Human history shows diverse strategies for survival and prosperity. This study introduces the concept of the expansion of wealth as a key to explain choice and behavior of political entities. American scholar, -Bruce Bueno de Mesquita-, offers theoretical grounds for this concept in that the cores of selectorate theory is settled. The political entity consists of two groups, -the winning coalition that has power to replace leader and non-winning coalition that has not. Leaders implement policies serving for the welfare of winning coalition in return for their loyalty. Both internal problems caused by demographic changes and external ones of climate changes, epidemic disease, or invasion compel leader and winning coalition to adopt policies of expansion that they believe may lead to the acquisition of wealth needed to counter those problems. The process starts by occupying one spot where other entities reside and then connecting it to its own. The line between spots functions as a foothold to form a new line to other spots. By repeating this process, a space is created in which new laws and orders are instated. In the early stage of expansion, war is hardly avoidable. Once finished successfully, the political circumstance tilts to encourage economic activities in order to generate national revenues to strengthen political power of winning coalition. However, as scale of economic activities grows, so does political power of civic classes in production and trade. To gain financial support required to run the political entity, delegation of power or bestowing autonomy to non-winning coalition is inevitable. Thus, expansion is not the ultimate solution, only to prolong the political survival if succeed. Maritime power came to attractive option when overland expansion had become obstructed. It offered much greater advantages in terms of political risks and financial burdens in exploring new regions of precious commodities than overland expansion. Each political entity around world have been, for the first time in human history, connected by maritime means since 15th century. It is worthy of noting that land conditions propelled people out to sea. Political and economic situations created opportunities to exploit geographical position in pursuit of wealth. In the 21st century, we witness the operation of international winning coalition that presides over the rules of expansion. Competing for market is synonymous to the expansion in this era, the cause and aim of it has not been changed though. Energy and dollars are key factors of expansion since the end of the 2nd world war. No matter what the forms and conditions change, naval power is still the most relevant means for expansion as it retains unique characters of maneuver, flexibility, continuity, display and projection of power. The strategy for using naval power should be in line with two different approaches for expansion: Approaches to the international winning coalition by making contribution to world order, and approaches to the non-international winning coalition by enhancing military diplomatic activities. The former will serve our share of winning coalition while the latter will open chances to acquire further prosperity.

This study has developed standard metadata for intangible cultural heritages based on multiple entity model. By analyzing "Preservation and Promotion of Intangible Cultural Heritage Act", which was newly legislated in 2016, intangible cultural heritages archiving books, archival information resources and guidelines of organizations which conducted resources investigations, the transmission status of intangible cultural heritages, and the current status of intangible cultural heritage digital archiving and information services of related organizations, we obtained information lists required for intangible cultural heritages and took them into account in the process of selecting elements for intangible cultural heritage metadata. In addition, developing the intangible cultural heritage metadata based on the multiple entity model made it possible to provide comprehensive information by organically linking numerous sorts of information-with intangible cultural heritage information, which is the most essential, in the center, information on agents related to intangible cultural heritages, archival information resources information that they produce, and record management task information required to manage these archival information resources. By maintaining various relations of intangible cultural heritages and keeping the information up-to-date, the developed metadata is expected to provide rich contextual information on intangible cultural heritages in addition to the efficient management of information; and ultimately, make contribution to sustainably developing the value of intangible cultural heritages.
Verruco-papillary lesions (VPLs) of the oral cavity described in the literature involve a spectrum of conditions including squamous papilloma, verruca vulgaris, focal epithelial hyperplasia, condyloma, proliferative verrucous leukoplakia and verrucous carcinoma. A majority of the VPLs are slow growing, benign in nature and have a viral aetiology. Virus associated benign mucosal outgrowths are not too difficult to diagnose either clinically or by microscopy. Apart from virus-associated lesions, VPLs harboring malignant potential or behaviour such as verrucous carcinoma, proliferative verrucous leukoplakia, oral verrucous hyperplasia (OVH), oral papillary squamous cell carcinoma (PSCC) and oral conventional squamous cell carcinoma with papillary features (CSCC) need to be further clarified for better understanding of their predictable biologic behavior and appropriate treatment. Current understanding of potentially malignant VPLs is perplexing and is primarily attributed to the use of confusing and unsatisfactory terminology. In particular, the condition referred to as oral verrucous hyperplasia (OVH) poses a major diagnostic challenge. OVH represents a histopathological entity whose clinical features are not well recognised and is usually clinically indistinguishable from a verrucous carcinoma and a PSCC or a CSCC. A consensus report published by an expert working group from South Asia as an outcome of the 'First Asian Regional Meeting on the Terminology and Criteria for Verruco-papillary Lesions of the Oral Cavity' held in Kuala Lumpur, Malaysia, recognised the clinical description of these OVH as a new entity named 'Exophytic Verrucous Hyperplasia'. Previously described clinical features of OVH such as the 'blunt' or 'sharp' variants; and the 'mass' or 'plaque' variants can now collectively fall under this newly described entity. This paper discusses in detail the application of the standardized criteria guidelines of 'Exophytic Verrucous Hyperplasia' as published by the expert group which will enable clinicians and pathologists to uniformly interpret their pool of OVH cases and facilitate a better understanding of OVH malignant potential.
Recently, the construction of U-City or of U-City service (U-service) in many kinds of urban development projects becomes the general trend. However, as the construction of U-city comes into the spotlight like the trend of the times, various service constructions are being indiscreetly implemented since it's processed focusing on local specialized projects or local landmark project by a local autonomous entity or an institute in charge being off the original purpose of the improvement of living quality of residents and the efficiency of urban management, which causes a number of problems on the process, maintenance, operation and management of those projects. Therefore, this study is to derive the standard pattern of U-service construction through the analysis of patterns and numbers of U-service and problems during the process of construction in domestic U-City construction case district, and is aimed to suggest the reasonable direction of service construction based on this. 11 projects areas in which data related to U-service are available among U-City construction project areas were selected for the subjects of this study, and it's standardized with 228 detailed unit services that were suggested by U-Eco City R&D and with 11 service domains that are regulated in "the Act of ubiquitous city construction etc.", and it is limited to services that were suggested in U-City case area of which design was completed by July, 2010 based on this. The actual state of various U-service construction is analyzed through case studies as well as reviews on the legal and theoretical concept and the method of pattern classification of U-service, the plan for the standardization (pattern classification) of U-service and the plan for the construction body of service and to share the costs are suggested as the plan to construct reasonable U-service based on this for the method and the procedure of this study For the method to construct U-service, the plan to classify the pattern of U-service into the basic service and additional service is suggested, and whether it has the publicity, whether urban infrastructure is included, whether utilities are included, the body of realization, the recipients, the urgency, the importance and the spreading, etc. are suggested for the index to determine the pattern of service. The method to get the executor of a project to construct the basic service, the method to get the executor of a project to construct the most basic service among the group classification of service and to get a private entity and a local autonomous entity to perform additional service in the future, and the method to construct the whole service and to distribute the construction costs were suggested, and the first one that determines the body of construction after dividing U-service into the basic service and the additional service was evaluated to be the most reasonable one. And the plan to solve the problem that the excessive construction costs of U-service are shifted onto the executor of a project through benefit principle, balanced distribution principle and consultation and mediation between the interested parties was suggested for the criteria to share the costs.
For last decade, the amount of information has been increased rapidly because of the internet and computing technology development, mobile devices and sensors, and social networks like facebook or twitter. People who want to gain important knowledge from database have been frustrated with large database. Many studies for automatic knowledge extracting meaningful knowledge from large database have been fulfilled. In that sense, automatic knowledge extracting with computing technology has been highly significant in information technology field, but still has many challenges to go further. In order to improve the effectives and efficiency of knowledge extracting system, test collection is strongly necessary. In this research, we introduce a test collection for automatic knwoledge extracting. We name the test collection KEEC/KREC(KISTI Entity Extraction Collection/KISTI Relation Extraction Collection) and present the process and guideline for building as well as the features of. The main feature is to tag by experts to guarantee the quality of collection. The experts read documents and tag entities and relation between entities with a tool for tagging. KEEC/KREC is being used for a research to evaluate system performance and will continue to contribute to next researches.
Gustav KJimt (l862-1916)was a pioneer in the field of painting and decorative art. He was severly critized by the art critics of the time because of his rebellous art style. He firmly believed that there should exist a new kind of art that should portray the essence of the new liberalized era and that shoud reveal the idea of an artist in his work. Klimt was an aesthetic who sought beauty in life. He represented man as a micro universe within the macro universe. In order to portray man's inner being and to depict the process of life and death in nature, he symbolically employed female entity as a medium. Through uses of the circles, triangles, rectangles, and the spiral forms in his paintings, Klimt symbolized the meanings of man and nature. The circle symbolizes the universe and female entity; the triangle, human being; the rectangle, the earth and male entity; and the spiral, a universal force that attracts the opposite poles. The highly decorative characteristic nature of Klint's paintings and murals has often been modified in the pattern design field. It has been applied to home-furnishings and apparel textile designs, stained glasses, tiles, and posters. The techniques and layouts of these designs have been modified so that they may suit their manufacturing processes. In general, these pattern designs have two spectrums. One is the kind of design that has faithfully carried out Klimt' s original painting style. The other is the kind that has extracted the essence from the Klimt' s original art work.

The main goal of construction projects from the past has been enhancing efficiency by reducing cost and time. Compared to this, it is true that for a long time not much attention was paid to safety management. For this reason, safety management is much behind cost and time management but nevertheless, not much improvement has been made. The current safety management is only focused on managing after an occurrence based on knowledge like safety standards and rules. Even though safety accident is reducing in domestic construction projects, the extent of a accident is getting greater because construction projects are getting more complex and sophisticated. Moreover, the actual loss due to accident is increasing and the severeness of a hazard is getting worse. Therefore, to improve the current conditions of safety management, we propose a more effective safety management program. This program is a safety managing method using virtual reality. Property, entity, safety library is applied and finally, aims to continuously manage and prevent rather than deal with an accident/disaster after it happens.

This study aims to examine the limitations of status that describe archives based on the Archival rules, and to propose a new method using the Records in Context - Conceptual model (RiC-CM) as a solution. Given this, the study conducted literature reviews and case studies. The solutions based on RiC-CM and its effects on the limitations of the existing environment are as follows. First, RiC-CM can describe multiple provenances about archives. This can be solved by defining individual records and provenances as "entity" and expressing their associations as relationships. The interrelation of entities alone can more accurately represent the information of provenances associated with a particular archive, making it easier to identify the overall context that makes records. Second, RiC-CM can link related files. Those that belong to a specific records group (fonds) can be resolved by assigning them to individual entities and making interrelation according to the context that makes records. This method makes it possible to serve information about the context that makes records. From the user's point of view, more options are available for searching records. Third, RiC-CM can link all relevant producer-made records related to a specific production organization. If organizations are related to each other, they can be defined as "entity," and their relationship can be expressed as "associated with." It helps to comprehensively examine the context of provenances. The findings of this study are expected to be used as a basis for future research on RiC-CM, in response to the paradigm shift for electronic records management systems.

In this paper, we propose a method to build a knowledge base based on natural language processing for intelligent battlefield awareness service. The current command and control system manages and utilizes the collected battlefield information and tactical data at a basic level such as registration, storage, and sharing, and information fusion and situation analysis by an analyst is performed. This is an analyst's temporal constraints and cognitive limitations, and generally only one interpretation is drawn, and biased thinking can be reflected. Therefore, it is essential to aware the battlefield situation of the command and control system and to establish the intellignet decision support system. To do this, it is necessary to build a knowledge base specialized in the command and control system and develop intelligent battlefield awareness services based on it. In this paper, among the entity names suggested in the exobrain corpus, which is the private data, the top 250 types of meaningful names were applied and the weapon system entity type was additionally identified to properly represent battlefield information. Based on this, we proposed a way to build a battlefield-aware knowledge base through mention extraction, cross-reference resolution, and relationship extraction.

The ending of the warranty under the current Multi-Housing Management Act has a lot of problem as it is very disadvantageous to the business entity and it makes hard for the contractor to finish the repair work. It is almost none for the business entity to get the written confirmation of the expiration of warranty liability from the client even though it sincerely completed their warranty obligation. It is because the client asks for the works other than fair repair arising from the defect in the work, such as the upgrade work for the enhancement of the value of their assets and the repair work which the client should take care before it issues the written confirmation of the expiration of warranty liability to the contractor. "So, though there is the law specifying this matter, the parties are relying on the unnecessary civil agreement. This leads to the big social and economic losses. If there is no agreement made between the client and the contractor, that leads to the legal dispute. This research on cases of 10 apartments shows that the types of works which the apartment residents ask for depend on the characteristics and conditions of the apartments and that they ask for various kinds of compensational works. In addition, it was found that there were many cases in which even the civil agreement is not recognized as the ending of the warranty obligation even if the proper procedure is taken for the ending of warranty by the contractor or business entity. If the collateral is to be offered to the client, the contractor would get more hard because there is the additional cost other than the warranty obligation, thus damaging the legal objective of the laws trying to minimize the damage made to the resident of the apartments. It means that the increase in the unnecessary warranty cost would lead to the increase in the selling price of apartment and the ending of the dispute through the civil procedure would make the Multi-Housing Act ineffective.
