  • The need for a PSA (Probabilistic Safety Assessment) for a multi-unit at a site is growing after the Fukushima accident. Many countries have been studying issues regarding a multi-unit PSA. One of these issues is the problem of many combinations of accident sequences in a multi-unit PSA. This paper deals with the methodology and software to quantify a PSA scenarios for a multi-unit site. Two approaches are developed to quantify a multi-unit PSA. One is to use a minimal cut set approach, and the other is to use a Monte Carlo approach.

A Study on Total Hazard Level Algorithm Development for Hazardous Chemical Substances (유해화학물질의 종합위해등급 알고리즘 개발에 관한 연구)

  • In the study, three criteria(toxicity, fire & explosion, environment) and damage prediction method for each case was set up, and all these criteria were applied to the subject substance that was selected as hazardous level by integrating all criteria through Algorithm. Particularly, the environment criterion is a comprehensive concept, environment index modeling by combining USCG(United State Coast Guard) & MSDS(Material Safety Data Sheet) environment criteria classifications and the environment part of MFPA's health hazardousnes(Nh). And for damage prediction method of each criterion were adopted and they were applied to hazardous chemical substances in use or stored by chemical substance related enterprises located in each region that made possible to set up total hazard level of used substances(inflammability, poisonousness and counteraction on a unit substance, and hazard level & display modeling on environment) & damage prediction in case of accident & solidity setup(CPQRA: Chemical Process Quantitative Risk Assessment, IAEA: International Atomic Energy Agency, VZ eq: Vulnerable Zone) risk counter. Thus it is deemed that it can be applied to toxic substance leakage that can happen during any chemical processing & storage, application as a tool for prior safety evaluation through potential dangerousness computation of fire & explosion.

Resilience Engineering Indicators and Safety Management: A Systematic Review

  • A safe work environment is crucial in high-risk industries, such as construction refurbishment. Safety incidents caused by uncertainty and unexpected events in construction refurbishment systems are difficult to control using conventional safety management techniques. Resilience engineering (RE) is proposed as an alternative to traditional safety management approaches. It presents a successful safety management methodology designed to deal with uncertainty in high-risk work environments. Despite the fact that RE resides in the safety domain, there is no common set of RE indicators to measure and assess resilient in the work environment. The main aim of this research is to explore RE indicators that have been identified as important in developing and assessing the resilient work environment in high-risk industries, particularly in construction refurbishment. Indicators have been attained through a systematic literature review of research and scholarly articles published between the years 2004 and 2019. The literature review explored RE indicators in various industries. Descriptive analysis and co-occurrence-based network visualization were used for data analysis. The findings revealed 28 RE indicators in 11 different high-risk industries. The results show that the four commonly used indicators were: top-management commitment, awareness, learning, and flexibility, all of which have a strong relationship with RE. The findings of this study are useful for stakeholders when making decisions concerning the most important RE indicators in the context of their research or practice as this would avoid the ambiguity and disparity in the identification of RE indicators.

  • This study starts at the at-risk children(the students in the margins)' needs for the inclusive education environment who increased lately. It is studied in the limited scope, which is about spacially 'playground' and 'Sensory integrative therapy' in terms of the special education therapy. The 6 environmental setting principles are suggested, which is redefined in terms of suitable for applying to the environment design based on the training way and arbitration principle of J. Ayres' Sensory integrative therapy. And then various environment design methods are drawn from above-mentioned 6 principles, they are categorized in 4 elements for environmental setting - sensory element, behavior element, mental element and design expression element. This trial brings daily practice of therapeutic stimulate to sensory integration dysfunction children, and sensory experiential diversity promoting development to general children. Expecially it has some advantage that at-risk children(the students in the margins) feel a sense of belonging as a member of society.

Comparison of Hygrothermal Performance between Wood and Concrete Wall Structures using Simulation Program

  • Owing to an increase in the air tightness of recent buildings, the natural ventilation rate was significantly lowered and the removal of accumulated moisture became difficult in these buildings. The hygrothermal performance of these buildings should be carefully considered to provide comfortable indoor environment by removing the moisture condensation risk and the mold growth potential. In this study, hygrothermal performance of two selected wall structures was investigated based on WUFI simulation program. The results displayed that the indoor temperature had impact on the moisture accumulation in the insulation layer for both modeled walls, showing that lower indoor temperature resulted in higher moisture accumulation, especially in the wood frame structure. Also, the yearly moisture accumulation profile exhibited a downward shift throughout the year by adding a vapour retarder with a lower sd-value. In addition, both of the two walls have condensation risk in winter, due to low temperature level. The wood frame structure has a bigger fluctuation and higher condensation risk than the concrete structure.

Compatibility for the Typhoon Damages Predicted by Korea Risk Assessment Model Input Data (한국형 재해평가모형(RAM)의 초기입력자료 적합성 평가)

  • This study was conducted to investigate the correlation between the distribution chart and input data of the predicted 3-second gust and damage cost, by using the forecast field and analysis field of Regional Data Assimilation Prediction System (RDAPS) as initial input data of Korea risk assessment model (RAM) developed in the preceding study. In this study the cases of typhoon Rusa which caused occurred great damage to the Korean peninsula was analyzed to assess the suitability of initial input data. As a result, this study has found out that the distribution chart from the forecast field and analysis field predicted from the point where the effect due to the typhoon began had similarity in both 3-second gust and damage cost with the course of time. As a result of examining the correlation, the 3-second gust had over 0.8, and it means that the forecast field and analysis field show similar results. This study has shown that utilizing the forecast field as initial input data of Korea RAM could suit the purpose of pre-disaster prevention.

A Study on the Compliance of the Occupational Safety and Health Act by Busan and Gyungsangnam-do Province Working Environment Measurement Institutions (부산·경남지역 작업환경측정기관의 산업안전보건법 준수 실태 및 준수율 제고를 통한 측정기관 종사자 건강보호 방안 고찰)

  • Objectives: This study aims to investigate whether working environment measurement institutions(WEMIs) are conducting safety and health education, risk assessment, and oversight of special management materials, and whether working environment measurement and special medical examinations are being conducted as prescribed in the Occupational Safety and Health Act(OSHA). Methods: In of February 2021, a questionnaire was prepared and distributed to 33 WMEIs registered with the Ministry of Employment and Labor(MoEL) in Busan and Gyeongsangnam-do Province. The responses were collected and then analyzed. Results: The findings show that 5 WEMIs(15%) complied fully with OSHA. Risk assessment was conducted by 13 WMEIs(39%) and safety education by 11 WMEIs(33%). Eighteen WMEIs(55%) conducted working environment measurement, and 29 WMEIs(88%) conducted special medical examinations. The implementation rate of the risk assessment in the health industry(85%) was higher than the one in the special technology industry(11%)(p<0.05). The implementation rate of the special medical examination in the examiners(54%) was not as high as the one in the analysts(91%)(p<0.05). Conclusions: The MoEL needs to check whether basic OSHA requirements are being observed during regular inspections by WEMIs. These findings indicate that it is necessary to prepare a plan to improve the rate of compliance with OSHA regulations.

Comparative study of Ecological Risk Assessment : Deriving Soil Ecological Criteria (토양생태계 위해성평가기법 비교연구: 토양생태준거치 산정을 중심으로)

  • The purpose of ecological risk assessment in soil ecosystem is to protect ecological receptors and to provide a scheme of efficient management for soil contaminants. Developed countries have already prepared the methodologies of ecological risk assessment by considering their soil properties, land use, and ecological receptors. In this study, we compared the soil ecological risk assessment processes in the similarity and differences in methodology. Four countries, except for USA, adjusted the toxicological data for ecological risk assessment, based on their representative soil properties because the soil properties affect toxic effects to ecological receptors. The soil ecological risk assessment methodology of Netherlands and UK was based on 'Technical guidance document on risk assessment (TGD)' of European Chemical Bureau (ECB). Australia, USA, and Canada developed their autonomous methodology. In the Netherlands, UK, Australia, and Canada, they employed the species sensitivity distribution (SSD) approach if sufficient toxicity data are available. The USA determined the ecological soil screening level by obtaining the geometric mean of toxicological data for three species. Furthermore, all countries consider secondary poisoning in their soil ecological risk assessment. The latest risk assessment methodology of soil ecosystem that this study investigated can be used to explore what Korea needs to develop the Korean ecological risk assessment methodology of soil ecosystem in the future.

An Impact on Management Performance by Risk Management System and Risk Management Factor (리스크관리 체계 및 리스크관리 요인이 경영성과에 미치는 영향)

  • For the continuous growth of firms, the contributions of effective risk management system are required. This research analyzes the impact on the firm's performance related to risk management structure which includes the risk management system, risk management activity and risk management competency. In this research, the structural equation model considering the variable which contains enterprise risk management system, risk management activity and risk management competency was suggested. Also risk management organization and management procedures are identified as in enterprise risk management system. The implementation activity and control activity were the factors related in risk management activity. And risk management competency can be described as the response level of managing risk in outside and inside the firms' environment. Finally this model was analysed empirically for 112 firms in Korea using SPSS 18.0 and Amos 16.0. As the results, the suggested hypothesis were adopted. So as to manage risk performance for their firms, the development of systematic Risk Management Framework is important for their risk management activity and risk management competency. Ultimately, we can conclude that the focusing to the systematic risk management approach could be effective on the firm's risk management performance.
