Science and technology diplomacy has become an important policy agenda because of its diplomatic utility and enhancing of international science networks. However, different countries possess different objectives and governance of S&T diplomacy. In this context, this paper seeks to answer the following questions: what are the similarities and differences of S&T diplomacy in countries and what shapes these characteristics? To answer these questions, this paper conducts a comparative case study with five countries - Switzerland, Germany, Japan, the United Kingdom, and the United States - whose S&T diplomatic programs are highly recognized and benchmarked by other countries. A useful typology is devised to conduct a systematic comparison. For S&T diplomatic objectives, this paper suggests five types by elaborating concepts from the previous literature: access diplomacy, promotion diplomacy, public aid diplomacy, functional diplomacy, and global leadership diplomacy. Also, in terms of a governance model for S&T diplomacy, three models - a sciencecentered model, a science-outsourcing model and a top-down coordinating model - are suggested based on leadership organization. This paper reveals the different characteristics of the selected countries in S&T diplomacy. While the selected countries pursue almost every type of S&T diplomatic objective, the US and the UK tend to conduct influence-based diplomacy more than other countries do. In addition, different countries each have unique governance models for S&T diplomacy. While more research is necessary for vigorously testing the causes of different objectives and their relationship with governance models, this paper suggests more general policy implications throughout. The strength of the country's S&T base is fundamentally important for the success of S&T diplomacy. However, domestic S&T assets need to be transferred to its diplomatic capabilities. In this sense, the appropriate governance that fits best with the country's S&T mission should be established, while S&T communities should increasingly play a leadership role in evolving global S&T networks.
A Nuclear Energy Agency (NEA), Organization for Economic Co-operation and Development (OECD) benchmark for Uncertainty Analysis in Modeling (UAM) is defined in order to facilitate the development and validation of available uncertainty analysis and sensitivity analysis methods for best-estimate Light water Reactor (LWR) design and safety calculations. The benchmark has been named the OECD/NEA UAM-LWR benchmark, and has been divided into three phases each of which focuses on a different portion of the uncertainty propagation in LWR multi-physics and multi-scale analysis. Several different reactor cases are modeled at various phases of a reactor calculation. This paper discusses Phase I, known as the "Neutronics Phase", which is devoted mostly to the propagation of nuclear data (cross-section) uncertainty throughout steady-state stand-alone neutronics core calculations. Three reactor systems (for which design, operation and measured data are available) are rigorously studied in this benchmark: Peach Bottom Unit 2 BWR, Three Mile Island Unit 1 PWR, and VVER-1000 Kozloduy-6/Kalinin-3. Additional measured data is analyzed such as the KRITZ LEU criticality experiments and the SNEAK-7A and 7B experiments of the Karlsruhe Fast Critical Facility. Analyzed results include the top five neutron-nuclide reactions, which contribute the most to the prediction uncertainty in keff, as well as the uncertainty in key parameters of neutronics analysis such as microscopic and macroscopic cross-sections, six-group decay constants, assembly discontinuity factors, and axial and radial core power distributions. Conclusions are drawn regarding where further studies should be done to reduce uncertainties in key nuclide reaction uncertainties (i.e.: $^{238}U$ radiative capture and inelastic scattering (n, n') as well as the average number of neutrons released per fission event of $^{239}Pu$).

Since the International Treaty on Prohibition of Female's Night Labor was agreed at the Bern's Conference in 1906, the International Labor Organization (I.L.O.) established after the World War II, has adopted innumerable international labor treaties. According to the laws of the advanced countries, the first priority of their protection has been placed on juvenile and female workers. The legal protection of female workers and equal treatments such as wage and promotion between men and women have become important world problems. In this thesis, the great principle of the Labor Standard Law, protection regarding working house, risk and harm in performance of jobs, protection of mother-workers, protection of women workers in advanced countries and the present status of welfare facilities for women workers in our country will be studied. The most important points this thesis has placed stress and appealed, are as follows : 1. The scope and variety of women workers' jobs should be broadened. 2. Opportunity for promotion should be guaranteed for women workers based upon the ability and capacity of individual woman worker. 3. Equal wage principle between men and women workers, should be established based upon the idea that men and women should be equal. 4. The age limit or marriage limit of employment applied only to female workers, should be abrogated. 5. The ability of middle and old aged women workers should be developed and utilized to the maximum extent. 6. Welfare facilities for women workers, should be urgently secured and guaranteed.
Background: The International Commission on Radiological Protection (ICRP) has recently published report series on the occupational intakes of radionuclides (OIR) for internal dosimetry of radiation workers. In this study, the optimized monitoring program including the monitoring interval and the minimum detectable activity (MDA) of major radionuclides was suggested to perform the routine individual monitoring of internal exposure based on the ICRP OIR. Materials and Methods: The derived recording levels and the critical monitoring quantities were reviewed from international standards or guidelines by the International Atomic Energy Agency (IAEA), the International Organization for Standardization (ISO), and the European Radiation Dosimetry Group (EURADOS). The OIR data viewer provided by ICRP was used to evaluate the monitoring intervals and the MDA, which are derived from the reference bioassay functions and the dose coefficients. Results and Discussion: The optimal monitoring intervals were determined taking account of two requirement conditions on the potential intake underestimation and the MDA values. The MDA requirement values of the selected radionuclides were calculated based on the committed effective dose from 0.1 mSv to 5 mSv. The optimized routine individual monitoring program was suggested including the optimal monitoring intervals and the MDA requirements. The optimal MDA values were evaluated based on the committed effective dose of 0.1 mSv. However, the MDA can be adjusted considering the practical operation of the routine individual monitoring program in the nuclear facilities. Conclusion: The monitoring intervals and the MDA as crucial factors for the routine monitoring were described to suggest the optimized routine individual monitoring program of the occupational intakes. Further study on the alpha/beta-emitting radionuclides as well as short lived gamma-emitting nuclides will be necessary in the future.

When we introduce knowledge management system in our organization, first of all, we need to change the way of motivating the members so as to voluntarily activate knowledge sharing activity For this, it is very important to establish fair evaluation and adequate reward system about knowledge contribution. In this study, I hypothesized a desirable evaluation and reward model for knowledge contribution on the basis of analysis of documents and cases concerning them in domestic enterprises and R&D institutes that adopted knowledge management. Also, I took a survey to analyze the response of the members of KAERI (Korea Atomic Energy Research Institute) about the evaluation and reward for knowledge contribution. I expect that the analysis results of this study can be applied very usefully in R&B institutes that want to introduce knowledge management.
Scientific evidence shows that ambient air quality is one of the major environmental issues related to human health. The aim of this paper was to provide quantitative data on the short-term impact of air pollution on the mortality and morbidity of people living in Suwon city. There are some studies that have conducted health impacts of the air pollution in Seoul, Korea. However, there are few studies of the health effects on air pollution conducted in satellite cities of the Seoul Metropolitan area. For this reason, we investigated the health effects of air pollution in Suwon city, one of the highly populated satellite cities of Seoul. In order to estimate the short-term mortality impact of air pollution, this study applied the approach suggested by the World Health Organization (WHO), using AirQ2.2.3 software. Daily concentrations of $PM_{10}$, $O_3$, $NO_2$, and $SO_2$ were used to assess human exposure and health effects, in terms of attributable proportion of the health outcome, annual number of excess cases of mortality for all causes, and cardiovascular and respiratory diseases. Among the four considered air pollutants, $PM_{10}$ had the highest health impact on the 1,118,000 inhabitants of Suwon city, causing an excess of total mortality of 105 out of 4,254 in a year. Sulfur dioxide had the least health impact. Ozone and nitrogen dioxide each caused 42.7 and 81.3 excess cases of total mortality in a year. The results are also in line with those of other international studies that apply AirQ software.

The purpose of this study was to determine anthropometric measurements, dietary nutrient intakes, simple food intake frequencies, and rates of obesity in Cambodian women. A total 186 women, aged 20-69 years, living in Kampong Spue province of Cambodia and having the responsibility to prepare family meals participated in this study. Height and weight were measured body mass index (BMI) was calculated, and one-day 24-hour recall and food frequency questionnaires were conducted. In total, 18.8% were underweight, 49.5% were normal weight, 13.4% were overweight, and 18.3% were obese according to the World Health Organization BMI standard for Asians. No significant difference in height by obesity level was determined ($p{\geq}0.05$). The mean energy intake was 1571.2 kcal/day and protein intake was 43.6 g/day. There were significant differences in protein, niacin, and vitamin C intakes by obesity level (p<0.05). The prevalence of subjects consuming vitamins and minerals less than 75% of Recommended Dietary Allowances was 73-99%. All Cambodian women consumed rice ${\geq}1time/day$. Approximately 50% of subjects reported ${\geq}1time/day$ intake frequency of bread, cookies, and chips. In total, 35% indicated no intake of beans or bean products. For intake frequencies of carbonated beverages and sports drinks, there was a significant difference by obesity level (p<0.05). These results may be very helpful to prepare nutrition education programs for Cambodian women.
Minor enterprises can successfully build up their market share plans in a relatively shorter time than compared with major enterprises, which require long time for design developments in their big organization. Therefore, there are some items that are more suitable to the minor enterprises. For example, computer desk may be the one. It must be one of the strategically suitable items of minor enterprises rather than of large enterprises because of their own easy production policies. This paper is based on a research report that I submitted to Gyongsan-Si, Gyongbuk-Do which supported a small company for a special purpose of its provincial economic policy. I took part in the research and suggested five types of characteristic concepts and the ideas. And as a result. the type war accepted as the most appropriate one of them to produce. And the acception was based on the following five factors; consumer's need, productivity, proper price, energy saving, and user' easiness.

Ion beam irradiation induces self-organization of nanostructure on the surface of polymer film. We show that the incident angle of Ar ions on polyethylene naphthalate(PEN) film changes self-organized nanostructure. PEN film was irradiated by argon ion beams with the ion incident angle of 0°, 30°, 45°, 60°, and 80°. Nanostructure was altered from dimple to ripple structure as the angle increases. The ripple structure changed to pillar structure after 60°due to that the shallow incident angle increased the ion energy transfer per depth up to 50 eV/Å, which value could induce excessive surface heating and oligomer formation reacting as a physical mask for anisotropic etching. And quantitative analysis of the nanostructures was adapted by using ABC model and fractal dimension theory.
In this study, the effects of two types of reward methods in cooperative learning were investigated upon students' achievement, learning motivation, perceptions of learning environment and perceptions of reward methods. Seventh graders (N=61) were selected from a co-ed middle school in Seoul, and were taught about 'three states of matter', 'motion of molecules' and 'change of state and thermal energy' for 14 class hours. Reward methods were classified into task-oriented reward and performance-oriented reward. The results revealed that high-level students performed better in the task-oriented reward group, and low-level students performed better in the performance-reward group for the 'application' subcategory of the achievement test. The scores of attention and relevance in learning motivation and task orientation, involvement, and order and organization in perceptions of learning environment test were significantly higher in the task-oriented reward group than those in the performance-oriented reward group.
