Korea Supreme Court has cancelled four cases of thirty-nine Arbitral awards made by Korean Commercial Arbitration Board since Korea arbitration act was enacted in 1966. Three cases of them were cancelled by the reason of the arbitrator's disqualification in relation to impartiality or independence and the other to arbitration agreement enable to select the lawsuit or arbitration. When a person is approached in connection with his possible appointment as an arbitrator or has already been appointed as such, he shall without delay disclose all circumstances likely to give rise to justifiable doubts as to his impartiality or independence according to the one of the article 13 of Korean Arbitration Act. Upon being notified of the appointment as an arbitrator, each arbitrator shall immediately disclose in writing to the Secretariat any circumstances which might cause reasonable doubt about impartiality or independence. An arbitration agreement shall be made clearly and in writing not to appeal to the court or to be brought in the court. However most of the korean construction contracts have the arbitration agreement clause enable to appeal to the court or the arbitration on government official's advice. Many of these disputes are resolved by litigation after the precedent(Law case number : 2003da318) set by the Supreme Court on August 22, 2003 between the Korea(government) and the Korea Railroad or abandoned its attempt to arbitration. But each year, about four hundreds of arbitration business transactions were resolved arbitration, the voluntary submission of a dispute to an impartial person or persons for final and binding determination. Arbitration has proven to be an effective way to resolve these disputes privately, promptly, and economically.

본 논문에서는 검색 위주의 공간 데이터베이스 시스템을 위한 R-tree 기반의 동시성 제어 기법을 제안한다. 기존의 제안된 기법들은 검색연산이 갱신연산과 동시에 수행되는 것을 막기 위해 노드에 공유 락이나 래치를 획득함으로써 갱신연산으로 인한 검색연산의 블록킹을 막을 수 없다는 문제를 가지고 있으며, 또한 R-tree같은 다차원 색인의 경우 갱신연산의 락 획득은 여러 노드에 걸쳐 일어날 수 있으며, 노드 분할과 같은 경우 오랜 시간동안 락을 획득하고 있을 수도 있기 때문에 검색연산은 장시간 블록킹이 되어야 하는 문제를 갖는다. 따라서 본 논문에서는 이러한 문제를 해결하기 위하여 노드의 엔트리들을 링크드 리스트로 연결하는 방법을 사용하여 노드에 엔트리를 삽입하고 있는 중에도 락이나 래치를 획득하지 않고 검색연산을 할 수 있는 링크드 리스트 기반의 동시성 제어 기법과, 노드 분할이 진행 중에 있는 노드에도 검색연산이 락이나 래치를 획득하지 않고 노드를 탐색할 수 있는 버전 기반의 동시성 제어 기법을 제안한다.

국제무역부문에서 사이버무역거래가 활발하게 이용되기 물품운송 및 무역대금결제에 이르기까지 전통적인 방식에 의한 무역보다 전자환경에 맞는 안정되고 예측가능한 시스템구축이 필요하다. WTO, OECD, UNCITRAL, APEC등과 같은 국제기구에서 전자상거래 활성화를 위한 방안이 모색되고 있고, 무역 관련 국제규범에 사이버 무역 활성화를 위한 규칙을 마련하고 있으나 전자계약, 운송서류의 전자문서화, 전자결제 등에 이용하기에는 많은 문제점을 가지고 있다. 따라서 본 논문에서는 이들 문제점들을 규명하고 전자계약의 성립과 유효성 및 권리 구제에 대한 전자적 합의의 표준화, 전자선하증권 등을 중심으로 하는 운송서류의 권리이전문제, 전자결제시스템의 개발을 통하여 사이버무역을 활성화시킬 수 있는 방안을 제시한다.

웹에서 다양한 웹 지리 지역정보를 검색할 수 있는 시스템에 대한 요구가 증가하고 있다. 그러나 현재의 웹 검색 시스템은 사용자가 키워드로 지역 웹 문서를 검색하고 해당 웹 문서를 지도와 비교하여 공간정보를 취득하며, 다른 관련 정보를 얻기 위해서는 검색과 비교를 반복해야 하는 어려움이 있다. 본 논문에서는 이러한 검색 과정을 단순화하기 위해 웹 지리 지역정보에 포함된 지리공간단어를 활용하고 웹 정보와 공간정보가 유기적으로 통합된 검색시스템을 제안하였다. 이를 위해 현재의 웹 공간으로부터 "현실 지식 응용"이라는 3-계층 공간 모델을 제안하였다. 이 구조에서는 계층 간 정보가 관련성이 높도록 연결되어 있고, 사용자는 연결 구조를 탐험하는 것만으로 웹 지리 지역정보 및 지리적인 특성에 대한 다양한 관계 정보, 그리고 공간정보를 효율적으로 얻을 수 있었다.

As information technologies are applied to the libraries in information society, the library services have been changing its feature. Therefore, the purpose of this paper is to explore and to establish a paradigm of the library services in information society. It is hypothesized that the application of information technologies leads to the change of the library services in information society. To prove the hypothesis, the data were collected from various research results carried out in the developed countries and by observing various libraries where the information technologies are extensively applied. The findings are as follows: 1. As information technologies are applied to the library, many new library services emerge for the society. 2. As the electronic data replace the paper data, the collection of a library becomes the collection of the libraries in the world. Therefore, the accessibility to the information network is more important than to own information in the library. Librarians select various electronic data according to the library policy which distinguishes their own library collection from others. The policy also solves the various problems related to weeding and preserving library collection. And the use of CD-ROM selection tools enable library users to select their own data. Now, the censorship becomes the concems of the library users, not the library. 3. The catalogs are reorganized for the electronic data for the international use. The most important information in the catalog is the location of the data and the multi access to the data are necessary. 4. As the information technologies are applied in book selection, cataloguing, information retreival and circulation, the library users are enable to service themselves in the library. And most of the routine works related to the information service are taken over by the library staffs. Professional librarians engage in user education, information marketing and fund raising. 5. Public libraries in information society serves those who have no access to the information. They help the illiterates. patients in the hospital, prisoners, and homeless in the city. Therefore, the information technologies enhance the role of librarians in professional work in the library as well as in the information society.

The behavioral and dynamic implications of an ERP implementation/installation are, to say the least, not well understood. Getting the switches set to enable the ERP software to go live is becoming straightforward. The really difficult part is understanding all of the dynamic interactions that accrue as a consequence. Dynamic causal and connectionist models are employed to facilitate an understanding of the dynamics and to enable control of the information-enhanced processes to take place. The connectionist model ran be analyzing (behind the scenes) the information accesses and transfers and coming If some conclusions about strong linkages that are getting established and what the behavioral implications of those new linkages and information accesses we. Ultimately, the connectionist model will come to an understanding of the dynamic, behavioral implications of the larger ERP implementation/installation per se. The underlying connectionist model will determine information transfers and workflow. Once a map of these two infrastructures is determined by the model, it becomes a relatively easy job for an analyst to suggest improvements in both. Connectionist models start with analog object structures and then use learning to produce mechanisms for managerial problem diagnoses. These mechanisms are neural models with multiple-layer structures that support continuous input/output. Based on earlier work performed and published by the author[10][11], a Connectionist ReasOning and LEarning System(CROLES) is developed that mimics the real-world reasoning infrastructure. Coupled with an explanation subsystem, this system can provide explanations as to why a particular reasoning structure behaved the way it did. Such a system operates in the backgmund, observing what is happening as every information access, every information response coming from each and every intelligent node (whether natural or artificial) operating within the ERP infrastructure is recorded and encoded. The CROLES is also able to transfer all workflows and map these onto the decision-making nodes of the organization.

본 논문은 광센서 없는 태양광 추적 시스템을 제안한다. 태양광 추적, MPPT, ESS, 모니터링의 4가지 기능을 모듈화하여 시스템을 구현하였다. 9개의 태양광 패널을 기본단위로, 바람의 영향을 저감하고, 광센서 없이 태양광 추적이 가능하도록 상하좌우 패널의 높낮이를 다르게 한 격자형 구조를 채택하였다. 저가형 MCU를 이용한 부스트 컨버터 PWM 스위칭을 위해 기존 MPPT의 연산 방법을 개선하였다. ESS 모듈은 리튬 이온 배터리 12개(직렬 3셀과 병렬 4셀)를 기본 단위로 구성하여 온도 및 전기 특성의 이상 유무 감시가 가능하게 하였다. 각 모듈의 MCU는 Atmega128 또는 Raspberry PI로 구성하였으며 운전 정보를 상호 교환하고, IoT 기술을 응용하여 실시간 원격 모니터링과 클라우드에 데이터베이스를 구축하여 유지보수가 가능하게 하였다. 실험을 위해 제작된 태양광 발전 시스템의 운전 데이터는 각 모듈의 분산 및 원격 모니터링의 가능성, 유지보수의 편의성 및 광추적 성능을 증명한다.

본 논문에서는 N-스크린 환경에서 세션 이관 및 분리을 통해 사용자의 이종의 단말 간 유동적으로 컨테츠를 이동하고, 서비스 단말을 변경 할 수 세션 제어 구조와 방안을 제안한다. N-스크린 서비스에서는 사용자가 스크린 해상도, CPU 능력, 액세스망 인터페이스 등이 다른 복수의 단말을 사용할 수 있다. 또한, 사용자가 서비스 사용 중 단말을 변경하거나, 한 명의 사용자가 다중 스트림(One User Multi Stream)을 사용할 수 있어야 하므로, 이종의 다중 단말 간 컨텐츠를 이동시키거나 서비스 단말을 변경할 수 있는 등의 N-스크린 서비스를 위한 구조와 서비스 방안이 필요하다. 본 논문에서는, N-스크린 환경에서 세션 분리 및 이관 등을 제어할 수 있는 세션 관리 및 제어를 위한 노드들을 제안하고, 이 노드들과 사용자들 간의 인터랙션을 통해 이종의 다중 단말간 유동적인 컨텐츠 이동과 서비스 단말 변경이 가능한 N-스크린 환경에 적합한 세션 제어 구조를 제안한다. 제안된 방안은 단말 사양에 맞추어 세션 이관의 지연을 최소화하고 또한 서버의 부하를 최소화하도록 한다. 시뮬레이션의 결과를 통해, 제안하는 구조를 와 방안에 대한 효율성 및 성능을 분석하였다.

TA-50 항공기는 공중전에 대비하여 공대공, 공대지 사격 훈련 등 다양한 상황에 대한 모의 훈련을 수행하고 있다. 또한 조종사의 실전 배치 전 훈련용으로도 사용되고 있다. 그러나 TA-50은 스마트 무장 운용 능력을 보유하고 있지 않아 훈련에 제한이 되고 있다. 이에 본 연구에서는 TA-50 항공기에 스마트 무장 중 하나인 합동정밀직격탄(JDAM)의 가상훈련이 가능하도록 구현하고자 하였다. 먼저, TA-50 항공기와 유사한 기종인 FA-50 항공기에 구현된 JDAM 기능을 분석하였다. 또한 FA-50 항공기에 구현된 기능은 소스코드의 직접 활용이 불가능하므로 머신러닝 기법(TensorFlow)을 활용하여 알고리즘을 추출하였다. 본 기능을 구현함으로써 실 무장을 장착하지 않아도 실제와 유사한 훈련이 가능할 것으로 기대된다. 마지막으로 본 연구 결과를 바탕으로 연구의 한계점을 보완하여 실제와 동일하게 구현할 수 있는 방안을 제안하고자 한다.

Mare milk is gaining importance because of its nutritional characteristics and therapeutic properties, which enable its use as part of the diet of the elderly, convalescents, and newborn infants. This review describes the functional and bioactive components of mare milk, such as proteins, carbohydrates, and lipids, and the characteristics such as acidification and released free amino acids of fermented mare milk. The protein profile of mare milk differs from that of bovine milk but is similar to that of human milk. The salt and lactose content in mare's milk is similar to that in human milk, but mare's milk has a significantly lower content of fat. Whey protein concentration is higher and casein content is much lower in mare milk than in bovine milk. These health-promoting properties indicate that mare milk and its derivatives could become valuable foods for elderly consumers in the form of probiotic beverages. Protein allergies related to and the potential industrial applications of mare milk have also been discussed in comparison with those of bovine milk. Although mare milk has diverse advantages if used as a nutritional food and has positive effects on health, further studies are required to enable its use as a complete substitute for human milk or as a health food.
