Today, further education of adults in the UK is one of the developing areas of continuing education. The Open University with distance learning, in the process of which innovative forms and methods based on computer and telecommunication technologies are used, is particularly successful in the organization of additional education of the adult population. The advantages of distance learning, multimedia - the latest information technologies, which provide the combination of graphic images, video, sound with the help of modern computer tools, are noted. The basic principles and forms underlying the technologies and forms of work with the elderly are defined. The international experience of implementing "Universities of the Third Age" is summarized. The most widespread approach in adult education in Great Britain is informational. The use of computer technologies motivates a new paradigm in educational methods and strategies, which requires new approaches, forms of learning, and innovative ways of delivering educational materials to adult learners. Information technologies have gained great popularity in such activities as distance learning, online learning, assistance in the education management system, development of programs and virtual textbooks in various subjects, online search for information for the educational process, computer testing of students' knowledge, creation of electronic libraries, formation of a single scientific electronic environment, publication of virtual magazines and newspapers on pedagogical topics, teleconferences, expansion of international cooperation in the field of Internet education. The information technology of synchronous distance learning "online" has gained considerable popularity in the educational process today. A promising direction is the use of multimedia technologies in educational activities to create a design of a virtual computer environment by decoding audiovisual information.

We propose the Distance Communication System that is not only Making Distance Learning Contents but also controlling intellectual moving object. In order to make Distance Learning Contents (Video Contents), we must follow the motion of lecturer. In the former Systems and a person operates Video-Camera because it's not enough to follow the motion, In this research and we make the systems that can match the motion of lecturer naturally. The systems use Intelligent Space software and so the systems recognize lecturer's motion automatically and order Pan/Tilt-Type Camera to follow the motion. And we made possible to operate an intellectual moving object with application of this system.

Active sensors are rapidly conquering a share on the remote sensing market and offer among others new possibilities toward automatically acquiring 3D building data. Better dissemination of information about new technological developments can possibly be achieved by short distance-learning courses. The paper describes the didactic and technical aspects of a course we have designed and conducted on airborne laser scanning and interferometric SAR. The building extraction application is a good example to illustrated the added value of short electronic-learning courses above simply publishing (digital) papers.

저작권법은 저작자의 권리와 그 권리에 대한 제한을 통하여 문화의 향상발전에 이바지하는 것을 목적으로 한다. 학교교육 목적을 위한 경우와 도서관에서의 이용에 대하여 저작권자의 일부 권리를 제한시키는 규정은 저작재산권 제한의 대표적인 예이다. 본 논문은 원격교육을 지원하는 도서관정보 서비스 과정에서 발생하는 저작권 문제를 고찰하고 문제점과 해결방안을 제시하고자 하였다. 이를 위하여 먼저, 원격교육과정에 참여하는 교육자와 피교육자에 의한 저작물 사용시 저작권 문제가 기존의 면대면 교육상황과 어떻게 다른지 고찰하였다. 또한 원격교육을 지원하는 도서관서비스 중 전자지정도서제 운영, 전자적 도서관상호대차 및 전자적 문헌전달서비스 과정에 있어서 저작권 문제를 고찰하고, 현행 저작권법에서 해당 법조항의 문제점과 개정방안을 제시하였다.

This article identifies the problems and substantiates the directions for the development of distance learning technologies in the training of personnel. An example of using digital media to create a remote access laboratory is given. The article is devoted to the definition of the main aspects of the organization of distance education. Rapid digitization, economic, political and social changes taking place in Ukraine necessitate the reform of the education system. First of all, it concerns meeting the educational needs of citizens throughout their lives, providing access to educational and professional training for all who have the necessary abilities and adequate training. The most effective solution to the above-mentioned problems is facilitated by distance learning. The article analyzes the essence and methods of distance learning organization, reveals the features of the use of electronic platforms for the organization of this form of education in different countries of the world. The positive characteristics of distance learning are identified, namely: extraterritoriality; savings on transport costs; the interest of modern youth in the use of information tools in everyday life; increase in the number of students; simplicity and accessibility of training; convenient consultation system; democratic relations between the student and the teacher; convenience for organizations in training their employees without interrupting their regular work; low level of payment for distance education compared to traditional education; individual learning pace; new teacher status. Among the negative features of online education, the author refers to the following problems: authentication of users during knowledge verification, calculation of the teacher's methodological load and copyright of educational materials; the high labor intensity of developing high-quality educational content and the high cost of distance learning equipment; the need to provide users with a personal computer and access to the Internet; the need to find and use effective motivation mechanisms for education seekers.

We provide an useful method to design codebooks with better performance than conventional methods. In the proposed method, new codevectors obtained by learning iterations are not the centroid vectors which is the representatives of partitions, but the vectors manipulated by the distance between new codevectors and old codevectors in the early stages of learning iteration. Experimental results show that the codevectors in the obtained by the proposed method converge to a better locally optimal codebook.

Most traffic accidents are caused by drivers' carelessness and lack of information on the surrounding objects. In this paper we proposed a model of human intention recognition through case-base learning and to build up an experiment system. The system can help us recognize object's intention (e.g. turn left, turn right or straight) by using detected data about human's motion, speed of the car and the distance between the car and the intersection. Furthermore, we included an example using case-base learning in this paper to improve the precision of recognition as well as an example to explain the use of the system. PC can be used to predict the driving reaction beforehand and send a warning signal to the driver in time if there is any danger.

학습효율의 향상을 위해 본 논문에서는 웹기반 가상실험시스템과 원격실험시스템을 적절하게 통합하여 전기전자회로에 대한 하이브리드 실험시스템을 구현하였다. 먼저, 전기/전자회로 실험에 대한 웹기반 가상실험실을 개발하여 개념학습, 가상실험, 평가등의 3개의 주요 세션과 그에 대한 관리시스템으로 구성하였다. 다음으로 가상실험을 진행하는 동안 발생할 수 있는 현실감의 부족성 문제를 해결하기 위해 전기전자회로에 대한 원격실험시스템을 구현하였다. 제안된 가상/원격실험시스템은 독립적인 형태로 사용될 수도 있지만, 학습효율을 극대화하기 위해서 두 개의 시스템을 통합하여 하이브리드 전기전자 실험시스템을 구현하였다.

Electronic educational environments in the conditions of quarantine restrictions of COVID-19 have become a common phenomenon for the organization of distance educational activities. Under the conditions of Russian aggression, Ukrainian proof of their use is unique. The purpose of the article is to analyze the role of electronic educational environments in the process of training applicants for higher education in Ukraine in the realities of a large-scale war. General scientific methods (analysis, synthesis, deduction, and induction) and special pedagogical prognostic methods, modeling, and SWOT analysis methods were used. In the results, the general properties of the Internet educational platforms common in Ukraine, the peculiarities of using the Moodle and Prometheus platforms, and an approximate model of the electronic learning environment were discussed. The reasons for the popularity of Moodle among Ukrainian universities are analyzed, but vulnerable elements related to security are emphasized. It was also determined that the high cost of Prometheus software and less functionality made this learning environment less relevant. The conclusions state that the military actions drew the attention of universities in Ukraine to the formation of their own educational platforms. This is especially relevant for technical and military institutions of higher education.

상수 모듈러스 오차와 두확률 밀도 함수의 유클리드 거리에 기본을 둔 블라인드 알고리듬은 정보 이론적 학습 방법의 장점에도 불구하고 복소 채널의 위상 회전을 극복하지 못해 열악한 성능을 보인다. 이 논문에서는, 출력 전력이 다중 모듈러스 값의 근방에 있을 때 decision-directed 모드로 동작하는 기법을 정보 이론적 학습에 추가하므로서 복소 채널의 위상 회전 문제를 해결할 수 있음를 보였다. 복소 채널 모델과 16 QAM 방식에 대한 시뮬레이션 결과에서 복소 채널의 위상 회전 문제가 해결되어 현격한 성능 향상을 보였다.
