This research aims to find out the existence of considerable induced effect that the conventional I-O model cannot. First, we construct an environmental Social Accounting Matrix for Korea by combining statistics on the Korean GDP and I-O with physical data on the fossil energy consumption and $CO_2$ emissions. The impacts of productive activities on fossil energy consumption and $CO_2$ emissions are evaluated by calculating the e-SAM multipliers. By applying decomposition technique further, we get direct, indirect, and induced effects of production activities by industry. The result of decomposing the e-SAM shows that while the direct effect of the electricity industry is large, its indirect effect is very small. In the case of the primary metal industry, both the direct and the indirect influence of this industry were very large. On the contrary, in case of the service industry, the induced effect of fossil energy consumption was as high as 50% of the gross effect. These results suggest that different energy policies should be established for different industries. Also, the findings show the e-SAM model is better than I-O model in analyzing implications of policies on energy use in the economy.

The purpose of this study is to examine the geographical distribution and the clustering characteristics as an industrial cluster in order to provide alternative fundamental data for the preparation of the policies to facilitate the development of the Green Energy Industry. The main source of the data in this study is the outcome of a survey conducted to the firms and environment specialist from June 21st, 2010 to July 23rd, 2010. The Green Energy related companies in Daegyeong region are clustered around Pohang and Gumi, Gyeongbuk, and Dalseo District of Daegu Metropolitan City. The core element of the sustainability of the Green Energy Industry in the region is the inducement of the large-scale corporate presence in the region as well as the technical and geographical proximity. That is, the fact that there are sister companies established by the large scale corporate Daegyeong region as they have chosen this field for their new drive for growth. The major location factors are proximity, higher quality expectations from the local demands, technical availability, and competition with other companies of the same industry in the region, rather than the availability of the raw material. And the choke points for these companies are the financial support of R&D and the policy support of specialist training. The policy to facilitate the development of the industry in question in Daegyeong region, therefore, should shift from its previous focuses on infrastructure building and taxation benefits to financial supports for the technical research, human resource development in response to the needs of the companies. Also, programs to support the proficiency training for the already-hired work forces and development of new policies for the Green Energy Industry are needed to be introduced for the development of the Green Energy Industry in Daegyeong region.
As energy conservation can be realized through changes in the composition of goods and services consumed, there is a need to assess indirect and total household energy requirements. The Korean household sector was responsible for about 55% of the country's primary energy requirement in the period from 1990 to 2000. And more than 60% of household energy requirement was indirect. Thus, indirect and total rather than direct household energy requirements should be the target of energy conservation policies. Increases in household consumption expenditure were responsible for a relatively high growth of energy consumption. Switching to consumption of less energy intensive products and decrease in energy intensities of products contributed substantially to reduce the increase in total household energy requirement.
These days, the use of alternative energy is recognized as one of countermeasures to rising oil prices and climate-change agreements. Especially, it is regarded as a main element to realize 'Low-Carbon Green Growth', one of the key policies of MB government. However, though alternative energy, renewable energy, is a main policy issue of the present administration, there are many problems to solve: the lack of recognition of its energy, the low level of its technology, its expert's shortage, and its limited application fields. Therefore, to stimulate the use of alternative energy in Korea and to change the recognition of this energy, it is needed to utilize it to urban street furniture that many people visit and use. In particular, if alternative energy is first applied to street furniture that needs energy for its management, the effect of publicity and energy saving will be so great. In this study, for the basic research to introduce and promote various alternative energy sources such as solar power, wind power, small hydro power, and human power, we analyzed the present condition of development of Korean and foreign street furniture items. Furthermore, we evaluated the level of development of these street furniture products and the design types of them and from these evaluations suggested the design direction that can solve problems in development and improve the possibility of application of these energy sources to these street furniture items. Through these analyses, this study aims to enhance the image of future environment-friendly city and make new index for the application of alternative energy.
Water and energy are inextricably linked and referred to as 'Water-Energy Nexus'. Recently, this topic has been drawing a lot of attention from various studies due to the exacerbated water availability. Korea's water and energy consumption has been increasing consistently, which calls for better management. This paper aims to identify changes in electricity consumption in relation to water intake and purification processes. Using Log Mean Divisia Index (LMDI) Decomposition Analysis method, this study attributes the changes to major factors such as; Total population (population effect), household/population (structure effect), GDP/household (economic effect), and water-related energy use/GDP (unit effect). The population effect, structure effect, and economic effect contributed to an increase in water-related electricity consumption, while the unit effect contributed to a decrease. As of 2019, the economic effect increased the water supply sector's electricity consumption by 534 GWh, the population effect increased by 73 GWh, and the structure effect increased by 243 GWh. In contrast, the unit effect decreased the electricity consumption by -461 GWh. We would like to make the following suggestions based on the findings of this study; first, the unit effect must be improved by increasing the energy efficiency of water intake and purification plants and installing renewable energy power generation facilities. Second, the structure effect is expected to increase over time, and to mitigate it, water consumption must be reduced through water conservation policies and the improvement of water facilities. Finally, the findings of this study are expected to be used as foundational data for integrated water and energy management.

In this paper, some ideas are proposed to establish the infrastructure of all-electric houses which are able to reduce primary energy consumption and $CO_2$ emission by adopting heat pump systems and induction heating cookers excluding the use of fossil fuel energy. This electrification concept is based on the consumption of only one type of energy which means electricity as secondary energy and the conventional fossil fuel energy is just consumed to generate electricity as primary energy. All-electric house is laid on the extension of the hydrogen economy in a long-term viewpoint so that the effectiveness of this new conceptual house is estimated analyzing the reduction of $CO_2$ emission. In this analysis, the balance of electricity supply and demand is considered including the construction of new power plants by renewable energy such as nuclear, IGCC and fuel cell because decarbonization is an essential element of hydrogen technology and economy and this action is accomplished in both supply and demand side of electricity. The results are able to contribute to develop various useful hydrogen policies and strategies and some detail researches are required previously to make the best application of this new conceptual house.
Sri Lanka has strongly understood the importance of mitigation of climate change and various measures have been taken. To tackle the climate change, after ratifying Paris Agreement, Sri Lanka has pledged to reduce her greenhouse gas emission in the energy sector by 20% (16% unconditional and 4% conditional) by 2030 based on the BAU scenario. Simultaneously, the government introduced its new energy policy and strategies in 2019 with a vision of achieving carbon neutrality by 2050. This paper survey related key government documents, policies, reports, and academic articles to investigate opportunities for the private sector to invest large scale solar power deployment (10 MW or above) and to get support from climate finance under article 6 of the Paris Agreement. It has found, growing concern on the environment, energy security issues and increase import expenses for fossil fuels are the main influencing factors to move renewable sources. Further, government investment and FDI both have gradually decreased in the energy sector. Therefore, an alternative financing mechanism is needed. Although the private sector allowed investing in the energy sector since 1996 with the introduction of IPP (Independent Power Producers), it could not make considerable progress on involving large scale solar utility projects. This has revealed government policy is not aligning with the long term generation plan of the electricity sector. The study has also found, it needs more strategic road map, coordination with different institutions, monitoring system to enhance large scale solar contribution.
Nepal has huge potential of hydro and other renewable energy resources including solar energy. However, only 70% of the total population have access to electricity despite the long history of hydropower development in the country. Still more than 37% population in rural areas and around 73% population in Karnali Province, one of the least developed provinces, are living without access to electricity despite taking several initiatives and implementing various policies by government supporting electrification in off-grid rural areas. Government together with donors and private sector has extensively been promoting the off-grid solar photovoltaic (PV) echnology in un-electrified areas to increase electricity access. So far, more than 900,000 households in rural areas of Nepal are getting electricity from stand-alone solar PV systems. However, there are many challenges including financial, technical, institutional, and governance barriers in Nepal. This study based on extensive review of literatures and author's own long working experiences in renewable energy sector in Nepal, shares the best practices and lessons of off-grid solar PV for increasing access to electricity in rural areas of Nepal. This study suggests that flexible financial instruments, financial innovations, bundling of PV systems for concentrating energy loads, adopting standards process, local capacity building, and combination of technology, financing and institutional aspects are a key for enhancing effectiveness of solar PV technology in rural areas of Nepal.

An introduction of landfill tax has been recently in issue in order to raise the financial resource for establishing waste resource-circulation society. The objectives of this study are to evaluate the plan of increasing energy recovery from waste at Incheon Metropolitan City, and to propose several points to be considered in terms of introducing the landfill tax. There are a lot of problems that impede energy recovery from waste at Incheon Metropolitan City, such as high-calorific waste from decrease of food waste to the municipal incineration plant, metals and batteries in the standard plastic garbage bag, etc. Alternative policies to solve these major problems have been drawn.
The Korean government pushed ahead various policies to disseminate photovoltaic (PV), wind power, small hydro, bio-fuel, etc. Renewable energy system (RES) budget of the Korean government increased from 118 billion won of 2003 to 876.6 billion won of 2010. The R&D budgetary supports for RES increased by 6.8 times in the period 2003-2010. It is necessary to confirm RES budget expenditure that renewable energy promotion policy makes good performance evaluated in quantity level. This paper made Input-Output Table 2009 contains photovoltaic power generation equipment industry as a dependent sector and analyzed induced production effect by demand of photovoltaic power generation equipment industry. From the empirical analysis result, additional demand in photovoltaic power generation equipment induced 1.932 times of induced production in Korea. Each of industry sector has positive induced production from the additional demand in photovoltaic power generation equipment. Renewable energy promotion in photovoltaic power generation is considered together with industry policy as the option to sustain economic growth.
