De Lege Ferenda for Improvement of the Management System for Sunken Vessels (침몰선박 관리체계의 개선을 위한 입법론적 연구)

  • Sunken vessels on major fairways can cause many problems in terms of maritime safety and the marine environment. In order to prevent secondary marine pollution accidents caused by sunken vessels, information on sunken vessels has been collected, a risk assessment has been conducted, and the relevant vessels are being managed according to the results of each assessment. However, there is still a demand for improvements. The most important of the improvement plans is a paradigm shift. In other words, the management of sunken vessels needs to be transformed according to a new paradigm to manage all sunken vessels within three years from the time of sinking. Legislative improvements are also needed for the reporting system for sunken vessels, risk assessment tools, the implementation of risk mitigation measures, and criteria for the implementation cost of risk mitigation measures. In addition, close coordination between marine pollution response and sunken vessel management efforts is needed. As the division of duties between the Korea Coast Guard and the Ministry of Oceans and Fisheries is vague, collaboration between the two ministries is required. Close collaboration is also needed between the departments of navigation safety management and sunken vessel management. Therefore, it is necessary to more clearly establish the relationship between the two systems and create a synergy effect between the two administrative operations using the results of the risk assessment in the Marine Environment Management Act to determine the navigational risk posed by obstacles with regard to the Maritime Safety Act.

  • Total Quality Management(TQM) is the source of competitive advantage for the enterprise faced with the dynamic change of the environment as the customer satisfaction era, unlike the past marketing era. It can have an effect on the strategical choice of the enterprise and becomes a new spotlight of management strategy in business administration recently with various techniques of organizational innovation, such as business re-engineering, benchmarking and so on. The TQM which has an essential part of a Risk Response Process is recognized as strategic aspects in Risk Management. TQM means the total management system that realizes management philosophy of customer satisfaction through continuous improvement and innovational thoughts on the basis of top-management's leadership and employees' involvement, policy of quality management, customer focus, development of human resources, empowered work forces, and supplier relationships. The data investigating the business performance effect of active factors in TQM based on the shipping firms were collected from 250 shipping firms in Korea by the use of questionnaire method and personal interviews at the selected samples.

  • The purpose of this research was to construct an efficient management system in developing and supplying a 'management standard diagnostic table' for the improvement of chestnut cultivation farmhouse. 'Chestnut management standard diagnostic table' were based from the actual condition of chestnut management in Chungcheongnam-do, selected 'appraisal factor item and by consulting 'agricultural plant standard diagnostic table' and various kinds of data which had already been developed. This research also consulted the classification systems and degree of importance. The developed 'Chestnut management diagnostic table' consisted of 3 first classified items, 19 second classified items and 2 product indicator items.

  • Environmental impact assessment is a regulation that is implemented to reduce harmful environmental impacts of development projects. However, The environmental value is difficult to quantify and the uncertainty, There is a problem of objectivity and reliability of the system is consistently pointed out. Therefore, the necessity of the data-based environmental impact assessment system is gradually increasing. Especially, environmental impact assessment is highly applicable to environmental spatial information because it contains about the development of a particular area. Also with the introduction of EIA Follow-up management system, there is a demand for a system for providing and utilizing environmental information in a time series. This study derives the necessity of information provision system and analyz existing environmental information utilization system based on the institutional characteristics of environmental impact assessment. And suggest ways to provide environmental spatial information to find policy implications for improving the limit of environmental impact assessment system.

  • During the last two years, Site Information and Total Environmental database management System (SITES) ver. 1.0 has been developed for the systematic SITES Database Module (SDM), which includes site information, facility information and environmental information. The SITES includes the module for site environmental monitoring system and safety assessment (M&A) system for the nuclear facility. SITES is expected to be an effective system for the radioactive waste disposal management facility. Currently, SITES ver.2.0 is under development after the SITES ver.1.0 that is focused on the M&A system. The main purpose of this paper is to introduce and try to account for the major development in the concept of SEMS sub-module of the M&A module. The SEMS is purposed of development of the program for real time environmental monitoring, prediction, and automatic alarm system using SITES Database and related information.

Development of a Stream Water Quality Model (QUAL-NIER) for the Management of Total Maximum Daily Loads (수질오염총량관리를 위한 하천수질모델(QUAL-NIER) 개발)

  • Greater focus must be placed on ensuring that the water quality model (WQM) reflects the objective of its application and the characteristics of the water environment properly before it is selected. In the development or application of WQM, various factors influencing the model predictions should be reviewed so that it can perform more properly and reasonably based on scientific theory. This study reviewed the characteristic of existing WQM and the domestic river environment to find the requirements of the model application for TMDLs management in Korea. In this study, a water quality model, QUAL-NIER, was developed based on the USEPA's QUAL2E. The core structure and reaction scheme of the model was established followed by the formulation of equations according to the scheme with some supplements on the reaction mechanisms which are necessary for domestic rivers. Algorithms on the equations were set up and programmed to form a computer-based model. The developed model, QUAL-NIER was applied to the main stem of the Nakdong river. The model was calibrated and verified to data measured in 2004. The model results displayed good agrement with the field measurements for both calibration and verification. From this study, it was concluded that the developed QUAL-NIER model was very powerful with regard to the water quality simulation in domestic rivers.

  • As environmental problems and water-shortage phenomenon become a global issue, many states look for the effective method to use water resources. So, decentralized rainwater management is recognized as a new water management system that rainwater can be infiltrated and used on-site. But it is little difficult to build a park, lake, and forest for evaporating rainwater in city because the land price of city is very high. In order to build an excellent infiltration system for a dwelling and a park in Korea, KICT has developed Linear infiltration system. This infiltration system is consist of first flush treatment, storage and infiltration, overflow control system. These elements are connected closely and working as a combined system. A storm sewer can be changed by the linear infiltration system. This study is to make design guideline using Linear infiltration system in apartment house. So ATV-DVWK-M13, FLL and present condition of Korean rainwater system were analyzed and the guidelines direction were set up. Through this study, a foundation is prepared to build the decentralized rainwater management of apartment house.

  • In this paper, we introduce smart multi-sensor and environment monitoring system for managing growth and development of the agricultural produces. This system is able to help to collect the sensor information about the growing environment and to monitor in wired and wireless environments. Existing systems installed each kinds of sensor to gather information. In this case, installation cost was incurred about each sensor and the position of sensor set up manually. Therefore, this paper designed and implemented smart multi-sensor that simplify sensors in order to minimize the cost for installing each sensor. In addition, this system is able to monitor position and data information of smart multi-sensor using RFID communication

  • A virtual laboratory for measurement and instrumentation must aim to realize an integrated environment. To achieve this goal, we designed and implemented a client/server distributed environment and developed a web-based virtual laboratory system for electronic circuits. Since our virtual laboratory system is implemented to describe the on-campus laboratory, the learners can obtain similar experimental data through it. The proposed virtual laboratory system is composed of four important components Principle Classroom, Virtual Experiment Classroom, Evaluation Classroom and Overall Management System. Through our virtual laboratory, the learners will be capable of teaming the concepts and theories related to electronic circuit experiments and how to operate the experimental equipments such as multimeters, function generators, digital oscilloscopes and DC power supplies. Also, every activity occurred in our virtual laboratory is recorded on database and Printed out on the preliminary report form. All of these can be achieved by the aid of the Management System. The database connectivity is made by PHP and the virtual laboratory environment is set up slightly differently for each learner. Finally, we have obtained several affirmative effects such as reducing the total experimental hours and the damage rate for experimental equipments and increasing Loaming efficiencies as well as faculty productivity.

  • The convergence of traditional industry and ICT is a combination of security threats and vulnerabilities in ICT and specific industry-specific problems of existing industries, and new security threats and vulnerabilities are emerging. In particular, in the medical ICT convergence industry, various problems regarding user authentication are derived from the medical information system, which is being used for abuse and security weaknesses. According, this study designed and implemented a user authentication system for secure user management in medical ICT convergence environment. Specifically, we design and implement measures to solve the abuse and security weaknesses of ID sharing and to solve the inconvenience of individual ID / PW authentication by performing user authentication using personalized devices based on medical information systems.
