공공도서관 평가의 최근 변화 분석 및 향후 방향에 대한 제안 (Analysis of Recent Changes in Public Library Evaluation and Recommendations for Future Directions)

  • 본 연구는 2022년 전국 도서관 운영평가 중 공공도서관에 집중하여, 최근 변화 양상을 분석하고 향후 방향성을 논의하고자 하였다. 본 연구에서는 공공도서관 평가의 정성·정량평가 비율 변화 및 변화 전·후 평가 결과의 특성을 분석하였다. 우선 각 정성평가 및 정량평가의 비율 변화에 따른 과거와 현재의 평가 결과 비교 분석을 수행한 후, 도서관의 규모에 따른 그룹화에 대해 실효성을 논하고자 하였다. 더 나아가서는 각 평가점수에 대한 계산 방식의 변화 및 총점과의 상관계수 분석을 통한 새로운 정량평가 변수의 발견을 시도하였다. 이러한 과정을 통해 표준화 및 개별화를 적용한 변수의 계산 방식, 다양한 영역에 대한 비중의 균형화, 도서관들의 자발적인 평가 참여를 고무할 방안을 제안하였다.

간호학생을 위한 응급상황관리 시뮬레이션 실습 교과목 개발 및 적합성 평가 (Development and Applicability Evaluation of an Emergent Care Management Simulation Practicum for Nursing Students)

  • Purpose: This study was to evaluate the applicability of an emergent care management simulation practicum which is for enhancing nursing students' emergent care management competency based on the Nursing Education Simulation Model. Methods: One group pre-post experimental design was conducted for evaluation of the applicability of the simulation practicum. A convenient sample of 60 senior nursing students was participated. The simulation practicum was provided for 26 hours per student at the end of the first semester of senior year. Educational practices in simulation scale, simulation design scale and learning outcomes were measured. Higher positive correlations between variables represent applicability. Descriptive analysis, paired t-test and Pearson correlation coefficient were used for data analyses. Results: Among contractual components of nursing education simulation model, educational practices in simulation and simulation design (r=.80, p<.010), learning outcomes (r=.71-.28, p<.050), simulation design and learning outcomes (r=.72-.30, p<.050) were significantly correlated. Critical thinking (t=-3.63, p<.050) and problem solving competence (t=-2.55, p<.050) were significantly increased by this simulation practicum. It represents the applicability of an emergent care management simulation practicum. Conclusion: This emergent care management simulation practicum was appropriate to enhance the nursing students' emergent care management coping competency.

Operative Treatment with Intramedullary Fibular Strut Allograft for Osteoporotic Proximal Humerus Fracture

  • Background: The purpose of this study was to investigate the clinical and radiological outcomes of locking plate fixation with fibular strut allograft to manage unstable osteoporotic proximal humerus fractures. Methods: We retrospectively reviewed 15 patients who underwent open reduction and locking plate fixation with fibular strut allograft for osteoporotic proximal humerus fracture between July 2011 and June 2015. For functional evaluation, we evaluated visual analogue scale (VAS) pain score, American Shoulder and Elbow Surgeons (ASES) score, University of California Los Angeles (UCLA) shoulder score, and active range of motion. For radiological evaluation, shoulder true anteroposterior (AP) and AP in $20^{\circ}$ external rotation, as well as the axillary view were taken at two weeks, six weeks, three months, six months, and one year. And the neck-shaft angle was measured on the AP view in $20^{\circ}$ external rotation view. Results: At the one-year follow-up, mean VAS pain score and all shoulder scores, including ASES score and UCLA shoulder score, exhibited satisfactory clinical outcomes. All patients obtained bone union between three and six months post-procedure. Moreover, the mean immediate postoperative neck-shaft angle was $138^{\circ}{\pm}4^{\circ}$, and at one-year follow-up, the neck shaft angle was $137^{\circ}{\pm}5^{\circ}$. There was no significant difference between the preoperative and postoperative values (p=0.105). Conclusions: For the unstable two-part and three-part osteoporotic proximal humerus fractures with medial calcar comminution, the use of fibular strut allograft with locking plate fixation was effective in maintaining the initial status of reduction and exhibiting the satisfactory functional and radiological outcomes.

한국공학교육인증의 '프로그램 교육목표' 달성을 위한 평가 모형 개발 (Development of Evaluation Model for achieving the Program Educational Objectives in KEC2005)

  • 한국공학교육인증원의 첫 번째 인증기준인 ‘프로그램 교육목표’는 두 번째 인증기준인 ‘프로그램 학습성과 및 평가’에 비해 용어로서의 익숙함은 있으나, 실제 실천 방안이나, 인증평가를 위한 준비에 대한 이해는 부족하였다. 심지어 용어의 익숙함으로 인해 오히려 인증기준에 적절하지 않고 측정 가능하지 않은 추상적인 어휘를 사용하여 교육목표를 설정하여 인증평가 시 부족사항으로 지적 받는 경우도 있었다. 본 연구는 인증에서 요구하는 성과중심과 수요자중심 교육의 철학을 만족하고, 교육프로그램의 지속적인 개선이 가능하도록 ‘프로그램 교육목표’에 대한 실천방안과 인증평가 준비에 대해 모형을 갖춰 제시하고자 한다. 본 모형은 ‘프로그램 교육목표’ 기준의 5가지 하위 세부기준을 분석하여 이들도 모두 만족할 수 있는 방안을 제시하였다. 그러므로 각 프로그램은 본 모형을 적절히 이용하여 자신들만의 특성화를 이룩할 수 있으며, 부차적으로 교육목표에 대한 인증평가도 무난히 준비할 수 있으리라 기대한다.

교과목 및 프로그램 학습성과 평가의 전략적 접근 (A Study of Strategic Approach for Course and Program Outcomes Assessment)

  • 이 연구의 목적은 인증평가 시스템과 공학교육의 개선을 위한 방안을 제시하는 연구이다. 이 목적을 위하여 공학교육의 현 상황을 돌아보고, 대학 현장의 교육환경과 출판물, 연구 논문 등을 분석하였다. 결과적으로 우리나라의 공학교육 평가 시스템에서 개선점을 제안하는 것이다. 우리나라에서 공학교육인증이 시행된 지 벌써 5년이 지났다. 공학교육인증에 있어서 중요한 요소는 학습성과의 평가이다. 학습성과는 프로그램 학습성과 속에 교과목의 학습성과를 평가하는 것이 필요하다. 프로그램의 질은 학생들이 그 프로그램을 이수하고 나서 어떤 능력이 생겼는가를 판단하는 측정이기 때문이다. 따라서 프로그램의 학습성과를 평가하기 위해서는 그 프로그램을 구성하고 있는 교과목의 학습성과를 평가할 수 있어야 한다. 이것은 과정중심의 교과과정 평가이기 보다는 결과중심의 교과과정을 중시하는 공학교육의 특수한 성격에 따라 생긴 용어이다. 프로그램의 평가는 개인별 학생의 평가는 아니지만 프로그램을 구성하는 학생의 능력을 평가하는 것이 타당한 평가가 된다. 이러한 평가 전략은 교육평가의 타당도, 신뢰도, 객관도를 적절히 갖춘 평가도구를 선택하는 새로운 평가 접근법이다.

공학교육 성과 평가를 위한 졸업생 설문조사 사례연구 (A Case Study of Alumni Survey for Evaluation of Engineering Education Outcomes)

  • 서울대학교 전기공학부와 지구환경시스템공학부에서는 산업체에서 요구하는 엔지니어의자질과 능력에 대한 중요도와 대학에서의 준비도를 파악하고 이를 교육목표와 학생의 능력 설정 및 교과과정 개편에 반영하기 위하여 졸업생 설문조사를 실시하였다. 본 논문에서는 수집된 자료를 분석하여 설문 응답자의 졸업연도, 직업, 최종학위별 분포 등을 파악하고, 엔지니어의 자질과 능력에 대한 중요도 및 준비도를 파악하여 이를 미국 UCLA기계항공공학과의 설문조사 결과와 비교하였다. 설문조사 분석 결과에 의하면 상기 세 집단에서 각 설문 항목에 대한 중요도가 매우 유사하게 평가되어 국가별, 전공 분야별 차이에 상관없이 산업체에서 요구하는 엔지니어의 자질과 능력이 비슷하다는 것을 알 수 있었다. 항목 전체에 대한 중요도와 준비도 사이의 차이를 비교해볼 때 서울대가 UCLA에 비해 준비도가 전반적으로 낮음을 보여 서울대의 공학교육의 질이 UCLA에 비해 약간 뒤떨어져 있음을 나타내었다. 한편 세 집단 모두에서 여러 전문분야로 이루어진 팀에서 역할을 담당할 수 있는 능력과 효과적으로 의사 소통을 할 수 있는 능력에 대한 준비도가 중요도보다 크게 낮음을 보여 이 부분에 대한 교육이 강화되어야 함을 보였다.

Internal Fixation Using Clavicle Hook Plates for Distal Clavicle Fractures

  • Background: To report the radiological and clinical outcomes of internal fixation using distal clavicle hook plates for distal clavicle fractures. Methods: From April 2008 to December 2012, 32 patients with distal clavicle fractures underwent surgery using an AO hook plate. The reduction was qualified and evaluated according to the radiological findings. The evaluation of the clinical outcomes was performed with the University of California at Los Angeles (UCLA) score, the Korean Shoulder score, and the visual analogue scale (VAS) pain score. Results: By radiological evaluation, we found that 31 of 32 patients showed anatomical reduction and solid bone union. Although we obtained satisfactory UCLA scores, Korean Shoulder Scale scores, and VAS pain scores, 12 cases of complications were present. We found 4 cases of osteolysis of the acromion, 1 case of nonunion, 3 cases of periprosthetic fractures, 3 cases of subacromial pain, and 1 case of skin irritation. We performed re-operations in 2 patients. Conclusions: To avoid complications associated with clavicle hook plates, choosing the appropriate hook size and bending of the hook according to the slope of the acromion undersurface is critical. Also, we believe that early removal of clavicle plates may help reduce complications.

방과후학교 프로그램 논리모형에 대한 탐색: 초등학교 특기적성교육을 중심으로 (The Exploration of Logic Model for After-school Programs focused on the Special Ability Aptitude Education in the Elementary Schools)

  • The evaluation of the after-school program depends on whether it achieves its objectives or not so far which makes that it is not easy to figure out which mechanism is attributed to the consequences of the program. This study aims at developing the logic model of the after-school program and follows the processes such as literature review, opinion survey by specialists and in-depth interview with stakeholders. The target program of the study was focused on the special ability aptitude education in the elementary schools. The initial developed theory model was validated and finalized through being reviewed by specialists and teachers in charge of target schools. Based on the framework of logic model, the models are composed of context, components, activities, output/short term outcomes, and long term outcomes. As the key factors of the after-school program, amicable communication between the stakeholders, quality of the program in itself, follow-up management, counseling and guidance for students, instructors' expertise, and quality management of the program were drawn.

Risk Assessment for Toluene Diisocyanate and Respiratory Disease Human Studies

  • Background: Toluene diisocyanate (TDI) is a highly reactive chemical that causes sensitization and has also been associated with increased lung cancer. A risk assessment was conducted based on occupational epidemiologic estimates for several health outcomes. Methods: Exposure and outcome details were extracted from published studies and a NIOSH Health Hazard Evaluation for new onset asthma, pulmonary function measurements, symptom prevalence, and mortality from lung cancer and respiratory disease. Summary exposure-response estimates were calculated taking into account relative precision and possible survivor selection effects. Attributable incidence of sensitization was estimated as were annual proportional losses of pulmonary function. Excess lifetime risks and benchmark doses were calculated. Results: Respiratory outcomes exhibited strong survivor bias. Asthma/sensitization exposure response decreased with increasing facility-average TDI air concentration as did TDI-associated pulmonary impairment. In a mortality cohort where mean employment duration was less than 1 year, survivor bias pre-empted estimation of lung cancer and respiratory disease exposure response. Conclusion: Controlling for survivor bias and assuming a linear dose-response with facility-average TDI concentrations, excess lifetime risks exceeding one per thousand occurred at about 2 ppt TDI for sensitization and respiratory impairment. Under alternate assumptions regarding stationary and cumulative effects, one per thousand excess risks were estimated at TDI concentrations of 10 - 30 ppt. The unexplained reported excess mortality from lung cancer and other lung diseases, if attributable to TDI or associated emissions, could represent a lifetime risk comparable to that of sensitization.

Application of Program Theory and Logic Model to Evaluate Immunization Disparity Program for Children under 3 Years

  • With the outbreak of coronavirus disease 2019 (COVID-19) pandemic, health policymakers are adopting new policies regarding the issue of immunization disparities, especially for children in low-income communities of color who lack awareness and thereby access to vaccines. The purpose of this paper is to propose an evaluation framework using program theory-based evaluation approach and logic model to analyze and evaluate the immunization disparities in children aged 19-35 months. Data is collected from New York City department of Health and the U.S. Census Bureau for Northern Manhattan Start Right Coalition program which consists of 19,800 children, and the community-provider partnership includes 26 practices and 20 groups. Program theory is used to evaluate this community-based initiative with the logic model which is a visual depiction that illustrations the program theory to all stakeholders. The logic model highlights the resources, activities, outputs, outcomes, and impacts of the program to guide to planners and evaluators and to call attention to the inadequacies or flaws in the operational, implementation and service delivery process of the program in offering a new perspective on the program. This framework adds to the literature on evaluations of immunization disparities in determining whether evaluators can definitively attribute positive immunization outcomes in the community to the program and conclude whether it has potential in expanding or duplicating it to other similar settings, especially in other rural areas of the United States, and abroad, where routine immunization equity gaps are wide due to income, racial and ethnic diversity, and language barrier.
