Purpose: COVID-19 has negatively influenced the financial performance of restaurant firms. Previous literature suggests that the franchising strategy effectively helps restaurant firms recover from difficult business conditions through various methods for expanding business size and enhancing business efficiency. According to risk-sharing theory, restaurant franchisors may minimize operational risks by sharing the risks with their franchisees. For instance, restaurant franchisors could generate more stable cash flow using franchise fees from their franchisees. However, research on the effect of franchise's risk reduction factor on business performance during pandemic is scarce. Thus, this study aims to examine the positive moderating effect of franchising between COVID-19 and restaurants' financial performance. Research design, data, and methodology: Panel data including financial information and franchising status of restaurant firms were collected for analysis. In order to control for unobserved firm-specific factors, generalized least squared estimation in fixed effects model was conducted. Huber-White robust standard errors were used to deal with heteroscedasticity issues. Results: It was found that COVID-19 pandemic has a negative effect on the restaurants' financial performance such as ROA (return on assets), ROE (return on equity), and PM (profit margins), which confirms the findings from existing literature. More importantly, results show that the degree of franchising has a positive moderating effect on the relationship between COVID-19 and financial performance of restaurant firms. This suggests that more active engagement in franchising may decrease negative impacts of COVID-19 on the restaurants' financial performance. Conclusions: The study supports existing literature related to risk-sharing theory, by confirming that pandemics, such as COVID-19, negatively affect financial performance of the restaurants. Furthermore, it was found that franchising strategy can help lessen negative impacts of pandemics on the firm performance. These findings can contribute to the franchise and restaurant management literature by suggesting the role of franchising in reducing business risks, thereby positively affecting financial performance. Moreover, this study offers business managers of franchisors and franchisees insights for utilizing franchising in restaurant risk management. Policymakers may also gain information on aiding restaurant firms during global crisis, such as COVID-19.

Purpose: This study examined characteristics and patterns of interorganizational networks for smoking prevention and cessation in Korea. Methods: We surveyed two community health centers, ninety-five hospitals or clinics, ninety- two pharmacies, and sixty-five health welfare organizations in two districts of Seoul in 2020. Data on the organizations' characteristics of smoking cessation and interorganizational activities for information sharing, client referral, and program collaboration were collected and analyzed using network statistics and blockmodeling. Results: Network size was in the order of information sharing, client referral, and program collaboration networks. Network patterns for interorganizational activities on information sharing, client referral, and program collaboration among four organizations were similar between the two districts. Community health centers provided information and received clients from a majority of the organizations. Their interactions were not unidirectional but mutual with other organizations. Pharmacies were involved in information sharing with health welfare organizations and client referrals to hospitals or clinics. Health welfare organizations were primarily connected with the community health centers for client referrals and program collaboration. Conclusion: A community health center is the lead agency in interorganizational activities for smoking prevention and cessation. However, hospitals or clinics, pharmacies, and health welfare organizations also participate in interorganizational networks for smoking prevention and cessation with diverse roles. This study would be evidence for developing future interorganizational networks for smoking prevention and cessation.

The aim of this paper is to examine the long-standing regional disparities and social division in the UK which are considered one of the crucial facts of Brexit. Since Brexit, also, the changed regional development policies are reviewed. Regarding policy perspective, we delve into the process of the UK government's strategic policy choices, such as privatisation of public enterprises and financial reform, amid the neoliberal globalisation in the late 1970s, drawing its implication to us having similar problems. Besides, the UK's self-sustaining regional development fund, policy, and changed governance are dissected with several ongoing debates. The number of public libraries in Korea has been increasing. However, the focus was on quantitative growth, while it did not have much interests in whether its growth trend are have deviations by region, and if that is a fact, what factors caused such a disparity. For this reason, this study analyzes spatial distribution of public libraries in Korea and its affecting factors of regional gap. As a result, public libraries are constantly distributing in the metropolitan area and the distribution of public libraries showed deviations by region. The results of analysis regarding the determinants of public libraries distribution, rate of population growth, the number of businesses and financial independence rate are found to have a positive effect but local taxes per capita are not. Especially economic power of region and financial ability of a local government are key factors of regional disparity. It shows empirically that the supply of public libraries has been determined by the convenience of suppliers.

The academic library development plan has external importance as it explicitly declares the library's role and development direction. Internally, it is also a library service guideline. To develop the development plan, libraries must understand the trends and needs of international, national, and affiliating universities and their constituents. Accordingly, this research includes case, content, and network analyses of foreign academic libraries' development plans to identify the trends. The analysis results show most foreign academic libraries employed various strategies and plans, which can be characterized as 'collaboration,' 'collection development,' and 'research support.' Consequently, we propose the following factors to consider when developing an academic library development plan: specification of mission, vision, and core values; recognition of core values such as diversity, equity, and inclusion; awareness of the significance of collaboration and partnership with other units within the universities and external organizations; and utilization of university library development plans as tools for achieving management objectives.

From a phenomenological perspective on military human resources to carry out the government's "Defense Vision 2050" project, this study presents the direction of revision of the military pension along with the age and continuous retirement age system under Article 8 of the Military Personnel Act and the promotion criteria under Article 33 of the Enforcement Decree of the Military Act. The Military Personnel Act and the Enforcement Decree of the Military Personnel Act, which was created 60 years ago, are contrary to the equity of the current situation in 2022, and the conflicts continue to be drawn in terms of internal and external aspects of military human resources carrying out the "Defense Vision 2050" project, which is the keynote of the government's policy. In addition, this is linked to the national financial burden of military pension finances. Therefore, this study began with the need to revise the Military Personnel Act so that excellent human resources can continue to be introduced into a military system and perform stable duties through retirement age guarantee systems rather than class retirement.
