Automated Geo-registration for Massive Satellite Image Processing

  • Massive amount of satellite image processing such asglobal/continental-level analysis and monitoring requires automated and speedy georegistration. There could be two major automated approaches: (1) rigid mathematical modeling using sensor model and ephemeris data; (2) heuristic co-registration approach with respect to existing reference image. In case of ETM+, the accuracy of the first approach is known as RMSE 250m, which is far below requested accuracy level for most of satellite image processing. On the other hands, the second approach is to find identical points between new image and reference image and use heuristic regression model for registration. The latter shows better accuracy but has problems with expensive computation. To improve efficiency of the coregistration approach, the author proposed a pre-qualified matching algorithm which is composed of feature extraction with canny operator and area matching algorithm with correlation coefficient. Throughout the pre-qualification approach, the computation time was significantly improved and make the registration accuracy is improved. A prototype was implemented and tested with the proposed algorithm. The performance test of 14 TM/ETM+ images in the U.S. showed: (1) average RMSE error of the approach was 0.47 dependent upon terrain and features; (2) the number average matching points were over 15,000; (3) the time complexity was 12 min per image with 3.2GHz Intel Pentium 4 and 1G Ram.

  • Article 29(3) of Occupational Safety And Health Act, which states a contractor can request a design change to an employer of businesses under the risk condition of construction of temporary structure, was established. Accordingly, in this study, recent fatal accidents caused by temporary structures were analyzed, and the level of inclusion of temporary structures in the design document were examined, and high risk temporary structures were classified. In addition, the requirements of design change of temporary structures were presented, and the qualifications of expert to certify the design change were proposed.

  • This study promotes the understanding of landscape technicians by, assessing the professional qualification system that aligns with the needs of the 21st-century environment, distinct from the industrialization era, It, provides basic theoretical insights into the multi-dimensional connections between the motivation for a certificate and the career decision-making self-efficacy of individuals with a demand for the certificate in the structural aspect. The collected data underwent a comprehensive analysis involving frequency assessments, confirmatory factor analysis, descriptive statistics, reliability tests, and correlation analyses. The study found differences according to particpants' diverse sociodemographic characteristics including gender, place of residence, educational background, and occupation. The motivation for obtaining a certificate had significant positive effects on their career-decision-making self-efficacy, within the context of structural relations. The study findings on the relations between motivation for obtaining a certificate and career decision-making self-efficacy demonstrate that the direction and intensity of efforts to obtain a certificate can increase the career decision-making self-efficacy of people hoping to become landscape technicians.

  • The satellite is exposed to the severe vibration environments such as random vibration environments such as random vibration, acceleration, shock, and acoustics during launch ascent and transportation. It is also faced with various space environments such as thermal vacuum, radiation and microgravity during the mission life. The satellite should be designed, manufactured, assembled and tested to be able to endure in these harsh environments. This paper addresses the results of the structural and thermal design and analyses for the HAUSAT-1 picosatellite which is scheduled to launch in the first quarter of 2005 by Russian launch vehicle "Dnepr". The qualification vibration and thermal vacuum tests have been conducted and passed at the satellite level to ensure that the HAUSAT-1 mechanical system was designed to be stable with enough margin.

A Model Curriculum Development for Clinical Nurse Specialist Training Program in Organ Transplant (장기이식 전문간호사를 위한 교육과정 연구)

  • The twenty-first century may be said to be entering into a specialized qualification age to meet the needs of new technical innovations such as environmental changes, demographical changes, changes in the constitution of diseases, changes in the needs of the national health, reforms of information and knowledge, etc., which requires the provision of competitive services that can fulfill the high level needs of consumers. In consequence, it is needed to apply a practical nursing model that can serve as a guide for healthy society and to secure the sphere that can affect nursing policy-making by keeping pace with the changing environment. Furthermore, it is also urgent to expand more the activity sphere of nurse specialists with authority and autonomy, establish their legal foundation, establish a qualification accreditation system for nurse specialists, and develop educational programs. In Korea, the law relative to organ transplant past the national assembly on February 9, 2000, legally acknowledged brain death, which indicated to us the emergence of an age of organ transplant. Therefore, it necessitates to find out those of brain death from whom organ transplant is feasible in clinical practices, with their families' consent link to those terminal organ failure patients who are in need of an organ, and mediate both parties so that smooth transplant can be accomplished. A series of these complicated procedures require systematically trained specialists with high level techniques of organic management. With this in mind, this study was conducted on 69 clinical nurse specialists for organ transplant, accredited by the hospital, who are in active service in clinical practices. The resultant findings were revealed, as follows: 1. The qualifications of clinical nurse specialists for organ transplant should be accredited by Ministry of Health and Welfare or Korea Nurses Association. 2. The validity of qualifications should be for three years, and their renewal should be based on marks of a supplemental training or an education course for more than 12 hours a year. 3. The qualification of the clinical nurse specialist necessitates theoretical lectures and practices on those nurses who have had clinical experience in the pertinent field. 4. The course of training is required to be one year in the length of training and take more than 20 credits (320 hours) and 5 credits (240 hours).

Distribution Characteristics of Airborne Bacteria in Organic-Waste Resource Facilities (유기성 폐기물 자원화 시설에서 발생되는 부유 세균의 분포 특성)

  • Objectives: Bioaerosols released by treating organic-waste resources cause a variety of environmental and hygiene problems. The objective of this study was to investigate the distribution characteristics of the airborne bacteria emitted from a pig manure composting plant, a principal site for organic-waste resource facilities. Methods: Three types of pig manure composting plant were selected based on fermentation mode: screw type, rotary type and natural-dry type. Each site was visited and investigated on a monthly basis between September 2009 and August 2010. A total of 36 air samplings were obtained from the pig manure composting plants. The air sampling equipment was a six-stage cascade impactor. Quantification and qualification of airborne bacteria in the air samples was performed by agar culture method and identification technique, respectively. Results: The mean concentrations of airborne bacteria in pig manure composting plant were 7,032 (${\pm}1,496$) CFU $m^{-3}$ for screw type, 3,309 (${\pm}1,320$) CFU $m^{-3}$ for rotary type, and 5,580 (${\pm}1,106$) CFU $m^{-3}$ for natural dry type. The screw type pig manure composting plant showed the highest concentration of airborne bacteria, followed by the natural dry type and the rotary type. The ratio of respirable to total airborne bacteria was approximately 40-60%. The predominant genera of airborne bacteria identified were Micrococcus spp., Staphylococcus spp. and Escherichia spp. Conclusion: Monthly levels of airborne bacteria were highest in August and lowest in November regardless of fermentation mode. There was no significant correlation relationship between airborne bacteria and environmental factors such as temperature, relative humidity and particulate matters in pig manure composting plants.

Current Situation of the International Recognition of Toxicologists -Update of the Japanese Society of Toxicology-

  • Issuance of certification and licensing for toxicologists authorized by the Japanese Society of Thxicology (JST) became effective on July 24, 1997. The certification system consists of examination, eligibility requirements for the applicants, authorization/license by the board of trustees of JST, and the re-certification of previously authorized qualification. In the last 2-3 years, about 30-40% of candidates for the examination have succeeded. The Committee has estimated that the level of the examination would be sufficient to determine qualified toxicologists. This updated status and a detailed explanation are to be presented at the workshop. In global terms, the JST special committee agrees that "harmonization of certification/registration procedure for qualified toxicologists means to ensure/set the minimum requirement for the global authorization of qualified toxicologists". The following items in global authorization are ad-dressed for further discussion: (1) What's the benefit\ulcorner (2) Toxicological safety assessment standards, and (3) the JST position for authorization.orization.

  • This paper proposes a procedure for designing an accelerated test using SMAT(Stress, (failure) Mechanism and Test) model describing the relation among stress, failure mode/mechanism and test method. In SMAT model the stresses to be applied are derived from the environmental factor analysis, the relative importance of those stresses can be estimated using AHP(Analytic Hierarchy Process) and failure mode/mechanism and test method are derived from the fields failure information and FMEA(Failure Mode and Effect Analysis). By applying the procedure we can make a selection of major factors to cause the failure of assembly and design the accelerated test using DOE(Design of Experiments) The procedure is illustrated with an qualification test case study of washing machine shaft assembly in "A" electric appliance company.

Analysis of the Program for Training Pre-service Earth Science Teachers: Focusing on College Curriculum

  • This study identified and examined earth science education department programs in Korea. Major courses provided by 11 universities and their course requirements were analyzed, and the main research results are as follows. First, many basic courses, other major requisite, and elective courses are provided in geology, astronomy, and atmospheric science. oceanography, geophysics, earth environmental science, and natural disaster and energy resources had fewer major requisite courses provided in addition to basic courses, and few elective courses were offered. Second, many courses in science education focused on earth science, while others focused on general science and there were few courses that covered education theory regarding the specific subject. Third, science course application requirements emphasized the understanding of science in general or of earth science specifically. From the above results, additional studies are proposed to reflect on the current state and supplement these programs.

  • Because the Nuclear power plant needs for the specific high stability and the confidence, it is required that cable shall be flame retardant at fire and endure to be exposed by radiation, chemical fluid, steam and high temperature at sudden accident condition and be maintained its capability on nomal operation up to 40 years as same as it's service life for Nuclear Power Plant. Consequently, In this report, we describe the terms of Environmental Qualification Test for cable and properties required for cable which developed for Nuclear Power Plant.
