  • At the United Nations High-level Meeting on Non-communicable Disease Prevention and Control in 2011 the link between health and socioeconomic issues was raised, becoming a global political issue. Health equity is one challenge that has hitherto not been addressed directly, although there is a growing shared recognition that cancer in Asia is an urgent social issue. At the UICC-ARO we are working to promote and widen networks of individuals and organizations in Asia and involve them in cooperation for this purpose. As part of our current activities, we are addressing the question of the "Economic burden of cancer in Asian countries: How should we face the current situation?" from a variety of angles and seeking to bring together a wealth of multidisciplinary knowledge about cancer in Asia and its related socioeconomic factors. It is essential to ensure that the real picture of cancer in Asia, which is currently not accurately understood, is conveyed clearly to all concerned, and also that the differences between cancer in Asia and in the West are highlighted.

  • Purpose - Many studies report that returns on hedge portfolios that eliminate particular risk types are abnormal from traditional asset pricing models' perspectives. This study examines the pervasiveness of anomalous returns conditioned on business cycle and group size. Research design, data, and methodology - Using KOSPI and KOSDAQ market data from July 1991 to December 2013, we categorize stocks into appropriately sized groups, and dichotomize our sample periods into expansion and recession periods then, we construct hedge portfolios by sorting stocks by anomaly variables and calculate their returns. Results - Four anomalies, including earnings yield, net stock issue, total asset growth, and liquidity appear pervasive across all groups for the entire sample period. However, only the hedge returns of net stock issues are significant across all group sizes during both expansion and recession. Conclusions - A net stock issue can be an appropriate proxy for expected growth of book equity for all group sizes in recessions. This finding could provide insights to investment industry participants and to researchers interested in the relationship between expected growth of book equity and business cycle risk.

  • This paper is to examine some issues and policy direction of capital income taxation in Korea. Fundamental tax reform in US was reviewed to get some lessons for reforming the capital income taxation. One of main characteristics in Korea's capital income taxation is different treatment by corporation type, investment goods, and financial structures. Especially, the tax differential for debt and equity financing has been serious, as debt has been deducted as cost. We discuss that tax policy should try to satisfy the efficiency, equity, and simplicity under the structure of income based taxation for the time being. However, the changes of tax policies in advanced economies should be carefully examined, as Korea has the structure of small open economy. The current issue on the abolition of corporation income tax might be premature in logical structure and implementation. The US fundamental tax reform might be useful reference for determining the direction of capital income taxation in Korea, as it gives us some chances to discuss about tax base issue with income and consumption. Consumption based taxation is superior to income based taxation in the perspective of administrative and compliance costs. We should consider these tax costs for reforming capital income tax system in Korea.

These two rival conceptions reflected by viewpoint(ideology) would lead to different directions in policy-making for health care reform. The purpose of this study is to access the value differences of experts' policy views about health care issues by analyzing the extent of consensus among experts in the field of health care. Using primary data obtained through a mail survey of 558 experts in the field of health care, we analyzed the differences of experts' opinions about characteristics of health care market, policy issues and values Gdeology). The study represents from 50-50 split analysis, entropy index, and factor analysis that the wide spread disagreements over health policy, which is a major barriers to effective policy-making, could be caused by the ideological perception differences among experts. This implies that, if values play an important role in policy-making, we should identify the differences in value and seek ways to balance among the diverse values such as efficiency, equity, freedom, and security. For this, the policy issues debated on differences in values should be reconciled for narrowing gaps of experts' perceptions through various ways.

  • The interaction between student and school levels should be considered to understand and examine equity in education. For this reason, we included the socioeconomic composition of schools to scrutinize the equity related to students' socioeconomic status and mathematical literacy in Korea. We applied the hierarchical linear modeling approach to the Programme for International Student Assessment (PISA) 2015 data for binational comparison between Korea (5,548 students from 168 schools) and the U.S. (5,217 students from 161 schools). The findings show that school-level achievement and the socioeconomic composition of schools cannot be ignored to understand Korean students' achievement gap between high and low socioeconomic status. In addition, U.S. students from low socioeconomic status were likely to have similar mathematics literacy scores. These findings indicated that inequity in Korean mathematics education could be intertwined with the characteristics of Korean students like high demands for supplementary private education and school characteristics like curriculum selection. This research also reminds mathematics educators that people should not simply mimic other education systems to resolve education issues in their own system.

  • Ninety-eight bestselling children's picture books from 2008 to 2014 were analyzed for multicultural education. The criteria used for the analysis included Culture, Diversity, Identity, Equity, Anti-bias, and Cooperation that were drawn from Kim & Park (2011). An examination of the books revealed that they contained concepts of Cooperation, Identity, Culture, and Diversity in their orders of frequency while ideas of Equity and Anti-bias were barely depicted. Differences between domestic and translated books were found. Translated picture books reflected Diversity more frequently than domestic ones. Under a criterion of Culture, Recognizing Differences and Similarities was more frequently portrayed in translated books while Respecting for Cultures was more frequently found in domestic ones. Findings were discussed in terms of bestselling picture books' limitations of dealing with critical multicultural issues, domestic picture books' lack of reflection of changing multicultural realities, fantasy picture books'dealing with critical multicultural issues through metaphors, and possible problems of the books conveying biased or confusing messages. It was suggested that an adult's role is essential when the bestselling literature is used for the purpose of multicultural education. Their deliberate guidance can help young children engaged in critical issues of race, gender, and ability and develop their multicultural sensitivities through literature.
