A Secure Personal Health Record System for Handling of Emergency Situations (응급 상황 처리를 위한 안전한 개인건강기록 시스템)

  • In recent years, Personal Health Record (PHR) has emerged as a patient-centric model of health information exchange. The Personal Health Record (PHR) owners enjoy the full right of accessing their records anywhere and anytime making storage and retrieval more efficient. Due to the sensitivity and confidential nature of the PHR, however, the PHR is maintained in a secure and private environment with the individual determining rights of access. In this paper, we propose a system which enables access to the user's PHR in the event of emergency. In emergency situation where the user is unconscious, the emergency staff can use the PHR information to request a emergency access to the PHR server based on the predefined rights of access for PHR. Under the proposed system, the PHR owner can specify a fine grain access control policy during emergency situations.

  • A flight simulator is an instrument which lets pilots attain proficiency of handling various emergency situations, and the sense of flying. In this thesis, current status of domestic simulators will be stated, and after showing the problems with the present management of these simulators, comparisons of how and what kind of facilities they are managed around the globe will be made. After comparing and analyzing the difference in the way the simulators are ran, measures of improvement in domestically appropriate simulators and increase of operating facilities will be drawn.

Investigated for the examination content and standards for Process Safety Management (PSM) and Safety Management System (SMS). Safety Management System operator's comments and problems to be expected in the review process. Standards for on-site implementation and review of a person's ability to do the job does not require a high level of expertise.   • The March 1979 accident at Three Mile Island provided physicians specializing in radiation medicine an opportunity to observe the field under conditions never seen before. Since no, injuries occurred at the site or within the community, medical personnel were immediately involved in efforts to allay fear, provide accurate information, and replace labortory resources rendered ineffective by the release in the reactor building. Valuable insights concerning medical emergency planning are derived from the accident; suggestions are made for handling any future mishaps.

  • Emergency preparedness plan (EPP) is the systematic management of activities that involve a material degree of risk of loss or other damage to the surroundings (people, property and environment), and the boundary of accident recovery plan (ARP). The main purpose of the program is to provide a safety management system to each facility in order to enable to prevent accident and to control accident immediately. The EPP includes not only typical safety-related documentations such as material safety data sheet (MSDS), standard operation procedure (SOP), emergency response plan(ERP). EPP is established basis of the preliminary safety analysis involving risk identification, assessment and prevention plans. The program is also helpful for government or related agencies to control a number of accidents in small-scale companies in the whole country.

  • In the port of Ulsan with the area of harbor limit of $83km^2$, 25,432 vessels have been entering annually and only 35 vessels can anchor simultaneously at the anchorage. The area of harbor limit of Ulsan constitutes just 65 percent compared to $127.5km^2$ which is an average of main ports in Korea. In this regard, the port of Ulsan needs to expand the area of anchorages inevitably for enhancing the efficiency of port operation. To select the best anchorage area in Mipo harbor with the introduction of a concept of emergency anchorage, this study analyzed the safety of navigation and anchorage, and safety management, etc. in the prospected anchorage on the basis of the marine traffic survey observing traffic density. Furthermore, after drawing preliminary and final schemes through gathering the opinions from maritime users, safety management organizations and academic experts group, the best arrangement of emergency anchorage has been selected through the conference of interested parties. Then, the final scheme was also verified through figuring out the marine traffic system and carrying out the ship handling simulation.

  • Purpose: Since the implementation of the Chemical Substance Management Act, data on the number of occurrences by annual chemical accident in Korea and the contractor's contract data received from the competent authority were used. After the implementation of the contract reporting system, the contribution to the reduction of chemical accidents is summarized by statistical data. The characteristics of each region, month, type and those of similar industries and human life were compared and analyzed. Method: 4 years of chemical accident statistics from 2015 to 2018 and since 2003, we have used data from the Chemical Safety Clearing-House (CSC), which provides safety information on cases of chemical accidents. Results and Conclusion: The risk of accidents increases as a number of unskilled workers are put into the workplace during the period when the hazardous chemical handling process is temporarily suspended. Through the reporting for awarding a contract, the operators are strengthening the safety management of chemical accidents by educating unskilled workers and wearing personal protective equipment.

A Simple Model for Dispersion in the Stable Boundary Layer

  • Handling the emergency problems such as Chemobyl accident require real time prediction of pollutants dispersion. One-point real time sounding at pollutant source and simple model including turbulent-radiation process are very important to predict dispersion at real time. The stability categories obtained by one-dimensional numerical model (including PBL dynamics and radiative process) are good agreement with observational data (Golder, 1972). Therefore, the meteorological parameters (thermal, moisture and momentum fluxes; sensible and latent heat; Monin-Obukhov length and bulk Richardson number; vertical diffusion coefficient and TKE; mixing height) calculated by this model will be useful to understand the structure of stable boundary layer and to handling the emergency problems such as dangerous gasses accident. Especially, this simple model has strong merit for practical dispersion models which require turbulence process but does not takes long time to real predictions. According to the results of this model, the urban area has stronger vertical dispersion and weaker horizontal dispersion than rural area during daytime in summer season. The maximum stability class of urban area and rural area are 'A' and 'B' at 14 LST, respectively. After 20 LST, both urban and rural area have weak vertical dispersion, but they have strong horizontal dispersion. Generally, the urban area have larger radius of horizontal dispersion than rural area. Considering the resolution and time consuming problems of three dimensional grid model, one-dimensional model with one-point real sounding have strong merit for practical dispersion model.
