A Study on the Systematization of the Technology Act for Platforming the Fourth Industrial Revolution

  • Korea has the potential to lead the era of the Fourth Industrial Revolution, which succeeded in the information and communication revolution, including the establishment of an e-government. The Go match between humans and computers has led to the realization that humans are starting to live in a new era that they have never experienced before. In 2018, the Federation of Science and Technology Organizations conducted a recognition survey on "what is the most urgent thing?" in the era of the Fourth Industrial Revolution. As a result, it has been shown that the readjustment of the laws of science and technology is most urgent, so it is necessary to analyze the laws of science and technology. According to the research, more than 400 laws are diagnosed, and laws that serve as basic laws cannot lead the Fourth Industrial Revolution. The Framework Act on Science and Technology provides an emphasis on the promotion and management of R&D projects. When analyzing the regulations on 'Development of Science and Technology Innovation System', 'Basic Plan of Science and Technology', and 'Comprehensive Plan for Promotion of Local Science and Technology', there is no suggestion of the Fourth Industrial Revolution. After all, a comprehensive analysis of the current Framework Act on Science and Technology indicates that it is in effect the R&D and Management Act. The "Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee" poses the problem of defining parliamentary legislation as administrative legislation. 'In addition, if we analyze the Smart City Act, the lack of logical links with the Framework Act on Science and Technology and the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee is a major problem. In conclusion, in order to platform the Fourth Industrial Revolution, two improvements can be put forward. First, the Framework Act on Science and Technology shall be abolished to enact the National Research and Development Administration Act, and secondly, the Framework Act on the Fourth Industrial Revolution shall be enacted to absorb the contents of the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee.

  • The article examines the opit of foreign authors on the problem distance education, it was found that at present there are many opinions about distance and e-education, but there is no single accepted definition; clarified the definition of distance education in the framework of this work; the main tools of Internet marketing were highlighted, outlined main characteristics, as well as advantages and disadvantages; the tools of promotion on the Internet have been analyzed.

  • 2020년까지 광주, 부산, 대전에 e스포츠 상설경기장 구축하는 계획이 발표되었다. 아직은 대략의 청사진만 나온 상태로 구체적인 운영 방안에 대한 연구는 이뤄지지 않았다. 특히 e스포츠 상설경기장의 관점에서 어떤 요소가 관람객들의 관람결정요인으로 작용하는지에 대한 연구가 필요하다. 관련 선행 연구들을 검토한 결과, "e스포츠 경기"에 대한 관람결정요인과 영화관 등 문화공간의 "서비스스케이프" 요인에 대한 연구를 종합하여 Framework을 수립하였다. 향후 본 연구자는 이를 기초로 실증 연구를 수행할 것이다.

  • The article is devoted to studying the development of scientific and methodological work and its impact on the quality of students' vocational training in higher pedagogical education institutions by applying information technology. The article aim is to development of the organizational methodological support and pedagogical diagnostics of the effectiveness of the project «Modelling scientific and methodological work in a higher education pedagogical institution by applying information technology » realization in the framework of increasing the level of scientific and methodological work in a higher education pedagogical institution as a factor contributing to enhancing the quality of pedagogical education. The research program of the project activity envisages stating and substantiating the problem of scientific and methodological work by applying information technology in the framework of increasing the level and quality of educational activities in a higher pedagogical education institution through the implementation of the project approach, developing a model for the system of organizational and methodological support of the project implementation as well as monitoring the process and evaluating the results of the project implementation in terms of developing teachers' scientific, methodological, information competency and enhancing students' progress in studying. The set of criteria were developed to evaluate the level of formation of scientific and methodological competency as a result of implementing the project for the development of scientific and methodological work. The scientific and methodological work by applying information technology in the academy was carried out in accordance with the following principles: systematic character, consistent diagnostics, practical focus, scientific organizational and methodological support.

  • In order to boost productivity and efficiency of architectural design, architect accumulates materials and details which are repeatedly used. According as introduction and application of BIM (Building Information Modeling) have proliferated, a number of data are being produced. BIM data constructed in a stage of architectural design reduces repetitive works of design and can be used in estimate and construction, maintenance. BIM library gathered these data are able to enhance participants collaboration and design improvement. Library is a vital factor in BIM and a number of libraries are needed as BIM introduction and application have proliferated in architecture industry. However, BIM Library establishment and related research development are incomplete. And specific standard setting and institutional environment for BIM library building have not been achieved. As such a vast amount of information are generated but there is no systematic plan and reuse frequency is low. So it is necessary to build system for effective data sharing and operation management. In this study, through establishment of BIM standard system and construction of management environmental system, it has an object in view for developing framework which can efficiently manage various libraries happened in BIM architectural design field.

  • The advantages of "VPN over Internet" are cost-effectiveness and flexibility However, the disadvantages are the lack of sufficient QoS mechanism and transmission capacity for high bandwidth service. Given this increasing demand for high bandwidth Internet and QoS assurances in "PN over Internet", IP/GMPLS based control plane combined with a high bandwidth capacity of DWDM optical network is seen as a very favorable approach for the realization of future "OVPN over IP/GMPLS over DWDM" Within OVPN for providing QoS guaranteed multimedia service over the NGOI(Next Generation Optical Internet) based on the "IP/GMPLS over DWDM" concept, differentiated QoS framework is one of the key issues to implement OVPN over DWDM-based NGOI. Keeping in mind that IETF(Internet Engineering Task Force) and ITU-T(International Telecommunication Union) are standardizing IP/GMPLS over DWDM protocol framework as a solution for the NGOI, in this paper, we suggest Optical-LSP establishment and QoS maintenance scheme based on DOQS(Differentiated Optical QoS Service) classes, which are the key issue of DOQS protocol framework for assuring end-to-end QoS in "OVPN over IP/GMPLS over DWDM".

종합병원 정신건강의학과 급성기 병동 가이드라인 수립을 위한 공간구성에 관한 연구 (A Study on the Spatial Planning for the Establishment of Design Guideline for the Acute Psychiatric Ward in General Hospitals)

  • Purpose: In Korea, the increase rate of the number of mentally ill patients increases, and the hospitalization period for severely mentally ill patients to stay in acute wards is long and the re-hospitalization rate is high. In order to improve the dignity of patients with acute mental illness and to plan a therapeutic environment for this, this study attempted to present a basic framework of spacial planning for establishing guidelines for psychiatric acute ward in general hospitals. Methods: By analyzing the acute psychiatric ward guidelines of the UK, Australia, and the US., this study analyzed the areas and required rooms of psychiatric acute ward in general hospitals, as well as the net floor area of each room, and the connection between the rooms. Results: As a result of the study, the basic framework for the ward areas and the required rooms, the net floor areas of the rooms, and the connection between the rooms were presented for the establishment of guidelines for the psychiatric acute ward in general hospitals. Implication: The results of the study will be used as a basic framework of space planning for establishing of guidelines for the psychiatric acute ward in general hospitals and will contribute to the establishment of detailed guidelines based on the space configuration through surveys and analysis of space use status, operation status, and expert interviews in Korea.

  • Design factors such as design objects establishment, analysis, synthesis, production, test and evaluation should be educated in a systematic way. Also design ability to reflect practical restrictive conditions such as industrial standards, economic feasibility, environmental impact, aesthetics, safety and reliability, ethical impacts and social impacts should be cultivated. In this paper, we explain the meaning of these terms and propose a systematic engineering design education framework satisfying Korean engineering education accreditation criteria. We also present a simple implementation in information network engineering.
