A Study on the U.S Emergency Communications Operating System and Standard Operating Procedures Analysis (미국 재난통신 운영체계 및 표준운영절차 분석 연구)

  • Disasters in South Korea are taking on more diverse and intricate aspects than before, while being affected by the industrial development and deterioration of the cities. Therefore, it is urgently needed for success in disaster countermeasures to secure emergency communications operating system which would make it possible to share various information between the control tower and field personnel quickly and accurately. This study proposes a method of improving the national emergency communications operating system based on the Federal disaster management system, emergency communications system, and Standard Operating Procedures (SOPs) employed in the US, which is the leading country in the field of disaster management. First, the organization of the emergency communications needs to be more systematized than in the past. The organization of the emergency communications of the central and local governments have to be administered according to their different roles and objectives. Furthermore, they must cooperate with each other based on interoperability. Second, emergency communications councils need to be established, composed of representatives related to disasters, and national and regional units need to be formed and operated separately. Third, the SOPs should not only cover both the operational and technical elements, but also assign the roles and responsibilities to the members of the disaster communications system. These improvements will assure the correct functioning of the disaster communications system in the field, which is expected to increase the probability of success in disaster countermeasures.

  • In severe disaster situations, Emergency alert provide information for people to survive. However, the only device that can receive the Cell Broadcasting Service (CBS) of the Korean Public Alert System (KPAS), the Public Warning System (PWS), is Smart Phone and Receiving the disaster information is very limited. Therefore, this paper proposes a solution to the problem. First, we discover problems through the analysis of KPAS, and second, we propose Smart Watch and Navigation as devices to receive Emergency alert. The devices can receive disaster information through Bluetooth communication from Smart Phone and provide content such as disaster-related images and videos. Based on the proposed items, the application was developed, and as a result of the test, Smart Phone provided more disaster information like images and videos than current emergency alert, and the method of notification of emergency alert was varied. And Smart Watch and Navigation received disaster information successfully through Smart Phone, which also provided various disaster information like images and videos. The developed application has expanded functionally than the existing emergency alert and can benefit many people in emergency situations.

  • Drawing on its extensive experience with natural disasters, Japan has been dispatching Japan Disaster Relief (JDR) team to disaster-stricken countries to provide specialist assistance in rescue and medical operations. The JDR team has assisted in the wake of disasters including the 2004 Indian Ocean Earthquake and the 2008 Sichuan Earthquake in China. Information about the affected area is essential for a rapid disaster response. However, it can be difficult to gather information on damages in the immediate post-disaster period. To help overcome this problem, we have built on an Earthquake Damage Estimation System. This system makes it possible to produce distributions of the earthquake's seismic intensity and structural damage based on pre-calculated data such as landform and site amplification factors for Peak Ground Velocity, which are estimated from a Digital Elevation Model, as well as population distribution. The estimation result can be shared with the JDR team and with other international organizations through communications satellite or the Internet, enabling more effective rapid relief operations.

  • In this paper, we propose the controllability function and service design to efficiently implement the control of the disaster communication network, using Internet of Things(IoT) Technology. In accordance with the spread of Information Communication Technology(ICT), the era for building a disaster communications system without exclusion over the entire areas has emerged. National wireless mesh networks for public safety and disaster relief have been evolving to strengthen the pre-disaster response system using the latest technologies through the convergence of various technologies and services from the viewpoint of the command and control between disaster response agencies. In line with such a technological paradigm shift, the controllability of the objects in the IoT has been emerging as a key quality requirement of a disaster communications system. In this study, the objects are classified by the subject of control according to the IoT component, such as data, network resources and services in order to effectively implement their controllability. In addition, based on the destination of this controllability, technologies and services have been designed that can reduce the damage caused by disasters. Technologies and services that were derived from this study must be implemented in the current disaster safety network systems together with the establishment of an infrastructure for the networks in order that all persons are able to effectively utilize the disaster communications system for their safety.

  • Ad hoc network does not need any preexisting network infrastructure, and it has been developed as temporal networks in the various fields. Infostation is an efficient system to transfer information which does not have delay sensitive characteristics. In this paper, we propose a disaster emergency management system using sensor attached animals' mobility combined with infostation system. We also analyze the performance of the proposed system. From the performance analysis results, we expect that the proposed system will be very useful to early detect big forest fires which occurs frequently in Korea mountain areas.

  • Emergency alerting broadcasting of T-DMB is being serviced to deliver the event of a disaster to the people quickly and effectively through a T-DMB network. DGPS has been developed in order to improve the accuracy of the GPS receiving data and transmitting of DGPS information through the T-DMB network is being studied for a wide range of usage. Because DGPS information and AEAS message are sent through the same T-DMB network, if DGPS information is applied to AEAS message disaster area can be specified more precisely and the exact location of the disaster can be measured in the terminal. In this paper, a implementation method of T-DMB emergency alerting broadcasting system based on a DGPS including a new structure of AEAS message was proposed to identify the location of disaster accurately.

  • Nowdays the mobile traffic have been greatly increasing. This traffic increment has been caused the lack of frequency. To solve this problem, many study to improve the frequency efficiency in the field of mobile communication has been performed in a variety angle. However this kind of study was focused to 1:1 traffic. This paper propose the allocation scheme of the receiving channel in 1:N group traffic. This method apply to the TRS(Trunk Radio System) that use for the emergency disaster telecommunications. The result of the study show the performance improvement in the call loss ratio and load distribution in the group channel.

  • Wireless mesh networks for public safety and disaster have been developing in a direction from TETRA(TErrestrial Trunked RAdio) to take advantage of the Public Safety-LTE(Long Term Evolution) technology. In Korea, the Disaster Safety Network Building Project has been promoted in order to unify disaster communication systems among disaster response agencies. In this study, the trends of the network construction for national disaster communication and corresponding representative cases of overseas have been analyzed. Through this process, the disaster communication area in line with the purpose of communications. As a result, the disaster communication can be divided into five distinctive areas: the control, the response, the on-site, the victim and the alarm communications. Based on the re-designed communication areas, quality requirements have also been re-organized in this study. Ultimately the construction method for the Disaster Communication systems without exclusion zone will be presented.

  • Korea has faced with the problem of the whole national disaster safety due to the Sewol-ho and it reminded people and government of the importance of national safety. It is needed to establish the national unified network especially focused on the disaster site and also improved in the fields of law, system and organization related to the management of disaster. To do this, PS-LTE technology must to be adopted to the network and 700MHz is the most efficient bandwidth for the network. At the same time, we have to improve the management system for the response of disaster including standard procedure and the platform of disaster response system. In order to establish realistic and efficient emergency communications network, it is effective to build own network and use leased networks together. And the cost is estimated about 5.2 trillion won.

  • This paper introduces our research results of SDN/SON-based emergeny communications system for nuclear power plant under extreme natural diaster like Fukusima nuclear power plant incident. In such a extreme situation, nuclear power plant operational staffs which do not have technical knowledge of network provisioning and operations have to deploy the emergency network. Thus our proposed system provides capabilities to provision an emergency network autonomically and enable voice and data services. It also describes our PoC system developed based on the proposed core technology and architecture with the results of system verification testing.
