저탄소 녹색도시 조성을 위한 정책 우선순위 연구 (Study on the Policy Priority for Low Carbon Green City)

  • The purpose of this study is to establish common indicators that constitute a "low-carbon green city" and determine their priorities from the perspective of Incheon Metropolitan City with a view to help develop its climate change strategy strategic city. Several major cities, domestic and overseas, were benchmarked to come up with preliminary indicators consisting of six areas, twenty two planning factors, and 74 indicators. In order to evaluate the validity and relevance of preliminary indicators, expert FGI (Focus Group Interview) was conducted that changed the numbers of final indicators to six areas, twenty two planning factors, and 82 indicators. Finally, AHP (Analytic Hierarchy Process) was conducted to assign relative importance (i.e. weights) to each indicator. Through the layering process of AHP, the upper category of "field" and lower category of "planning factors" were set up as policy prerequisites for constructing a low-carbon green city (6 fields, 22 planning factors). The AHP results for the first level (fields), green city space was ranked first, followed by energy and resource circulation, green traffic, ecological preservation, green logistics, and governance. Among all planning factors, land use, energy efficiency, traffic system improvement, location planning, securing of ecological area, efficiency of logistics, and cooperative organization showed the highest priorities.

개발관련 갈등의 예방과 해소방안 (Prevention and Resolution of Conflicts on Development and Environment in Korea)

  • 정부 주도의 대규모 개발사업은 개발과 환경보전이라는 가치관의 차이, 개발로 인한 공익과 환경 파괴로 인한 환경이익 침해와 같은 공익 간의 상충, 사업으로 예상되는 국익과 개인의 재산권 침해 등과 같은 문제를 초래하는 경우가 많았다. 그럼에도 불구하고 정부는 개발정책과 계획을 수립하고 개발사업을 집행하는 과정에서 발생되는 자연훼손이나 환경파괴, 경제적 타당성, 사회적 문제 등을 객관적이고 과학적으로 조사하거나 제대로 검증하지 않아 갈등이 빈번하게 발생하였다. 이러한 갈등을 해결하기 위한 기존의 연구는 대개 갈등의 원인을 이해관계, 가치관, 사실관계, 제도 측면에서 규명하고 해결방안으로 주로 주민참여와 거버넌스, 전략환경평가, 사회영향평가 등을 제시하였다. 본 연구에서는 한국에서 1980년대 중반이후 주요 개발갈등사례를 개발사업 종류, 갈등당사자, 갈등 쟁점, 갈등 원인, 선거공약 여부, 소송 여부에 따라 정리한 후, 갈등 예방과 해소를 위한 법과 제도를 고찰하였다. 그리고 선거공약 또는 개발정책 및 계획안 구상단계, 개발정책 및 개발계획 수립 단계, 개발사업 시행단계, 갈등 분쟁 발생단계 등으로 구분하여 갈등예방 및 해소방안을 제시하였다. 선거공약 단계에서는 공직선거법상 선거공약서 규정에 국가재정법상 예비타당성분석을 도입하고, 개발정책 및 개발계획 수립단계에서는 전략환경평가와 갈등영향평가의 연계, 전략환경평가과정에 사회영향평가 및 주민참여의 강화, 환경계획과 개발계획의 연계 등을 제시하였다. 개발사업 시행 단계에서는 환경영향평가 과정에서의 주민참여를 강화하고, 개발사업 시행단계에서 갈등이 발생하는 경우 거버넌스 구축과 환경분쟁조정법, 공공기관의 갈등예방과 해결에 관한 규정 등을 근거로 하는 갈등해소방안을 제시하였다.

대구의 도시 에너지 전환과 에너지 자립 (Urban energy transition and energy autonomy in Daegu)

  • 화석연료의 고갈과 국제 유가의 폭등, 기후온난화와 빈번한 환경 재난은 자원 및 환경 담론과 정책의 강화를 요청했으며, 이에 따라 지속가능한 발전의 개념이나 탄소 규제 전략에 바탕을 둔 정책들이 추진되어 왔다. 그러나 이러한 기존 개념이나 전략들은 신자유주의화 과정에 포섭되면서, 실효성이 있는 성과를 얻지 못했다. 이러한 점에서 새로운 전략적 규범적 개념으로 에너지 전환과 더불어 에너지 자립의 개념이 제시된다. 대구시는 비교적 일찍 에너지 문제에 관심을 가지고 솔라시티 정책을 추진해 왔지만, 거시적 배경에 편승하여 도시 에너지 문제를 제대로 대응하지 못했다. 이러한 점에서 이 논문은 대구시의 에너지 문제 실태와 정책의 의의와 한계를 살펴보고, 도시 에너지 전환과 자립을 위한 4가지 원칙, 즉 화석에너지 및 핵에너지에서 재생가능 에너지로의 전환, 공급주도형에서 수요관리 중심 정책으로의 전환, 중앙집중형에서 지역분산형 에너지 시스템으로의 전환, 그리고 시장의존적 관리에서 시민 참여적 에너지 거버넌스로의 전환 등을 제안하면서 이에 바탕을 둔 구체적 방안들을 제시하고 있다.

민간분야 중간지원조직의 실태와 활성화 방안 -충남 지역산업 협의체 사례- (The Current Situation and Development Strategies of the Intermediary Agencies in the Private Sector -The Case of Industrial Councils in Chungnam Province-)

  • 이 연구의 목적은 충남지역 경제 발전에서 중요한 역할을 수행하는 민간 중간지원조직의 현황을 조사 분석하고 이들의 역량을 강화시키는 정책적 방안을 도출하는 것이다. 이 연구에서는 중간지원조직을 민간단체와 정부 사이에서 다양한 주체들 간에 원활한 관계를 형성, 유지하도록 하는 모든 기관과 프로그램이라고 정의하였다. 지금까지 대부분의 연구들은 공공기관 중간지원조직의 기능과 역할에 대한 분석이 중심이었지만, 이 연구에서는 충남지역을 활동 범위로 하는 민간분야 경제관련 단체 9곳을 선정하여 중간지원조직으로서의 역할과 기능에 대해 설문지와 면담조사를 통해서 조사하였다. 그 결과 아직까지 과거 산업화시대 이익단체로서의 역할에 국한된 활동에 초점을 두고 있으며, 자신들이 중간지원조직으로서의 역할을 수행해야 한다는 인식이 매우 미흡한 것으로 나타났다. 또한 재정적으로 열악한 상황에 직면해 있기 때문에 중앙부처에서 예산을 지원하는 사업 이외에 자체사업을 추진할 수 있는 능력이 부족한 실정이다. 따라서 이들이 충남지역에서 지역산업체의 요구를 수용해서 새로운 협력적 활동을 주도하는 중간지원조직으로서의 활동을 수행하기 위해서는 우선적으로 각종 지역개발사업의 운영과정에 참여하도록 함으로써 다양한 지역산업의 문제를 다룰 수 있는 역량을 향상시키도록 하는 정책적 지원이 필요하다.

Jumpstarting the Digital Revolution: Exploring Smart City Architecture and Themes

  • Over the last few decades, various innovative technologies have emerged that have significantly contributed to making life easier for humans. Various information and communication technologies (ITCs) have emerged as a result of the global technological revolution, including big data, IoT, 4G and 5G networks, cloud computing, mobile computing, and artificial intelligence. These technologies have been adopted in urban planning and development, which gave rise to the concept of smart cities in the 1990s. A smart city is a type of city that uses ITCs to exchange and share information to enhance the quality of services for its citizens. With the global population increasing at unprecedented levels, cities are overwhelmed with a myriad of challenges, such as the energy crisis, environmental pollution, sanitation and sewage challenges, and water quality issues, and therefore, have become a convergence point of economic, social, and environmental risks. The concept of a smart city is a multidisciplinary, unified approach that has been adopted by governments and municipalities worldwide to overcome these challenges. Though challenging, this transformation is essential for cities with differing technological and social features, which all have the potential to determine the success or failure of the digital transformation of cities into smart cities. In recent years, researchers, businesses, and the government have all turned their attention to the emerging field of smart cities. Accordingly, this paper aims to represent a thorough understanding of the movement toward smart cities. The key themes identified are smart city definitions and concepts, smart city dimensions, and smart city architecture of different layers. Furthermore, this article discusses the challenges and some examples of smart cities.

생물권보전지역의 효율적 관리·운영방안 마련을 위한 기초연구 -광릉숲 생물권보전지역 사례로 (Basic Research for the Efficient Management and Operation of Biosphere Reserves -: A Case Study of the Gwangneung Forest Biosphere Reserve - )

  • To this day, conflicts have intensified between managers who want to preserve biosphere reserves and citizen who want to develop them. Based on this problem, this study seeks to investigate the establishment of a forum for communication between various stakeholders and to promote the economic development of local communities while preserving biodiversity. First, in terms of conservation, the results indicated that Gyeonggi Province and Namyangju City highly valued direct conservation activities in biosphere reserves, whereas Pocheon and Uijeongbu City highly valued indirect conservation functions through management or monitoring. Second, in terms of development, it was found that there were differences in the roles, perceptions and responsibilities with respect to biosphere reserves among the different layers of government: the central government agency, the Cultural Heritage Administration, the metropolitan government, Gyeonggi-do, and the local governments, Pocheon, Namyangju, and Uijeongbu. Third, in terms of logistical support, which serves as a function for communication and practical participation among management entities, the results suggested that it was necessary to establish a comprehensive decision-making organization for efficient management and operation and to provide opportunities for active participation. The study can be utilized as a basic reference for developing efficient communication by management entities in protected areas with similar challenges.

Future Domestic Water Demand, Surface Water Availability and Vulnerability Across Rapidly Growing Asian Megacities

  • The rapid urbanization in many Asian countries has taken millions of people from the rural countryside to concentrated megacities, which eventually putting pressure on the existing water resources. The over-growing population and increasing living standard of people in the urban region of developed as well as developing countries such as Korea, China, Japan and India have witnessed a drastic change in terms of domestic water demand for the past few decades. In this study, we used the concept of potential surface water availability in the form of surface runoff for future vulnerability assessment. We focused on 42 megacities having population more than 5 million as per the United Nations (UN) census data 2020. The study shows that 30 out of 42 cities having more than 180L/p/d demand for domestic use based on various references. We have predicted the domestic water demand for all the cities on the basis of current per capita demand up to 2035 using UN projected population data. We found that the projected water demand in megacities such as Seoul, Busan, Shanghai, Ghuanzou are increasing because of high population as well as GDP growth rate. On the contrary, megacities of Japan considered in our stud shows less water demand in future due to decreasing trend of population. As per the past records provided by the local municipalities/authorities, we projected different scenarios based on the future supply for various megacities such as Chennai, Delhi, Karachi, Mumbai, Shanghai, Wuhan, etc. We found that the supply to demand ratio of these cities would be below 75% for future period and if such trend continues then the inhabitants will face serious water stress conditions. Outcomes of this study would help the local policy makers to adopt sustainable initiatives on urban water governance to avoid the severe water stress conditions in the vulnerable megacities.

Sustainability Appraisal of Chinese Railway Projects In Nigeria: Afoot

  • It is no news that Nigeria's infrastructure challenge is enormous. In the global ranking, Nigeria ranked low in quantity and quality of its infrastructural provision which has a great impact on the ease of business transaction. Low investments in transportation have brought about the current infrastructural deficit. Recently, the Nigerian government has made effort to address at least to some extent the infrastructural deficit through Public-Private Partnership, but this has not yielded the desired result. Moreover, the sustainability issues relating to railway projects such as, emissions, noise pollution, ecosystem, and other environmental issues calls for urgent attention. Hence, this necessitated consideration on sustainability appraisal for the Chinese rail project in Nigeria. This study reviews sustainability of railway projects built by the Chinese firm in Nigeria with particular emphasis on the environmental and social impact of these projects. The study further identified issues and challenges in project implementation with a particular focus on civil dialogue and community engagements. A detailed literature search was conducted on railway projects and infrastructure by systematically reviewing selected published articles.The analysis of the selected articles identified sustainability issues and potential for improvement of Chinese railway projects and how they contribute to or inhibit competitiveness in the Nigerian railway market. From the literature searched, some of the projects constructed by Chinese firm revealed that there is economic and social impact of railway projects delivered by the Chinese firm in terms of capacity development and knowledge transfer potentiality. For instance, in the just concluded Lagos-Ibadan railway projects, the study gathered that the project brought about 5000 jobs and local staff were trained by the Chinese company, this will boost man power and local content capability. Also, it will significantly improve Nigeria's infrastructure and boost its economic development. The study suggests that Nigerian government should ensure and provide an enabling environment that is conducive for investment on the continent. Peace, improved security, and decent governance are the best conditions for sustainable transportation growth.

Long-Term Wildfire Reconstruction: In Need of Focused and Dedicated Pre-Planning Efforts

  • Wildfire disasters in the United States impact lives and livelihoods by destroying private homes, businesses, community facilities, and infrastructure. Disaster victims suffer from damaged houses, inadequate shelters, inoperable civil infrastructure, and homelessness coupled with long-term recovery and reconstruction processes. Cities and their neighboring communities require an enormous commitment for a full recovery for as long as disaster recovery processes last. State, county, and municipal governments inherently have the responsibility to establish and provide governance and public services for the benefit and well being of community members. Municipal governments' comprehensive and emergency response plans are the artifacts of planning efforts that guide accomplishing those duties. Typically these plans include preparation and response to natural disasters, including wildfires. The standard wildfire planning includes and outlines (1) a wildfire hazard assessment, (2) response approaches to prevent human injury and minimize damage to physical property, and (3) near- and long-term recovery and reconstruction efforts. There is often a high level of detail in the assessment section, but the level of detail and specificity significantly lessons to general approaches in the long-term recovery subsection. This paper aims to document the extent of wildfire preparedness at the county level in general, focusing on the long-term recovery subsections of municipal plans. Based on the identified challenges, the researchers provide recommendations for better longer-term recovery and reconstruction opportunities: 1) building permit requirements, 2) exploration of the use of modular construction, 3) address through relief from legislative requirements, and 4) early, simple, funding, and the aid application process.

석재·골재 자원정보관리의 해외 사례와 시사점 (Information System for Architectural Rock & Aggregate in Major Countries and It's Implication)

  • 호주, 캐나다 등에서는 우리나라와 달리 석재·골재를 광물자원 중의 하나로 취급한다. 이러한 이유로 지방의 주정부 단위에서 광물자원 및 지질정보를 취급하는 기관이 석재와 광물자원 관련 정보를 통합하여 제공하고 있다. 이들 국가에서 광물 및 석재·골재 자원과 관련하여 제공하는 정보는 인터랙티브 맵, 지질도, 탐사 데이터 셋, 3차원 지질모델, 광업권리, 광산 및 광산관련 보고서 또는 요약자료 등으로 지방정부 및 지질조사기관의 웹을 통해 이루어지고 있다. 반면 한국의 경우 국내 법률에 따라 석재·골재는 광물자원과 분리되어 별도로 관리되며, 이에 따라 관련 정보도 한국광해광업공단, 국토교통부, 산림청, 한국지질자원연구원 등 여러 기관으로 분산되어 관리되고 있으며, 통합된 정보를 제공하고 있지 못한 상황이다. 따라서 석재·골재 자원의 확보와 효과적 활용을 위한 종합정보관리체제의 구축을 위한 거버넌스 개편과 정보체계화 구축을 위한 정책 및 제도 개발이 필요한 상황이다.
