A Study of Safety Evaluation Based on the Road closure Simulation, and on the Isolation Risk in Times of Disaster (재해시 위험가능성과 도로폐쇄시뮬레이션에 의한 방재안전성에 관한 연구 - 일본 오이타현 사이키시를 대상으로 -)

  • In recent years, the scale of damage from disasters such as earthquakes and large-scale fires and floods that are occurring in Korea is increasing. Accordingly, interest in urban disaster prevention that combines living infrastructure such as roads and parks is boosting, and it is urgent to prepare measures to reduce the damage scale of local cities. The purpose of this study is to derive implications for disaster prevention measures in areas where disaster prevention safety of local cities is weak through examples of disaster prevention safety of local cities in case of disaster. To this end, this study analyzed the regional characteristics, current status, and disaster prevention problems of regional cities in Japan, and selected disaster-vulnerable areas, and considered the distance relationship between disaster prevention bases through road network analysis. In addition, road closure simulation using ArcGIS Network Analyst was conducted to analyze disaster prevention safety in the area. As a result, the situation of the village which has a high possibility of isolation by natural disasters was grasped in advance. Through this, the suburbs confirmed the necessity of supplementing the disaster prevention function through transportation maintenance such as forest roads, and it was found that the city needs to prepare a risk management system. Furthermore, this study suggests the need for research on areas with a high possibility of isolation, especially in areas where disaster prevention functions are weak in local cities in case of disaster, and shows countermeasures for disaster prevention measures and resident education.

The Effectiveness Evaluation of Helicopter Ambulance Transport among Neurotrauma Patients in Korea

  • Objective : Helicopter ambulance transport (HAT) is a highly resource-intensive facility that is a well-established part of the trauma transport system in many developed countries. Here, we review the benefit of HAT for neurosurgical patients in Korea. Methods : This retrospective study followed neurotrauma patients who were transferred by HAT to a single emergency trauma center over a period of 2 years. The clinical benefits of HAT were measured according to the necessity of emergency surgical intervention and the differences in the time taken to transport patients by ground ambulance transport (GAT) and HAT. Results : Ninety-nine patients were transferred to a single university hospital using HAT, of whom 32 were taken to the neurosurgery department. Of these 32 patients, 10 (31.3%) needed neurosurgical intervention, 14 (43.8%) needed non-neurosurgical intervention, 3 (9.4%) required both, and 11 (34.4%) did not require any intervention. The transfer time was faster using HAT than the estimated time needed for GAT, although for a relatively close distance (<50 km) without ground obstacles (mountain or sea) HAT did not improve transfer time. The cost comparison showed that HAT was more expensive than GAT (3,292,000 vs. 84,000 KRW, p<0.001). Conclusion : In this Korean-based study, we found that HAT has a clinical benefit for neurotrauma cases involving a transfer from a distant site or an isolated area. A more precise triage for using HAT should be considered to prevent overuse of this expensive transport method.

  • The fire accidents having recently occurred are getting more and more larger and causing lots of damage in terms of property loss and casualties increase, so there is in need of technical fire safety development like comprehensive prevention solution in order to effectively prevent. Especially, the needing of new paradigm for advanced fire safe technology is gathering strength in high-rise modern building construction. Therefore, we want to find out on this paper what is a correlation between heat release rate measurement and smoke release volume by three parts of oxygen consumption calorimeter in bench scale calorimeter (cone calorimeter/ISO 5660/Avg.500Kw), Medium scale calorimeter (Room corner tester, Single burning Item/ISO 9750, EN 13823/Avg.3MW), and large scale calorimeter (Industry calorimeter/Avg. 10MW). Thus, Smoke detective of new paradigm devised by making use of a correlation between heat release and smoke production is to help reduce loss property and casualties. Ultimately, based on this theory, a new concept of fire alarm and evacuation system will be developed and expected to apply to a skyscraper.

An Empirical Study for Efficient Preparation for Enhancing North Korean Nuclear Threat: Focusing on non-military field (북핵 위협 고도화에 효율적 대비를 위한 실증적 연구: 비군사 분야를 중심으로)

  • The development of North Korea's nuclear weapons has worsened to the sixth nuclear test in 2017, and despite the sanctions of the international community including our government, we have not been able to offer clear solutions and alternatives, and the current measures are not enough in case of North Korea is using nuclear weapons. This study suggests how we should be prepared against the use of nuclear weapons under the premise that North Korea will never give up development of nuclear weapons under any circumstances. The first chapter outlines the current status of our preparedness if North Korea makes a nuclear attack. The second chapter analyzes and evaluates the power of nuclear weapons and North Korea's nuclear weapons threat. In the third chapter, we analyze North Korea nuclear attack and analyze the wartime emergency situation and civil defense posture. Finally, in order to implement the solutions presented in the text, we will identify priorities and summarize further developments.

Study of the Characteristics of Smoke Spread by an Installing Smoke Barrier in Medium Length Road Tunnel (중규모 도로터널의 제연경계벽 설치에 따른 연기확산특성)

  • In the case of a medium length road tunnel, the installation of a smoke control facility is not mandatory so users can suffer considerable injuries if a fire breaks out. Therefore, this study analyzed the high-temperature air and toxic gas generated by fire proliferating with time when a smoke barrier is not installed and when the installation interval is 100, 150, 200, and 250 m through 3-dimensional numerical analysis, evacuation simulation, and Quantitative Risk Assessment Methodology targeting the medium length road tunnel. As a result, the diffusion of the high-temperature air and toxic gas occurring from the a fire was delayed when the smoke barrier was installed in a medium length road tunnel compared to that when it was not installed. In addition, when the installation interval of a smoke barrier was 100m and the numerical analysis target was 100m, the diffusion of high-temperature air and toxic gas generated by the fire was delayed more than in the other cases, which was most suitable for tunnel users to evacuate.

  • The The purpose of this study is to develop survival kit prepared at the outbreak of the civil defense situation and to explore ways to ensure the safety and well-being of the people. Consider the civil defense shelters in a short two hours, from six days to live long, emergency life support food and other items needed for the basic right to life of the facility users. Minimum survival kit per capita personal weight 4.85kg, state and local governments (the government) is 2.65kg. They consists of a total of 26 items in eight categories such as food, clothing, CBR supplies, cold winter supplies, personal hygiene supplies, medicines, tools, communication supplies.

Natech Risk Assessment of Chemical Facilities in the Event of Earthquake in Korea using RAPID-N (RAPID-N을 이용한 국내 지진 발생 시 화학시설 Natech 위험성 평가)

  • Accidents occurring due to natural disasters in chemical process facilities where technologies are concentrated can cause secondary damage. The concept of the relationship between natural disasters and highly intensive technologies has evolved into the Natech (Natural Hazards Triggered Technological Disaster) research. Currently, the number of earthquakes is increasing all over the Korean peninsula. To assess the risk of Natech when an earthquake has occurred in South Korea, the Rapid Natech Risk Assessment Tool (RAPID-N) developed by the European Commission's Joint Research Center (EC JRC) was used in the present study. The RAPID-N can be used for Natech risk assessment based on mapping and can be utilized for sufficient preparation for reduction of the effects of Natech accidents. A total of 261 chemical facilities actually existing in Pohang were initially analyzed to select eight facilities and the Pohang earthquake that occurred in 2017 was implemented in the RAPID-N utilizing the shake map. High risk areas were selected through Natech risk assessments for the selected eight work places and countermeasures for the areas were suggested. High risk areas exist depending on the location, since the damage influence ranges could be overlapped and each chemical facility has an independent probability of Natech. Therefore, studies on Natech emergency plans and emergency evacuation routes should be actively conducted considering such high risk areas. The present study was conducted to demonstrate the feasibility of Natech risk assessment in South Korea through the RAPID-N. These findings can be used as a reference material to lay a foundation for Natech risk assessment and related policies in South Korea.

A study on the accessibility and utilization satisfaction of health centers in rural area, Paraguay (파라과이 농촌지역의 보건소 건립 후 접근성과 이용만족도에 관한 연구)

  • Purpose: The purpose of this study is to identify policy implications for the construction of public health facilities in the field of international cooperation, by examining the case of establishing a health care delivery system using a public health center in a rural area of Paraguay. Methods: Firstly, to map the capacity of the 20 public health centers that were studied, we used the WHO Capacity Mapping tool to select and analyze relevant items. Secondly, to assess the utilization of public health centers, we conducted a direct visit survey and analyzed the results using the M-survey tool. Results: The floor plan of each public health center, the structure of the health center, the size of the population served by each health center, the number of monthly visitors, medical human resources, and the budget were classified by health center for comparative analysis. In addition, by utilizing the M-survey tool, we analyzed the general characteristics of the respondents, their perceptions of the purpose and accessibility of public health centers, their satisfaction with using public health centers, and the level of demand for public health centers to play a role in promoting community health. Implications: The results of this study suggest that access to public health facilities for residents in the research area was improved. By classifying public health centers into two types, these centers can perform the functions and roles of primary health facilities. A patient request and evacuation system was established in the research area. Finally, a network, such as a social prescribing program, is needed so that public health centers can function as a "setting" for community members to live together.

A Comparative Analysis on Performance of Transport Facilities in Subway for Vulnerable Pedestrians and Non-Vulnerable Pedestrians Using Modified-IPA (M-IPA를 이용한 장애인과 일반인 지하철 이동시설만족도 비교 연구)

  • This article analyzes the obtained data on consciousness survey of disabled and non-disabled pedestrians, and proposes fundamental data for public strategy in order to enhance facilities in subway stations in advance. This paper conduct literature review, new listing survey related to 'The Code for Improvement of Convenience for Moving Vulnerable Pedestrians', and Modified-Importance-Performance Analysis (M-IPA). The results show that disabled pedestrians want enhancement in information facilities as a whole. In addition, the results show that several improvements needs to be applied to accessible sidewalk, to informative notification, to alarm and evacuation system and to toilet for disabled pedestrians. This indicates that disabled pedestrians heavily concentrate on accessibility to subway station and provided information compared with disabled pedestrians.

  • Domestic road and railroad construction have been increasingly growing and for reasons of mitigating traffic congestion, urban plan and refurbishment project, deeper and longer tunnels have been built. The event of fire is the most fatal accident in a tunnel, and it can be very disastrous with a high possibility. In this study, QRA (Quantitative Risk Analysis) which is one of quantitative risk analysis approaches was applied to tunnel fire safety design and the evaluation of QRA cases and the cost comparison of QRA methods were carried out. In addition analysis of risk reduction effect of tunnel fire safety system was conducted using AHP (Analytic Hierarchy Process) and the priority of major factors that could mitigate the risk in tunnel fire was presented. As a result, significant cost reduction effect could be obtained by incorporating QRA and it is expected to design fire safety system rationally. The priority of fire safety system based on risk mitigation effect by fire safety system considering the cost is in order of water pipe, emergency lighting, evacuation passage and smoke control system.
