Reformation Methods of Environmental Impact Assessment in Water Resources Development Project by Examining Local Resident Opinions (수자원 개발사업 주민의견 유형분석을 통한 환경영향평가 개선방안)

  • This study was carried out for improving the effectiveness of water resources development project through local resident opinions in the environmental impact assessment(EIA). The EIA reports of seven dams were examined. Four dams -Youngju Dam, Seongduck Dam, Buhang Dam and Hantangang Dam- which included many local opinions including 470 opinions of 341 local residents were selected to be analyzed. Local residents submitted their opinions in the six fields which are meteorological phenomena, water quality, land use, fauna and flora, noise and vibration, and residence, and the major opinions of those opinions came from the atmosphere environment field which is 32% of total opinions and social and economic field which is 38% of total opinions, respectively. In submerged area, opinions of the measure for migration and compensation were 91% and in non-submerged area, opinions of the measure for meteorological phenomena was 86%. Those percentages were maximum in each area. Opinions concerned meteorological phenomena were 86% and 53% in Youngju Dam and Seongduck Dam where area is surrounded by existing dam, but there was only 9% and 0% of opinions in Buhang Dam and Hantangang Dam where area is without existing dam nearby. The reformation methods which reflected the resident's opinions were suggested on EIA in dam development projects. First of all, reliability and objectivity of the field of meteorological phenoma should be enhanced by scientific prediction of the phenomenon days. Secondly, techniques reducing uncertainty of various water quality prediction models ought to be developed and effectiveness of the reduction strategies in environmental impact should be quantified. Finally, the draft of EIA report should involve the detailed plans of migration and compensation's procedures, criteria and measures to support.

Strength and Friction Behavior of Cement paste poured in the Bored Pile (매입말뚝의 시멘트풀 강도 및 마찰거동에 관한 연구)

  • The bored pile is widely used as a low noise and vibration piling method in Korea. However, there is design tendency to minimize the friction capacity of the bored pile because of uncertainty and the quality control specification is not set up. This research analysed the strength characteristics of cement paste after the uniaxial compression test with various condition. Test results show that the compressive strength of cement paste with w/c=0.83 was up to $156.0kgf/cm^2$, and the lower w/c ratio and the longer age, the strength of cement paste increased. Also the higher soil mixing ratio, the strength of soil cement decreased, and too high soil mixing ratio caused the malfuction of soil cement. Also this research analysed the 188 dynamic pile test results which were performed before and after hardening of cement paste. Analysis result showed that the average ultimate unit friction capacity was $9.1tf/m^2$ and this result surpassed the common design criteria of the bored pile.

Improvement of Inter-Regional Railroad Facilities in Urban Areas (지역간 철도의 도심통과구간 개선방안)

  • This study suggests several ways to improve the railroad facilities in the urban areas so as to maintain the urban railroad facilities and minimize their adverse impact on the roads around the facilities. Environmental problems such as noise and vibration can be minimized by constructing soundproofing walls and improving railway and train systems. To reduce the traffic congestion at the railroad crossings, current at-grade crossings should be changed to separated crossings. Moreover, the criteria by where railroad crossings are located should be revised. In the long term, the land use development for the railroad station and the surrounding areas needs to be changed. Several case studies of Japan's and France's major cities show the potential of successfully integrating the development of railroad facilities and their surrounding areas. In addition, there is a need to .consider institutional aspects, to improve the railroad facilities in the urban areas and to allow the integrated development of the railroad facilities and the surrounding areas.

Measurement of Spatial Coherence of Active Acoustic Sensor Array Signal (능동 음향센서 배열신호의 공간 상관성 측정)

  • Active acoustic array signal was measured in the East Sea and the South sea and spatial coherence was analyzed. The measurement of ambient noise, target reflection signal, sea surface backscattering signals took place including environmental measurements of sea wind, and vertical temperature profiles. The spatial coherence of ambient noise was lower than that of target reflection signal in the South Sea. The spatial coherence of target reflection signal was above 0.5 over all array length. The spatial coherence of sea surface backscattering signal was higher in high incident angle. The maximum non-dimensional array length was 3.0 ($26^{\circ}$) and 3.5 ($32^{\circ}$) to have spatial coherence above 0.5 in the East Sea. To find a design criteria for array configuration and array performance, more measurements of temporal and spatial coherence will be needed continuously in the future.

  • Since blasting noise is impact noise, it will give a sudden shock to the human. In the case, such as the blast vibration, it has given aging buildings and livestock great damage to move the vibration along ground in nearby regions. In this study, the influence of the blasting generated during excavation was analyzed for effects on regional. A couple of field and laboratory surveys about geological were carried out to figure out the geological ratio in the study-performed area. Blast vibration noise was compared to the domestic and abroad case studies and each of the institutions permissible standards established the most appropriate criteria in site condition. The vibration velocity of blasting vibration exploits the values which were measured from test blasting on the ground in order to examine blasting effect. Considering the blasting point as the shortest distance from safety facilities (farms, private houses, etc.), the examination of the influence range, which was derived from the vibration velocity of blasting vibration, was performed to figure out how the point affected the safety facilities. Three-dimensional numerical analysis was performed a time history analysis in order to analyze the behavior of the structure for a dynamic blast load, which was determined in three directions of the blast vibration value. The results of three-dimensional numerical analysis and the blasting effect of blasting vibration estimation equation blasting vibration of impact circle with accompanying test blasting were compared. And the analysis confirmed similar results figures.

Environmental Benefit Analysis for Railroad-related Projects (철도관련 사업에서의 환경편익 고려방안)

  • Environmental impact is getting more attention in many feasibility studies for railroad-related projects and research items. For sustainable growth and green transportation, the benefits typically used for feasibility studies in railway-related projects, are composed mostly of economic criterions which is not considering growing attention on changing paradigm. Based on the analysis of current methodologies, improvements in estimating environmental impact especially on noise and pollution are suggested. Active steering bogie has been proposed to satisfy stabilizing and steering performance of railroad. This paper describes the feasibility study of the active steering bogie for a urban railway vehicle based on environment-related criteria.

A Suggestion of Mix, Construction Method and Quality Control Criteria of Fine-size Exposed Aggregate PCC Pavement by Experimental Construction (시험시공을 통한 소입경 골재노출 콘크리트 포장의 배합, 시공 및 품질관리 기준 제안)

  • Surface of fine-size exposed aggregate portland cement concrete pavements(FS-EAPCC) is consist by exposed coarse aggregate to remove upper 2~3mm mortar of concrete slabs. Advantages of FS-EAPCC are maintaining low-noise and adequate skid-resistance level during the performance period. However, FS-EAPCC is required rational management criteria for field application, since it is early stage for application. Design construction and quality control criteria of FS-EAPCC was temporary laboratory tests which including optimum mix and exposing method, selection of adequate aggregate, resistance against, environmental loading and etc. However, these criteria need to be validated base on field application. In this study, experimental constructions were performed and construction procedure and quality control criteria were suggested based on the performance of the FS-EAPCC.

A Study on Variable Speed Limit Strategies in Freeway Work Zone Using Multi-Criteria Decision Making Process (다기준 의사결정기반 고속도로 공사구간 VSL전략에 관한 연구)

  • The purpose of this study is to propose a methodology for operating variable speed limit (VSL) strategies in freeway work zones. A notable feature in this study is to incorporate a multi-criteria decision making process into deriving better VSL strategies. Decision criteria in this study include operational efficiency, safety, and environmental impacts. Travel speed, acceleration noise, and CO2 were used as performance measures for evaluating VSL strategies. A multi-criteria value function was developed through an analytical hierarchical process (AHP) for representing expert's knowledge. Then, a variety of VSL operations scenarios were investigated utilizing a microscopic traffic simulation suite, VISSIM. The proposed methodology would be useful in supporting more efficient, safer, and more environment-friendly traffic operations and control in freeway work zones.

A Study on Location and User Satisfaction of the Green Buffer Zone in Gwanggyo New Town (광교신도시 완충녹지의 입지와 이용만족도 연구)

  • The purpose of this study is to find out that it can be provided as a basic data to increase the satisfaction with users in the placement and creation of the Green Buffer Zone. In this study, the research was started on the Green Buffer Zone in Gwanggyo new town, which was rebuilt as the zone to use according to the change of legal installation standard of the zone. The subject of this study is the Green Buffer Zone in Gwanggyo new town, which is expected to be completed in step 4 of 2016. As a result of analysing the location and use characteristics of the Green Buffer Zone, the following conclusions were made. First of all, it is categorized into two categories by Buffering / disaster prevention type and land to use adjustment type. Second, the buffer space of commercial space and housing is satisfying, but in commercial space, there is a need for a cushioning function and housing spaces require improvements in the functioning of the landscape. Third, the function of the Green Buffer Zone resets to cushioning function, disaster prevention function, landscape function, utilization function. and The installation criteria are proposed to environmental pollution, noise abatement, and planting trees, etc. Lastly, the future utilization plan considering the location and use characteristics of the Green Buffer Zone is as follows. In the planning stage, preference is given to the characteristics of use of arranging green facility. It is necessary to manage the planned facilities as much as possible by changing them if necessary. Construction stage, it restrictively reflects landscaping facilities within the Green Buffer Zone function. After stage, This study will prioritize the target areas and select necessary areas and need to make efforts to prevent indiscriminate greenery encroachment.

Analysis of drilling performance and shape for granite according to operating parameters of waterjet nozzles (복수의 워터젯 노즐 운용변수에 따른 화강암 천공성능 및 형상 분석)

  • Waterjets for rocks have various advantages of the non-contact and eco-friendly excavation using only water and abrasive. To overcome the problems (e.g., dust and noise occurrence) of the conventional drilling methods, waterjet excavation methods are broadly used. It is advantageous to operate a couple of nozzles in order to increase the waterjet excavation efficiency. When multiple nozzles are used, it is essential to analyze the excavation performance and shape according to the nozzle operation method. In this study, nozzle angle, horizontal distance between nozzles, and standoff distance were defined as nozzle operating parameters and the excavation performance and shape were analyzed. As a result of the experiment, when the nozzle angle and standoff distance are increased, the excavation depth is decreased and the effective depth tends to be increased. In addition, based on the experimental results, the excavation shape criteria required for nozzle insertion were proposed and optimal nozzle operating parameters were derived according to the criteria. This study result is expected to be used as useful basic research in the future development of multiple waterjet nozzles for rock drilling.
