연기발생으로 인한 시야장애가 초고층 공동주택 거주자의 피난계단실 진입시간과 피난경로에 미치는 영향 (How Visual-Field Obstruction from Fire Smoke Influences a Resident's Necessary Time to Reach Fire Escape and Evacuation Route in a High-rise Apartment Housing)

  • The purpose of this study is to know how visual-field obstruction from fire smoke influences a resident's necessary time to reach fire escape and evacuation movement in a high-rise apartment housing. Generally, fire smoke not only gives visual-field obstruction and breath troubles to residents but interrupts their evacuation behavior. If a fire smoke layer is formed in the core department when evacuee enters at the evacuation staircase until, residents will be made to undergo a range of vision obstacle. In order to set a situation like that, participants wore eye bandage which had been made especially before the experiment. Also as a comparative standard, through no.1442 Japanese construction ministry notices about the building evacuation safety verification method, this study calculated smoke layer's dissent time and evacuation time. Then to compare with the former, the participants without an eye bandage joined a experiment once again. This study has understood how fire smoke effects on one's evacuation delay by analyzing residents' evacuation time to reach the staircase and movement route, however, in this study a toxic gas is not considered because it might threaten participants not to breathe.

  • It has been determined that two-way evacuation routes that connect houses to evacuation sites should be developed to protect residents of historic preservation areas from future disasters. These routes are required because traditional buildings and other historic spatial elements are located close to each other. It is important to understand residents' perceptions of evacuation routes that connect their houses to temporary safe places to develop evacuation system strategies that include effective two-way evacuation routes. This paper describes a procedure used to construct a two-way evacuation route database designed to preserve two study areas that was based on an interview survey conducted with area residents. The resulting database contained residents' perceptions of evacuation routes. The database contains categorized spatial problems related to these routes that can be used for future research.

고층빌딩에서 옥외피난계단의 효용성에 관한 연구 (A Study on the Efficiency of Evacuation Exterior Stairs in High-rise Buildings)

  • 건축법 시행령 제36조에는 3층 이상의 건축물로 문화 및 집회시설 중 공연장이나 위락시설로 바닥면적이 1천 $m^2$ 이상인 건축물은 옥외피난계단을 설치하도록 하고 있다. 도시의 인구집중화와 함께 고층빌딩의 증가는 인적재난에 대한 다양한 대비책을 요구하고 있다. 최근 10년 동안 고층빌딩 증가율은 85%로 급등하였다. 이러한 고층빌딩의 증가는 도시지역의 인적재난으로 이어져 화재발생 시 많은 인명피해와 재산피해를 동반한다. 고층빌딩에서 화재가 발생하였을 때 가장 어려운 소방활동이 피난활동이다. 상층으로 확산되는 연기 때문에 고층빌딩에서의 피난로 확보는 인명피해를 최소화 시키는 유일한 방법이다. 고층빌딩에서 직통계단이나 옥내계단으로는 피난로 확보가 어려워 고층빌딩 일수록 옥외피난계단이 필요하다. 옥외피난계단 설치에 관한 현행 법규는 너무 미미(微微)하여 고층빌딩의 피난로 확보대책으로는 적당치 못하다. 고층빌딩의 피난로 확보를 위하여 고층빌딩군(群)의 분류에 해당되는 10층 이상의 건축물에는 옥외피난계단 설치를 의무화하도록 관련법을 개정토록 하여야 한다.

  • 매년 집중호우로 인해 침수 및 산사태와 같은 자연재해발생으로 인명 및 재산피해 발생이 증가하며 더불어 도로 침수로 인해 교통 혼잡과 고립을 유발하고 있다. 재해가 발생 하였을 때 사전에 정보제공이 부족할 시 해당 지역으로 진입을 통해 2차적인 피해를 입게 되며 혼란을 야기 시킨다. 이러한 추가적인 피해를 예방하기 위하여 본 연구에서는 관리자가 재해지역 입력 시 해당지역으로의 우회경로가 표출되어 재해지역내에서 각 노드까지의 대피경로가 분석되는 스마트폰 애플리케이션을 이용하여 사용자가 제공받을 수 있는 시스템을 구현하였다.

  • 최근 국내외적으로 기후변화로 인한 대형화재, 집중호우, 지진 등으로 재난발생 가능성이 높아지고 있으며, 특히 어린이와 노약자등을 포함한 다양한 사람들이 몰리는 전통시장, 노유자시설, 다중이용시설 등 이용자 밀집지역에 대형 재난사고가 지속적으로 발생하고 있다. 연구목적: 본 연구에서는 화재발생 시 이용자 밀집시설에서 화재발생 사실을 조기에 감지하고, 대피자가 안전하게 대피하기 위해 빅데이터와 첨단기술을 활용한 재난감지 및 최적의 대피경로를 분석하고자 한다. 연구방법: 상황인지 기반의 3차원 객체모델 기술과 A*알고리즘의 최적화를 통한 새로운 알고리즘을 제안하고, 이들 활용한 시나리오 기반의 최적 대피경로 선정 기법을 제시하였다. 연구결과: HPA*E알고리즘을 이용하여 화재발생 시 대피시뮬레이션을 3D모델로 재현하고, 최적의 대피경로와 대피시간을 시나리오별로 산출하였다. 결론: 본 연구는 향후 우리나라에서 재난사고 발생 시 대피자가 안전하고 신속하게 대피할 수 있는 경로를 제시함으로써 인명피해를 줄 일 수 있을 것으로 기대된다.

  • 연구목적: 본 연구의 목적은, 지체 장애인 대피경로 시설에 영향을 미치는 계획요인들을 도출하고, 각 시설별로 영향을 미치는 계획요소들을 규명하고자 하였다. 연구방법: 표본수의 문제와 다중공선성의 문제를 해결하기 위해 PLS(부분최소제곱) 회귀분석을 활용하였다. 연구결과: 분석결과, 각 시설별로 가장 중요한 계획요소는 출입문 : 출입문 닫히는 시간(1.131), 복도 : 휠체어를 위한 경사로(1.227), 계단 : 계단 비상조명(1.117), 대피공간 : 대피공간 편의시설(1.106)으로 도출되었다. 결론: 효율적인 장애인 대피경로를 계획하기 위해서는 일괄적인 반영이 아닌 장애인들의 인식, Needs, 만족도를 고려한 유니버설 디자인을 고려해야 한다.

A Case Study on the Evacuation Times on a Training ship

  • The residential comfort and safety on ship are more focused than ever, in accordance with the increase of the crews' onboard time and interest in cruiser sailing. To grasp the safety characteristics on ships against various scenarios of evacuations, this study performed experiments and simulations for the evacuation times on a training ship. Through the experiments, the average walking speed is 3.0m/s on 100% visibility, and 1.2m/s on 8% visibility, but the speeds go down 1.3m/s and 0.7m/s, respectively, when obstacles are happened without any previous notification. From the simulation, it is clearly reconfirmed that the worse visibility and many people make evacuation time comparatively longer. And unlike the common expectation of the effect of emergency announcement, the difference of evacuation times between cases of announcement and non-announcement is negligible on this study. From the survey after experiments, it is known that experiment participants feel unsafe and fear when the evacuation routes are longer in bad visible condition, even if they know the perfect evacuation route. And the survey results also show that the evacuees give more careful consideration to make a evacuation route decision under bad visibility.

  • As there are the elderly who have difficulty in evacuating themselves, it is necessary to develop architectural and institutional planning for nursing homes that can minimize disaster damage. The purpose of this study was to suggest the improvement plan by grasping the current status of nursing homes on planning aspects such as floor plan type, spatial layout, and evacuation route through 14 case studies in Cheongju city in terms of disaster safety. The results of this study were as follows; the most common plan type was the grouped-corridor type difficulty in securing evacuation routes. The circulation corridor type is need to be considered because it is possible not only to secure evacuation and nursing routes, but also to create a hanging around corridor for the elderly with dementia. Second, if there is a risk of flooding due to the location, the living room should be placed on the 2nd floor or more. In particular, a kitchen should be placed not adjacent to the entrance and the vertical evacuation route. Third, the horizontal evacuation route should be arranged differently depending on the floor plan type. For vertical evacuation routes, it is necessary to install outdoor stairs or ramps considering the evacuation characteristics of the elderly. In addition, the institutional aspects should be considered to ensure the safety of disasters.

  • From the viewpoint of ICT-based disaster prevention design, evacuation route planning is one of the hot topics to be solved. Since we have quite a lot of natural disasters these days, its role has become important more and more than before. In order to deal with this tough problem, a genetic algorithm (GA) is adopted, and a revised selection procedure for preserving variety of individuals in each generation is introduced. As a result of some computer simulations applied to Hizen-Hamashuku, one of the model areas in this research project, it is found that the proposed method is effective.

Spatiotemporal Routing Analysis for Emergency Response in Indoor Space

  • Geospatial research on emergency response in multi-level micro-spatial environments (e.g., multi-story buildings) that aims at understanding and analyzing human movements at the micro level has increased considerably since 9/11. Past research has shown that reducing the time rescuers needed to reach a disaster site within a building (e.g., a particular room) can have a significant impact on evacuation and rescue outcomes in this kind of disaster situations. With the purpose developing emergency response systems that are capable of using complex real-time geospatial information to generate fast-changing scenarios, this study develops a Spatiotemporal Optimal Route Algorithm (SORA) for guiding rescuers to move quickly from various entrances of a building to the disaster site (room) within the building. It identifies the optimal route and building evacuation bottlenecks within the network in real-time emergency situations. It is integrated with a Ubiquitous Sensor Network (USN) based tracking system in order to monitor dynamic geospatial entities, including the dynamic capacities and flow rates of hallways per time period. Because of the limited scope of this study, the simulated data were used to implement the SORA and evaluate its effectiveness for performing 3D topological analysis. The study shows that capabilities to take into account detailed dynamic geospatial data about emergency situations, including changes in evacuation status over time, are essential for emergency response systems.
