Exchange of information is essential to the process of innovation such as product development. However, in many cases innovation fails because of a lack of knowledge sharing among parties concerned, even if parties individually have pieces of useful knowledge and skills. Besides physical factors like communication costs, the possibility of opportunistic behavior by parties like stealing ideas can discourage information exchange. This paper introduces a model to analyze incentives of information exchange. The model is a game by two players who alternately opt to offer information to the partner. It is suggested that information exchange can stop before reaching the efficient level. In order to attain the efficient information exchange, expectation of mutual benefit and absence of opportunistic motives in both players are needed. Methods for promoting information exchange include modifying payoff structure to meet the condition of information exchange. The fluidity of partnership may increase a variety of information exchange partners, but discourage building trust between partners which promotes information exchange.
The standardized and open information model called common language and information exchange format should be firstly defined for the interoperable power system and two-way information exchange among the components of the power system. The information models and information exchange formats for power facilities and power system applications are being defined in power system area, but the information model and information exchange format for the consumer area are not being yet defined besides of metering information model. An architecture and open standard for the information exchange between energy service provider and consumer are required to provide various value added services through the networking with devices in consumer premise. In this paper, an architecture for the two-way communications between energy service provider and consumer is defined and psXML(power system XML) for the information exchange is designed.
Countries around the world have been engaging in automatic exchange of information to tackle tax evasion. The same goal became the basis of the enactment of the Foreign Account Tax Compliance Act (FATCA) by the United States Congress. In order to establish a common approach to counter tax evasion among different countries, the Organization of Economic Cooperation and Development (OECD) released the Standard for Automatic Exchange of Financial Account Information in Tax Matters which consists of the Competent Authority Agreement (CAA) and the Common Reporting Standard (CRS). Specifically, the automatic exchange of information is the exchange of financial account information between Tax Authorities in relevant countries. The law requires this information to be collected by financial institutions around the world for reporting to Tax Authorities. Automatic exchange of Information is made up of two information sharing frameworks: The Foreign Account Tax Compliance Act (FATCA) and The Common Reporting Standard (CRS). Under the automatic exchange of information, all financial institutions must identify accounts held by customers who are foreign tax residents or entities connected to foreign tax residents. Financial institutions must report these to the relevant Tax Authority who will then automatically exchange the account information with the relevant foreign Tax Authorities. Korean government has enacted domestic laws to require financial institutions to collect and report this information and has entered into international agreements to exchange the information with other governments. This paper analyzed the FATCA and CRS rules overall and proposed solutions for the legal and practical issues. This paper contributes to the existing literature on the automatic exchange of information by considering two information sharing frameworks.
In the Korean domestic construction field, there are a lot of problems related to construction information exchange and sharing owing to the absence of construction drawing information exchange standard. To remedy the aforementioned inefficiency effectively, it is necessary to apply the STEP standard which is known as an international standard for achieving the establishment of Construction CALS. This study focus on suggesting a methodology to activate the STEP based construction drawing information exchange standard to the current construction drawing information exchanging and sharing practice. In this paper, the domestic and foreign standardization projects related to the construction drawing information have been investigated and analyzed. In addition, a methodology of applying and activating the STEP standard has been suggested. Finally, a verification and certification methodology for applying the CALS/EC construction drawing information exchange standard(STEP) have been suggested.
본 논문에서는 IIR 필터의 임계 경로를 줄이기 위하여 제한된 Remez exchange 알고리즘을 제안하였다. 제안된 알고리즘은 Remez exchange 알고리즘과 최소 자승법을 이용하였다. IIR 필터 구현 예제에서 제안된 방법이 속도를 최대 20% 증가시킴을 보였다.

Forecasting exchange rate movements is a challenging task since exchange rates impact world economy and determine value of international investments. In particular, Korean-U.S. exchange rate behavior is very important because of strong Korean and U.S. trading relationship. Neural networks models have been used for short-term prediction of exchange rate movements. Least squares support vector machine (LS-SVM) is used widely in real-world regression tasks. This paper describes the use of LS-SVM for short-term and long-term prediction of Korean-U.S. exchange rate.
효과적인 전장상황 인식 및 지휘결심을 위해서는 체계 간의 솔기없는 정보교환이 핵심적이다. 그러나 각 체계는 각자의 목적에 맞게 독립적으로 개발되었기 때문에, 효과적으로 정보를 교환하기 위해서는 체계 간 상호운용성을 보장하여야 한다. 우리 군의 경우 데이터 교환을 위한 공통 메시지 포맷을 활용함으로써 문법적 상호운용성(Syntactic interoperability)을 보장하고 있다. 그러나 단순히 교환되는 데이터의 형식을 표준화하는 것으로는 체계 간 상호운용성을 충분히 보장할 수 없다. 현재 미국과 NATO에서는 데이터 교환 형식을 보장하는 데에서 더 나아가 의미적 상호운용성(Semantic interoperability)을 달성하기 위해 정보교환모델을 개발·활용하고 있다. 정보교환모델은 공통 어휘(Common vocabulary) 또는 참조 모델(Reference model)로, 체계 간에 정보 교환을 내용적·의미적인 수준에서 보장하기 위해 활용된다. 미국에서 개발·활용하는 정보교환모델은 초기에는 전장상황과 직접 관련된 정보를 교환하는 데에 초점을 맞추었으나, 이후 각 정부 부처 및 민간 기관이 함께 활용할 수 있는 범용적인 형태로 발전되었다. 반면 NATO의 경우 이에 속한 각 국가의 군 간 연합 작전을 수행하는 데에 필요한 개념을 엄격히 표현하는 데에 초점을 맞추었으며, 모델의 범위 역시 지휘통제에 관련된 개념으로 한정되었다. 본 논문에서는 미국과 NATO에서 개발·활용하였던 정보교환모델의 개발 배경, 목적 및 특성을 식별하였고, 이들의 비교분석을 수행하였다. 이를 통해 추후 한국형 정보교환모델 개발 시 시사점을 제시하고자 한다.
ETSI(European Telecommunications Standards Institute) EN 301 790에서는 광대역 위성망에서 제공되어야 할 두 가지 보안 서비스를 기술하고 있는데, 하나는 사용자(개체) 인증 서비스이고, 다른 하나는 사용자들 간의 데이터의 흐름이나 사용자와 관리자간의 데이터의 흐름을 악의적으로 공격하여 허락되지 않도록 불법적인 접근으로부터 데이터를 보호하는 기밀성 서비스이다. 특히, 기밀성 서비스를 제공하기 위해 ETSI에서는 NCC(Network Control Centre)와 RCST(Return Channel Satellite Terminal) 사이에 Main Key Exchange, Quick Key Exchange, 그리고 Explicit Key Exchange 세 가지 키 교환 프로토콜을 제시하고 있다. 본 논문에서는 ETSI 표준의 키 교환 프로토콜을 분석하고, 성능 분석과 성능 평가를 통하여 키 교환 프로토콜의 효율성과 장단점을 분석한다.
본 논문에서는 적응화된 콘텐츠 서비스를 위해 콘텐츠 적응화 시스템에서 효율적으로 사용자 프로파일을 교환하는 방법을 제안한다. 사용자에게 적응화된 콘텐츠를 제공하기 위해 프로파일들은 콘텐츠 적응화 시스템의 디바이스들 간에 지속적으로 교환된다. 또한 프로파일들은 주기적, 비주기적, 이벤트, 요청 및 응답에 따라 교환되어야 한다. 따라서 많은 네트워크 트랙픽이 발생하며 컴퓨팅 파워를 필요로 한다. 이와 같은 문제점들을 해결하기 위한 프로파일 교환 연구가 필요하다. 효율적인 프로파일 교환을 위하여 콘텐츠 적응화 시스템에서 프로파일 생성 정보, 교환 정보, 교환 형태 등을 분석하고 분석된 프로파일 정보들을 이용하여 프로파일 교환 절차를 정의하였다. 또한 프로파일 처리 시간을 줄이는 프로파일 구성 정보 제공 방법과 프로파일 전송횟수를 줄이는 사용자 설정 값 방법을 제안하였다. 성능 평가 결과 프로파일 구성정보 제공 방법은 프로파일 처리 시간을 7%로 단축시켰으며, 사용자 설정 방법은 프로파일 전송횟수를 줄여 프로파일 교환에 효율적이었다.
최근 의료서비스 환경에서 진료정보 교류는 의료의 안정성 및 질 증대, 진료업무 효율성 향상, 의료기관 운영 효율성, 환자의 편의성 증대를 가져올 수 있는 필수 의료 서비스 모델이다. 하지만 의료기관별 정보화 수준이 다양하고, 표준화된 시스템이 마련되어 있지 않으며, 기관별로 서로 상이한 정보시스템이 구축되어 있어 실질적인 진료정보 교류가 어려운 상황이다. 이 논문에서는 국내 법제도 안에서 진료정보 교류를 활성화 하기위해 관련 기술표준 및 진료정보 교류 모델에 대해 분석하였고 이중 가장 이상적인 지연 응답 모델을 기반으로 보다 나은 성능 개선을 위하여 진료정보 교류 프레임워크를 설계하였다. 성능 개선 진료정보 교류 프레임워크는 진료정보 교류 시 메타데이터 플로우와 실제 CDA 문서 플로우를 구분하여 기존 지연 응답 모델 기반 시스템과의 성능 비교 실험 결과 약 24%의 성능 향상을 얻었다.
