  • Close to high power radio/radar transmitters, there is a possibility that electrical sparks may occur at discontinuities in metallic structures. If these structures are in an area where flammable mixtures are present, there is a danger that fire or explosion may happen by these sparks. Voltage may be induced on these metallic structures by the radio-frequency transmitter. In this case, a person who comes into contact with these structure may be undergone a severe electrical shock. In this paper, assessment of the these hazards was investigated through experimental and evaluation for actual tower cranes near AM radio transmitters.

  • Many methods to assess hazards caused by the risks increased with the growth of petrochemical industry. The manual of International Atomic Energy Agency which was much more applied to quantitative analysis of the real situation and the CPQRA is introduced to verify the theoretical background of this manual. Than other methods, as a result, we can see that this manual, which is simple to use and requires a little information, shows similar results to those of calculation by numerical formula. Also, the program code of this manual was materialized and if it is possible to obtain adequate parameters to our circumstance, the manual will be quite useful in early risk analysis.

  • The identification of thermal hazards associated with a process such as heats of reaction and understanding of thermodynamics before any large scale operations are undertaken. The evaluation of thermal behavior with operating conditions such as a reaction temperature, stirrer speed and reactants concentration in neutralization process of pigment plant are described. The experiments were performed by a sort of calorimetry with multimax reactor system The aim of the study was to evaluate the results of heat of reaction in terms of safety reliability to be practical applications. It suggested that we be proposed safe operating conditions and securities for accident prevention on reactor explosion through this study.

Specific Process Conditions for Non-Hazardous Classification of Hydrogen Handling Facilities

  • Hazardous area classification design is required to reduce the explosion risk in process plants. Among the international design guidelines, only IEC 60079-10-1 proposes a new type of zone, namely zone 2 NE, to prevent explosion hazards. We studied how to meet the zone 2 NE grade for a facility handling hydrogen gas, which is considered as most dangerous among explosive gases. Zone 2 NE can be achieved considering the grade of release, as well as the availability and effectiveness of ventilation, which are factors indicative of the facility condition and its surroundings. In the present study, we demonstrate that zone 2 NE can be achieved when the degree of ventilation is high by accessing temperature, pressure, and size of leak hole. The release characteristic can be derived by substituting the process condition of the hydrogen gas facility. The equations are summarized considering relation of the operating temperature, operating pressure, and size of leak hole. Through this relationship, the non-hazardous condition can be realized from the perspective of inherent safety by the combination of each parameter before the initial design of the hydrogen gas facility.

HAZOP을 통한 해양플랜트 흡착식 탈수공정 패키지의 위험성평가 및 안전도 향상 방안 (A Case Study on the Risk Assessment for Offshore Plant Solid Desiccant Dehydration Package by using HAZOP)

  • Since the dehydration packages of offshore plant deal directly with oil & gas, there is a great risk of fire and explosion during operation. Therefore, this study performed risk assessment through HAZard & OPerability (HAZOP) for solid desiccant dehydration package that can remove water component of natural gas in offshore floating liquefied natural gas (LNG) production facilities below 0.1 ppmv. The risk matrix was determined by dividing the likelihood and the severity into five levels separately by asset, life, environment and reputation. The piping & instrumentation diagram (P&ID) of the dehydration package was divided into 9 nodes. Total 22 deviations were assessed in consideration of the adsorption and desorption conversion cycle. A risk assessment based on deviations revealed 14 major hazards. Three representative types of hazards were open/close failure of the control valve, control failure of the heater, and abnormal operation of the regeneration gas cooler. Finally, we proposed the installation of additional safety devices to improve safety against these major hazards, such as safety instrumented functions, alarms, etc.

Structural Response of Offshore Plants to Risk-Based Blast Load

  • Offshore oil and gas process plants are exposed to hazardous accidents such as explosion and fire, so that the structural components should resist such accidental loads. Given the possibilities of thousands of different scenarios for the occurrence of an accidental hazard, the best way to predict a reasonable size of a specific accidental load would be the employment of a probabilistic approach. Having the fact that a specific procedure for probabilistic accidental hazard analysis has not yet been established especially for explosion and fire hazards, it is widely accepted that engineers usually take simple and conservative figures in assuming uncertainties inherent in the procedure, resulting either in underestimation or more likely in overestimation in the topside structural design for offshore plants. The variation in the results of a probabilistic approach is determined by the assumptions accepted in the procedures of explosion probability computation, explosion analysis, and structural analysis. A design overpressure load for a sample offshore plant is determined according to the proposed probabilistic approach in this study. CFD analysis results using a Flame Acceleration Simulator, FLACS_v9.1, are utilized to create an overpressure hazard curve. Moreover, the negative impulse and frequency contents of a blast wave are considerably influencing structural responses, but those are completely ignored in a widely used triangular form of blast wave. An idealistic blast wave profile deploying both negative and positive pulses is proposed in this study. A topside process module and piperack with blast wall are 3D FE modeled for structural analysis using LS-DYNA. Three different types of blast wave profiles are applied, two of typical triangular forms having different impulse and the proposed load profile. In conclusion, it is found that a typical triangular blast load leads to overestimation in structural design.

  • The flash points of flammable liquids are a fundamental and important property relative to fire and explosion hazards. A new estimation method, based on statistics (mutiple regression analysis), is being developed for the prediction of flash points of pure flammable liquids by means of computer simulation. This method has been applied to alcohol liquids. The proposed method has proved to be the general method for predicting the flash points of alcohol liquids.

  • Reports of explosions in cargo and storage tanks of high flash point liquids such as residual fuel oil, asphalt, and oily waste water have shown that these explosions have occurred even when the liquid temperatures are well below the liquid nominal flash point. The reasons for these seemingly paradoxical explosions are reviewed and results of recent laboratory tests are presented to better define the conditions leading to flammable vapor atmospheres in these tanks. The potential effectiveness of various prevention measures are discussed including inerting, monitoring tank vapor concentrations, and periodic cleaning of condensation and deposits on the tank walls and roof.

재난 취약성 분석에 관한 사례연구(N공단의 화재·폭발을 중심으로) (Case Study on the Analysis of Disaster Vulnerabilities (Focused on the Fire & Explosion in the N-Industrial Complex))

  • In general, the industrial complex is a place where factories of various industries are concentrated. It is only as efficient as it is designed. However, the risks vary as there are various industries. These features are also associated with various types of disasters. The dangers of natural disasters such as a typhoon, flood, and earthquake, as well as fire and explosions, are also latent. Many of these risks can make stable production and business activities difficult, resulting in massive direct and indirect damage. In particular, decades after its establishment, the vulnerabilities increase even more as aging and small businesses are considered. In this sense, it is significant to assess the vulnerability of the industrial complex. Thus analysing fire and explosion hazards as stage 1 of the vulnerability evaluation for the major potential disasters for the industrial complex. First, fire vulnerabilities were analyzed quantitatively. It is displayed in blocks for each company. The assessment block status and the fire vulnerability rating status were conducted by applying the five-step criteria. Level A is the highest potential risk step and E is the lowest step. Level A was 11.8% in 20 blocks, level B was 22.5% in 38 blocks, level C was 25.4% in 43 blocks, level D was 26.0% in 44 blocks, and level E was 14.2% in 24 blocks. Levels A and B with high fire vulnerabilities were analyzed at 34.3%. Secondly, the vulnerability for an explosion was quantitatively analyzed. Explosive vulnerabilities were analyzed at 4.7% for level A with 8 blocks, 3.0% for level B with 5, 1.8% for level C with 3, 4.7% for level D with 8, and 85.8% for level E with 145. Levels A and B, which are highly vulnerable to explosions, were 7.7 %. Thirdly, the overall vulnerability can be assessed by adding disaster vulnerabilities to make future assessments. Moreover, it can also assist in efficient safety and disaster management by visually mapping quantified data. This will also be used for the integrated control center of the N-Industrial Complex, which is currently being installed.

건설장비에 의한 터널작업의 소음환경 실태 (Noise Generation Characteristic for Tunnel Construction Equipments)

  • Workers engaged in construction works have been exposed to high levels of noise during their work in tunnels. Noise is one of the major health hazards for employees working in construction sites. The aim of this study is to evaluate the noise levels generating from tunneling equipments such as jumbo drills, backhoes, payloaders, shotcrete machines and service cars. Explosion and turbo fan noises were also monitored. A high precision sound level meter was introduced for measuring LAeq, LAFmax, LAFmin and LCpeak noises in 5 tunneling work sites that were located in Seoul, Kyunggi-do and Kangwon-do areas with NATM and shield methods. The highest noise was recorded by explosion(151.9 dB LCpeak) followed by jumbo drills of higher than 110 dB(A) LAeq. Backhoe normally generated 90~110 dB(A) LAeq while breaking work of rock showed additional around 5~15 dB(A). Noise exposure levels for payloader and shotcrete machine scored more than 90 dB(A) which might be a source of noise-induced hearing loss. Additional research in revealing noise levels from construction equipments operating in tunneling works may enhance the protection of workers who exposed to noise primarily at the sites.
