The Error-Resilient Transmission of MPEG-4 Patient Video using UDP Over CDMA2000 1xEV-DO Network (CDMA2000 1xEV-DO망에서 UDP를 사용한 MPEG-4 환자 영상의 에러에 강인한 전송)

  • Rapid advances in telecommunication make emergency telemedicine possible that specialist offers medical care to an emergency case in moving vehicle. Although there were many telemedicine projects delivering the image or video of patient over several wireless networks, none of them considered effective solutions for optimizing video transmission over error-prone environments, such like wireless links. To alleviate the effect of channel errors on compressed video bit-stream, this paper analyzed the error resilient features of MPEG-4 standard and measured the quality of transmitted MPEG-4 encoded video over commercially available CDMA2000 1xEV-DO networks, transmitting different IP packet sizes and RM positions. we propose an error resilient transmission methods for emergency telemedicine over real 3G network.

  • Emergency Vehicle Preemption(EVP) is an operation method which helps to improve response condition of Emergency Vehicle(EV) and it has not yet been introduced in Korea. In order to implement the system, it requires step-by-step plan and selecting a priority area for trial operation. Since a municipal government such as Seoul is too large so it is limited in time and cost to analyze the whole area. Therefore, quantitative and effective selection method for priority area is critical. The aim of this study is to propose a selection method of implementation area for EVP system using the dispatch data analysis. This study also determined the priority area for EVP implementation by analyzing the dispatch data in Seoul and conducted a simulation to evaluate the effects of implementing EVP.

A Fusion Priority Signal Control Algorithm for Emergency Vehicles (긴급차량 융합형 우선신호 제어 알고리즘 개발)

  • This study develops a fusion priority signal control algorithm to pass without delay in emergency events. Fusion priority signal control is method combined center control with local control. The center control method applies signal times for each signalized intersection on the emergency vehicle's route when an emergency call is received. As signals are controlled before the emergency vehicle leaves for its destination, it is possible to clear the queues at each intersection more effectively. However, since the traffic information (speed, position) of the real-time emergency vehicle is not used, the intersection arrival time predicted by center control and actual arrival time of the emergency vehicle may be different from each other. In the case, it is possible to experience a delay caused by the signal. Local control method operate priority signal use the real-time information of EV, but there is a limitation that queue elimination time can not be reflected. In this study, fusion(center+local) control algorithm is proposed to compensate the disadvantages of center and local control also maximizing its advantages. Proposed algorithm is expected to decrease delay time of EV in emergency situation.

Comparative Transmission of JPEG2000 and MPEG-4 Patient Images using the Error Resilient Tools over CDMA 1xEVDO Network (CDMA 1xEVDO 망에서 무선 에러에 강인한 JPEG2000과 MPEG4의 환자 영상 전송에 관한 비교연구)

  • Even though the emergency telecommunication make possible that specialist offers medical care over emergency cases in moving vehicle, we still have many problems in transmitting the image or video of patient over several wireless networks. To alleviate the effect of channel errors on compressed video bit-stream, this paper analyzed the error resilient features of JPEG2000 standard and measured the quality of transmission over noisy wireless channel, CDMA2000 1xEV-DO networks, compared to the features of error resilient tool of MPEG-4. We also proposed the optimum solution of transmitting images over real 3G network using JPEG2000 error resilient tool.

A Study on the Transformer Spare Capacity in the Existing Apartments for the Future Growth of Electric Vehicles (전기자동차 보급에 따른 기존 아파트의 변압기용량 한계시점에 대한 연구)

  • Rapid Expansion of EVs(Electric Vehicles) is inevitable trends, to comply with eco-friendly energy paradigm according to Paris Agreement and to solve the environment problems such as global warming. In this paper, we analyze the limit point of transformer acceptable capacity as the increase of power demand considering EVs supply in the near future. Through the analysis of transformer utilization, we suggest methods to analyze the spare capacity of transformer for the case of optimal efficiency operation and emergency operation respectively. We have the results of 18.4~29% spare capacity for the charging infrastructure to the rated capacity of transformer by analyzing the existing sample apartments. It is analyzed that the acceptable number of EVs is 0.09~0.14 for optimal efficiency operation and 0.06~0.13 for emergency operation. Therefore, it is analyzed the power demand of EV will exceed the existing transformer spare capacity in 7~8 years as the annual growth rate of EVs is prospected 112.5% considering current annual growth rate of EVs and the government EV supply policy.
