Du Boisian Critique of American Exceptionalism and Its Limitations: From The Souls of Black Folk (1903) to Dusk of Dawn (1940)

  • This paper examines Du Boisian critique of American exceptionalism through a close textual analysis of his writings from early essays to later works. As an attempt to respond to the persistent grip American exceptionalism has on both the academia and the intellectual world at large, this paper tries to fill in the gaps within the discourse of American exceptionalism by exploring the works of one of the most towering American intellectual figures, and suggests that the discourse of American exceptionalism has remained within the purview of white scholars. Although at times inconsistent and contradictory, Du Bois's trenchant critique of American civilization and Western imperialism deconstructs the original ideals of America, creating more than a fissure in the ideology/hegemony/state fantasy of American exceptionalism. I argue that Du Boisian critique of American exceptionalism shows its violent marginalization and racialization based on white supremacy. Du Boisian critique should be a cautionary tale for those scholars who talk of "reform" or "replenishment" or even who occlude the possibility that American exceptionalism has not always functioned as a "state fantasy" by assuming its absolute blinding powers.

  • This study explores how American war films modify or reenact American exceptionalism depending on political and social situations in the United States. To this end, it analyzes the two war films, Saving Private Ryan and We Were Soldiers that were released before and after the 9/11 attacks as a critical juncture in the twenty first century, respectively. While the former conducts a partial modification on American exceptionalism in order to restore the national identity and moral authority of the United States lost ever since the Vietnam War, the latter demonstrates a complete reenactment of American exceptionalism in accordance with the foreign policy of the Bush administration and neoconservatism. It concludes with the illumination that the examination of American war films within the framework of American exceptionalism is efficacious in understanding from a broad perspective how American exceptionalism is utilized depending on political and social situations in the United States.

생명과학기술의 또 다른 그늘: 유전자차별 (Genetic discrimination as another shadow of biotechnology)

  • 이 글은 생명과학기술의 또 다른 그늘로서 유전자차별의 사회학적 함의를 조명하기 위한 것이다. 이를 위해 유전자차별과 관련된 주요개념과 세 가지 시각(예외주의, 표현주의, 인권적 담론)을 검토하고, 미국의 "유전자차별금지법(GINA)"과 우리나라 "생명윤리 및 안전에 관한 법"에 나타난 사회적 함의와 한계를 분석하였다. 또한 기존의 유전자차별에 대한 인식결과(차별인식, 차별경험, 차별의 두려움, 차별에 대한 대응)에 기반하여 향후 유전자차별의 연구 및 정책을 위한 몇 가지 함의를 제시하였다. 우선, 유전자차별에 대한 개념적 합의와 함께 인권주의 시각의 중요성이 요구된다. 둘째, 공적 영역뿐만 아니라 사적 영역에서의 차별에 대한 관심과 유전소인을 가진 인구집단의 시각을 반영한 연구가 필요하다. 셋째, 법제도적 장치뿐만 아니라 국민과 의료인들에게 유전자차별 의식을 고양하고, 유전소인을 가진 사람들을 위해 유전자차별의 두려움을 낮출 수 있는 심리사회적 대응방안이 개발되어야 한다.

미국문화와 라틴문화의 '어긋난 조우'와 탈경계성 연구: 테오도르 루스벨트와 호세 마르티, 그리고 1898년 미서 전쟁을 중심으로 (A Study of "Missed Encounter" between American Culture and Latin Culture and the Border Theory)

  • Many States such as Arizona, Texas, New Mexico, Colorado, California, New Mexico, Florida were obtained either from Spanish Empire or from Mexico. In 1848 due to the Guadalupe-Hidalgo treaty America could obtain half of the original territory of Mexico. American identity cannot be understood without the history of American expansionism further consolidated by the Spanish-American War in 1898, which brought other ex-Spanish colonies such as Guam, Puerto Rico, the Philippines to the US. The US's interest in these territories dates back to the Monroe doctrine in 1823 when Monroe "declared the Americas off-limits to any new European colonization." America justifies their expansion based on the notion of Manifest Destiny which was created by O'Sullivan at the hight of American fever to annex Texas to US. The intent of this paper is to study how Anglo-Saxon and Latin Culture clashed against each other especially right before and after the Spanish-American War. In this study the American hero, Theodore Roosevelt and Latin American hero, $Jos{\acute{e}}$ Martí will be compared, though they did not meet each other during the Spanish-American war due to Marti's early death in 1895 at the battle for the Cuba Libre. Their comparison is significant in that the former represents the American expansionist spirit and the latter the spirit of Anti-imperialism and Anti-Anglocentrism. Along with the concept of Manifest Destiny of America, 'American exceptionalism' is also mentioned which motivates U.S. to expand further even after the Spanish-American war in the form of 'informal imperialism' characterized by 'gunboat politics'of the US. These discussions will draw attention to how recent theorists such as Bryce Traister criticizes the Border Theory represented by $Jos{\acute{e}}$ David Saldívar. Here the Border Theory is criticized to repeat the discourse of the globalized capitalism which prefers the weak state and the transnational aspects by focusing on the in-betweenness of the border. In the end the paper will focus on how the Border theory as represented by Saldivar is political enough and sets up a resistant example against American expansionism of today in its focus on the call for pan-American and pluri-versal subjectivity of the borderlands. This point will be supported by a discussion of how Saldivar's view is confirmed by Walter Mignolo who advocates the "bottom up" resistance of the indigenous people of Chiapas and other social forums such as World Social Forum and the Social Forum of the Americas derived from the Zapatistas' movement whose motto is "A World in which many world co-exist."

  • With growing interest in novel digital healthcare devices, such as artificial intelligence (AI) software for medical diagnosis and prediction, and their potential impacts on healthcare, discussions have taken place regarding the regulatory approval, coverage, and clinical implementation of these devices. Despite their potential, 'digital exceptionalism' (i.e., skipping the rigorous clinical validation of such digital tools) is creating significant concerns for patients and healthcare stakeholders. This white paper presents the positions of the Korean Society of Radiology, a leader in medical imaging and digital medicine, on the clinical validation, regulatory approval, coverage decisions, and clinical implementation of novel digital healthcare devices, especially AI software for medical diagnosis and prediction, and explains the scientific principles underlying those positions. Mere regulatory approval by the Food and Drug Administration of Korea, the United States, or other countries should be distinguished from coverage decisions and widespread clinical implementation, as regulatory approval only indicates that a digital tool is allowed for use in patients, not that the device is beneficial or recommended for patient care. Coverage or widespread clinical adoption of AI software tools should require a thorough clinical validation of safety, high accuracy proven by robust external validation, documented benefits for patient outcomes, and cost-effectiveness. The Korean Society of Radiology puts patients first when considering novel digital healthcare tools, and as an impartial professional organization that follows scientific principles and evidence, strives to provide correct information to the public, make reasonable policy suggestions, and build collaborative partnerships with industry and government for the good of our patients.

브렉시트(Brexit)가 바꾼 영국: 사회적 분열의 심화와 증오의 확산 (How has Brexit changed the UK: Deepening of Social Division and Increase of Rancour)

  • 본 연구는 현재 영국 사회가 보여주고 있는 다양한 측면에서의 분열과 브렉시트의 관계를 규명하는 것을 목적으로 한다. 이를 통해 영국 사회의 분열과 브렉시트 결정이 상호 어떠한 영향을 미쳤는지 살펴보고자 한다. 영국의 EU 탈퇴는 영국과 EU와의 관계를 중심으로 설명되어 왔고, 이에 이민, EU 규제, 분담금 반환 등이 주요 원인으로 제시되었다. 영국만의 정체성 혹은 영국 예외주의도 이미 오랫동안 영국 사회 및 정치에 존재해 왔던 브렉시트의 원인으로 여겨진다. 비록 브렉시트로 인해 영국 사회의 분열이 초래되었다는 것이 일반적인 논리로 받아들여지고 있지만, 상기 원인들이 국민투표 결과와 포스트 브렉시트 시대에 나타난 영국 사회의 분열을 설명하는 데에는 한계가 있다. 이에 본 연구는 영국 사회의 다양한 분야 - 세대, 소득 및 교육 수준 등을 포함한 사회등급, 가치, 지역 등 -에서 드러난 분열은 브렉시트 문제로 발생한 것이 아님을 규명하고 있다, 오히려 국민투표 시행 이전부터 이미 영국 사회에 뿌리 깊게 자리잡고 있었던 분열이 브렉시트의 근본적 원인이라고 주장한다. 영국 사회에 오랫동안 내재된 다양한 분야에서 분열은 서로 복잡하게 얽혀있으며, 국민투표를 통한 브렉시트 결정은 영국 사회의 분열을 더욱 고착화시키는 결과를 초래하였다. 결국 이러한 영국사회의 분열은 상대에 대한 증오로 확대되고 있다는 점에서 분열을 봉합하고 국민 통합을 위한 정책 수립이 필요하다.
