Plurality of urban governance in Nigeria and its implications on delivery of environmental services

  • This paper discussed plurality in urban governance in Nigeria and its implication on delivery of urban environmental services, with a focus on water supply, sanitation and solid waste disposal. Conceptually, it explained urban governance as the sum total of the ways of achieving an inclusive city and expressed the urban governance system of Nigeria based the legal framework set for them. The paper explored the environmental implications of urban governance in Nigeria. It concluded that urban governance has several implications on delivery of urban environmental services in Nigeria. The dualism in urban governance is a factor contributing towards inefficient delivery of environmental services such as water supply, sanitation and solid waste management in Nigeria. The paper recommended, among others, a constitutional reform that will guarantee efficient urban governance and delivery of environmental services in Nigeria.

Effects of Environmental Uncertainty on Interfirm Governance Mechanisms: The Moderating Role of Structural Holes

  • Purpose: Manufacturers rely on interfirm governance mechanisms to reduce the risks inherent in uncertain environments; however, it is unclear which governance mechanisms are developed to manage relationships with suppliers. This study sought to enhance knowledge of how environmental uncertainty affects interfirm governance mechanisms under conditions reflecting varying levels of structural holes. To this end, the study investigated the relationships between manufacturers and major first-tier and sub-suppliers. In particular, the moderating effect of structural holes is examined. Research design, data and methodology: A questionnaire survey was conducted with a major first-tier supplier of a Korean engineering firm. Proposed hypotheses were tested using structural equation modeling. Results: The results show that while the relationship between environmental uncertainty and unilateral governance is positive but statistically insignificant, with bilateral governance is negative and statistically significant. The study also demonstrates that when structural holes are considered, the effects between environmental uncertainty and governance mechanisms are attenuated. Conclusions: This study suggests some theoretical and managerial contributions between exchange partners, especially, the results suggest that structural holes have a critical competitive advantage in uncertain environments. Therefore, manufacturers should carefully consider how they deal with environmental uncertainty when they make a business decision under structural holes situations.

Marketing Environment and governance mechanisms: Focusing on Manufacturer's Interfirm Benevolence

  • Purpose - Manufacturers in uncertain environments need to depend on governance mechanisms to reduce the inherent risk in these environments. However, few studies have examined which governance mechanisms a given manufacturers will develop in uncertain environments for managing the relationships with its vertical partner. This study explores how different governance mechanisms function under uncertain environmental circumstances. We also try to investigate the contextual effect of interfirm benevolence as moderator. Research design, data, and methodology - This research provide the conceptual framework of interfirm benevolence on which this research's propositions are predicted. The theoretical background for environmental uncertainty, governance mechanisms and interfirm benevolence will be discussed. Results - The expected results are as follows. Manufacturers in an uncertain environments rely on different governance mechanisms under conditions of high and low interfirm benevolence. In terms of role of interfirm benevolence, interfirm benevolence provides a better understanding of how governance mechanisms can develop in an uncertain supply markets. Conclusions - This research suggests several theoretical and practical implications between channel partners, particularly, this research offers that interfirm benevolence is a crucial competitive factor under environmental uncertainty situation. In future studies, it is necessary to investigate the effect of each governance mechanism structure on performance in an uncertain environment and various level of interfirm benevolence.

The Relationship Between Information-Sharing and Resource-Sharing Networks in Environmental Policy Governance: Focusing on Germany and Japan

  • Environmental issues are among the most critical issues nowadays. These issues are no longer confined to individual countries, and international society has been progressing in building global dialogues since the early 1970s. Within these international efforts, Germany and Japan have played essential roles in global environmental governance. However, there are major differences in nation-level environmental policies in both countries. Governance based on network structure is more efficient than that based on hierarchy for solving complex problems. The network structure is formed through horizontal cooperation among various autonomous actors, and the relationship intensity among actors is one of the key concepts in the governance. Using social network analysis as a framework to explain complicated societal structures explains how interaction among actors creates networks, and these networks further affect their interactions. The purpose of this study is to investigate the structure of environmental policy governance as collaborative governance in Germany and Japan. To address this goal, this paper analyzes the relationship between the informational dimension of governance networks and its complement resource-sharing networks in both countries. The results show that the information-sharing networks have lower-level network influence on the resource-sharing networks as higher-level networks even if not all of the information factors have singular influences. The results suggest that the information-sharing networks may be one of the pieces of the puzzle for explaining this phenomenon in environmental governance in Germany and Japan.

국제환경가버넌스 여건 변화와 UNEP의 역할 (UNEP's Response to the Changing Environment of International Environmental Governance)

  • This paper aims at analyzing the issues on how to improve UNEP's roles in international environmental governance context. Although UNEP has been presumed to play a leading role in addressing global environment problems, several problems (such as collective action problem, fragmentation, lack of authority and insufficient legitimacy) in its governance have led to losing its leadership to other entities such as the World Bank, OECD and CSD. While a position of changing UNEP's status to an independent international organization has not been developed enough, several efforts, which might not be sufficient to respond to the changing environment of international environmental governance, have been made to strengthen UNEP's roles in the short run. These include universal membership, strengthening the financing of UNEP, and issues concerning MEAs. Whether current efforts for enhancing UNEP's roles in international environmental governance will be successful or not, would rely on to what extent interested parties hold political wills for its reforms and how to draw a compromise on critical issues among those parties.

Corporate Governance and Environmental Performance: How They Affect Firm Value

  • This study aims to examine the effect of environmental performance and good corporate governance (GCG) on the firm values mediated by corporate social responsibility (CSR). The sample in this study was obtained using a purposive sampling method and collected from 205 companies. The analytical method used is moderating regression analysis. The results of this study indicate, first, that corporate social responsibility affects the value of the company. The results of this study indicate that the better corporate governance will increase the value of the firm and vice versa. Second, corporate social responsibility has a direct effect on the firm value, but the effect is still smaller when compared with the internal mechanisms of good corporate governance. This study also found that corporate social responsibility cannot mediate the effect of good corporate governance on firm value. Third, the company's environmental performance influences the company's value. Finally, the effect of environmental performance on company value will be better if mediated by corporate social responsibility. This result shows that environmental performance is a proof that the company's environmental and social concern, which is manifested in corporate social responsibility, will be responded positively by the market so that it will increase share prices (firm value).

Environmental Governance Practices of Local Government Units on Waste Policy Implementation

  • Purpose: The purpose of the study is to determine the level of environmental governance practices of Local Government Units (LGUs) on the implementation of waste policies. It determines the level of compliance with the waste policies implemented by LGUs particularly on waste resource conservation and waste reduction; the degree of the implementation of the environmental governance on education, values, health, and economic sufficiency. Also, it determines the initiatives done by the local government units to decentralize the leadership on waste sustainability. Research Methodology: The survey method was employed to gather information from municipalities and cities on waste programs implemented by the local government units. The data were gathered from households, schools, businesses and industries; and local government units. Results and Conclusions: The findings revealed that the level of environmental governance on waste reduction and waste resource conservation was fairly implemented by the local government units. The LGUs used the four areas of governance to keep the municipality self-sufficient, well-managed, and free from waste issues. The research can be used by the academe as a good teaching material for social responsibility, public administration, strategic management, and environmental-related courses.

Review on Application Progress of Carbon-Based Catalysts in Environmental Governance

  • In recent years, carbon-based catalysts have become a research hotspot in environmental governance applications. Carbon-based catalysts have large surface areas, porous structures, multi-surface functional groups and excellent electron transfer capabilities, and can synergistically exhibit adsorption and catalytic performance. This article reviews the research progress of carbon-based catalysts in environmental governance, mainly including its application in wastewater treatment, exhaust gas purification and soil remediation. In view of the current difficulties in the research of carbon-based catalysts, the development prospects are proposed. We hope that this review will provide convenience for new entrants and researchers intending to employ carbon-based catalysts for the remediation of contaminated environment.

  • 탄소중립의 실현을 위해서는 다양한 이해관계자의 공동협력을 기반으로 거버넌스 제도를 활용하는 것이 합리적이다. 성공적인 거버넌스 운영은 구성원들이 어떤 활동 기준을 가지고 참여하는지가 중요하며, 특히 정책 집행 과정에서 과학적 조언을 할 수 있는 전문가에게는 성공적인 합의점 도출을 위한 가이드 공유가 필요하다. 본 연구에서는 거버넌스 참여 과학기술전문가의 활동기준 제시를 위한 공통성공요인을 도출하고자 거버넌스 모형이론과 모형구조, 사례별 공통성공요인, 서울시 기후환경분야 거버넌스 사례적용 등의 조사 분석을 수행하였다. 모형이론 연구결과, 모형구조는 공통적으로 '조건-과정-결과'의 구조로 되어 있으며 구성원들의 활동시기인 '과정' 단계에서 공통성공요인을 도출할 수 있음을 확인하였다. 공통성공요인의 사례조사를 통해 중복요인은 신뢰성, 책임성, 투명성 및 네트워크로 도출되었다. 공통성공요인의 타당성을 검증하기 위해 서울시 거버넌스의 참여자 만족도 조사자료를 활용하여 분석한 결과, 결과값은 신뢰성 > 네트워크 > 투명성 > 책임성의 순으로 확인되었으며, 관련 요인들이 적절하게 도출됨을 알 수 있었다. 본 연구결과가 향후 과학기술분야 전문가의 활동요인으로 활용되어 탄소중립 정책의 수용성과 효용성을 높일 수 있기를 기대한다.

The Role of Corporate Governance in the Corporate Social and Environmental Responsibility Disclosure

  • The objective of this study is to examine the direct and indirect influences of government's role, organizational commitment, and media exposure on the corporate social and environmental responsibility disclosure (CSERD) of 42 Indonesian state-owned enterprises (SOEs) with good corporate governance as the mediator. This study uses a quantitative approach with path analysis to test the hypothesis. The sample in this study was directors of 42 state-owned enterprises in Indonesia. The data was collected using a questionnaire with items assessed on a five-point Likert scale. This study finds that 1) the government's role, organizational commitment, and media exposure have direct influences on good corporate governance and corporate social responsibility disclosure; 2) the government's role and organizational commitment have significant influences on corporate social and environmental responsibility disclosure with the mediation of good corporate governance, indicating that government's role and the organizational commitment are factors affecting Indonesian state-owned enterprises; and 3) the media exposure through good corporate governance mediation does not have a significant effect on corporate social and environmental responsibility disclosure. This means that media exposure is only one of the tools for CSERD, while SOEs have no obligation to disclose CSER through website or printed media.
