Development of Stable Walking Robot for Accident Condition Monitoring on Uneven Floors in a Nuclear Power Plant

  • Even though the potential for an accident in nuclear power plants is very low, multiple emergency plans are necessary because the impact of such an accident to the public is enormous. One of these emergency plans involves a robotic system for investigating accidents under conditions of high radiation and contaminated air. To develop a robot suitable for operation in a nuclear power plant, we focused on eliminating the three major obstacles that challenge robots in such conditions: the disconnection of radio communication, falling on uneven floors, and loss of localization. To solve the radio problem, a Wi-Fi extender was used in radio shadow areas. To reinforce the walking, we developed two- and four-leg convertible walking, a floor adaptive foot, a roly-poly defensive falling design, and automatic standing recovery after falling methods were developed. To allow the robot to determine its location in the containment building, a bar code landmark reading method was chosen. When a severe accident occurs, this robot will be useful for accident condition monitoring. We also anticipate the robot can serve as a workman aid in a high radiation area during normal operations.

The current status and legal review of advanced airway management implemented by 119 EMTs (소방 119구급대원에 의해 시행된 전문기도관리 현황 및 법적 고찰)

  • Purpose: This study aimed to analyze the data from public information disclosure about pre-hospital advanced airway management and identify the problem by considering domestic laws and guidelines. Methods: Data were collected between 2017 and 2018 and analyzed using SPSS 25.0. Then, the problems of the analysis results based on the relevant laws and practical guidelines were reviewed. Results: The review of domestic laws and practice guidelines revealed that ambulance nurses can implement supraglottic airway device only under the following three conditions: ① smart advanced life support pilot project area, ② trained to insert I-Gel, and ③ member of a special ambulance. In total, 21,574 cases of advanced airway management (endotracheal intubation: 2,428, I-Gel: 18,502, LMA : 499, KING AIRWAY: 144) were reported. In many cases, advanced airway management was performed by ambulance nurses who did not meet the above conditions, which was in violation of laws and guidelines. In addition, the prognosis of intubated patients was not followed up. Conclusion: The Korea National Fire Agency must stop all unlicensed medical practice by untrained, uneducated, and uncertified nurses and demand quality control programs for intubated patients.

Development of Unmanned Aerial Vehicle System Integration Laboratory(UAV SIL) for the Integrated Verification (무인항공기 체계의 통합검증을 위한 무인항공기 체계통합실험실(UAV SIL) 개발)

  • This paper describes the results of the development of the the unmanned aerial vehicle system integration laboratory(UAV SIL) for the integrated verification. This UAV SIL is designed to test the robustness of the UAV system including the operational logics and the flight control system behaviors under many abnormal and emergency conditions such as data-link losses, airborne subsystem failures, engine shut down conditions, and ground control station faults. This paper presents how to build the UAV SIL and how to verify the in-development UAV system through the UAV SIL.

Convergence study on the intravenous access of paramedics in ambulances (구급차 내에서 수행한 구급대원의 정맥로 확보에 관한 융합연구)

  • The purpose of the study is to investigate the intravenous access of paramedics in ambulance. The study consisted of confidence change in pre and post intravenous access by driving condition and speed of the vehicle. The research subjects were 30 119 paramedics (20 level 1 emergency medical technicians, 10 nurses), and 6 ambulance driving conditions were established in order to measure the number of attempts at intravenous access. The data was collected for 9 days from May 18 through May 27, 2017. The results show no disparities in number of attempts in terms of stop conditions and flat section driving conditions(p=.161) although there were significant disparities in unpaved road(p=.003), speed bump(p=.005), curve(p=.022), and slope(p=.003) section driving conditions. Confidence appeared to significantly rise(p=.000) after the experiment. In conclusion, it is recommended that swift intravenous access inside an ambulance while driving is attempted when the vehicle has come to a stop or a flat section and paramedics should maintain their confidence in intravenous access through continued training.

Model experiments for the reinforcement method of agricultural reservoirs by overtopping

  • In this study, a large laboratory model experiment was conducted with the aim of developing an embankment reinforcement method to prevent overtopping, which is the main cause for the failure of agricultural reservoirs. The model experiment was carried out with concrete and asphalt as a permanent reinforcement method and with geomembrane as the emergency method at a deteriorated homogeneous reservoir. Under the non-reinforced conditions, the pattern of the failure appeared in several scour directions from the downstream slope as the overtopping began, and the width and depth of the erosion were magnified as it gradually moved to the dam crest. Under the conditions reinforced with asphalt and concrete, the overtopping was stabilized. In the case of the concrete reinforcement, it was found that the slope of the riprap boundary exhibited downward erosion by the current; thus, it was necessary to construct an extension up to the riprap joint of the upstream and downstream sides to prevent the expansion of the failure. Under the conditions reinforced with the geomembrane sheet, the overtopping was stabilized, and no seepage was found that required the emergency reinforcement method. Asphalt, concrete, and geomembrane sheet reinforcements have been shown to be capable of delaying failure for about 1 hour and 40 minutes compared to the non-reinforcement conditions. The reinforcement method is considered to be a very effective method to prevent disasters during overtopping. The pore water pressure can be used as useful data to predict the risk of failure at an embankment.

Weight Drop Impact Tests of Earthquake-Proof Table (내진테이블의 중량물 낙하 충격실험)

  • Full-scale seismic retrofit of old and deteriorated masonry buildings requires a lot of cost and time. In such buildings, installing an emergency evacuation space can be considered as an alternative. In this study, requirements of the earthquake-proof table used as an emergency evacuation space for buildings hit by earthquake are investigated. Load conditions required for the table, including the impact effects due to building debris drop, are explained. To investigate the impact effects in more detail, weight drop test is performed for an prototype earthquake-proof table. In the test, the weight of the falling object and free fall height were considered as the main test parameters. The results showed that the duration of impact is very short (0.0226~0.0779sec), and thus the impact forces increase to 15.8~45.2 times the weight of the falling object. Based on these results, design considerations and performance verification criteria of the earthquake-proof table as an emergency evacuation space are given.

Internal Mammary Artery Injury Caused by Blunt Chest Trauma Treated with Transcatheter Arterial Embolization (흉부 둔상에 의해 발생한 내흉동맥 손상의 카테터경유 혈관색전술 치료 경험)

  • The aorta is the most common major thoracic artery injured by blunt chest trauma. Injuries to major aortic arch branch arteries can also occur but are much less common than aortic injuries in the setting of blunt trauma. Although internal mammary artery (IMA) injury is uncommon and rarely diagnosed in cases of blunt chest trauma, it is one of the important sources of bleeding in chest trauma. IMA bleeding can cause ongoing blood loss and may lead to serious conditions such as extensive hemothorax, anterior mediastinal hematoma or its catastrophic complication, cardiac tamponade. However such arotic and branch artery injuries are not easily detected by plain radiograph, and are detected indirectly because of associated mediastinal hematoma. Herein, we report a case of IMA injury caused by blunt chest trauma secondary to pedestrian traffic accident. The injured patient was successfully treated by transcatheter arterial embolization (TAE).

Study on Cancer Patients Who Visited an Emergency Department with the Side Effects of Chemotherapy (응급실 내원 암환자의 항암화학요법 부작용에 대한 후향적 조사연구)

  • Purpose: This study was done to identify conditions of cancer patients who visited an emergency department (ED) with the side effects of chemotherapy. Methods: Data were collected retrospectively from medical records of 294 cancer patients who visited a tertiary hospital in 2009 for treatment of side effects of chemotherapy. Records were reviewed for characteristics of participants and side effects of chemotherapy. Data were analyzed using SPSS software. Results: ED Triage grade 3 was 81.6%. The hospitalization ratio was 72.8%, and 6.5% died during the admission. Most frequent side effects were thrombocytopenia (80.6%), anemia (74.5%), pain (52.0%), neutropenia (50.7%), and leucopenia (46.3%). The hospitalization group showed more severe leucopenia than the discharge group (p=.020). Patients in the group who died had higher scores for dyspnea compared to patients discharged or hospitalized (p<.05). Conclusion: Results of the study suggest that there is a special need to develop a system to manage side effects of chemotherapy. Also it is necessary to provide appropriate care and treatment with prompt initial evaluation when cancer patients with side effects of chemotherapy present in the ED. More effective educational discharge programs should also be developed to help these patients cope with various side effects of chemotherapy.

Influencing factors of the severity of occupational fall injury (직업손상과 관련된 추락환자의 중증도에 영향을 미치는 요인)

  • Purpose: The purpose of this study was to investigate factors influencing severity of occupational fall injury. Methods: A self-reported questionnaire was completed by 105 patients sustaining occupational fall injury between July 2010 and January 2013. The study instruments were developed by the National Traumatic Occupational Fatalities and National Electronic Injury Surveillance System. The questionnaire consisted of general characteristics of the subjects (30 items), workplace characteristics (12 items) and disaster characteristic (13 items). Results: Demographic factors, except age, did not affect the severity of injury. Injured patients aged 50-59 years tended to have more severe injuries than those aged 39 years. Type of transport vehicles, conditions, and the circumstances of the fall influenced injury severity. Patients transported by 119 ambulance suffered more severe fall injuries than those who were not. Electrical workers did not receive safety education wihin a year. Critical height in severe injuries was > 6 meters. Conclusion: Occupational fall injuries were influenced by patient age, types of transport vehicles, fall height, size of workplace, and safety education experience.

A Supplementary Service Technology for Enhanced Receiver Performance of Emergency Alert Broadcast Based on 5G Cellular Communications (5G 이동통신 기반 재난 방송의 수신 성능 향상을 위한 부가 서비스 기법)

  • The emergency alert broadcast service based on cellular communications is defined as CBS. However, the CBS just supports a limited text message, which might be unavailable to foreigners, who are unfamiliar with local characters. The CBS protocol relies on a broadcast mechanism. Such a broadcast technology exhibits that the number of outage users significantly increases under poor channel conditions. In this paper, we present a supplementary service technology for 5G CBS, which considerably enhances the accessibility of foreigners and illiterate persons, and the receiver performance. For the enhanced receiver performance, the proposed supplementary service approach effectively exploits the device-based geo-targeting capability that the 5G CBS can afford to offer.
