In this research, new conceptual model is being established to advocate a hypothesis during the hands-on to guarantee an effectiveness of the training with a scientific procedures and techniques under the management of KCTC training system. From this, current requirements of facilitator's qualifications and technical standards can be correspond with educate and their individual characteristics. Establishing education model basis will increase facilitator's training and conservatism in the representative KCTC training operative as the actual fight; contribute to effective training procedures. Like this model, it can be flexibly applied to the units in armies' actual training in circumstantial situations other than KCTC training; also can be applicable in many quarters.

SA508 low-alloy steel for a reactor vessel was exposed to primary water in a pressurized water reactor (PWR) plant because the cladding layer of type 309 stainless steel for the RPV was removed, due to an accident in which the detachment of the thermal sleeve occurred. The major advantage of the electrochemical deposition (ECD) Ni plating technique is that the reactor pressure vessel can be repaired without significant thermal effects, and Ni has solid corrosion resistance that can withstand boric acid. The corrosion rate assessment of the damaged part was performed, and its trend was analyzed. Essential variables of the Ni plating for repair of the damaged part were derived. These conditions are applicable variables for the repair plating device, and have been carefully adjusted using the repair plating device. The process for establishing ASME technical standards called Code Case N-840 is described. The process of developing Ni-plating devices, and the electroplating procedure specification (EPS) are described.

Trouble prevention of facilities in operation process plays an important role for improving facilities productivity as production systemization is installed with development of facilities automatization. Condition monitoring predicts machine's internal changes by periodically recording vibration occurred in the machine. This article considers a method of establishing statistical criteria for facilities troubles by utilizing machine condition evaluation and operation limit standards of ISO 10816-3.

The purpose of this study is to provide in-flight security in situations where aviation security is constantly threatened by the increase in illegal interference in aircraft and the threat of terrorism that still exists. It is to identify legal operational problems such as education and qualification of the original system and to propose improvement measures. To this end, the need for revision based on relevant laws and guidelines such as "Operation Guidelines for In-Flight Security Officers" is to be discussed based on international standards such as ICAO and Federal Air Marshal. The research method was based on interviews with SEMs such as cabin managers, which focused on ensuring the legal status of In-Flight Security Officer, establishing relationships with captains, and improving education and training.

Preliminary surface soil Derived Concentration Guideline Levels (DCGLs) were derived conforming to the Multi-Agency Radiation Site Survey and Investigation Manual (MARSSIM) procedure for the site release and reuse of Kori Unit 1 in Korea. Based on the decommissioning experiences of the U.S. nuclear power plants, a suite of residual radionuclides was determined, and uncertainties contributed to the resultant dose by the input parameters were quantified via the sensitivity analysis of parameters. The peak of the mean dose was obtained via the probabilistic analysis of the RESRAD (RESidual RADioactivity)-ONSITE code. Consequently, $DCGL_w$ of Kori Unit 1 in accordance with two scenarios, industrial worker and residential farmer scenario, were derived and the results were compared respectively with other NPPs. It could be used as a basic guideline for establishing regulatory standards for reuse planning, designing the site characterization surveys and implementing final status survey (FSS).

NGN은 기존의 회선교환망이 가지는 높은 신뢰성과 IP 망의 유연성을 양립시킨다는 기본 이념을 바탕으로 IP 기술을 활용한 통신망이다. 상호접속은 서로 다른 통신망의 가입자간 통신을 가능하도록 통신설비를 물리적으로 연결하여 사업자간 경쟁환경을 조성하고 사회 후생을 극대화를 위한 중요한 정책수단이다. NGN에서는 사용대역차이와 QoS의 유무 및 수준 등 성격이나 품질이 다양한 서비스가 종합적으로 제공되는 네트워크로 기존 상호접속체계에 비해 복잡할 수 밖에 없다. 일본에서는 NGN 기반 서비스가 상용화 됨에 따라 구체적으로 상호접속체계를 정립하였다. 본 논문에서 NGN 상호접속체계를 정립하기 위한 NGN 서비스 및 설비 기능 세분화, 설비 비용 산정방법, 서비스 비용 산정기준에 관하여 살펴보고 상호접속체계 검토시 고려사항을 제시하고자 한다.

At present, there are various standards used as the governing law of contracts for establishing, implementing, and resolving disputes between the parties to international sales contracts, called "Forum Shopping." Uncertainty and increased transaction costs, which may arise from these various norms, may hinder the activation of international commerce. This study examines the process of enacting and examining various international unification norms that have emerged through international organizations to eliminate trade barriers caused by choice of governing law concerning parties involved in the international sale of goods. Issues regarding the positive and negative perspectives are discussed to identify obstacles to international unification norms. In particular, by comparing and analyzing the differences between the regulations of the CISG and PICC, the representative international unification norms on international sales contracts, the possibility of unification of the norms on international sales contracts are reviewed. Direction for the establishment of a single international regulation is presented for reducing the transaction costs and uncertainties in the international sale of goods.

Recently, ESG bond issuance has been gradually spreading to banks and non-financial private companies in Korea. However, the Korean ESG bond market is still in its infancy in terms of size, diversity and investor base compared to the global ESG bond market. In other words, ESG bonds are rapidly forming in the global market, but are still in the formation stage in the domestic market, and various policy and practical measures such as system, incentives, and infrastructure are needed to activate them. In this paper, we examine the domestic and international status of ESG bonds in relation to responsible investment. In addition, this paper explores specific measures to revitalize the domestic ESG bond market in four aspects: establishing ESG bond standards, procedures and regulations, increasing ESG bond investment demand, increasing ESG bond issuance, building market infrastructure and market efforts. This study is expected to contribute to the development of the domestic ESG bond market and responsible investment.

Korea is showing its appearance as a leading country in the hydrogen economy by establishing policies for revitalizing the hydrogen economy and enacting the 「Hydrogen Economy Promotion and Hydrogen Safety Management Act」 for the first time in the world. In addition, domestic hydrogen facilities are using hydrogen energy safely through world-class safety management compared to overseas advanced countries. However, in order to enhance the safety of the rapidly diversifying hydrogen industry and rapid technology development, such as the introduction of liquefied hydrogen, some institutional improvements are needed. In this regard, this paper intends to analyze the results of safety inspections on 13 representative facilities and prepare safety improvement plans to establish preemptive safety measures.

Southeast Asia accounts for nearly a tenth of total worldwide cross-border movements of migrant workers. Cambodia, Indonesia, Laos, Myanmar, and Philippines make up the sending countries while Malaysia, Singapore, and Thailand are the major destinations. Migrant worker movements are predominantly in production process and low- to medium-skilled sectors. It is not unusual for irregular or undocumented movements to take place. In not a few instances, migrants work under harsh and exploitative conditions. In recent years, however, ASEAN has taken steps to manage labor migration at the regional level. The paper argues that ASEAN has not managed these cross-border labor flows as well as it should particularly in terms of protecting and promoting the human rights of migrants. It will be difficult to establish the genuine building blocks for a regional human rights mechanism unless there is a diffusion of alternative universal norms and standards to what ASEAN already embodies. As long as states resist any attempt to weaken or question or deligitimize their capacity to determine who gets to enter, stay, and leave their jurisdictions, it will be difficult to establish an effective migrant rights framework for the region.
