It is introduced an outstanding book about an important topic in occupational and environmental sciences i.e., the opportunities and challenges that may be connected with increasing the use and distribution of rare earth elements. These chemically similar elements, comprising the lanthanides, scandium, and yttrium, are involved in a number of essential technological applications, and their effects raise a number of human health issues of relevance to the occupational and environmental sciences. The book that I introduced here, "Rare Earth Elements in Human and Environmental Health; At the Crossroads between Toxicity and Safety" edited by Giovanni Pagano (Pan Stanford Publishing Pte. Ltd., Temasek Boulevard, Singapore) represents a break from that situation. It is essential to increase our knowledge about the environmental fate and biological effects of these technologically important metals in order to prevent unforeseen long-term man-made consequences to human health. This book is likely to become an important resource for scientists, engineers, and decision makers who understand the need for sensible exploitation of this resource.

There is an explosion of talk about crucial, new literacies for the 21st Century, for example critical thinking, problem-solving, media literacy, technology literacy, digital literacy, visual literacy. The other day, there was even an article about "gaming literacy!" How does one make sense of it all? The common factor in all these literacies is "information" - information seeking, information use, information processing, information presentation, and information evaluation. And, these "information" elements come together in information literacy: the ability to engage in effective and efficient information problem-solving. Information literacy is the overarching and unifying literacy, and all libraries have a unique and essential role to play in delivering meaningful information literacy programs to people of all ages. In this keynote paper and address, Professor and Dean Emeritus Mike Eisenberg will define the concept and structure of library-based information literacy programs and offer strategies for developing and implementing information literacy programs that are comprehensive(reaching all users), predictable (consistent over time), and accountable(measured and reported).

This paper describes the results of applying States and Modes Analysis, one of the requirements analysis techniques, to the development requirements of flight control software for Smart UAV. State/mode table enabled us to investigate various operation and design concepts, and as a result essential requirements for flight control software were established without omitting necessary requirements. Through the use of scenario-specific state transition diagrams, dynamic behaviours and control/response interfaces between each state and mode could been clearly identified, which made it possible to establish requirements related to dynamic behaviours of states and modes which are essential to the design of flight control software.

This paper proposes a method to select essential elements in a human evaluation model using the Choquet integral based on fuzzy measures and applies the model to the evaluation of human interface. Three kinds of concepts, Increment Degree, average of Increment Degree, Necessity coefficient, are defined. The proposed method selects essential elements by the use of the Relative necessity coefficient. The proposed method is applied to the analysis of human interface. In the experiment, (1) a warning sound, (2)a color vision, (3) the size of working area, (4) a response of confirmation, are considered as human interface elements. subjects answer the questionnarie after the experiment. From the data of questionnaire, fuzzy measures are identified and are applied to the proposed model. effectiveness of the proposed model is confirmed by the comparison of human interface elements extracted from the proposed model and those from the questionnarie.

The Back Up Breaker and Making Switch are very important equipments for the short circuit test facility, and contacts are the most important parts of the above switches. There are very many kind of contacts according to switches characteristic and should be done the verification test before use, especially development contacts. This study describes the class of switches, arc chute, material of whole contacts and essential test for verification. The essential test for verification are dielectric test, mechanical operation test, short-time withstand current test, load current breaking test, and short-circuit making current test etc.

We have developed three evaluation checklists of educational softwares for users such as, learners, teachers and parents, not for the software develops or designers. This study has especially focused on CD-ROM titles and softwares on the internet. The followings were selected as the essential attributes that the educational softwares of high quality should possess : ease of use, technical support and interest of learning for learners, educational value and smartness for teachers, packaging integrity, investment value and childproof for parents. The evaluation checklists were developed on the basis of evaluation criteria which were concretion of the essential attributes. The validity of the evaluation checklists was supported by a theoretical study for the development of ckecklists and the actual development process. The interrater reliability and the retest reliability were confirmed by statistical methods. Thus, the developed checklists can be a useful tool to evaluate educational softwares. This study will contribute to improvement of the software quality and help users in selecting educational softwares.

Due to developing environmental concern use of renewable energy source is very essential. The great demand for the energy supply coupled with inadequate energy sources creates an emergency to find a new solution for the energy shortage. The appropriate wind energy distribution is the fundamental requirement for the assessment of wind energy potential available at the particular site essential for the design of wind farms. Hence the proper specification of the wind speed distribution plays a vital role. In this paper the Bimodal Weibull distribution is used to estimate the Capacity factor at the proposed site. The shape and scale parameters estimated using Maximum likelihood method is used as the initial value for extrapolation. Application of this model will give an accurate result overwhelming the concept of overestimation or underestimation of Capacity factor.

Today, 3D softwares have become an essential tool in all areas of Video, including Movies, Animations, CFs, Motion Graphics and Games. One of the most commonly used fields is the 3D character video part. However, these 3D character animations and motion graphics softwares are difficult to learn and too much to learn, making it difficult to learn them all in a university education with a limited time of four years. In this paper, many Inverse kinematics tools, which are essential in the 3D character animations and motion graphics field, compare and analyze the strengths and weaknesses of each tool, focusing on Bone, Character Studio, and Character Animation Toolkit, which are most commonly used in work fields. And use Delphi techniques for 3D experts to secure objectivity. Therefore, for universities that require large amounts of teaching in a limited time, I propose an analysis of which of the above three Inverse Kinetics tools is advantageous for students to select and focus on for efficient education.

The application of digital technology to instrumentation and control systems in nuclear power plants has overcome many shortcomings of analog technology, but the threat of cybersecurity has increased. Along with other systems, the reactor protection system also uses digital-based equipment, so responding to cybersecurity threats is essential. We generally determine cybersecurity threats according to the role and function of the system. However, since the instrumentation and control system has various systems linked to each other, it is essential to analyze cybersecurity threats together between the connected systems. In this paper, we analyze the cybersecurity threat of the reactor protection system with the associated facilities. To this end, we quantitatively identified the risk of the reactor protection system by considering safety functions, a communication type, the use of analog or digital-based equipment of the associated systems, and the software vulnerability of the configuration module of the reactor protection system.

The purposes of this study are to investigate the present conditions of children' Practical use of playing fields and playing facilities within their residential area, and to provide essential data relavant to building outdoor playing field for children which are fitted with children’ developmental features and also are corresponding to their needs. The subjects for this study were 866 children of the 2nd. 4th, and 6th grade living in Taegu. Data were gathered through questionnaires and analyzed by frequencies, percentile, and Chi-Sqaure test. The main results of this study are as follows : Firstly, it was found that the Playing fields children preferred most was 'within their house'. In terms of frequency making use of outdoor Playing fields. 'do not use' held the hightest proportion of children. Second, the playing facility in playing fields, being most frequently used by children, was a slide, following it a swing and a horizontal iron bar took the second, the third place respectively.
