The Efficiency and General Equilibrium Effect by the Emission Trading Structure under the Climate Change Convention (기후변화협약 하의 배출권 거래 대상에 따른 일반균형효과와 효율성 비교)

  • We applied general equilibrium model to analysis the economic impact of international emission trading by sector and the efficiency of the Convention to study whether Climate Change Convention satisfy the efficiency. We divided the world as 4 groups : USA, OECD members w/o USA (OEC), Former Soviet Union (FSU) and Developing countries (DEV). Compared to no trading, global trading would accomplish the same environmental effect with less cost as much as 97.8 billion$, which is the surplus of trading. However, half of it is taken by USA and 20% by OEC. FSU and DEV have only 18% and 10%. This result suggest the two things. First, the emission trading is effective as far as the participation of developing countries are guaranteed. If they do not take part in the coalition and emit the leakage, it may threaten the stability of the international trading coalition. Second, we found the logical ground of the side payment for developing countries. The permit buying countries take more share of the surplus under the emission trading, while the energy sector of developing countries shrinks to sell permits, which may adversely affect to economic growth of the countries. Therefore, the Annex-I countries need to provide side payment to lead the participation of the developing countries.

Growth and Optical Properties of PbSnSe Epilayers Grown on BaF2(111) (PbSnSe 단결정 박막의 성장과 광학적 특성)

  • This study investigated the crystal growth, crystalline structure and the basic optical properties of $PbSnSe/BaF_2$ epilayers. The PbSnSe epilayer was grown on $BaF_2$(111) insulating substrates using a hot wall epitaxy (HWE) technique. It was found from the analysis of X-ray diffraction patterns that $PbSnSe/BaF_2$ epilayer was grown single crystal with a rock-salt structure oriented along [111] the growth direction. Using Rutherford back scattering, the atomic ratios of the PbSnSe was found to be proper stoichiometric. The best values for the full width at half maximum (FWHM) of the DCXRD was 162 arcsec for PbSnSe epilayer. The epilayer-thickness dependence of the FWHM of the DCXRD shows that the quality of the $PbSnSe/BaF_2$ is as expected. The dielectric function ${\varepsilon}(E)$ of a semiconductor is closely related to its electronic energy band structure and such relation can be drawn from features around the critical points(CPs) in the optical spectra. The real and imaginary parts(${\varepsilon}1$ and ${\varepsilon}2$) of the dielectric function ${\varepsilon}$ of PbSe were measured, and the observed spectra reveal distinct structures at energies of the E1, E2 and E3 CPs. These data are analyzed using a theoretical model known as the model dielectric function (MDF). The optical constants related to dielectric function such as the complex refractive index ($n^*=n+ik$), absorption coefficient (${\alpha}$) and normal-incidence reflectivity (R) are also presented for $PbSnSe/BaF_2$.

Economic Impacts of Initial Allocation and Banking in CO2 Emissions Trading (초기할당방식과 예대(預貸) 가능 여부에 따른 CO2 배출권거래제의 경제적 효과)

  • This paper intends to analyze economic impacts of commitment period and initial allocation in emissions trading using computable general equilibrium (CGE) modeling. The fully dynamic CGE model with perfect foresight assumption is employed to illustrate (i) how a model displays economic impact of $CO_2$ regulation upon different commitment periods: one-year budget clearing vs. 5-year commitment period, (ii) how major 8 energy-intensive industries respond to different ways to allocate initial allowances. According to the results of the analysis, it IS found that market players are motivated to bank the permits and tend to sell permits in earlier stage and to buy permits in later stage of commitment period. This implies that banking allows permit trading within a commitment period, which supports the conclusions of Kling and Rubin (1997). Other findings are related to efficiency. That is, emissions trading surpasses command and control, in terms of economic efficiency and longer terms of commitment period converge on lower permit price, In long term, initial allocation based on value-added performs the lowest GDP loss among different initial allocations.

  • Contamination of groundwater resources by organic chemicals has become an issue of increasing environmental concern. Surfactant-enhanced aquifer remediation (SEAR) is widely recognized as one of the most promising techniques to remediate organic contaminations in-situ. Solutions of surfactant or surfactant with polymer are used to dramatically expedite the process, which in turn, may reduce the treatment time of a site compared to use of water alone. In the design of surfactant-based technologies for remediation of organic contaminated aquifers, it is very important to have a considerable analysis using extensive numerical simulations prior to full-scale implementation. This study investigated the formation and flow of microemulsions during SEAR of organic-contaminated aquifer using the finite difference model UTCHEM, a three-dimensional, multicomponent, multiphase, compositional model. The remediation process variables considered in this study were the sequence of injection fluids, the injection and extraction rate, the concentrations of polymer in surfactant slug and chase water, and the duration of surfactant injection. For each variable, temporal changes in injection and production wells and spatial distributions of relative saturations in the organic phase were compared. Cleanup time and cumulative organic recovery were also quantified. The study would provide useful information to design strategies for the remediation of nonaqueous phase liquid-contaminated aquifers.

Analysis of change in hydrological cycles of South Korea, China and Japan due to the change of their vegetation since 1950 (1950년 이후 한국, 중국, 일본의 식생변화 및 이에 따른 수문순환 변화 분석)

  • Changes in land cover or land use, such as changes in forest area, can cause changes in water and energy circulation, ultimately affecting overall hydrological cycle including stream flow, evapotranspiration, soil moisture, and base flow. In this study, the changes of the hydrological processes over the past long period were simulated by using large-scale surface hydrologic model along with various soil, land use, vegetation, and meteorological data. For this purpose, this study simulated and evaluated the changes in the hydrological cycle for the past 50 years (1955-2010) in East Asia including China, Japan and South Korea. In particular, this study used the land cover maps which can properly reflect the vegetation condition for each simulation period. As results, the mean runoff ratio of China was estimated to be 47.0% over the entiree period, 62.7% in Japan and 49.4% in South Korea. The mean soil moisture of China was estimated to be 22.2%, 35.6% in Japan and 23.9% in South Korea. Finally, the mean evapotranspiration rate was estimated to be 52.7% in China, 37.3% in Japan and 50.4% in South Korea. Especially, in China, the hydrological cycle was found to be changed very much for the entire simulation period. However, in Japan, the hydrological cycle was found to be very stable for the entire simulation period. The hydrological cycle was also found to become stable mainly due to the stabilization of the vegetation.

Development of A Component and Advanced Model for The Smart PR-CFT Connection Structure (스마트 반강접 (PR) 콘크리트 충전 강재 합성 (CFT) 접합 구조물에 대한 해석모델의 개발)

  • This study investigates the performance of composite (steel-concrete) frame structures through numerical experiments on individual connections. The innovative aspects of this research are in the use of connections between steel beams and concrete-filled tube (CFT)columns that utilize a combination of low-carbon steel and shape memory alloy (SMA) components. In these new connections, the intent is to utilize the recentering provided by super-elastic shape memory alloy tension bars to reduce building damage and residual drift after a major earthquake. The low-carbon steel components provide excellent energy dissipation. The analysis and design of these structures is complicated because the connections cannot be modeled as being simply pins or full fixity ones they are partial restraint (PR). A refined finite element (FE) model with sophisticated three dimensional (3D) solid elements was developed to conduct numerical experiments on PR-CFT joints to obtain the global behavior of the connection. Based on behavioral information obtained from these FE tests, simplified connection models were formulated by using joint elements with spring components. The behavior of entire frames under cyclic loads was conducted and compared with the monotonic behavior obtained from the 3D FE simulations. Good agreement was found between the simple and sophisticated models, verifying the robustness of the approach.

A Geomorphological Classification System to Chatacterize Ecological Processes over the Landscape (생태환경 특성 파악을 위한 지형분류기법의 개발)

  • The shape of land surface work as a cradle for various environmental processes and human activities. As spatially distributed process modelings become increasing important in current research communities, a classification system that delineates land surface into characteristic geomorphological units is a pre-requisite for sustainable land use planning and management. Existing classification systems are either morphometric or generic, which have limitations to characterize continuous ecological processes over the landscape. A new classification system was developed to delineate the land surface into different geomorphological units from Digital Elevation Models(DEMs). This model assumes that there are pedo-geomorphological units in which distinct sets of hydrological, pedological, and consequent ecological processes occur. The classification system first divides the whole landsurface into eight soil-landscape units. Possible energy and material nows over the land surface were interpreted using a continuity equation of mass flow along the hillslope, and subsequently implemented in terrain analysis procedures. The developed models were tested at a 12$\textrm{km}^2$ area in Yangpyeong-gun, Kyeongi-do, Korea. The method proposed effectively delineates land surface into distinct pedo-geomorphological units, which identify the geomorphological characteristics over a large area at a low cost. The delineated landscape units mal provide a basic information for natural resource survey and environmental modeling practices.

Power Cost Analysis of Go-ri Nuclear Power Plant Units 1 and 2

  • An attempt is made to analyze the unit nuclear power cost of the Go-ri units 1 and 2 in terms of a set of model data. For the calculational purpose, the power cost is first decomposed into the cost components related to the plant capital, operation and maintenance, working capital requirements, and fuel cycle operation. Then, POWERCO-50 computer code is applied to enumerate the first three components and MITCOST-II is used to evaluate the fuel cycle cost component. The specific numerical results are the fuel cycle cost of Go-ri unit 2 for three alternative fuel cycles presumed, levelized unit power cost of units 1 and 2, and the sensitivity of the power cost to the fluctuation of the model data. Upon comparision of the results with the power cost of the fossil power plants in Korea, it is found that the nuclear power is economically preferred to the fossil power. Nevertheless, the turnkey contract value of Go-ri unit 2 appears to be rather expensive compared with the available data on the construction cost of the PWR plants. Therefore, it is suggested that, in order to make the nuclear power plants more attractive in Korea, the unfavorable contract of such kind must be avoided in the future introduction of the nuclear power plant. Capacity factor is of prime importance to achieving the economic generation of the nuclear electricity from the Go-ri plant. Therefore, it is concluded that more efforts should be directed to make the maximum use of the Go-ri plant.

Designation of fuel oil scrubber nozzle positioning using CFD analysis and PIV methods (CFD 해석 및 PIV 실험을 통한 연료유 스크러버의 노즐 위치선정)

  • Global warming has recently become an issue that has resulted in a growing trend to minimize environmental pollution. The International Maritime Organization (IMO) has shown that the majority of marine atmospheric pollution occurs as a result of emissions from marine vessels. Therefore, the environmental regulations and emission standards regarding marine vessels have gradually become stricter, and the research and development in this area is experiencing significant progress. In this study, a nozzle for a fuel oil scrubber was investigated using computational fluid dynamics (CFD) and particle imaging velocimetry (PIV). Experiments were conducted on scaled-down model of the scrubber to determine its performance, which was then compared with CFD results. Based on the experimental results, it was found that at a spray angle of $66^{\circ}$, the spray velocity at the nozzle was 20.1 m/s. From this comparison, a full-scale scrubber model was analyzed using CFD, and the effect of the positioning of the nozzle was studied.

Development of Uneven Excavation Method for Reinforcement of Ground Slope (사면보강을 위한 요철형 암반굴착 공법개발)

  • In this study, required drill bits and excavation methods were developed for an uneven drilling method that can solve the problem of performance degradation of rock bolts. The developed drill bit's excavation performance was verified using rock with a strength of 100 MPa or more. In addition, for the relative evaluation of the uneven excavation method, experimental specimens were prepared for models with and without irregularities, and tests were performed. As a result of the experiment, the model with unevenness exhibited an average critical draw resistance of 801.6 kN, which is about 1.7 times the value of 468.7 kN for the model without unevenness, thus confirming the effect sufficiently. Therefore, it is expected that the resistance performance will significantly increase despite an increase in the uneven hole diameter of 20 mm. In the future, the results of this study could be used as basic data when performing other studies using numerical analysis models and performance verification through experiments to obtain an optimized rock forming method.
