Appraisal is a basic archival function that analyzes values of records and determines the eventual disposal of records based upon their archival values. In electronic records environment, however, appraisal is different from traditional appraisal system that mainly is based on paper records. Since electronic records don't have physical entity and strongly depend on computer technologies, archivists fall into various dilemma in appraisal of electronic records. Moreover, because creation environment of electronic records is remarkably complex and diversified, appraisal of electronic records cannot be done until the later stages of the life cycle of the records. In Korea, appraisal system is founded on the Tables of Transaction for Records Scheduling through which disposal activities of all records are definite in a concrete form. However, there are little institutional infrastructures associated with appraisal of electronic records. Therefore this paper will intend to analyze characteristic features about appraisal of electronic records as a preliminary study for establishing appraisal system of electronic records in Korea. For this purpose, I have firstly compared creation environment of electronic records with traditional creation environment mainly based on paper records, and analyzed differences between appraisal of electronic records and traditional appraisal system based on paper records in view of recordness of electronic record. then I have examined functional appraisal that focuses on functions and activities in which the records are created and used, and discussed about main issues in relation to establishing appraisal system of electronic records.

본고에서는 전자기록 환경에서의 기록관리 패러다임 변화에 대한 한 단면으로서, '업무친화적' 기록 관리의 향방에 대해 논의하고자 한다. 우선 전자기록 환경의 특성을 기반으로 업무와 기록, 기록관리의 상관관계를 심층적으로 분석한 다음, 전자기록 환경에서 기록관리가 지니게 되는 의미 및 역할의 방향성을 제시코자 한다. 이를 통해 본고에서는 종래의 라이프사이클 체제하에서 간과되어 왔던 현용기록관리의 의의 및 역할을 전자기록 환경에서 재정립함과 더불어, 나아가 기록관리와 정보관리의 연계를 위한 이론적 기반을 제공할 것이다.

Mobile Crowd Computing is one of the most efficient and effective way to collect the Electronic health records and they are very intelligent in processing them. Mobile Crowd Computing can handle, analyze and process the huge volumes of Electronic Health Records (EHR) from the high-performance Cloud Environment. Electronic Health Records are very sensitive, so they need to be secured, authenticated and processed efficiently. However, security, privacy and authentication of Electronic health records(EHR) and Patient health records(PHR) in the Mobile Crowd Computing Environment have become a critical issue that restricts many healthcare services from using Crowd Computing services .Our proposed Efficient Multi-layer Encryption Framework(MLEF) applies a set of multiple security Algorithms to provide access control over integrity, confidentiality, privacy and authentication with cost efficient to the Electronic health records(HER)and Patient health records(PHR). Our system provides the efficient way to create an environment that is capable of capturing, storing, searching, sharing, analyzing and authenticating electronic healthcare records efficiently to provide right intervention to the right patient at the right time in the Mobile Crowd Computing Environment.

제 4차 산업혁명의 도래로 인한 신기술의 도입과 클라우드 업무환경으로의 변화 등의 기록관리 외부환경의 변화로 인해 기록의 생산 및 관리 환경의 변화가 예상되나 현재의 법제와 시스템 등이 이러한 외부 환경 변화에 유연하게 대응하기에는 부족한 상황이다. 기록관리 프로세스, 시스템, 인프라 영역의 제문제가 서로 얽혀있어 부분적인 개편으로는 외부환경 변화에 대응하기 어렵다. 이에 전면적인 재설계가 필요하며 이러한 전면적 개편을 '차세대 전자기록관리'로 명명하고 차세대 전자기록관리 체계 구축을 위해 전자기록관리 프로세스를 재설계할 때 고려해야 하는 주요한 이슈들과 개선방법에 대해 연구하였다.

전자기록물의 정의와 구성요소를 설명하고 보존 개념을 재정립하였다. 전자적인 환경에서 기록물을 장기보존을 위한 접근방법과 요구조건을 논의하였다. 디지털 환경에서의 보존은 신뢰성 있는 진본 기록물 자체에 대한 보존과 접근가능성을 보장하는 것임을 알 수 있었다. 전자기록물을 장기보존하기 위해서는 디지털 환경 변화에 따른 지속적인 변환과 기록물을 생산한 소프트웨어에 독립적인 표준포맷 전략을 선택할 필요가 있다. 그리고 이러한 전략을 통하여 전자기록물의 무결성을 보장할 수 있도록 처리절차와 관련 정보를 메타테이터화 하여야 한다. 전자기록물 보존시스템은 크게 등록처리, 보존처리, 접근처리와 시스템 전체를 관리하는 기록물관리 시스템으로 구성하였다. 또한 보존매체의 선택 기준과 안전 및 재해복구의 개념을 도입하였다.

레코드 컨티뉴엄은 전자기록 환경으로 이행하는 패러다임 전환기에 기록학의 기반을 제공하는 이론임에도 불구하고, 이에 대한 비판적 분석을 그동안 거의 수행되지 않았다. 레코드 컨티뉴엄은 아직 개발이 진행 중인 이론으로, 핵심은 라이프사이클 모델과는 다른 기록에 대한 새로운 시각이다. 따라서 전자기록 환경에서 레코드 컨티뉴엄이 지닌 의미 및 한계를 분석하고 보다 심도 있는 이론적 개발을 위해서는 레코드 컨티뉴엄 논리 속에 함유된 기록의 의미 및 속성에 대한 분석이 필수적으로 요구된다. 하지만 레코드 컨티뉴엄에서는 기록에 대해 별도로 정의를 내리지 않고 있다. 이에 본고에서는 최근의 전자기록 환경에서 레코드 컨티뉴엄 이론 속에 함유된 기록의 의미 및 속성을 축선 및 차원 분석을 통해 고찰하고자 하였다. 이를 위해 우선 기록의 의미 및 속성 도출을 위한 기초 작업으로, 컨티뉴엄 모델상의 차원 1 및 차원 2에 초점을 맞추어 분석을 수행하였다. 이어 컨티뉴엄 논리 속에 함유된 기록의 의미 및 속성을 라이프사이클 모델과 결부시켜 고찰하였으며, 이를 기반으로 컨티뉴엄이 지닌 의의를 고찰한 다음, 기록의 의미 및 속성 관점에서 컨티뉴엄이 지닌 한계를 제시하였다.

전자형태를 띄고 있는 문서와 데이터가 널리 보급됨에 따라 전자문서의 유약성으로 인해 생기는 문제점을 보완하고 이를 영구보존하여 전자문서의 이용을 극대화하려는 다각도의 연구들이 1990년대 이래로 활발하게 진행되고 있다. 이 글은 북미를 중심으로 서구에서 현재 진행되고 있는 전자문서 보존과 이용에 관한 최근 연구동향을 국내에 소개하고 이해하는데 기여하며, 그 중에서 세계적 규모로 진행중인 InterPARES Project의 성과와 특징을 살펴봄으로 전자문서의 영구보존을 위한 개념의 정립과 그 보존에 대한 이해를 돕고, 아울러 한국적 모색을 마련하는 계기를 제공하고자 한다.

본 연구는 전자거래에 대한 직접적 이해관계를 갖고 있지 않은 제3자 보관소 제도를 기반으로 하는 전자거래기록관리체계의 제안을 목적으로 한다. 이를 위해 관련 선행연구를 분석하고 전자거래와 전자거래기록의 개념과 유형 및 단계를 이론적 측면에서 살펴본다. 전자거래기록이 가지는 전자기록과 거래기록으로서의 복합적 속성에 대해 논하고, 전자거래기록관리 과정을 생애주기와 관리, 보관주체를 준거로 구분한다. 이를 통해 본 연구는 전자거래의 분쟁을 방지하고 조정할 수 있는 대안으로 신뢰할만한 제3자의 개입이 필수적임을 확인하고, 제3자 전자거래기록보존소를 중심으로 한 신뢰기반 전자거래기록 관리체계를 제안한다. 전자거래기록의 증거력과 관리환경을 살피고 이를 위해 준수해야 할 사항들을 논하는 한편, 거래 유형별 활용 사례들을 계약거래와 교환거래로 구분하여 제시한다.

본 연구는 기록관리 현장의 전자기록관리영역의 문제를 확인하고 IT신기술의 도입으로 인해 급변하고 있는 기록 생산 및 관리 환경의 변화에 조응할 수 있는 새로운 전자기록관리체계의 설계를 위해 과제를 도출하는 것을 목적으로 한다. 새로운 정부의 기록관리 혁신에 맞추어 프로세스, 시스템, 인프라 모든 영역에서 이전과는 다른 차세대 기록관리 개념 설계가 이루어져야 하는 시기이다. 이러한 관점에서 차세대 기록관리의 가치와 지향이 어떠해야 하는지 방향성을 도출하고 이에 따라 프로세스, 시스템, 인프라 영역의 문제를 확인하고 과제화하였다.

Electronic environment affects archival community to a great extent. It redefines virtually every stage of archival management form creation to current and semi-current use, to appraisal, and to preservation of records. Faced with the problems caused by ever increasing electronic records, the community is forced to reconsider traditional concepts, approaches, methodologies, even the basic paradigm embedded in archival theory and practice. The present paper discusses the need to reexamine principles and techniques of archival management in the light of digital environment. It also urges archives and archival institutions, the archival profession, or the archival community at large, to participate in this critical enterprise. Success in this endeavor will, eventually, pave the road toward creating, organizing, providing access to, preserving reliably and authentically electronic records and designing proper system for the societal collective memory in recorded digital information.
