Electronic Government and Systematic Record Management - Based on a Methodological Application - (전자정부와 과학적 기록관리 - 방법론적 응용을 중심으로 -)

  • The government is pushing hard to realize the electronic and knowledge government. In connection with the efforts most public institutions have already started adopting the electronic document management system(EDMS), and have entered in a phase of modification of, and supplement to the system for the flow of the electronic documents among the agencies to be made possible by the month of November this year. The present situation is that the modification and supplement of EDMS are underway in the field that is unrelated to the records and archival management, what has been foreseen in the academic world of archival science. Under this circumstances the article places emphasis on the importance of the positive participation of the archivists in the development of the EDMS. To be concrete it reveals how the archival achievements can be practically applicable to the EDMS. What is particularly conspicuous in the article is the detailed description of how usefully control of record production, classification and description, evaluation and selection that are put into practice in the archival management law can be embodied in the development of the EDMS. Finally the article put emphasis on the positive exchanges and integration to bring the archival management science and computer science, archival management law and electronic government law, the archival management agencies and the agencies in charge of the electronic government together into whole to find a way for the methodical achievements of scientific archival management to be positively applicable to the electronic document management system(EDMS).

A Study on Improvements and Current Issues of Records and Archives Management in Special Project Teams at the University : focused on the J University (대학특별사업단 기록물 관리 현황분석 및 개선방안 연구 J대학을 중심으로)

  • This study presents the problems in the records management of special project teams at J University. Methods for the improvement plan were also proposed in this study. To achieve these objectives, five special project teams from J University, which were supported by the Ministry of Education, were selected. To collect relevant information, twelve staff members and experts were then interviewed. The records produced by the projects should be managed as evidence of the project evaluation and transparent budget execution. Proper management can be a good material for research. However, the management of project teams is vulnerable in comparison with the records of other universities. The main reason is that although the project team produces various types of records, it has not been recognized as the Department of Processing. Another reason is that the project teams are temporary institutions and do not possess authority over the entire project process. To solve the aforementioned problems, this study proposes improvement plans in the following aspects: institutional, cognitive, administrational, and systemic. In the institutional and cognitive aspects, policy and regulation were set up. In the administrational aspect, the relation and role of each element were defined. In conclusion, the plans for building the Combined Archives System were suggested. In addition the methods on how to connect with the KORUS-which will be introduced in 2017-and the system currently being used are proposed.

Factors Influencing the Intention of Knowledge Sharing of Records Management Specialists in Government-affiliated Public Institutions (정부산하공공기관 기록물관리전문요원의 지식공유의도 영향요인에 관한 연구)

  • The purpose of this study is to empirically verify the factors(organization managerial factors, relational factors and personal factors) that affect the knowledge sharing intention of records management specialists. A total of 126 responses were used for the final analysis and the findings of this study are as follows: First, managers' interests and supports had a significant positive effect on tacit knowledge sharing intention, but evaluation and compensation system had a negative effect on tacit knowledge sharing intention. Second, job stress was found to have a significant positive effect on the intention of knowledge sharing(tacit, explicit). It is required to form an organizational culture where records management specialists can freely participate in knowledge sharing activities with the interest and support of managers. In addition, the process of continuously improving the causes of one of the causes of job stress, such as awareness improvement and deprivation, should be carried out through records management training for all employees. This study is meaningful in that it provides policy implications for promoting knowledge sharing as a solution to the managerial problems faced by records management specialists by utilizing the current staffing structure.

A Study on The Application of ISO/IEC 17025 Software Accredited Testing Institute Using ISO/IEC/IEEE 29119 and ISO/IEC 25023 (ISO/IEC/IEEE 29119와 ISO/IEC 25023을 이용한 ISO/IEC 17025 소프트웨어 공인시험기관 적용에 관한 연구)

  • The purpose of this study is to determine how to apply ISO/IEC/IEEE 29119 software test procedures and ISO/IEC 25023 software test evaluation items to software-accredited testing laboratories based on the ISO/IEC 17025 international standard requirements. As a method, the overall requirements for their application to a test laboratory were analyzed by mapping ISO/IEC/IEEE 29119 and ISO/IEC 25023 based on ISO/IEC 17025. According to the mapping analysis, a total of 29 documents were created, including quality manuals, procedures, and test guidelines for the operation of the test laboratory. As a result of the study, a test laboratory management system was developed using Confluence 6.15 software by applying the analyzed results of the overall requirements. The test procedures, documents, and records were stored in, and operated from, this system. Verification of suitability for operation of the test laboratory was conducted by KOLAS evaluators through a document review and an on-site audit at the LG Electronics SW Accredited Test Laboratory in Seoul. In conclusion, it was confirmed through the KOLAS evaluation that the test laboratory management system and the operation of the test laboratory are appropriate and, compared with previous cases, the test laboratory operates effectively, and the overall schedule of accreditation could be shortened.

A Study on the Type Classification and Selection Methods of Archival Objects (행정박물의 유형분류 및 선별방안에 관한 연구)

  • Archival objects produced in relation to the activities of public institutions hold the inexpressible symbolism, historical value, and esthetical value as well in that the values of display and reuse of archives materials in the future are high as figures. The revised law of Archives Act in 2007 has provided a foundation for managing the archival objects in every public organization, by also including archival objects into the category of archives produced and registered in relation to their works. Although it could be seen as a reforming will to aim at the differential approach from the past to recognize the archival objects as records and make the managing will documented, it is still in an unprepared state to define the concepts on archival objects and to have methods to systematically manage and preserve them. Thus this paper has researched on the type classification of archival objects and their evaluation, as way of developing the methods for the management system for archival objects. On the premise that it should be preceded by clear definitions of concepts and distinctive understanding of their types first in order to build up the management system for archival objects, definition and type classification of the archival object have been attempted, based on the actual research materials and the current relevant laws. In addition, this study has analyzed the characteristics of selecting archival objects in order to search for which one they should obtain and manage among archival objects produced and reused in relation to the works of public institutions. On the basis of this, the plans for the national selection system and provision of selecting criteria for the subjects of permanent preservation have been suggested in this study.
