Reserved forces of ROKA are in charge of replacement of TOE in the wartime and mission of rear area operation. But there is institutional inertia in the law and organization oriented to fill human resources rather than take mission. We need to prepare for the investment and arrangement of reserved forces as military power that would be replaced standing forces. In this portion, to reinforce reserve forces elite, First, efficient mobilization regulations and systems are suggested. I covered a maintenance of relevant mobilization ordinances which need to legislated and approved by national assembly for wartime and development of mobilization system which might lose the appropriate time for mobilization due to complicated declaration procedures and measures to overcome the panic at the initial stage of the war and organization and employment of nationwide transportation system and mobilization center. To ensure efficient resource management and mobilization of reserve forces with a number of approximately 3 million, there's a necessity of organization for integration and conciliation. To make it real, I suggested establishing and employing the mobilization center, on first phase, employ the mobilization center focusing on homeland divisions, on second phase, it is advisable to convert to national level mobilization system and develop to central mobilization center focusing on national emergency planning committee. During peacetime, in conjunction with Mobilization Cell, mobilization center can conduct resource survey and integrate and manage mobilization resources and take charge of mobilization training of subordinate units, and during wartime, in conjunction with mobilization coordination team and Cell, can ensure the execution of mobilization. Second, Future oriented reserve forces management system such as service system of reserve forces and support system of homeland defense operations. Current service and trainings of reserve forces by the year have very low connection, as it is very complex to manage the resources and trainings, and service and training lack the equity, re-establishment of service system is required. Also in an aspect of CSS and cultivation support for reserve forces, as the scope and limitation of responsibility between the armed forces and autonomous organization is obscure, conditions to conduct actual-fighting exercises are limited. Concentrated budgetting is extremely difficult because reserve forces training fields are scattered nationwide, and facilities and equipments are rapidly getting older. To improve all these, I suggest the organization of homeland defense battalion with a unit of "City-Gun-District" and supporting the local reserve forces. Conduct unit replacement or personal replacement for those who have finished their 1 or 2 years and homeland defense operation duty for those with 3-5 years for consistency and simplification. Third, I suggest Future oriented Reserved Training(FRT) and Training Center oriented training management to establish a reliable reserve training. Reserves carry out expansion of unit, conventional combat mission, homeland defense and logistics support during wartime, and actual-fighting exercise, and disaster relief, peace keeping activities. Despite diverse activities and roles, their training condition still stays definitely poor. For these reasons, Modernization of weapons and facilities through gradual replacement and procurement is essential to enhance mobilization support system.

This study aimed to identify worker groups that are to accidents and to track the changes in their socioeconomic status there after. We analyzed the Korean Labor and Income Panel Study (KLIPS) database(2001-2006) were recorded according to the participant's economic activity status at the beginning of follow-up, and economic activity status was. During the follow-up period, the unemployed group experienced more accidents that resulted in disability than the economically active group. Interestingly, the unemployed group also had the highest industrial accident rate. Among the employed, daily and unpaid family workers were more vulnerable to disabilities. After the accidents, the participants tended to become economically inactive or unemployed. Compared to other worker groups, the economically inactive, unemployed, and daily and unpaid family workers experienced higher rates of accidents and faced graver conditions as a result. Although they constitute a significantly large part of society, these vulnerable workers are not currently covered by any social security measures, such as accident surveillance, training, and accident insurance. Social policy should therefore be directed toward protecting these vulnerable worker groups.

The study analyzes the appropriate number of people per a household by applying an evacuation simulation to a 27-floor apartment in accordance with the NFPA 101 standard. The results of the analysis are as follows. First, if there are three people residing in each household, there would be 156 households in total, of which 85.25% were evacuated within 5 minutes. Second, 208 households with 4 residents were evacuated within 5 minutes. Third, if there are five people residing in each household, there would be a total of 260 households and 71.92% of residents were evacuated within 5 minutes. Lastly, 62.82% of the 312 households, each consisting of 6 people, were evacuated within 5 minutes. Measures to reduce evacuation time include determining the width of the stairs according to the number of people indoors, the number of floors in the building, the slope of stairs, and the users' characteristics, the design reflecting the ventilation conditions of the stairs, the installment of outdoor evacuation stairs, two-way stairs, evacuation lift, and the installation of an evacuation safety zone for people to evacuate outside of the building in the middle floors. In addition, measures, such as the mandatory installation of automatic emergency door open-close device to the rooftop, are required to facilitate rooftop evacuation.

Objectives: Paraquat (PQ) is a widely used ionic pesticide that is fatal when ingested accidentally or for suicidal purposes. It is thought that chronic exposure of PQ is related with the development of Parkinson's disease, but epidemiological studies have not yet confirmed that theory. This study attempted to estimate the possibility of environmental PQ exposure through soil and water. Materials and Methods: We analyzed the amount of decomposed PQ solution in wet soil after exposure to ultraviolet light. An artificial rainfall condition was simulated over soil sprayed with PQ to measure the amount of eluted PQ. In addition, PQ was diluted in water from three differently rated rivers and the changes in PQ concentration were measured after ultraviolet exposure over one month. High performance liquid chromatography/ultra violet detection was used to analyze the concentrations of PQ. Results: In the method we used, the recovery rate of PQ showed a precision rate less than 5%, an accuracy greater than 88%, and the calibration equation was y=5538.8x-440.01($R^2$=0.9985). There were no significant differences in the concentrations of PQ obtained from the three specimens over a 1-week period. From the PQ-sprayed soil, the artificial rainfall conditions showed no PQ elution over a 1-month period, and there was no significant differences in PQ concentrations according to ultraviolet exposure among the three samples. Conclusions: PQ remains well adsorbed naturally in soil. However, it may still exist in an integrated state for a long time in the hydrosphere, so the possibility of PQ exposure through drinking water cannot be disqualified.

Recently, gusts, typhoon and tsunamis have been occurring more frequently around the world. In such an emergency situation, a moored vessel can be used to predict and analyze other vessel behavior, but if the mooring system is destroyed, marine casualties can occur. Therefore, it is necessary to determine quantitatively whether a vessel should be kept in the harbour or evacuate. In this study, moored ship safety in an exclusive wharf according to swell effects on motion and mooring load have been investigated using numerical simulations. The maximum tension exerted on mooring lines exceeded the Safety Working Load for intervals 12 and 15 seconds. The maximum bollard force also exceeded 35 tons (allowable force) in all evaluation cases. The surge motion criteria result for safe working conditions exceeded 3 meters more than the wave period 12 seconds with a wind speed of 25 knots. As a result, a risk rating matrix (risk category- very high risk, high risk and moderate risk) was developed with reference to major external forces such as wind force, wave height and wave periods to provide criteria for determining the control of capabilities of mooring systems to prevent accidents.
The accumulator is a passive safety injection device for emergency core cooling systems. As an important safety feature for providing a high-speed injection flow to the core by compressed nitrogen gas pressure during a loss-of-coolant accident (LOCA), the accumulator injects its precharged nitrogen into the system after its coolant has been emptied. Attention has been drawn to the possible negative effects caused by such a nitrogen injection in passive safety nuclear power plants. Although some experimental work on the nitrogen injection has been done, there have been no comparative tests in which the effects on the system responses and the core safety have been clearly assessed. In this study, a new thermal hydraulic integral test facility-the advanced core-cooling mechanism experiment (ACME)-was designed and constructed to support the CAP1400 safety review. The ACME test facility was used to study the nitrogen injection effects on the system responses to the small break loss-of-coolant accident LOCA (SBLOCA) transient. Two comparison test groups-a 2-inch cold leg break and a double-ended direct-vessel-injection (DEDVI) line break-were conducted. Each group consists of a nitrogen injection test and a nitrogen isolation comparison test with the same break conditions. To assess the nitrogen injection effects, the experimental data that are representative of the system responses and the core safety were compared and analyzed. The results of the comparison show that the effects of nitrogen injection on system responses and core safety are significantly different between the 2-inch and DEDVI breaks. The mechanisms of the different effects on the transient were also investigated. The amount of nitrogen injected, along with its heat absorption, was likewise evaluated in order to assess its effect on the system depressurization process. The results of the comparison and analyses in this study are important for recognizing and understanding the potential negative effects on the passive core cooling performance caused by nitrogen injection during the SBLOCA transient.
Due to the rapid development of cities, densities and heights of urban structures are increased, and much larger and more underground spaces are being developed accordingly. Increasing development of underground spaces has induced more ground sinks and underground cavities. Therefore, safety of people is threatened by potential ground collapses and possible accidents, which may result from underground cavity. To actively respond against potential danger of ground sink, evaluation of existing cavity grade and development of recovery procedure are important. There exists the ground sinking management grade system of expressway developed as local standards in Japan. Recently, ground sinking management grade system of Seoul was developed with consideration of road and asphalt conditions. In this study, 209 underground cavities of ${\bigcirc}{\bigcirc}$ area were explored and their cavity shapes and grades were evaluated based on both ground sinking management grade systems of Japan and Seoul. Comparison is made between cavity grades evaluated based on both grading systems from Japan and Seoul. As a result of comparative analysis, the conservatively-estimated cavity grades requiring emergency restoration based on the Japanese management grade system of expressway result from neglection of layer thickness of surface pavement, considering only width and cover depth of a cavity.

In this research, we propose a new method for tracking the release rate using the concentration data obtained from the sensor. We used a sensor network that has already been set surrounding the area where hazardous gas releases can occur. From the real-time sensor data, we detected and analyzed releases of harmful materials and their concentrations. Based on the results, the release rate is estimated using the neural network. This model consists of 14 input variables (sensor data, material properties, process information, meteorological conditions) and one output (release rate). The dispersion model then performs the simulation of the expected dispersion consequence by combining the sensor data, GIS data and the diagnostic result of the source term. The result of this study will improve the safety-concerns of residents living next to storage facilities containing hazardous materials by providing the enhanced emergency response plan and monitoring system for toxic gas releases.

Objectives: This research is part of a study to be conducted over five years starting from 2017 by the Ministry of Environment on the development of technologies to evaluate the impact of chemical accidents on the human body. Methods: For this research, a five-stage specific study method was developed. Results: In brief, the developed health risk assessment method can be summarized as follows. First, a health risk assessment system was built based on the guidelines set forth by the USA NRC/NAS. Second, based on the disease manifestation theory, the health risk assessment method was divided into 1) a carcinogenic health risk assessment method focused on all carcinogens except non-genotoxic carcinogens and 2) a non-carcinogenic health risk assessment method focused on noncarcinogens including non-genotoxic carcinogens. Third, the detailed contents of the health risk assessment method were developed in four stages(hazard identification, dose-response assessment, exposure assessment, and risk determination) through theoretical consideration of the assessment of the level of health risk related to chemical exposure. Finally, a health risk assessment methodology, classified into stages to address acute, subacute/subchronic, and chronic conditions was developed after considering the physicochemical behavior of hazardous chemicals upon implementation of countermeasures after a chemical accident. Conclusions: A method to evaluate the health risks related to toxic chemicals generated by chemical accidents was developed. This study was performed with the purpose of developing a mathematical health risk assessment method to evaluate the health effects of exposure to hazardous chemicals upon implementation of emergency countermeasures after chemical accidents.
This study of aims to provide basic data for improve the performance of air respirators that generate by bad influencing elements in fire emergency field. With three types of conditions set up for these tests, the pressures of containers have been extracted; the ambient temperatures have been checked, and the generation of moisture inside and outside container have been checked and identified. Specifically, these tests have been conducted at temperatures ranging between $-20{\sim}40^{\circ}C$. The pressures of containers have been extracted to reach between 0.4~0.8 MPa, using a pressure regulating valve. These tests have resulted in no change in the temperature and moisture outside the containers and no generation of moisture inside the containers as well. Although moisture has been generated inside the pressure gauge, the amount of moisture has not exceeded 25 $mg/m^3$, i.e. the limit suggested by the Korean Government. Therefore, it is judged that the moisture generated inside air respirators, which can be the most critical issue in the equipment, is likely to be caused in the process of managing the equipment or replacing air in the equipment at places of end-users, rather than in the process of manufacturing and production of the equipment.
