Electronic publishing, vaguely defined area of activities and vaguely defined scope of products, is consisting of electronic or computerized processing of text, images, graphics for publication in one of electronic forms and also in a traditional printing on paper. As it is vague in scope, topics of this paper are of diverse interests. Technological developments related to electronic publishing are rapid in Japan. Activities and events by various organizations, both in the private sector and the public sector, are not few, and interlaced.

Recently, electronic-book (e-book) market is growing rapidly due to the evolution of information technology and e-book standard EPUB. Users can search e-book on-line and download easily to their e-book readers such as amazon's kindle or smartphones. On the other hand, there is lack of e-book contents for the reading disabled people because of high cost of making e-book accessibility for the reading disabled people. If we can translate EPUB specified e-book contents to the alternative e-book contents suitable for the reading disabled people, then there are many advantages to acquire various types and large volumes of e-book contents for the reading disabled people. This paper suggests a new electronic publishing ecosystem for the reading disabled people using e-book translation method. It also suggests a promotion strategy of e-book market for the reading disabled people.

We have heard about several keywords of the fourth industrial revolution such as automation, artificial intelligence and connectivity. And electronic publishing systems and ebooks will enable us to experience a new industrial revolution without discrimination. On that level, it is necessary to study a method of automatic accessibility tool for electronic publishing. There are some studies on accessibility standard specifications, accessibility guidelines, and accessibility certificate criteria. but there is little research about automatic inspection tools in electronic publishing area. This paper proposed a library for accessibility inspector of EPUB and its components based on IDPF EPUB accessiblity guidelines and TTA accessibility certificate criteria for reading disabled people. After implementing the library that can be connected to SIGIL, which is the most widely used in Korea, we verified its functionality and its coverage with Korean commercial EPUB files.

The most remarkable business model to Have merged in electronic publishing is the so-called 'Big Deal'. Major Publishers have begun offering libraries bundled packages that are across journals and across print and electronic versions. This paper examined consortium conditions of scholarly journals in the light of big deal. The result skewed that various pricing models have been appeared and freedoms to choose collections have been on the increase in comparison with the past. But many major Publishers have adopted a typical big deal contract condition that a library enters into a long-term arrangement to get access to large electronic journal collections at a dramatic discount interchange of a promise not to cut print subscriptions. The publishing and library communities need to find alternative pricing models that provide better deals for those disadvantaged by the prevalence of the big deal. Much in the world of scholarly publication is changing, combination of traditional publishing and open access publishing may well be gained public favor in the future.

The study examined the current status and the use of electronic publishing files to produce a bibliographic database. In particular . it examined the problems faced in the production of KoreaMed, an abstract database of Korean medical journals. The methodology of KoreaMed to utilize the computer files which was produced in the process of publication of a print journal is found to be very effective. It assures the accuracy of data, accelerates the input speeds, and reduces the input costs. However, such a project can not be accomplished to a satisfactory level without the cooperation of the publishers involved. It turns out that many small publishers and academic societies hardly have saved the electronic publishing files of previous issues. Besides, it is hard to maintain the right channel to receive the files continuously. The input and processing of special characters are very delicate problems. In addition, the diversity of layout and formats of journals, of the electronic publishing software used, and of the storage media, makes the utilization of the electronic publishing files a very complex process. In order to operate the KoreaMed system more efficiently by requiring the publishers to submit XML files which meets the standard of the KoreaMed, it is necessary to educate and train personnels of journal publishers for the management of electronic publishing files.

The input and output device requires precise color representation and CMS (Color Management System) because of the increasing number of ways to apply the digital image into electronic publishing. However, there are slight differences in the device dependent color signal among the input and output devices. Also, because of the non-linear conversion of the input signal value to the output signal value, there are color differences between the original copy and the output copy. It seems necessary for device-dependent color information values to change into device-independent color information values. When creating an original copy through electronic publishing, there should be color management with the input and output devices. From the devices' three phases of calibration, characterization and color conversion, the device-dependent color should undergo a color transformation into a device-independent color. In this paper, an experiment was done where the input device used the linear multiple regression and the sRGB color space to perform a color transformation. The output device used the GOG, GOGO and sRGB for the color transformation. After undergoing a color transformation in the input and output devices, the best results were created when the original target underwent a color transformation by the scanner and digital camera input device by the linear multiple regression, and the LCD output device underwent a color transformation by the GOG model.

Although an academic journal has had an important role in the diffusion of knowledge and the confirmation of knowledge advancement, it has revealed several difficulties : long processing time for publishing, uni - directional communication, closed review process etc. But an electronic journal (E-Journal) can solve these problems and add several new advantages such as the multimedia expression of documents, and pre and post publication review. Moreover, it should be noted that an E-Journal is not an alternative medium which simply replaces an existing journal, but a new paradigm for scholarly communication. Although this paper reviews several issues related to E-Journal, the introduction of the concept of universal service and informal document style for flexible communication are noticeable. For effective diffusion of E-Journal, information infrastructures such as high - speed telecommunication networks and digital libraries are urgently needed. Government subsidy as in Great Britain is necessary for E-Journal publishing.
