Characteristics of civil anti-disaster organization in Korean Disaster Management Systems : focusing on CAIND (citizen corps active in disaster) (국내 민간 방재조직의 특성에 관한 고찰 -지역자율방재단을 중심으로-)

  • Purpose: This study aimed to evaluate the Citizen-Corps-Active-In-Disaster (CAIND) according to a new viewpoint based on changes in basic theoretical concepts and establish a development plan. Methods: A documentary survey was administered, and the study followed the technical approach method. Detailed information on CAIND was taken from scholarly monographs, specialty publications, and previous studies, including master and doctorate dissertations. Results: CAIND may be defined as legal auxiliary organizations composed of local residents who volunteer to prepare for "all kinds of disasters as well as prevention activities" and instill the ideology of "leading service organizations of safety as a form of community involvement," "resident-friendly organizational activities based on autonomous operation," and "performing activities which supplement their demands according to the realization of social welfare and regional conditions." Conclusion: The newly established basic theoretical concept included the concepts of "professionalism and possibilities," "social expandability," "voluntary participation," and "the realization and complementation of social welfare"

Strategic analysis on sizing of flooding valve for successful accident management of small modular reactor

  • In contrast to all-time flooded small modular reactor (SMR) systems, an in-kind flooding safety system (FSS) has been proposed as a passive safety system applicable to small modular reactors (SMRs) that adopt a metal containment vessel (MCV). Under transient conditions, the FSS can provide emergency cooling to dry reactor cavities and sustain long-term coolability using re-acquired evaporated steam in the reactor building on demand. When designing an FSS, the effect of the flooding flow area is vital as it affects the overall accident sequence and safety. Therefore, in this study, a MELCOR model of a reference SMR is developed and numerical analysis is performed under postulated accident scenarios. Without flooding, the MCV pressure of the reactor module exceeds the design pressure before core damage. To prevent core damage, an emergency flooding strategy is devised using various flow path parameters and requirements to ensure an adequate emergency coolant supply before the core damage is investigated. The results indicate that a flow area exceeding 0.02 m2 is required in the FSS to prevent MCV overpressure and core damage. This study is the first to report a strategic analysis for appropriately sizing an FSS flooding valve applicable to innovative SMRs.

  • For a long time the GSM and GPS world has been living side by side. There have been some half hearted attempts to invoke the GPS unit into GSM units but performance and usability has suffered. The A-GPS approach is interesting and we wanted to verify general performance for fleet application and alarm/emergency situations. The result is now promising but still more to enhancements are anticipated. We achieved near acceptable availability (${\sim}70%$) under indoor conditions. Accuracy was as anticipated (50-100 meter) as we are using reflected signals. Time to first fix is in general good in outdoor conditions but too long for indoor conditions (45-60 seconds). We would like manufactures to put some more effort to get better performance in the future as test with Nordnav high sensitivity measurement system proves that conditions indoor are at a level where better performance should be possible.

  • The loss of offsite power test was successfully performed on YGN 4 to demonstrate that the reactor can be shutdown and the RCS can be maintained in a hot standby condition following a loss of all offsite Alternating Current (AC) power. Following the loss of main generator and all offsite AC power, the ensile emergency diesel generators were automatically started and the plant was stabilized via natural circulation. Plant conditions were maintained in hot standby for at least 30 minutes before offsite power was restored. Thus, the capability of equipment, controls and instrumentation necessary to remove decay heat from the core using only ensile emergency power was demonstrated, thereby satisfying all objectives and acceptance criteria of the test.

  • A brush-less type synchronous generator is driven by an internal-combustion engine that is used for emergency source. This kind of generator has to maintain output voltage in a range of some degree under the abrupt load irregular conditions such as a full load trip. This paper suggests a suppression method of increasing the output voltage over the rating. Automatic voltage regulator detects excessive rising of output voltage of the generator and supplies the signals to a switch installed in the rotating exciter through the photo-coupler. The current of main field rapidly decreases by additional resistor of the main filed circuit. Therefore, the output voltage of the generator is maintained effectively. The experimental results verified that the excessive value of the output voltage is limited in the range of 7% of the rated voltage.

  • Hyperbaric oxygen therapy (HBOT) is used to treat carbon monoxide (CO) poisoning. However, untreated pneumothorax is an absolute contraindication for HBOT. More caution is needed with regard to monoplace hyperbaric chambers, as patient monitoring and life-saving procedures are impossible inside these chambers. Central catheterization is frequently used for various conditions, but unnecessary catheterization must be avoided because of the risk of infection and mechanical complications. Herein, we describe a case of CO poisoning in which iatrogenic pneumothorax developed after unnecessary subclavian central catheterization. The patient did not need to be catheterized, and HBOT could not be performed because of the pneumothorax. Hence, this case reminds us of basic-but nonetheless important-principles of catheterization.

  • An unified controller for emergency generator is presented to control AVR and Governor and l00kVA power conditioner. This controller is operated to compensate current harmonics and asymmetries caused by nonlinear load and unbalance loads. The power conditioner shapes the source current sinusoidal in phase with source voltage and allows the generator to maximum power even to the single phase load. Also this power conditioner allows that three phase generator synchronizes with single phase main source and load sharing. An l00kVA generator system was built and the unified controller is realized with DSP(TMS320C32PCMA). Experimental results for many load conditions are presented to verify the performance of the unified controller.

  • Helidecks are vital structures that act as a last exit in an emergency. They transport people and goods to and from ships and offshore plants. When designing the structure of a helideck, it is necessary to comply with loading conditions and design parameters specified in existing professional design standards and regulations. In the present study, finite element analysis (FEA) was conducted with regard to a steel helideck mounted on the upper deck of a ship considering the emergency landing of the helicopter. The superstructure and substructure were designed, and the influence of various design parameters was analyzed on the basis of the FEA results.

  • The roller machines installed in the industrial field are operated under hazardous conditions due to no safety devices available, human error during operation, defective safety devices, and inadequate regulation even in case that safety devices are provided. Up to now, most roller machines installed in domestic field are provides with band breaking system as a safety device. In this study, the emergency stop distance is measured within the limit of domestic regulation but violates a foreign regulation(EN1417). Consequently, it is concluded that the roller machines with a band breaking system have high possibility of death or serious injury of the operator and the system should be improved with the introduction of additional safety devices. This thesis suggests the safety measures suitable for the roller machines with different drive systems based on the experiment results. The use of the newly developed safety system has been tested on many cases.
