「제3차 도서관발전종합계획」에서는 공공도서관의 공통적인 문제로 장서수장문제가 부각됨에 따라 지역 단위 공동보존서고 설치를 통한 공간확보의 필요성을 제기하고 있다. 「도서관법」 및 「도서관법시행령」 역시 지역 도서관 자료에 대한 통합적 관리의 책임을 지역대표도서관에 부과하고 있다. 이에 이 연구는 지역대표도서관 중 본격적으로 공동보존서고를 운영하고 있는 부산도서관을 연구대상으로 하여 공동보존서고의 운영현황과 공동보존서고에 대한 관내 공공도서관 사서의 인식을 조사하였다. 연구에 필요한 데이터는 설문조사와 인터뷰, 현장조사, 내부자료 분석 등을 통하여 입수하였다. 이를 통해 향후 부산도서관 공동보존서고를 효율적으로 운영할 수 있는데 도움이 되는 기초적인 데이터를 제공함과 동시에 타지역 대표도서관 공동보존서고 운영에 참고할 만한 기초자료를 제시하는 것을 연구의 목적으로 하였다.

With accommodation of a population of many young people and families due to Hangang River New Town Housing Project and development of railway station spheres, a need is increasing to improve the quality of public libraries service for Gimpo citizens and to establish more libraries. This study thus analyzed the book lending data of Gimpo City libraries, and the city's libraries-related social media big data in an effort to forecast the users, and thus to propose four library service improvement measures. First, in terms of book gathering and book development policy plans, a proposal was made to expand good books for children and youth, and to expand general original-language books related to learning of English, and English books for children. Second, in terms of the establishment of additional libraries or specialization strategy, a proposal was made to establish exclusive children's libraries or English libraries, and to establish library specialization strategy with a focus on children and English themes. Third, in terms of library culture programs, a proposal was made to provide library culture programs in relation to children education and to expand weekend library culture programs. Fourth, in terms of library facilities, considering the convenience of parking facilities, a proposal was made to establish libraries near apartment complexes.

본 연구는 텍스트마이닝 기법을 중심으로 빅데이터 분석을 활용하여 대전시 공공도서관에 대한 이용자의 인식과 경험을 살펴보고자 수행되었다. 이를 위하여 첫째, 소셜미디어에 나타난 이용후기 데이터를 수집하여 대전시 공공도서관에 대한 이용자들의 전반적인 인식과 평가를 탐색하였다. 둘째, 온라인 뉴스 기사 분석을 통해 사회적으로 논의되고 있는 현안을 파악하였다. 분석 결과, 첫째로 어린이 동반 이용자 비중의 높다는 것과 다음으로 LDA 분석을 통한 토픽이 '문화행사/프로그램', '자료 이용', '물리적 환경 및 시설', '도서관 서비스'의 네 가지 분류로 나타난다는 것, 마지막으로 뉴스기사 데이터에 도서관 및 복합문화공간 추가 건립과 도서관 협력 체계 구축에 대한 키워드가 핵심적으로 등장한다는 것을 확인하였다. 이를 바탕으로 지역 균형을 고려한 공공도서관 건립과 육아 및 보육 기관과의 업무협약을 통한 사회적 육아공동체 네트워크 조성을 제안하였다. 본 연구를 활용하여 대전시 공공도서관의 정책적·사회적 흐름을 알아보고 지역사회 수요를 반영하는 공공도서관 운영을 데이터에 기반하여 실행할 수 있기를 기대한다.

일본 공립도서관의 정체성은 「사회교육법」과 「도서관법」에 따른 사회교육기관이다. 이에 따라 지방자치단체의 교육위원회가 직영하는 가운데 공공적 단체로 한정한 관리위탁을 병행하여 왔다. 그러다가 2003년 「지방자치법」을 개정하여 행정처분 형식과 민간사업자로 확대한 지정관리자제도를 전격 도입하였다. 2018년 말을 기준으로 공립도서관 18.0%가 지정관리자제도를 도입하고 있으나, 찬성론과 반대론이 첨예하게 대립하고 있다. 이에 본 연구는 '공설민영'을 표방하는 지정관리자제도의 전모와 공립도서관 도입현황을 개관하고, 주요 쟁점을 비판적으로 검토하였다. 그 결과, DMS를 도입할 경우에 기대되는 비용 절감, 서비스 향상, 직원의 전문성 강화, 업무의 연속성 및 협력네트워크 구축 등은 논란의 여지가 많았다. 다운사이징 위주의 인사관리, 계약직 위주의 고용정책, 지정기간의 단기성, 복수 경쟁시장의 부재, 비정규직의 지식정보서비스 역량 등에서 기인한다. 공공도서관은 충실한 장서와 적극적인 서비스를 기반으로 인문적 가치와 사회적 품격을 높이는 지식문화 기반시설인 동시에 비배제성과 비경합성을 강조하는 지방공공재다. 최근 국내에서 공공도서관을 문화재단 등에 위탁되는 사례가 증가하는 상황을 감안하면 지정관리자제도는 강 건너 불이 아니다. 일본의 참을 수 없는 제도적 가벼움이 국내 공공도서관에 적용될 가능성을 경계해야 한다.

우리나라 공공도서관의 지역사회조사 수행 정도와 내용, 방법 등의 현황을 조사하기 위하여 서울 및 수도권 공립 공공도서관 92개관을 대상으로 지역사회조사 관련 설문조사를 실시하였다. 지난 5년 동안 지역사회조사를 수행하였던 도서관은 응답 도서관 전체의 약 70%인 47개관으로 나타났으며, 도서관 당 평균 1.7회 조사하였고, 수행 빈도는 2001년 이후 크게 증가하였다. 그러나 조사내용은 요구조사에 편중되어 있고 방법도 다양하지 못하다. 예산, 시간, 능력 부족 등 수행상의 문제점이 식별되었으며, 활성화 방안으로 공공도서관계 전반의 인식 전환, 행정적, 재정적 지원, 기준 수립, 교육과 훈련, 정보 공유 등을 제안하였다.

본 연구는 용산구 공공도서관의 발전계획 수립을 위한 기초연구로써, 용산구 도서관의 운영 효율화를 위한 활성화 방안을 제시하는 데 목적이 있다. 이를 위해 공공도서관 운영 현황 및 활성화 방안 관련 선행연구를 조사하여 현황 분석을 위해 고려되어야 할 지역 특성, 도서관 시설, 인력, 장서 및 예산, 프로그램 등의 기본 요인을 도출하였다. 이러한 요인을 기반으로 용산구 지역 여건 및 공공도서관 운영 현황을 분석하였으며, 사서 및 전문가 인터뷰를 통해 용산구 도서관의 문제점 및 운영 개선 방안을 모색하였다. 이를 바탕으로 대표도서관 건립 및 도서관 수 확충, 독서문화확산 및 지역특화프로그램 개발, 인력 및 장서 확충, 지역사회 유기적 협력체계 구축 등의 활성화 방안을 제시하였다.

본 연구는 이용계수를 적용하여 국내 공공도서관의 소설장서를 평가하고 장서개발기능을 제고시키기 위한 다양한 방안을 제시하였다. 그 결과, 한국문학은 언어별 문학에서의 장서구성 및 이용대출 비중이 각각 62.6%와 54.3%로 가장 높았음에도 불구하고 이용계수(0.87)는 기준값(1.00)보다 낮았다. 또한 한국현대소설은 한국소설의 세목별 장서구성 및 이용대출에서의 비중이 각각 65.60%와 51.36%로 가장 높음에도 이용계수(0.78)는 기준값보다 낮았고 연도별 이용계수도 최근 연도에 근접할수록 감소하고 있다. 그 이유는 장서개발이 부실하기 때문이다. 그러므로 공공도서관은 장서개발정책 및 소설장서개발지침의 수립, 소설자료선정위원회의 구성, 소설자료개발 전담사서제 도입, 소설자료 선정도구의 개발과 활용, 소설장서의 주기적 평가와 같은 방안의 도입을 적극적으로 검토할 필요가 있다.

As the digital information infrastructure is established for the public library system in the contemporary age, expectations and demands surrounding the public library system are growing rapidly as the place of exchange and enjoyment of information and culture, and as the place of life-long learning. In addition, a new kind of information & culture services are needed to meet the demands of contemporary men and women, who are exploring information as the information environment undergoes rapid changes - from increase in the volume of digital publications, to increase in the usefulness of online information resources, to strides made in the media industry. The public library will continue to play its role and function by providing to all users all available information, whether it's available online or offline, whether it's in a physical format or in a digital format. As such, design and management of a space appropriate as a new information environment are needed. It is deemed that an information infrastructure for Daegu that can improve the quality of life in the region and can increase user accessibility to information in this information age is needed, as well as reorganization of the pertinent environment. Therefore more public libraries have to be built in Daegu as a necessity, and it is urgently needed that the information services be expanded through an organic linkage between local libraries such as between the central library and the branch libraries. This paper aims to provide basic data for building of public libraries in Daegu. To establish an information infrastructure for Daegu, a direction is given for the establishment of a local network of public libraries and ways for improvement are explored. This paper is significant in that, first, it helps in the planning of a local network of public libraries, which plays a crucial role in improving accessibility to information as well as the level of their use; and second, it helps in setting up guidelines for spatial configuration of the user space. As for the method, quantitative review of the information environment is to be done by analyzing the present situation of the public library network in Daegu from the perspectives of region, facility, and space, in order to present a method of user-centered spatial configuration that meets the changes in social roles and forms of information in the contemporary society.

This study intended to discover the communicative characteristics of libraries, such as locality, communality, interactivity, and organic vitality, and measure as to whether the components constituting them were appropriate, and based on the research results, it was intended to establish the role of public libraries based on communicative characteristics. As a result of the study, it finally turned out that the libraries had the four communicative characteristics of 'locality', 'communality', 'interactivity', and 'organic vitality'. The four communicative characteristics may be classified into 16 factors and 63 detailed factors accordingly. Examining the characteristics of library communication, first, locality means that local residents create and maintain the identity of a social, historical, and cultural locality while sharing the space of a library. In the library, the users can receive local life information or create a cultural identity of the locality through communication between the users. Second, communality is a fundamental factor in forming a community of local residents and represents the characteristics of a group formed based on place and geographical characteristics, culture and belief system, and interests. Third, interactivity refers to a kind of behavior in which users interact with other users, information providers, and books and information in the library to give and receive influence. The actions in which two or more objects share knowledge, thoughts, emotions, and opinions may be seen as being accomplished through interaction. Lastly, organic vitality means seeking the continuous maintenance and development of the community, and creating a lasting characteristic even in the changing environment of the library.

이 글은 용인 수지에 위치한 느티나무도서관의 아카이브에 대한 전반적 이해를 돕기 위해 쓰여졌다. 느티나무도서관은 2000년 개관 이후 지역 커뮤니티의 거점 역할을 해오고 있다. 대외적으로는 민간 도서관운동의 맥을 이어오고 있으며, 도서관문화 발전을 위해 2003년 느티나무도서관재단을 설립하여 여러 기관들과 협력사업을 펼치고 있다. 이렇듯 다양한 교류와 활동으로 느티나무도서관은 많은 자료들을 생산, 수집하게 되었고. 지금까지 모여진 생산 기록과 수집 기록들이 활용될 수 있도록 2013년 아카이브를 구축하였다. 이 글을 통해 느티나무도서관의 아카이브 조성 과정과 관리 현황에 대해 소개하고자 한다.
