정량적 위험성 평가에 기반한 간이 주유취급소 시설기준에 대한 연구 (A Study on Facility Criteria of Small Petrol Stations based on Quantitative Risk Assessment)

  • 높은 지가로 인해 초기 설치투자비가 많이 필요한 수도권의 경우 간이 주유취급소는 광범위하게 보급할 수 있는 큰 잠재력을 가지고 있다. 본 연구에서는 향후 국내에 설치 보급될 수 있는 간이 주유취급소에 대하여 편의성 및 안전성을 갖는 합리적인 시설기준을 제시하고자 하였다. 이를 위해 현실적으로 간이 주유취급소에서 발생할 수 있는 상황을 고려한 누출 시나리오를 선정하고, 피해예측 프로그램인 PHAST v.6.5를 이용하여 화재 및 폭발 사고의 피해범위를 산출하고, 그 피해영향을 해석하였다. 위험성 평가결과를 바탕으로, 간이 주유취급소의 주유공지, 전용탱크 상한용량, 고정주유설비 설치위치 및 방화벽 높이에 대한 기준을 현행 위험물안전관리법상의 일반 주유취급소와 비교하여 제안하였다.

  • 최근 지구 온난화 현상에 따라 낙뢰가 증가하고 있는 추세이며 산업시설과 인프라 설비에 사고 위험이 가중되고 있다. 특히 낙뢰가 정유 및 석유화학 공장의 시설물이나 저장탱크 등 인프라 설비에 떨어지는 경우 가동 중인 공장에 정전, 전자기기의 오동작이나 파손을 유발하거나 화재 폭발과 함께 동시 다발적이고 복합적인 재해를 초래하게 된다. 그러므로 낙뢰사고에 대한 체계적인 연구를 통하여 낙뢰에 대한 메커니즘의 이해 및 낙뢰에 의한 화재 폭발 발생 사례를 심층 분석하고, 조사 방법을 체계화하여 예방대책을 강구 할 필요가 있다. 본 연구는 낙뢰에 의해 석유화학공장의 폐수저장탱크 내부의 유증기가 폭발한 사례에 대해 사고 원인을 분석하고 그 원인에 따른 사전 예방대책을 제시하여 낙뢰에 의한 사고 발생을 예방하고자 한다.

  • Even if several chemical accident prevention systems such as PSM(Process Safety Management), RMP(Risk Management Plan), etc. have been carried out, many chemical accidents have still occurred at industrial plants in Korea. We describe the status of chemical industry and the trend of occurrence of chemical accidents in Korea. And this paper analyzes the recent chemical accidents in eight ways. These ways include chemical accident forms, ignition sources, sources of chemical equipment, human vs equipment/material causes, worker's working situation, employee scale, hazardous substances, week & time, fatalities of manufacture & contractor's workers. Finally we proposes the four representative prevention measures brought to result of cause analysis by accident statistics.

복합화력발전소 내 수소연료 적용 시 누출 사고에 대한 피해영향범위 분석: 지역별 환경 특성 영향에 기반하여 (Consequence Analysis on the Leakage Accident of Hydrogen Fuel in a Combined Cycle Power Plant: Based on the Effect of Regional Environmental Features)

  • Consequence analysis using an ALOHA program is conducted to calculate the accidental impact ranges in the cases of hydrogen leakage, explosion, and jet fire in a hydrogen fueled combined cycle power plant. To evaluate the effect of weather conditions and topographic features on the damage range, ALOHA is executed for the power plants located in the inland and coastal regions. The damage range of hydrogen leaked in coastal areas is wider than that of inland areas in all risk factors. The obtained results are expected to be used when designing safety system and establishing safety plans.

사고 통계 분석을 통한 해양 시추작업 위험요소 제시 및 JSA 기반 위험저감 방안 (Identification of Hazards for Offshore Drilling through Accident Statistics and JSA-based Risk Reduction)

  • Offshore drilling units have a very dangerous working conditions due to the harsh working environment of the ocean and the high possibility of fire or explosion. This study would identify the hazards that emerge from the marine environment in the operation and maintenance phase of offshore drilling units and show how these hazards can be reduced through risk assessment/management. Various risk reduction and management measures were first reviewed, and Job Safety Analysis (JSA) was selected as the risk assessment technique of this study. In order to understand the characteristics of offshore drilling operations, accident statistics of onshore and offshore drilling were analyzed and compared with each other, and major risk factors for offshore drilling were derived. The jobs in which offshore drilling accidents occur more frequently than onshore drilling was analyzed as the job of fastening, transporting and moving pipes and various materials. This result is due to the limited space of the ocean and the work environment that is prone to being shaken by wind, waves and ocean currents. Based on these statistical results, the job of picking and making up drill pipes was selected as a high-risk job, and JSA was performed as an example. A detailed safety check procedure is proposed so that workers can fully recognize the danger and perform work in a safe state that has been confirmed.

수소충전소의 안전성에 관한 연구 (A Study on Safety of Hydrogen Station)

  • 본 논문은 국내에 건설된 충전소를 분석 검토하여 수소충전소에 대한 안전성 평가를 실시함으로써 수소충전 소의 안전성에 대한 확인과 충전소 설치 시 필요한 기준마련에 기초자료를 제공하는 것이 궁극적인 목표이다. 안전성 평가 방법으로 FMEA (Failure Mode and Effect Analysis)를 사용하였고, 충전소를 크게 4개의 공정(제조, 압축, 저장, 충전)으로 분류하였다. 또한 각각의 발견된 위험요소에 S (severity), O (occurrence), D (detection)의 점수를 부여하여 이 세 요소의 곱의 값인 RPN (Risk Priority Number)의 수치를 이용하여 위험의 우선순위를 정하고, 이를 바탕으로 시나리오를 생성하였다. 생성한 시나리오를 기반으로 사고피해영향평가 결과 주요한 사고 유형으로 jet fire와 폭발이 나타났고, PSA (pressure swing adsorption) 공정 feed line에서의 누출의 경우 원료물질에 따라 CO가스의 농도가 상이할 수도 있으나, CO가스중독 위험성을 함께 예측되었다.

  • The author was appointed by the UK Department of Transport as a fellow Assessor with R. A. Williams during Lord Donaldson's Assessment (1995) of the loss of the OBO ship DERBYSHIRE and in 1996 as a UK Assessor for the planning and surveys of the wreck. He relinquished his appointment in October 1997 and was not thereafter Involved in the review and analysis of data gathered. This paper may be considered to be complementary to the reports of the UK and EC Assessors (Williams and Torchio, 1998a and 1998b) which followed that review and analysis. The paper deals with the history and loss of the ship, Including the concept developed in 1995 of 13 possible loss scenarios in a formal safety Risk Matrix of probability and seriousness. It analyses abnormal wave effects on hatch cover collapse, on ship bending, and on flooding of bow spaces and no. 1 hold. The implosion-explosion mechanics during sinking is outlined to explain the devastation of the wreck. The 1996 and 1997 underwater surveys are outlined as are the findings of fact. Each of the final 14 loss scenarios is analysed in the light of the firm and circumstantial survey evidence, plus many other factors of survey experience, analyses and experiments. The updated Risk Matrix speaks for itself and leads to the prime conclusions and major recommendations.

국내 제조업 화재사고 데이터 분석을 통한 복합 유해·위험요인 확인 (Identifying Hazard of Fire Accidents in Domestic Manufacturing Industry Using Data Analytics)

  • Revising the Occupational Safety and Health Act led to enacting and revising related laws and systems, such as placing fire observers in hot workplaces. However, the operating standards in such cases are still ambiguous. Although fire accidents occur through multiple and multi-step factors, the hazards of fire accidents have been identified in this study as individual rather than interrelated factors. The aim has been to identify multiple factors of accidents, outlining fire and explosion accidents that recently occurred in the domestic manufacturing industry. First, major keywords were extracted through text mining. Then representative accident types were derived by combining the main keywords through the co-word network analysis to identify the hazards and their relationships. The representative fire accidents were identified as six types, and their major hazards were then addressed for improving safety measures using the identification of hazards in the "Risk Assessment" tool. It is found that various safety measures, such as professional fire observers' training and clear placement standards, are needed. This study will provide useful basic data for revising practical laws and guidelines for fire accident prevention, system supplementation, safety policy establishment, and future related research.

RESEARCH EFFORTS FOR THE RESOLUTION OF HYDROGEN RISK

  • During the past 10 years, the Korea Atomic Energy Research Institute (KAERI) has performed a study to control hydrogen gas in the containment of the nuclear power plants. Before the Fukushima accident, analytical activities for gas distribution analysis in experiments and plants were primarily conducted using a multidimensional code: the GASFLOW. After the Fukushima accident, the COM3D code, which can simulate a multidimensional hydrogen explosion, was introduced in 2013 to complete the multidimensional hydrogen analysis system. The code validation efforts of the multidimensional codes of the GASFLOW and the COM3D have continued to increase confidence in the use of codes using several international experimental data. The OpenFOAM has been preliminarily evaluated for APR1400 containment, based on experience from coded validation and the analysis of hydrogen distribution and explosion using the multidimensional codes, the GASFLOW and the COM3D. Hydrogen safety in nuclear power has become a much more important issue after the Fukushima event in which hydrogen explosions occurred. The KAERI is preparing a large-scale test that can be used to validate the performance of domestic passive autocatalytic recombiners (PARs) and can provide data for the validation of the severe accident code being developed in Korea.

HTML5 웹 기반 가연성 물질 누출 피해영향평가 시스템 개발 (A Development of Consequence Analysis System for Combustible Materials Release Events Based on HTML5 Web)

  • 한국가스안전공사는 진단 기반기술 국산화와 진단 역량 강화를 위해 자체적인 피해영향평가 시스템을 구축하고 있다. 유사 프로그램인 DNV PHAST나 TNO EFFECTS와 달리, API-581 기준을 근간한 ETA 분석을 통해 최종 피해영역 산출 기법을 구현하였으며, HTML5 기반 차세대 웹 기술을 기반으로 편리한 사용자 인터페이스를 구축하였다. 또한, 혼합물질 분석이 가능하도록 3차 상태방정식(Peng-Robinson, SRK, RK)과 퓨게시티를 활용한 상평형 모듈이 구현되었고, 공기보다 무거운 가스에 대한 확산 분석을 위해 SLAB Dispersion 알고리즘을 적용하였다. CCPS와 TNO Yellow Book에서 소개된 피해영향평가 알고리즘을 채용하여 누출분석 모듈, Fireball, Pool Fire, Jet Fire, Flash Fire, Vapor Cloud Explosion 영향 평가 모듈을 개발하였다. 그 외 EIGA 기준, PAC 기준 농도, Bevi Reference Book 등에서 제시된 기준 값들을 활용하여 안전거리 산출 조건을 마련하였다. 현재 전체 계산 모듈의 알고리즘 구현은 완료되었으며, 기본적인 사용자인터페이스 구축까지 완료되었다. 향후, 사용자 인터페이스 보완과 더불어, 모듈 각각에 대한 개별적인 검증과 동일한 사고 시나리오에 대한 유사 프로그램 구동 결과를 비교하여 전체 시스템의 정확도를 보완할 예정이다.
