to actively participate in economic activities.
